Introduction

This release guide documents Release 8.6.6 of the Banner® Student System. This release contains regulatory updates for 150% enrollment reporting.

Enhancement for Release 8.6.6

This document describes the following enhancement, which is new for Release 8.6.6.

150 Percent Subsidized Stafford Usage Limit Regulatory Updates, Phase 3

This enhancement contains updates for enrollment reporting to the National Student Loan Data System (NSLDS) and the National Student Clearinghouse (NSC) using the Clearinghouse Extract Report (SFRNSLC) and the NSLDS SSCR Process (SFRSSCR).

1 150 Percent Regulatory Updates Phase 3- Functional

This section details Phase 3 of the functional changes delivered for the 150 Percent Subsidized Stafford Usage Limit Regulatory Updates and reporting requirements. Changes are delivered in support of enrollment reporting to the National Student Loan Data System (NSLDS) and the National Student Clearinghouse (NSC). This release includes a new table and updates to the SFRNSLC (Clearinghouse) or SFRSSCR (NSLDS) processes.

Processing

You will be able to upload files to the NSC and the NSLDS for enrollment reporting related to the 150% reporting. The Clearinghouse Extract Report (SFRNSLC) is being updated to report on each program in a student’s curriculum record. If a student has multiple programs, multiple records (such as FOS, ENR) will be included in the student record that is reported.

SFRNSLC and SFRSSCR reporting includes the current and active curriculum, as well as curriculum records that are active but no longer current. (Those records are reported two times.) If the end term is populated, that particular program’s status is reported as withdrawn. Existing logic is used to determine whether a time status change has occurred for the SFRNLSC process. SFRSSCR reports a snapshot of the status at the time the report is run, so it does not look for changes.

A new calculation is used to determine enrollment status. As enrollment status at the college level cannot be derived from a single program's enrollment status, each program status is evaluated and combined with the enrollment status to determine the overall enrollment status. When different statuses exist for the curriculum records, statues are selected in descending order of importance, such as D, G, F, Q, H, L, A, W, X, Z. Records with time statuses are considered before records with withdrawn statuses and then so on in the order listed.

For example, when program one status is F, and program two status is G, The enrollment status would be G. When program status one is W, and program two status is Q, the enrollment status would be Q.

The overall campus level status is assigned based on the program level status. If a D is found among the program level status codes, that would be the campus level status. If a G is found, that status would be next in the order.

When a student is deceased or has graduated, that status takes precedence. Then processing looks at the overall status of the student for the greatest time status and so on in descending order, such as F, Q, H, L. If the student has withdrawn with a valid reason, the status is A. If the reason is not valid, the status is W. A status of X indicates the student record was found, but the student never attended classes. A status of Z indicates the student was not found.

The program level status is W when one of two conditions exists.

• The curriculum record is active but not current. (The end term is populated on the record.)

• The student has withdrawn from the institution, and the enrollment status on SFAREGS has been changed to a withdrawn status.

The NSC requires that changes in enrollment and program status be reported. In order to provide this data, the SFRNSLC report looks in the .log file to determine the last date it

was run. All status change dates are compared to this date. If a change occurred before the last file was produced, the change is not included in the report. If the change occurred after the last file was produced, then the change is included in the report.

If the SFRNSLC version is current, the date for that record in the .log file will be used. If the version is not current, the report looks at the previous record. If a previous record with the current version is not found, the date of July 1, 2014 is used to determine which changes to report. Changes that have occurred since July 1 are included in the file for reporting, even if they were included in a file provided for reporting in the old format. Text from processing section: A new column has been added to the National Student Loan Clearinghouse Data Extract Process Control Table (SFRTCTL) to store the version of SFRNSLC that was run. A new log file has been added for SFRSSCR for this purpose.

The SFRNSLC report processes information for the report term selected in the Term Code parameter, or it may be run to process information based on terms that are a part of a student centric period. When the report is run for a single report term, the data comes from the SFATMST form. When the report is run with the Process by Student Period parameter set to Y, the output is based on terms that are a part of the student centric period, and data comes from the SFASTSR and SFASCPR forms.

New parameters

A new parameter has been added to the SFRNSLC report for reporting to the NSC.

OPEID - Required. Enter the number for the OPEID where the enrollment is certified. This is the six-digit school code. The two-digit school location code can be entered in the Branch Code parameter.

New parameters have been added to the SFRSSCR process for reporting to the NSLDS.

• Telephone Hierarchy - Optional. Enter the telephone priority and type code, such as 1HM. Multiples can be entered. Valid values come from STVTELE.

• Email Hierarchy - Optional. Enter the email address priority and type code, such as 1EM. Multiples can be entered. Valid values come from GTVEMAL.

The following parameters are no longer used with the SFRNSLC report.

File record types

The new fixed-width Enrollment Reporting file consists of header and trailer records and multiple detail record types. These record types are:

• Record Type 000 - Header (existing record)

• Record Type 001 - Campus-Level (existing record with updates)

• Record Type 002 - Program-Level (new record)

• Record Type 003 - Email Address (new record)

• Record Type 999 - Trailer (existing record with updates)

The changes to the existing 001 Campus-Level record type are:

• Fields have been added for Student Phone Type, Preferred Phone Number flag, Student Phone Country Code, and Student Phone Number.

These fields are optional, but if the phone number is provided, all phone number-related fields become mandatory.

• The OPEID and Move To OPEID fields are now eight-digits in length.

• The Move To OPEID field has been repositioned and moved to the end of the record.

• The Credential Level field has been moved to the Program-Level Record Type 002.

• The Bundle Rejected Flag has been added. Information about bundled records can be found in the “Bundled records” topic that follows.

• Here are the changes from the Nov. 25, 2013 documentation from the NSLDS:

• The Program Indicator field has been added.

• Updates have been made to the attribute names for the Student Address fields.

• The Filler fields have been removed from positions 21-22, 174-175, 321-321.

The fields in the new 002 Program-Level record type include:

• Classification of Instructional Programs (CIP) code

• Program Credential Level

• Published Program Length

• Published Program Length Measurement (Weeks, Months, Years)

Bundled records

The first record of the file will be the header record, the last record is the footer record, and the student records are bundled in between.

• Each student will have one record type of 001 that contains all of his/her student and campus-level information.

• Record type 002 is the program-level. This is required unless the student does not have a program.

• Record type 003 is optional and contains the student email address information.

Because each student's update will consist of multiple detail records, a valid detail record of one type may be rejected by NSLDS because of an error in another detail record in the student's bundle. Each detail record type in the new file layout includes a field named Bundle Rejected Flag. That flag is set to Y for all the detail records in a bundle that contain an error, although the actual error code will only be displayed on the detail record that contains the error.

NoteThe OPEID is the combination of the six-digit school code and the two-digit school location code. If a school has more than 99 locations, the first digit of the OPEID is incremented to 1. If the school has more than 199 locations, the first digit is incremented to 2, and so forth. For example, location 00 = 06789900, location 101 = 16789901, location 202 = 26789902.

The Status Reason Code (data element 641) for the program enrollment status is now calculated to use three quarter time enrollment (Q).

SFRNSLC error reporting

For SFRNSLC Run Mode 1, Report of Missing/Invalid Data, the report will check for the following conditions:

• The process checks majors attached to all active curriculum records to ensure that a CIP code exists in STVMAJR (STVMAJR_CIPC_CODE is Not Null).

• When the Program Indicator is Y, the process provides all program-level information. The report prints Y in the SUM03 element when at least one current and active curriculum record is found.

When the Program Indicator is N, the process adds that student to the error report with the message Curriculum information is missing. When the SUM03 element is N, the report prints information about curriculum records that are active but not current.

• When the curriculum does not find a program length match, it is included in the report with the message No Matching Rule Found on SFACPLR.

NSLDS SSCR Process (SFRSSCR)

Description This process is used to read and process the NSLDS Student Status Confirmation Report (SSCRNotification Files. The Roster File is the first file that is received, and should be run in Audit modfile mode. All errors identified in Audit mode must be corrected, and Audit mode may be run asneeded, to diagnose and resolve problems with the data. When all data problems have been resolappear under either the Matched Records heading or the New Students Added to SSCR File heaoutput. Any records listed under the Unmatched Records heading will be reported as unknown twhen the process is run in Create flat file mode. The process should be run in Create flat file moSubmittal File that is returned to NSLDS. The Create flat file mode report should be reviewed fwould cause invalid or missing data to be submitted.

After NSLDS processes the Submittal File, and Error Notification File will be returned. That filprocessed in Error listing mode. Changed package

The following package has been modified for this enhancement.

Program Duration Calculation Package (SFKCPLR/SFKCPL1)

The package specification and package body have been modified in support of regulatory requirements that were received from the Clearinghouse after Release 8.6.4 was delivered. Corrections were made to the package body that were discovered while testing both the revised Clearinghouse Extract Report (SFRNSLC) and the revised NSLDS SSCR Process (SFRSSCR). The changes that were made have no impact on Financial Aid processing.

A change request was delivered for this package. Refer to the Banner Student Resolutions Report 8.6.4 for more information.
