NCSARA selection committee,

Please consider me as a candidate for the National Council on State AuthorizationReciprocity Agreements. I currently serve on the Midwest Higher Education Compactas a commissioner. I attended my first meeting in June. It was an eye-openingexperience to see all the ways that the MHEC and other collaboration and learningacross states can improve higher education opportunities. I look forward toengaging in the work of the compact and see membership on NCSARA as a way thatI can contribute that fits my background and interests well.

My background includes many years in private higher education before I began myservice in the Nebraska Legislature. I am a full professor of Political Science atCreighton University. I continue to hold that position and teach courses as I servein the Nebraska legislature. I completed my Ph.D. at Indiana University and my B.S.at Truman State University in Missouri. Consequently, I have experience in publicand private universities of different sizes and in different states. I have experienceteaching distance courses and traditional classroom courses. I was also involved inthe establishment of Creighton University's online leadership Ed.D. program. Through these experiences, and my experience as a Creighton faculty senaterepresentative for many years, I have been engaged in many discussions andtrainings concerning quality online college instruction. In addition, I have beenengaged in many discussions of pedagogy and curriculum more broadly. I was oneof the small number of faculty members selected for our general education taskforce that recently completed a new general education curriculum for Creightonundergraduates.

I have just begun a 4 year term as a state Senator for the state of Nebraska. I haveat least 3 more years to serve. If I am reelected I will have 7 more years to serve. I hope to serve on the Education committee beginning in 2015 when we have alarge turnover of members due to term limits. We have a few retired professors andadministrators from public universities in the body and a few other senators whooccasionally teach at various universities throughout the state. I consider thesecolleagues to be important resources for questions before the council as well.

I am personally very interested in reciprocity agreements and how educationreciprocity intersects with licensing reciprocity across states. I currently serve on theHealth and Human Services committee, which has jurisdiction over career licensureissues in Nebraska.

Scott is a Senior Counsel in the Boston office of Proskauer Rose LLP. His practice focuses on strategic counsel and litigation, corporate investigations and defense, corporate and not-for-profit governance and government regulation. Mr. Harshbarger served two terms as Massachusetts Attorney General (1991–1999), during which time he was elected President of the National Association of Attorneys General (NAAG). In 1998, he served as the Democratic nominee for Governor of Massachusetts. He subsequently served as President and CEO of Common Cause (1999-2002) in Washington, D.C., the national not-for-profit citizens’ lobby and government watchdog group. Mr. Harshbarger taught professional responsibility and legal ethics at Boston University School of Law for 20 years and was a Visiting Professor (government lawyer and public policy) at Harvard Law School for three years. Representative Martinson will bring a very importantperspective to the board given his background as a state legislator for many years He has served in the House of Representatives from 1972-1997 and since 2000. He is a consistent leader on higher education issues having served as HouseMajority Leader, a member of the House Appropriations Committee for most ofhis time in the legislature, and a leading member of the House Appropriationssub-committee that considers the state higher education budget. During his professional career, Tad served as chair of the State Higher Education ExecutiveOfficers Association and the Western Interstate Commission for Higher Education. He alsoserved as an officer for the National Association of System Heads and as a commissioner forthe Education Commission of the States and the Midwestern Higher Education Compact. His 30 years working with state policymakers in Indiana and South Dakota prepared him wellfor his activities after retirement.
