1 Background and Objectives of the Study:

The ongoing decentralization process initiated by the 73rd and 74th

amendments of the Indian Constitution which gives greater responsibilities and

powers to the Panchayats and Nagar Palikas as the third tier of governance offers

a new era of opportunity for local planning, effective implementation and

monitoring of various social and economic development programmes in the country.

This will in turn help the weaker section of the society to share the responsibility

of governance at least at the lower level.

The National Statistical System should assist the various developmental

agencies in this challenging endeavour. The recent advances in communication

technology in compilation, storage, transmission and analysis of statistical data

should be fully exploited in the proper understanding of the conditions at local

level and programmes for social upliftment, health care facilities, educational

opportunity and general development should be appropriately designed,

implemented and monitored.

The data requirements for planning, monitoring and evaluation of social and

economic development programmes could be categorized into two broad groups.

First, are those variables on which data are to be compiled with a specified

periodicity, monthly, quarterly or annually, from every individual or household or

local area on a cent percent basis Compilation of data on births, deaths, marriages,

epidemic diseases, etc. fall in this category. Second, are the set of data on

variables on which more detailed information is required at relatively macro level,

which could be obtained through well-planned sample survey? Statistical System

from the Block level and upwards should be developed for the first category of

data collection, compilation and analysis.

A number of Committees in the past have suggested that the compilation of

regular information from village and their compilation at Block level. However, such

system of flow of information could not be established so far due to number of

problems.

National Statistical Commission, therefore, recommended to prepare data

base on local level development by regular collection of data from the grass root

level so that socio-economic and infrastructural needs can be fulfilled and all

around development at the village level can be ensured.

2 Pilot Study Basic Statistics for Local Level Development (BSLLD)

As per recommendation of the National Statistical Commission (NSC), the

Central Statistical Organization (CSO) in the Ministry of Statistics and Programme

Implementation (MOSPI), Government of India decided to conduct pilot study in

the entire country to know the development status at the village level and collect

Basic Statistics for Local Level Development (BSLLD). The Directorates of

Economics and Statistics of the entire country were declared as nodal agency to

train the gram panchyats secretaries as well as to supervise the data collection

process. The gram panchyats secretaries were entrusted to collect data as per

designed schedules.

3. Pilot Study in Mandi District of Himachal Pradesh

In Himachal Pradesh, the Mandi district of Himachal Pradesh has been

selected to conduct the pilot study during the year 2009 covering all the ten

community development blocks, 473 gram panchyats and 2833 villages of the

district under the sponsored programme of the Central Statistical Organization

(CSO). As per design of programme Directorates of Economics and Statistics,

trained the gram panchyats secretaries for data collection. Supervision and

scrutiny of schedules work has been performed by the officials of the District

Statistical Office, Mandi. Data entry and tabulation work has been performed by

the officials of Directorates of Economics and Statistics, Shimla. In the pilot

study, the periodic data collection was done in the month of May, 2009 and the

dynamic data was collected uninterruptedly for three consecutive months of 2009

starting from May to July, 2009.

4. Experience of the Pilot:

The overall experience/ views of such a system of data collection / updation,

compilation and transmission from local level upwards to block, district, state and

national level is feasible. However the following specific points has been

experienced during the study:

4.1 Instruction Manual and training Imparted:

Instruction manual is satisfactory and self explanatory. Procedures of imparting

training to panchyats secretaries were conducted in proper manner.

4.2 Data Availability:

The Village Schedule in its present form needs substantial refinement and

clarity on the basis of the experience gained through pilot study. Regarding data

availability a great amount of information is available from the records of

Anganwadi Workers, Health / ANM Workers and Land Record Registers but is not

maintained properly. There were some problems in data pertaining to Health &

Education. Data related to Health should be collected from health functionaries

and for education it should be collected from BPEO. It has been observed during

the course of scrutiny that data on some indictors are not available in the

panchyats and not with any other agency i.e.

4.2.1 VILLAGE SCHEDULE: A

Block-6: Morbidity: Data related to morbidity is not available and not

maintained at village/panchyats level.

Block-8: Education: Sr no.8.1, 8.2, 8.3, 8.4 should be in panchyats records.

Block-12: Employment status of the villagers: No secondary data is

available anywhere.

4.2.2 VILLAGE SCHEDULE: B

Block No.25: Other social indicators: Data on these indicators are not

available in panchyats.

Block No.26: Industries and Business: Data on business and industries are

not available in panchyats.

4.3 Data sources for majority of the items in each block

The field experience show that the major sources of data collection are

panchyat secretaries. However data relating to land utilization, Health &

Education should be collected from the concerned organization. Data is

available in the panchyats registers, and monthly and yearly returns are

maintained at the panchyats level.

4.4 Maintenance of Data

Data is recorded on monthly and yearly basis and physical condition is

satisfactory.

Retrievability is good

4.5 Periodicity

Death, birth and marriage data is recorded on monthly basis and population

data is updated on yearly basis as on 31st December every year.

Panchyats secretaries are responsible for not recording the daily monthly

data.

4.6 Availability of Data in the Panchyati Raj Institutions

30 percent data is available in panchyati raj institutions

data is recorded in registers

data updated on monthly and yearly basis

Data sets are recorded by panchyat secretaries.

Most of the panchyat secretaries are matriculate with no knowledge of

numbers and training is imparted by the department time to time.

At least one computer is available in every panchyat and all kind of work is

done on computer

4.7 Supervision

Panchyat inspector/sub inspector/ checks the data collected by panchyat

secretaries and monthly return in panchyat office is the evidence of

supervision.

4.8 Mechanism of Coordination

Different functionaries coordinate with each other through office by

sending office orders and through notices and in personal visits.

4.9 Available Infrastructures for the Village Level Functionaries

Only computer (without internet facility) is available for the village level

functionaries

4.10 Shortage of Manpower

Yes there is shortage of manpower in the panchyat office.

4.11 Association of DES officers and PRIs

There is no direct association between DES officers and PRIs

4.12 Data Elements at Village Level

Data on morbidity, literacy between 15-24 years, and employment status in

the village in Schedule-A are not available in PRI and not with the other

agency.

4.13 Comments about Village Schedule

The Village Schedule in its present form needs substantial refinement and

clarity on the basis of the experience gained through pilot study

VILLAGE SCHEDULE: A

Block-3: Asset Acquisition: Sr. No. 3.2: All bridges made of wooden, concrete

and steel should also be recorded.

Block-4: Sr. No. 4.6: more space should kept for recording more schools i.e.

private etc and after sr. no/. 4.15 Health Sub Centre, Ayurvedic Hospital should be

incorporated.

Block-5: Demographic Information: before serial no. 5.1 two lines female and male

should be deleted because it has no use.

Block-8: Education: c-high school IX-X: numbers of students enrolled are not

given in the schedule.

VILLAGE SCHEDULE: B

Block-22 & 23: all items whether data is to be collected on cumulative basis or

for particular month? It is not clearly mentioned in the instructional manual.

5. Results of the Pilot Survey:

The result of the pilot survey shows that:

Out of the total 2833 villages of the district, 32.80 (percent) and 49.62

(percent) villages are found to be connected with metalled road and all

weather roads respectively. Thus, 17.58 percent of the villages of the

district are yet to have all weather roads for communication.

There are 40616 households in the district living below the poverty line in

the month of May, 2009.

The study also reveals that Mandi Sadar Community Development Block has

the highest number of BPL households (13.25%) followed by Dharampur

Community Development Block (12.19), Karsog (11.17), Balh (10.89),

Sundenagar (10.56%), Seraj (9.59%), Gopalpur (8.74%), Darang(8.39%),

Chauntra (7.72%) and Gohar Community Development Block has the lowest

number of BPL Households with 7. 50 percent.

There are 8470 disabled population in the district out of which 58 percent

are males and 42 percent are females. Among the total disabled population in

the district 39.07 percent are suffered with hearing disability, 28.29 are

visually disabled, 16.05percent locomotors, 10.94 percent speech and 5.65

percent are mentally disabled.

There are 655 fair price shops in the district, 250 regular market, 80 cold

storage, 92 godown warehousing facility and 5723 are other shops.

The employment scenario shows that 300152 are self employed in

agriculture sector, 47262 persons are self employed in non agriculture

sector, 7825 Employed as Regular Wage/Salaried Employed in Agriculture

sector, 38036 are employed as Regular wage/Salaried Employed in Non-

Agriculture sector, 104759 are Rural labourer. Eighty percent of the total

51230 unemployed belong to 15-24 age groups. There are 24395 persons

which are not in the labour force.

The study of dynamic data sets reveals that the registered cases on crime

against women were nil in the month of May and June, only one case of crime

against women has been recorded in the month of July, 2009 i.e. in Mandi

Sadar Community Development Block
