    Prior to joining Disney, Attwood was Senior Vice President for Public Policy and Chief Privacy Officer for AT&T, where she led AT&Ts public policy strategy and enterprise-wide policies governing the privacy of customer information. Prior to joining AT&T in November of 2002, Attwood spent six years at the Federal Communications Commission in a variety of senior policy-making positions. Attwood was the Senior Legal Advisor to Chairman William Kennard on all common carrier, enforcement and consumer matters, and served as chief of the Federal Communications Commissions Wireline Competition Bureau under both Chairman Kennard and Chairman Michael Powell. She also served as chief of the Enforcement Division of the Common Carrier Bureau. Before joining the FCC, Attwood was a partner in the Philadelphia law firm Cozen & O'Conner, specializing in commercial litigation. She clerked for the Honorable Walter K. Stapleton of the Court of Appeals for the Third Circuit. Attwood received her bachelors degree from Brown University, a Masters Degree from The Wharton School and her J.D. from the University of Pennsylvania Law School. Attwood resides in Los Angeles, California and has two grown children. Dr. Richard Beaird, Senior International Policy Advisor, Wiley Rein LLP

    Dr. Richard C. Beaird, a Senior International Policy Advisor in Wiley Rein LLPs International Telecommunications Practice, is a former Senior Deputy United States Coordinator for International Communications and Information Policy and Office Director for Multilateral Affairs within the U.S. Department of States Deputate of International Communications and Information Policy, is recognized domestically and internationally for his in depth understanding of all major international telecommunications policy issues involving multilateral

    and bilateral forums. Drawing on over 30 years of high-level government experience as well as his background in senior positions with a Fortune 500 company, he assists U.S. companies seeking to expand internationally as well as non-U.S. companies and organizations planning to invest in, monitor or understand the U.S. and international markets. Dr. Beaird, while serving in the Department of State, was founder of the Asia-Pacific Economic Cooperation Forums telecommunication working group, has multi-decade experience at the Organization for Economic Cooperation and Development, and was the first official from the United States to be elected chair of the International Telecommunication Unions Council. He also served in senior roles at the National Telecommunications and Information Administration, including acting as the principal negotiator on telecommunications services in the landmark market-opening negotiations with Japan - the first trade negotiation involving telecommunication services.

    Dr. Beaird regularly lectures at distinguished policy meetings, including conferences of the United Nations and has served as a regular guest speaker at Harvard University, The George Washington University and Georgetown University. He received his Ph.D. and B.A., cum laude, from the University of Colorado. Michele Bellavite, Public & Regulatory Affairs, Senior Policy Manager, Telecom Italia

    Michele Bellavite has been working for Telecom Italia since 2002 in the Public and Regulatory Affairs division. In his capacity of Senior Policy Manager, he manages the relations of the firm with the European Commission and other regulatory bodies. Moreover he is an alternate board member of ETNO (European Telecommunication Operators Network), where he chairs the Digital Society Working Group.

    He has been involved in all major regulatory decision-making processes and debates in the telecommunication sector. His main fields of expertise concern net neutrality, consumers protection, privacy and data protection. He holds a degree in Political Science with a major in European Political Organisation from University of Pavia. He was also alumnus of the College of Europe in Bruges.

    Virat Bhatia, President, IEA, AT&T South Asia & Chairman FICCI Communications & Digital Economy Committee

    Mr. Bhatia serves as President, IEA, for AT&T in South Asia. He has responsibility for supporting all of AT&Ts businesses, corporate development activities, new investments and business strategies. He has been involved with Indias digital economy sector since 1994. During this period he has been engaged with efforts to build out Indias first mobile (1995) and internet (1999) infrastructure, which currently serves 850 million mobile subscribers, nearly

    205 million internet users, of which 100 million are active on social media. He has been associated with the evolution of three National Telecom Policies - 1994, 1999 and 2012 as well as Indias communications legislation - the TRAI Act 1997. Mr. Bhatia also serves as Chairman of the Federation of Indian Chambers of Commerce and Industry (FICCI) Communications and Digital Economy Committee. He currently leads the combined advocacy and policy reform efforts of nearly 150 members - representing mobile operators, domestic and long distance providers, ISPs, internet companies, social media, infrastructure providers, mobile device manufacturers, consultants, legal experts and related stakeholders in Indias ICT space. FICCI, Indias largest apex business organization, is regarded as the voice of Indian business and industry, with international linkages with over 200 industry chambers globally.

    His main area of work remains public policy, economic and regulatory reforms, with a special focus on Access & Diversity, Emerging Issues, Multistakeholderism, Enhanced Cooperation and Cyber Security. He currently represents the private sector, as one of the 5 members, on the UN Commission on Science and Technology for Development (UN-CSTD), Working Group on Enhanced Cooperation (WGEC). In 2014 he was appointed to the IGF MAG. In 2012, he represented the private sector at the World Conference on International Telecommunications (WCIT), hosted by ITU, in Dubai. He also serves as a member of the India MAG, and on several joint working groups involving the government and private sector in India, and co-authored the Guidelines for Protection of National Critical Information Infrastructure, released by the India NSA in 2013. He has attended all IGFs on site or as a remote contributor since 2008. He has been instrumental in hosting several successful international Internet Governance, Cyber Security and Digital Economy conferences and dialogues with government, think-tanks and multistakeholder groups in India. A frequent speaker at national and global ICT events, Mr. Bhatia is an alumnus of J F Kennedy School, Harvard University, USA. He holds a Bachelors degree in Economics and a Masters degree in Business Administration and has received Advanced Executive education at The Wharton Business School, Pennsylvania, and Kellogg Graduate School of Management, Chicago. Ellen Blackler, Vice President, Global Public Policy, The Walt Disney Company

    Ellen Blackler joined The Walt Disney Company in 2011 as Vice President, Global Public Policy. Ellen develops public policy positions for The Walt Disney Company on a range of issues related to Internet governance, Internet policy, human rights, privacy and children online including advertising and online safety. Ellen serves as one of the business representatives on the CSTDs Work Group on Enhanced Cooperation.

    Prior to joining Disney, Ellen was on the Public Policy team at AT&T from 2003 to 2011. At AT&T, Ellen managed policy development on privacy, broadband deployment and universal service, access to ICT for people with disabilities, health care and tax related issues. Ellen served as AT&Ts representative on the Telecommunications and Electronic and Information Technology Advisory Committee (TEITAC), a federal advisory committee examining access for people with disabilities to ICT. She previously was Special Assistant to the Chief of the Wireline Competition Bureau at the Federal Communications Commission. During her tenure at the FCC she led the team drafting the FCCs annual 706 reports on the status of the availability of broadband service, led a team which drafted significant new rules on the accessibility of telecommunications for people with disabilities, was part of the management team implementing the E-rate program which provides discounted Internet and telecommunications services to schools and libraries and addressing universal service issues. She has also worked at the New York Public Service Commission and the New York State Legislature, where she handled energy and telecommunications issues. She serves as a trustee of Freedom House.

    Iren Borissova, Sr. Director of International Public Policy, Verisign, Inc.

    Iren joined the team in April 2008 and serves as the Sr. Director for International Public Policy at Verisigns Policy Office. She devises and implements strategies to influence global regulatory and public policy formulation related to Internet governance (IG), Internet infrastructure, cyber security, privacy and related international fields. She focuses on the role of governments in the global IG regime and the persistent efforts by some to assert regulatory authority over the Internet. She actively engages with international and regional actors (ICANN/GAC, IGF, ITU, CSTD/ECOSOC, UNGA, OECD, and the EU) to support the multistakeholder IG model and to create opportunities to showcase Verisigns global technology leadership. Previously, Iren worked in the Trade Section of the European Commission Delegation in Washington focusing on international trade policy and at a steel consulting firm assessing international trade and markets. Iren holds a Bachelor's degree in Business Administration and International Relations from the American University in Bulgaria; a diploma from the Diplomatic Academy in Vienna, Austria; a Master's degree in Advanced International Studies from the Diplomatic Academy in Vienna, Austria; and a Master's degree in German and European Studies with special honors in International Business Diplomacy from Georgetown University's School of Foreign Service. Andrew P. Bridges, Partner, Fenwick & West LLP

    Andrew P. Bridges is a partner in the Silicon Valley-based law firm Fenwick & West. He litigates Internet, copyright, trademark, advertising, and other disputes, frequently for technology and Internet companies. Among his cases have been the defense of the introduction of the first consumer MP3 player in the US against an effort by RIAA to ban MP3

    players, the defense of MasterCard in a lawsuit asserting contributory copyright and trademark infringement arising from MasterCard's processing of payments for websites, the defense of Google and Microsoft search engines against claims of copyright infringement arising from their indexing of Web pages and images, and the defense of a small DVD player software maker over technology to allow parents to skip offensive portions of motion picture DVD replay against copyright and trademark claims by movie studios and directors. He regularly counsels companies and entrepreneurs on "business plan" risks relating to potential litigation and on policy challenges to new business models and technologies. He is a graduate of Harvard Law School, Oxford University, and Stanford University.

    Marilyn Cade, Principal and CEO of ICT Strategies, mCADE llc

    Marilyn Cade is the Principal and CEO of ICT Strategies, mCADE llc. Cade works at the nexus of Internet, information and communications technology (ICT) and global public policy in global forums in relation to the Internet and its changing role as a critical communications infrastructure and global contributor to social and economic growth. Cade is a highly

    recognized expert on Internet governance issues, and advises both industry and trade associations. Cade acts as a champion to the participation of business from developing countries in international policy arenas through engagement with associations and networks of business. Cade has a long history of leadership in Internet policy issues, and activities. She chaired TechAmericas Internet Governance and Online Services Sub-Committee. She served as one of five business representatives to the United Nations CSTD Working Group on Improvements to the IGF. Cade was also a Director in the G20 ICT Policy Network, a WITSA supported initiative to advance industry perspectives on the role of ICTs in global economic recovery through working with G20 leaders and innovation ministers from the G20. Cade is one of five business representatives to the United Nations CSTD Working Group on Enhanced Cooperation. She is a member of the Executive Committee of the Commercial Stakeholder Group (CSG) at ICANN, and a Business Constituency officer and past chair of the Business Constituency. Cade acts as the Chief Catalyst for the IGF-USA, the US nationally organized forum that feeds into the global IGF [www.igf-usa.us]. More recently, she has been appointed to the 2014 Multistakeholder Advisory Group of the IGF by the United Nations Security General. Cade participated in the two phases of the World Summit on the Information Society (WSIS), and has contributed consistently since to business involvement in the the IGF, organizing workshops and contributing to the multistakeholder participation focus of the IGF [intgovforum.org]. Cade has participated extensively in ITU Working Groups on Internet public policy, WSIS, Study Group 3/Telecom Sector; and in the D Sector/ITU on both development and cyber security issues. She was a private sector advisor/participant in the 2012 ITU World Conference on Telecommunications Regulations (WCIT) and engaged in WSIS + 10 consultations and planning as a private sector participant with UNESCO, ITU, and more broadly. Cade has extensive expertise in representing and advising business in multi-lateral organizations, such as the ITU, OECD, APEC, WIPO, CSTD and ICANN. She was a member of the ITU Secretary Generals High Level Expert Group on Cyber Security (HLEG) and was a member of the WIPO Director Generals Advisory Group on IPR and Innovation. Cade played an early role in ICANN matters, having contributed to the process that launched ICANN, supporting and coordinating the interests and role of stakeholders business, NGO/CS/Academia in the original consultations that led to the Green Paper and White Paper. Cade was appointed by the CEO/President of ICANN to the Presidents Strategy Committee (PSC) where she championed the input and consultation with the broader community, leading to the final PSC recommendations, and their influence on the Affirmation of Commitments.

    Prior to launching ICT Strategies, mCADE llc, she led Internet and e-commerce policy for AT&T, a global corporation, where she helped to found and lead numerous industry coalitions and initiatives in e-commerce, copyright and trademark, cyber crime, security, child safety online, online privacy and Internet governance. Earlier, she had a ten year career in management in U.S. state government and in non governmental organizations. Ms. Cade holds a B.S. in Sociology, Southwest Missouri State College/University of Missouri; a M.S.W [Organizational Development], St Louis University, Missouri. Her background includes extensive experience in organizational development and professional training, as well as extensive technical training. John Danilovich, Secretary General, International Chamber of Commerce (ICC)

    John Danilovich became Secretary General of the International Chamber of Commerce on 30 June 2014. Mr. Danilovich is a global business leader with extensive experience in trade-related issues. He has also had a long career as an international diplomat. Mr. Danilovich has been active in the international maritime industry for several decades, holding executive board positions in a number of

    companies. He served as the US Ambassador to Brazil and to Costa Rica, and from 2005-2009 was the Chief Executive Officer of the Millennium Challenge Corporation, an innovative and successful foreign aid programme. His current positions include Board Member of the International Advisory Council for the Harvard School of Public Health; Senior Advisor at the Center for Strategic and International Studies (Washington, DC); Life Member of the Council on Foreign Relations (New York); Member of the North American Advisory Council of Chatham House (United Kingdom); and Member of the Board of Directors at dAmico International Shipping. As US Ambassador to Costa Rica (2001-2004), Mr Danilovich played a significant role in driving the Central America Free Trade Agreement (CAFTA). He is skilled at building international partnerships and has established advocacy relationships with policymakers, foreign dignitaries and leaders in major international forums. Mr. Danilovich is the recipient of several national and international awards, including the Partnership for Women to Thrive Award and the Choate Alumni Seal Prize. Originally from California, Mr. Danilovich was a long-time resident of London before moving to Paris to join ICC. He received an MA in International Relations from the University of Southern California (London) in 1981 and a BA in Political Science from Stanford University in 1972.

    Ankhi Das, Public Policy Director, Facebook, India & South Asia

    Ankhi Das is the Director of Public Policy for Facebook in India and South Asia. With over 16 years of public policy and regulatory affairs experience in the technology sector, Ankhis primary responsibilities are to lead Facebooks efforts on Internet governance, Open Internet, privacy, data security, safety issues and political risk management for the company. In this role, Ankhi oversees the companys relationships with policymakers,

    elected officials, government agencies and NGOs in India and South Asian countries and directs the companys programs in these areas. One of her key goals is to promote the use of facebook for encouraging civic engagement, community organizing for elections and social causes. Ankhi is a member of the Multi-stakeholder Advisory (MAG) of the UN Internet Governance Forum (IGF) as a private sector representative and an active participant in the global multi-stakeholder dialog. She is a member of the FICCI Digital Economy Committee and cyber-security sub-committee. In India she is a leading member of industry associations which advocate on internet governance issues. She participated in the UN led inter-governmental negotiations, at the World Conference on International Telecommunications (WCIT), hosted by ITU, in Dubai in Dec 2012, where she represented the private sector. She is an active voice on Internet Governance issues at the IGF and groups like ICC-BASIS. Prior to joining Facebook in 2011, Ankhi was at Microsoft, where as the Public Policy Director she was responsible for strategic public policy projects and managing regulatory issues for Microsoft in India. Ankhi Das is a graduate of Loreto College, University of Calcutta, and has done post-graduate studies specializing in international relations and political science at Jawaharlal Nehru University. Ankhi is based in New Delhi.

    Roland Doll, Vice President, European Affairs, Deutsche Telekom

    Roland Doll is responsible for European and multinational Affairs of Deutsche Telekom. He studied law at Universities of Frankfurt and Lausanne and is a postgraduate in international commercial law of the University of Aberdeen (UK). Before joining Deutsche Telekom in 1997 he held the positions of assistant professor at University of Frankfurt and as researcher in telecommunications law

    and regulation at the Scientific Institute for Communications Services (WIK) in Bad Honnef. He started his career at Deutsche Telekom as Assistant Director for Government Relations and Regulatory Affairs. In 2000 he was appointed Vice President International Regulatory Affairs at Deutsche Telekom. From 2003 to 2012 he held the position of Vice President International Government Relations in the Group Headquarters of Deutsche Telekom and since 2013 the position of Vice President European Affairs.

    Hossam Elgamal, Board Member & Treasurer, AfICTA; Vice-Chair, Eitesal

    Hossam Elgamal was appointed as a business MAG member for the IGF 2014. He is a board member and treasurer of AFICTA (African Information & Communication Technologies Alliance) www.aficta.org, contributing in making synergy between African nations ICT industries, bringing stronger ties & higher maturity by sharing knowledge, challenges and successes, and connecting with International ICT industry cloud and governing policies.

    Hossam is also currently the Vice-Chairman of Eitesal Association www.eitesal.org, the leading ICT industry Business Association with more than 500 companies in Egypt and head of it executive office, previously board member & chairing its Software Division serving the SW industry by advocating for them and boosting their business development, technical and entrepreneurship capabilities. He is also member of several committees in MCIT, ICT chamber, & the AMCHAM. In his Capacity, he is currently participating in formulating the ICT industry in Egypt & related strategic projects with the government. He is a member of the National Child Internet Safety Committee, contributing in better legislations, awareness, training and technology implementation to assure safer internet use for children. Hossam started his NGO activities since College, and he initiated the French Speaking Engineers Association www.aife-egypte.org in 1993 and became its first Chairman. Hossam is focused currently on setting ICT strategies to serve different market segments in growing countries achieving creative non-traditional frog leaps toward prosperity by capitalizing on technology transfer, localized creative ideas and best successful similar projects worldwide to roll out. Specific technological focus is given to Information Security, e-learning solutions and e-health solutions. As a serial entrepreneur, he is currently partner and managing director in GNSE Group www.gnsegroup.com, founder and managing partner in Edrac www.edrac.com, and in Agora www.forsa.com.eg, and partner in Telemed international www.telemedint.net. Belinda Exelby, Head of Institutional Relations, GSMA

    Belinda Exelby manages the GSMAs relationships with intergovernmental institutions such as the ITU, the Broadband Commission and the OECD, coordinating mobile industry positions and input into intergovernmental conferences addressing telecoms policy and internet governance. Belinda also oversees the GSMAs capacity building programme, working with institutional partners to deliver structured training courses for policy makers

    and regulators, and directing the GSMAs Ministerial Programme events at the Mobile World Congress and Mobile Asia Expo.

    David Fares, Senior Vice President, Government Relations, 21st Century Fox

    As Senior Vice President, Government Relations at 21st Century Fox, David Fares is responsible for coordinating 21st Century Fox positions on international media, intellectual property and e-commerce policy and regulatory issues and advocating those positions to the U.S. and foreign governments and international organizations. Prior to joining 21st Century Fox, David served as Vice President of E-

    commerce and Telecommunications at the United States Council for International Business (USCIB), where he managed USCIBs electronic commerce and telecommunications policy program and services. USCIB is the U.S. affiliate of the International Chamber of Commerce, the Business and Industry Advisory Committee to the Organization for Economic Co-operation and Development and the International Organization of Employers. David is a graduate of the European Union Today and Tomorrow Programme at the Institut,dEtudes Politique de Paris, the School of International and Public Affairs at Columbia University (MIA), Capital University Law School (cum laude, J.D.) and the University of Notre Dame (B.A.).

    Sarah Gaffney, Project Manager, Government and Regulatory Affairs, GSMA

    Sarah has been at the GSMA since 2008 where she has managed a variety of programmes, from the Childrens Use of Mobile Phones research project to the recent Global Roaming Campaign.     Mongi Marzoug is Orange Group Vice President of Internet Governance and Digital Development. He is in charge of developing Orange Group relationships with international institutions involved in internet governance and promoting Orange strategy within relevant international and regional bodies and forums for digital development in Africa and Middle East.

    Prior to this position Mongi served as Tunisia ICT minister from 2011-2014, during this period he conducted important reforms and projects regarding governance, legal framework, regulation, and digital economy (digital strategy plan, cyber-security law and plan, frequency plan, global telecommunication licenses, universal service, market competition, virtual networks, Internet service providers, Internet eXchange Points, broadcasting reforms, e-GoV projects). During his tenure at Tunisia ICT Ministry, successful international and regional ICT and Internet forums are organized in Tunisia (ICT4All 2012 and 2013, Freedom Online 2013). Before joining Telecom Italia in 1992, he was a member of the technical staff at AT&T Bell Laboratories in Murray Hill, New Jersey.     Phil Rushton, Standards and Numbering Policy Strategy, BT Phil Rushton works in BTs Technology and Service Operations Division where he has responsibility for contributing to BTs compliance with regulatory requirements of the UKs telecoms Act, focussing upon Standards, Numbering and Number Portability. He has responsibility for BTs relationship with the regulator over numbering policy. As part of the Standards role, Phil is active in Internet Governance matters across a number of forums, and has participated in the CSTD Working Group on enhanced co-operation, where he led the correspondence group that identified existing mechanisms. Phil is also active in the ITU at various levels, on behalf of BT and as part of UK delegations, and has a number of formal positions in relation to Child online Protection and Numbering. Phil has also been responsible for developing European Common Positions at ITU Conferences, including Plenipotentiary, World Conference on International Telecommunications, World telecommunications Standards Assembly and World Telecommunications Development Conference on various topics including climate change, Numbering Misappropriation and Child online Protection.     Christoph Steck is Director Public Policy & Internet for Telefonica. In this role he oversees the strategy and development of Telefonicas global Public Policy work and defines its positions on Digital Policies, Internet and issues related to the Digital Economy. He is also Chairman of the Internet Governance workgroup of ETNO, the European Network Operators Association and Co-chair of the Task Force on Internet and Telecommunication of the ICC International Chamber of Commerce (ICC).

    Mr. Sudowski is the co-founder and CTO of Handy Networks LLC, a Denver based data center that offers dedicated server hosting, colocation hosting and cloud hosting solutions to a diverse, international set of customers. In this role, he is responsible for ensuring that the strategic vision for Handy Networks is aligned with the IT operations and infrastructure.

    Mr. Sudowski has over 17 years experience in the ICT industry, with an emphasis on developing, deploying, managing, securing and scaling Internet facing applications and services. For example, Mr. Sudowski has been operating his own BGP speaking network for over a decade. He has also consulted on high-level web applications being developed and scaled up for major US TV Broadcast networks. Mr. Sudowski has also gained some notoriety for exposing a major flaw in the ecommerce platform of a major US based retailer. Mr. Sudowskis business experience and technical expertise brings a refreshing and practical small business perspective to the Internet Governance process.     Barbara Wanner directs USCIBs work on information, communications and technology issues. In that capacity, she works with members and government officials on a wide range of international business issues including initiatives to regulate trans-border data flows, combat cybercrime and promote liberalization in the services sector. Ms. Wanner works through USCIBs international affiliations and directly with the U.S. government to provide a U.S. business perspective into international negotiations on those issues. She represents

    USCIB members interests in several international forums, including the UN, APEC and the OECD.
