transportation contributions, you might

want to consider the Clipper Card and

how widespread its applications are in

the Bay Area. A friend and I used ours

one evening after the CHMM exam

review course to take the ferry from

Jack London Square, Oakland to the

Ferry Building, SF. We then took SF

Muni to Buena Vista by Aquatic Park

for Irish coffee, then on to Union Square

for dinner. We closed out by taking

BART back to Oakland. All with our

Clipper cards.”

NATIONAL BIKE MONTH May is National Bike Month,

sponsored by the League of American

Bicyclists and celebrated in

communities from Coast to Coast.

National Bike to Work Week 2015 will

be held on May 11-14. Whether you

bike to work or school; ride to save

money or time; pump those pedals to

preserve your health or the environment;

or simply to explore your community,

National Bike Month is an opportunity

to celebrate the unique power of the

bicycle and the many reasons we ride.

As a National Sponsor, the League of

American Bicyclists provides resources

to help you plan an event in your area,

and each year the number and diversity

of bike month celebrations continues to

grow, accelerating the momentum

around bicycling nationwide.

VTA: Bikes on Buses Bicyclists are responsible for securing

their bicycles in the exterior bike rack.

Bicycles may be permitted onboard

buses at the driver's discretion when:

a) The bus does not have a fully

operational bicycle rack, or;

b) The exterior rack is filled.

A maximum of two bicycles shall be

permitted inside the bus if the passenger

load permits the safe boarding,

deboarding and stowing of the bicycle.

Bicyclists are responsible for attending

their bicycles when bringing them inside

the bus.

Bikes on Light Rail Vehicles The maximum number of bicycles

allowed inside a light rail vehicle is

six. Up to four bicycles can be

accommodated in the racks

provided, with two additional

bicycles allowed to stand on the

floor in the center section (turntable

area) of the vehicle. All bicycles

must board through the center doors

of each car, and are restricted to the

designated area in the center section

of the vehicle. Bikes not secured in

the racks must be attended by the

cyclist.

Bikes on Caltrain Caltrain permits bikes on board.

VTA Bicycle Program Santa Clara County, encourages people

to bike to work, school, errands, and for

recreation. The Bicycle Program

provides facilities, services, and

programs dedicated to make bicycling a

safer and more practical option for Santa

Clara county residents and visitors.

VTA is a strong proponent of bicycle

commuting and allowing bikes and

transit wo work together seamlessly.

Since 1996, all VTA buses are equipped

with bike racks and since 2004 all light

rail vehicles have internal racks. In

addition to bringing bikes on board

transit, bike commuters have access to

secure bike parking system-wide. Bike

racks and bike lockers have been

installed in nearly all VTA Park and Ride

lots and Transit Centers and bike parking

demand is continuously monitored.

VTA is now in the process of

implementing a new e-locker system to

address the high demand for bike lockers

that currently exceeds the existing

supply.

Clipper Cards Clipper Cards are available through

VTA and designated retailers for $3.

Cards can be loaded at VTA retailers or

ticket vending machines (TVM’s) located

on all 62 VTA light rail station platforms.

TVM’s accept cash, debit and credit

cards. When adding value over the

phone or through the website, funds may

take up to 5 business days to load to the

card. You can also set your card up to

Autoload funds. Monthly and Day

passes are also available.

To use your Clipper Card on VTA

light rail, customers only need to tap their

card on the platform reader once, at the

beginning of their trip, before entering

the vehicle. To transfer to a second or

third light rail, you do not need to tap

your Clipper card again prior to boarding

unless the transfer is more than 2 hours

after starting the original trip.

One of the best aspects of the Clipper

card is that it can be used for inter-agency

transfers. VTA offers transfers from the

following transit systems that will only

be available using the Clipper card:

• AC Transit (includes Dumbarton

Express service) – within 2 hours of

boarding an AC Transit bus;

• BART (Fremont Station only) –

within 1 hour of exiting the station;

• VTA Monthly Pass customers receive

a local fare credit if they board

SamTrans within 2 hours of first

boarding and tagging their Clipper

card on VTA (SamTrans Monthly

Pass customers receive a local fare

credit if they board VTA within 2

hours of first boarding and tagging on

SamTrans.

• Caltrain patrons may receive free

transfer to VTA local, limited stop

bus, bus rapid transit, community

buses and light rail if they have at

least a 1-zone (1-zone for

Senior/Disabled) Caltrain monthly

pass loaded onto their Clipper card.

BART Silicon Valley BART construction activities

continue to interfere with morning

and evening commutes, but when it

arrives, it will over a major

improvement to regional transit.

The project consists of a 16-mile,

six-station extension of the San

Francisco Bay Area Rapid Transit

(BART) system beginning at the

future Warm Springs Station in

Fremont and proceeding alongside

the Union Pacific Railroad (UPRR),

extending south into Santa Clara

County, with stations in Milpitas,

San Jose and Santa Clara. The 16-

mile alignment will travel at-grade,

above-grade, and below-grade (in

trenched segments and in a subway

through downtown San Jose). The

project includes six stations, a new

BART maintenance and storage

facility in the city of Santa Clara,

and the purchase of rail cars needed to

operate the extension once it is built.

Proposed Legislation

AIR

AB335 (Patterson) Minor Violations. This bill would require the Air Resources Board

and each local air district to come up with a list of minor violations of their rules and

regulations, the violation of which would trigger a “notice to comply” sent to the alleged

violator. That person can then simply return the notice with a statement indicating that the

violation has been cured and the ARB or local district cannot take any further enforcement

action.

AB742 (Gallagher) Truck and Bus Regulation. This bill would prohibit the Air

Resources Board from enforcing its in-use, heavy-duty vehicle rule requiring operators of

such vehicles to install diesel particulate filters, until the ARB completes a study of the

safety of the filters. There have been complaints by the trucking industry that some of the

filters pose the risk of fires.

SB 40 (Gaines) Clean Vehicle Rebates. The Air Resources Board currently operates a

program as part of its Air Quality Improvement Program that provides a rebate to

purchasers of specified clean vehicles. This bill would limit that rebate to passenger

vehicles with a suggested manufacturer’s price of $50,000 or less and would require the

individual rebate to be $3,500.

CLIMATE CHANGE

AB33 (Quirk) Post 2020 Proposal. This

bill requires the ARB on or before July 1,

2016 to develop a proposal for purposes

of developing the next “scoping plan”

under the 2006 Global Warming

Solutions Act (AB32). The proposal

would have to include a proposed goal

for greenhouse gas reductions by 2030

based on what policies and technologies

can be scaled to the rest of the country

and world, including an economic

assessment and analysis of the benefits

achieved.

AB777 (Harper) AB32. This bill would

repeal the 2006 Global Warming

Solutions Act (AB32).

GREEN CHEMISTRY

AB708 (Jones-Sawyer) Product

Labeling. This bill would prohibit as of

July 1, 2016 the manufacture or sale at

wholesale or retail levels of specified

categories of consumer products, unless

the product manufacturer discloses each

ingredient contained in the product on

the product label and on the

manufacturer’s Internet Web Site and

provides the address of the website on

the label with directions to go there for

product information. The categories of

products covered include air care,

automotive, cleaning, and polish or floor

maintenance products.
