Hello All, Happy new year and welcome

to 2020! This month I wanted to take a moment and talk about our budget and what the budget process looks like. The associa-tion has had forward-thinking boards for a few decades now. This long-term sustainability has created a robust reserve account

that funds items that are consid-ered major components. A recent example would be the bathrooms at the lakes or the bathrooms at the Whiting Center. When we build the budget, a portion of each assessment is devoted to reserves. That portion is deter-mined by a reserve study special-ist. When these specialists come

out, they give us three important pieces of information; how much each component costs, how long each component is supposed to last and how much we should be saving to put us in a sustainable position. Because board mem-bers have been diligent to do this, BVSA is in a highly sustainable position, which is why you see aged items being replaced or re-freshed. This brings us to an en-couraging conclusion. When we spend funds to further our ame-nities, we are spending carefully planned reserve funds that keep us accountable to moving for-ward.

Hello to all from the BVSA board room. It is now Febru-ary and we have entered a new decade. I hope all of you had a wonderful Christmas and holiday season. My hope is that all of you and BVS has continued prosper-ity into the future. BVS is a very unique place to live and enjoy, with so many amenities and ac-tivities to get involved in. Unfor-tunately, BVS is not without cer-tain problems and concerns. As a majority of us have experienced this past late summer and fall, BVS residents endured numerous power outages and some lasting a couple of days. As with every problem or bad occurrence, we are given the opportunity to learn from it, and more often than not, we find a solution to mitigate or correct the problem.

As our residents experienced the power loss, many, who could afford it, purchased and installed

back-up generators. The Associa-tion had portable generators that were purchased several years ago, but were inadequate for the cur-rent workload. The BVSA man-agers (Wes Shryock, Ross McK-ee and Mark Gonzalez) realized that the BVSA had approximately $40,000 in food that needed to be kept refrigerated, in addition to keeping the Whiting Center open for residents who needed electric-ity to run their medical applianc-es and to keep warm or cool. Both Wes and Ross immediately decid-ed to purchase another portable generator to be able to maintain both sites and the Mulligan Room refrigerator. This was a great deci-sion and it paid off as we did not lose any food product to spoil-age and kept the Whiting Center available to those folks who need-ed the center. As I stated, every dark cloud has a silver lining, and it made the Board address the is-sue of our community not being prepared into the future. It was a time for the Board and staff to

make some decisions on which route to go to make sure we are prepared in the future.

The Board discussed and voted on a permanent generator system to maintain the OTCC, adminis-trative office and Mulligan Room. The Whiting Center will be main-tained by our current configura-tion and in the event of an outage or other occurrence, and will be open for residents to be able to use their medical appliances, charge phones, etc. The cost of this sys-tem came out of our reserve funds, which had been set-aside over the past years to cover the costs without additional expense to the members. The installation of this generator should be com-pleted by June 2020, if not sooner. The goal is to have it operational as soon as possible.

A couple of items I would like to mention: As most of you have noticed, the Mulligan Room has a new walk-in refrigerator and freezer. It is 250 square feet larger and was a much-needed replace-ment for the aged and failing prior walk-in. This was import-ant, as staff would have to make trips to the OTCC for additional supplies, which further delayed service to our members. Also, we may be able to get some curly fries back!!!!

This brings me to the next item: the Mulligan Room patio area. The patio will be getting some commercial heaters to make the patio area more comfortable to our members. We all have experienced going to the Mul-ligan Room only to see that all the tables are full and a few peo-ple waiting for an open table. In an effort to accommodate more members and their guests, heat-ing the patio was our low-cost

option. The heaters will provide a stable temperature of 68 degrees and will cover the area of the ga-zebo structure. Our hope is that you can enjoy that beautiful area with more comfort during those chilly early spring days and eve-nings. The food and beverage staff did a calculation and the expected increase and ability to serve more members has a positive return on the investment.

Finally, we recently had the committee volunteer apprecia-tion dinner. I cannot say enough about these wonderful people who continually volunteer their time, their bodies and their knowledge for the betterment of all who live and visit here. There were two stand out people, that need to be specifically mentioned. They are long-time residents and extremely long-time volunteers. I strive to be as selfless and tru-ly caring as they have been about our beloved BVS. Keith and Kim-berly Clow are truly awesome people and if you see them, or any of our volunteers, please say hello and thank them for all that they do!

I would like to express my thanks to all of our residents who attend meetings, stay informed and add their comments for the Board’s consideration. The Board is a body of five; we discuss, some-times argue, but always listen and appreciate the input of the mem-bers. This is an important part of our community advancement.

I want to thank our Veterans, past, present and future, and their families for their sacrifices and commitment to our future as a society. I want to thank our police and fire departments for their ser-vice and dedication to our com-munity.

The concept of redesigning and modernizing the Bear Valley Springs entry gate began in 2013 but didn’t move beyond the idea until 2017. When the project was initially presented to the commu-nity in 2017, the estimated bud-get for the entire project was $1.4 million dollars. The bulk of the expense, roughly $900,000, was allocated to road improvements.

Since that initial presentation, gate technology upgrades have been installed, but all else has been delayed. Because the roads fund contains only $1 million, and the drainage portion alone exceeded the anticipated budget by over $350,000, the Board is hesitant to plunge in. The prima-ry focus right now is the drainage problem that resulted in the July 2015 flash flood. The resulting

mudflow blocked the only entry and exit to the valley, stranding residents on both sides of the gate and preventing access for emer-gency vehicles. The District in-tends to ensure that no one’s life is again endangered in this way.

We have been working with a project estimator to redesign some elements of the project, re-ducing costs while still delivering the intended scope of the project. Estimates should have been com-pleted by the end of January 2020 and will be ready to move forward in early February. RFID Lane Updates

Since the Aug. 1, 2019 launch, the RFID gate has been struck by vehicles 10 times. Initially the strikes were attributed to the new-ness of the system, but when four strikes occurred within one week we began to look much more closely at the issue. At the time of this writing nearly 200,000 cars have traveled through that gate since the launch. Statistically speaking the number of incidents

is quite small, but the costs in-volved add up quickly.

When videos of the strikes were reviewed, the most common oc-currence was someone tailgating the vehicle in front of them and accelerating to get through the gate before it closed behind the first vehicle.

It is important for people to maintain spacing and obey the 10 miles per hour speed limit when moving through the gate. The speed limit through there is 10 miles per hour.

The District will be pursuing compensation for property dam-age, but we will also be making corrective actions to (hopefully) improve traffic flow and reduce gate strikes.

• Multiple residents have men-tioned that they found the traffic signal confusing, so we have dis-connected and covered the signal. As of this writing (early January) we are polling residents on social media, and it seems that remov-ing this signal has been an im-provement for most people.

• We will be installing new hardware that will help the identi-fy gate runners and recover costs. This hardware includes a license plate reader, cameras and a radar speed limit sign that indicates the vehicles speed and the 10 miles per hour speed limit while mov-

ing through the gate.Lane Arbitration

When we began speaking to residents about the new gate arms and software, the intention was to have lane arbitration in place that gave priority access to residents and held visitors in place until the RFID lane was clear of traffic. This feature is in place and working as intended, but we have deactivated it for now to address frustrations expressed by residents. We have over 3,500 cars coming in the gate each day, and two-thirds of those are coming through the visitor lane. The lane arbitration resulted in a lot of frustration for residents and visitors alike. Traffic quickly backed up beyond the curve. Res-idents and visitors were frustrat-ed with the wait, gate staff were receiving complaints and some vendors threatened to stop doing business in Bear Valley Springs al-together. Because of this, we have disabled the lane arbitration for the time being. It will be revisited when we are able to move forward with the roadwork portion of the gate improvement project.

In years past, the majority of calls to 911 emergency dispatch centers were made from home (landline) telephones. When someone called 911, call-takers knew the location from where the call originated, which was critical.

Today, over 80% of calls to 911 come from mobile phones. And when call-takers take such calls, they have little to go on other than the phone number and a general sense of location (NOT an exact address).

When seconds count, wouldn’t it be great if these call-takers im-mediately had life-saving infor-mation such as critical medical conditions, disabilities, family contact information, or any oth-er information helpful to first re-sponders?

I am thrilled to announce that the Bear Valley CSD will begin publishing an electronic newslet-ter in February 2020. We’re always looking for ways to reach people, especially those who choose to

avoid Social Media. With that in mind, we’ve come up with a plan to deliver information and up-dates directly to your email inbox. Why not put it in Bear Tracks?

Bear Tracks is published by the Bear Valley Springs Association. They have given the CSD four pages, which we will still be using, but we often have more informa-tion than space. Bear Tracks also has a one-month lead time due to

the needs of print publishing, so by the time it arrives in your mail-box, the information may have changed. The electronic newslet-ter will allow us to deliver a lot more information and ensure that the information is current when it arrives in your inbox. What will be in thenewsletter?

We’re often asked what the dif-ference is between an easement and a Right-of-Way (ROW). Ad-ditionally, some may not even re-alize that they have an easement on their property and what that means to them.

An easement is defined as “a right to cross or otherwise use someone else’s land for a specified purpose.” An easement is a “non-possessory” property interest that allows the holder of the easement to use property that he or she does not own or possess. An easement doesn’t allow the easement holder to occupy the land or to exclude others from the land, unless they interfere with the easement hold-er’s use. In contrast, the possessor of the land may continue to use the easement and may exclude everyone except the easement holder from the land.

Land affected or “burdened” by an easement is called a “servient estate,” while the land or per-son benefited by the easement is known as the “dominant estate.”

If the easement benefits a partic-ular piece of land, it’s said to be “appurtenant” to the land. If the easement only benefits an indi-vidual personally, not as an own-er of a particular piece of land, the easement is termed “in gross.”

As a general rule, an easement holder has a right to do whatever is reasonably convenient or nec-essary in order to enjoy fully the purposes for which the easement was granted, as long as he or she does not place an unreasonable burden on the servient land. Conversely, the owner of the ser-vient land may make any use of that land that does not unduly in-terfere with the easement holder’s use of the easement.

An easement may give a utility company the right to erect pow-er lines or bury a gas pipeline across a tract of land. The prop-erty owner still has a right to use the land through which the ease-ment passes, but must be careful so as not to hinder or impede the original intention of the granted easement. For example, build-ing a permanent structure on an easement, or any other activity that could make it difficult or im-possible for the utility company to maintain their assets, would

not be allowed. This is important for people to understand so they don’t go to great expense to build that awesome wood working shop only to have to tear it down and remove it when the utility company needs to come in and perform maintenance on their utility and the building is in the way!

Closer to home, and something we see on occasion here in Bear Valley Springs, is the building of fences on an easement. Some of these easements have drainage structures on them, which could be anything from an earthen ditch to a concrete v-drain or covered pipe. While some might argue a fence isn’t a permanent structure, it still hinders or im-pedes the ability of the utility company (in this case the Dis-trict) to adequately maintain that drainage channel. Sometimes these fences will catch leaves and other debris which can create blockage and potential flooding of the property. Fences also make it difficult for personnel or equip-ment to access the easement for proper maintenance activities.

A Right-of-Way (ROW) is de-fined as “the legal right, estab-lished by usage or grant, to pass along a specific route through grounds or property belonging to another.” A great example of ROW here in the District is our roads. What some may not real-ize is that the ROW is much wid-er than the pavement in the road-way. While a typical road in the District may have pavement that is 27’ wide (Deertrail Drive, for example), the ROW is much wid-er – in some cases up to 15’ more on each side (depending upon the location and designation of the road: Arterial, Collector, Res-idential). This ROW is generally measured from the center of the road, although sometimes during construction center-points of ROW may not line up with the center striping we see on the pavement.

This is important for residents to realize so that structures, per-manent landscaping or other “do-mestic” uses don’t encroach into public ROW. Again, since ROW

is a type of easement, it is intend-ed for specific use, which in the case of a road is proper mainte-nance of the travel-way: drain-age, banks, shoulders, signs, etc. Residents must be careful not to install any items in public ROW, which could include mirrors for sight distance, reflectors, non-au-thorized signs, etc.

Direction for what is autho-rized for placement within a public (road/highway) ROW is set forth in the Manual on Uni-form Traffic Control Devices (MUTCD), which is approved by the Federal Highway Admin-istrator as the National Standard in accordance with Title 23 U.S. Code, Sections 109(d), 114(a), 217, 315, and 402(a), 23 CFR 655, and 49 CFR 1.48(b)(8), 1.48(b)(33), and 1.48(c)(2).

The California Manual on Uniform Traffic Control Devic-es (California MUTCD) is pub-lished by the State of California, Department of Transportation (Caltrans) and is issued to adopt uniform standards and specifica-tions for all official traffic control devices, in accordance with Sec-tion 21400 of the California Ve-hicle Code.

In all cases, maintenance work and other authorized use of the easement must remain with the easement holder, which in the case of our roads is the District. We will do our best to respond to requests for signs, striping, re-flectors, and other traffic control devices for the safety of our trav-eling public. We take great pride in understanding how to proper-ly maintain our travel ways and keeping them safe for our resi-dents and their visitors. We will also do our best to explain the reasons we do what we do as far as maintenance in the roadway goes, and work with our residents to solve any issues that may arise while using District roads.

For those of you who are not aware, the Bear Valley Springs Association employs four part-time Rangers whose job it is to ensure rule compliancy and oversee the Association’s various different amenities. From left to right in the accompanying photo, our Rangers are: Rocco Spinel-li, Connie Everett, Mark Wood and Keaton Yale. Each Ranger brings a unique set of skills and background experience to our BVS Ranger team. In the coming months I will be featuring our BVS Rangers in special “Ranger Spotlight” Bear Tracks articles.

Our BVS Rangers work in co-operation and compliance with the Bear Valley Police Depart-ment. They have received special-ized training in incident de-esca-lation and identifying when and

where an incident warrants a call to bring in BVPD. Our Rangers also act as an extra set of “eyes and ears on the ground,” assisting BVPD in watching over our com-munity.

Recently, you may have noticed that our Rangers’ uniforms and Ranger truck have undergone a facelift. Our goal was to come up with a complete, professional uniform that was more in line with what most people would normally expect a Ranger to wear. And in the case of Ranger truck, we wanted it to be easily differentiated from those used by the CSD and the BVS mainte-nance department. In designing the new Ranger uniforms, we worked in close cooperation with BVS Police Chief, Tim Melan-son, to ensure that our Rangers wouldn’t be wearing colors or styles that are worn by other ex-isting law enforcement personnel in our county or state agencies.

Besides ensuring BVSA rule compliance, there are other vital

duties that our BVS Rangers pro-vide. One of the most important jobs our BVSA Rangers perform is the essential task of protecting your amenity dollars. Our Rang-ers help keep amenity costs down by ensuring that amenities are used only by residents and their authorized guests. In so doing, our Rangers help to minimize overcrowding, as well as undue wear and tear on our amenities.

Bear Valley Springs Rangers also help to prevent the loss of costly resources that are not in-tended to be used by non-res-idents, unauthorized users, or

those who otherwise do not pay for the privilege of living in our lovely gated community. One such example of a costly, finite re-source would be the different va-rieties of fish that we stock in Cub Lake and 4-Island Lake, several times each year. Managing these types of BVSA resources helps substantially to keep our annual amenity dues from unnecessarily growing each year.

According to David Hidal-go, there is no such thing as a “throw away” dog; he is dedi-cated to eliminating the cruelty of kill-shelters. Today, 270,000 dogs per year nationwide are eu-thanized. People like David and members of organizations like the BVS Tailwaggers are work-ing hard to bring that appalling number down. Because of their efforts, many shelters are estab-lishing “no-kill” policies and, to reduce the number of puppy mills, California legislators have passed a law stating that the only dogs pet stores can sell must be rescued from a shelter.

David works for a charity called the Lucy Foundation, named in honor a Chihuahua-mix found lying on the shoulder of a busy road. The dog had been run over by a vehicle whose driver did not

stop to help her out. Amazing-ly, she was uninjured….but, she was pregnant – just a few days later, she gave birth to a litter of healthy pups. Lucy, as she be-came known, was destined to be the “poster dog” for the organi-zation. The Lucy foundation is a non-profit agency that furnishes no-cost and low-cost spay and neuter services using a 34-foot Freightliner van as a mobile clin-ic. Their goal is obvious, if fewer unwanted animals are born, few-er will enter shelters to be euth-anized. In the six years since the foundation started, they have performed over 27,000 surgeries in low-income neighborhoods throughout Southern California.

To raise money for the foun-dation, David has been traveling the country with a canine part-ner named Surfin’ Jack. Jack, who is actually a female, was a street dog rescued from a San Fernan-do kill-shelter. From death row she rose to stardom, being fea-tured as a quarterback in a Super

Bowl Sunday commercial on the Hallmark Channel – she actual-ly wore a helmet. But, today she is seen more frequently donning Ray Bans and wearing a Hawai-ian shirt. She’s an expert surfer and in 2017, she, along with sev-en other dogs, surfed their way down Colorado Boulevard on the longest and heaviest float in the history of the Rose Parade.

David Hidalgo’s focus on im-proving fate of needy animals is not limited to his nationwide trav-els for the Lucy Foundation. After moving to Bear Valley with his wife Kathy, he became an active member of the Tailwaggers. He works at bake sales to raise money for STOP (Save Tehachapi’s Or-phaned Pets), he donates food to local rescue facilities, and he even rolls up his sleeves to help set up agility equipment. Like the other 156 members of the club, he is en-thusiastic about serving his com-munity. Come to the Tailwaggers’ next meeting on Monday, Feb. 10 at 6:30 p.m. in the Equestrian

The beginning of the year proved itself to be as cold a start to the year as we have experi-enced for some time. However, the Sportsman’s Club has been using this time to lay the foun-dations for our events during the coming year. Kicking off with our Winter Social on Saturday, Feb.

22, we already have a program of events with at least one activ-ity every month and many more most months.

March will see our RV trip to Paso Robles and on top of that, we have our monthly meetings on the 3rd Thursday each month and our weekly informal gath-ering at the Oak Branch Saloon for Happy Hour on Fridays. Our program will be sent out to all members in the near future and it may already have been received by some. We will be sending out

additions to the program as fur-ther events are arranged and fly-ers before our events so members know all the arrangements in ad-vance.

Our Bear Valley Springs Youth Inline Hockey League has now just completed the first month of play. In March, we will begin our round-robin style tournament games for each division, which will determine the teams that will be in the finals. Competition has been exciting and fun in all divi-sions, with a large spectator turn-out and good sportsmanship ex-hibited by players, coaches, and audience attendees! 

I want to offer a special thanks to our Hockey Coach lead-ers.  BVS Youth Inline Hockey League would not be possible

without the substantial efforts of Bill Hawley, Nick Booker, John Vogel, Dan, and David Shea, along with my assistant Keaton Yale and Emily Grier. Your ef-forts, week-in and week-out, have been critical in making this year’s Hockey League a success! I also want to thank Magnus Loken and Mychal Backhaus for offici-ating our Saturday games. And lastly, I want to give a big shout out to Mark Gonzales and all of his maintenance staff for setting up (and taking down) the hockey walls, year in and year out!    

As this goes to print, our BVS Youth Soccer League sign-ups will be in full swing.  Registration for Soccer started Jan. 6 and will end on March 1. Player evalua-tions will be announced through email. Team selection is slated to

take place on March 8 and prac-tices will commence on March 16. Official League games will be-gin on March 27.  

After the roll-out of soccer league, I will turn my attention to planning BVS T-ball League for boys and girls ages 4-6. Along with our second season of Rook-ie League for boys and girls ages 7-9. T-ball and Rookie League registration will run from April 6 through June 1. Practices will be-gin on June 15 and official league games will commence on June 27, with the final games being played on Aug. 29.

Next up, is BVS Baseball Camp for kids ages 7-14, which runs concurrently with BVS T-ball League. The dates for camp will be Monday, July 20 through Thursday, July 23.  The camp will go from 8:30 a.m. until 12:30 p.m. each day. The camp will be open to both boys and girls. As in previous years, head coach Gary Adams will have a host of former collegiate and professional base-ball coaches and players joining him on the coaching staff again this year!

Center gymnasium will be open for “free skate” every Sunday from noon to 2 p.m. for those who wish to get in some extra skating prac-tice. Helmets required. No sticks or pucks allowed on the floor.

Senior pickup Softball meets every Tuesday and Thursday af-ternoon from 3:30 to 5 p.m. at the Beaubien ball field. Also, as the weather cools, pickleball games will move indoors to the Whit-ing Center gymnasium. These are generally held at the Whiting Center on Mondays, Wednes-days, and Fridays from noon to 2 p.m., but please call ahead for times to make sure.

On Jan. 6, the Lake Quality Ad-visory Committee (LQAC) met with a group of BVSA anglers to gather information about the connection between lake quality and fishing to understand how these amenities and resources are used by our community. There were many surprising responses to our questionnaire tool at the meeting as well as important in-formation about our anglers’ de-sires and use of the lakes. Some of those details are discussed below.

In addition to members of the LQAC, a total of 23 residents at-tended. The committee learned that about half the anglers in households are children and half are adults with most fishing per-mits being requested for relatives of residents. This information helps to determine the type of fish people like to catch and ways that people fish on the lakes. The an-glers reported using a variety of techniques (casting lures, fly fish-ing, live bait fishing-excluding minnows, trolling, fishing from shore, float tubes and boats). Res-idents were also concerned that the efforts to manage fishing ca-pacity include accountability so that the resource is not abused.

Most people fish in the sum-mer although there were many adults that fish all year long. In general, people fish Cub and Four Island, as well as Jack’s Hole, but many were concerned after the July fish die-off about water and fish quality. As a result we discov-ered that most people do not take fish (otherwise known as harvest-ing) even though this is allowed within certain limits. One excep-tion was with trout that are not natural to our lakes and cannot survive late spring water tem-peratures so trout were stocked for winter harvest and only lived short-term in cold lake waters. Future plans include reporting water quality and random fish testing to the community to en-courage appropriate harvesting and to assist in planning harvest-ing goals. Anglers enjoyed fish-

ing for all the fish types we have had in the lakes. Most requested populations of Bass, Crappie, and Bluegill (Red ear sunfish). Much fewer requested trout and cat-fish. Diverse fish populations are healthy and result in providing a sustainable food web for fish present in the lakes.

As fish populations affect wa-ter quality, fish species need to be thoughtfully harvested in or-der to maintain diverse, healthy growing populations. The LQAC plan for sustainable and healthy lakes begins with monitoring the nutrients that currently over-burden our lakes contributing to poor water quality and algal blooms. Monitoring will begin in February once the committee has been trained in how to use the instruments. This will create BVS baseline lake data. In addi-tion, the committee will recruit volunteers to help plant appropri-ate vegetation around the lake, in pilot plots, to start natural reme-diation of the imbalance of nu-trients within Four Island Lake. Residents may see the boat on the water collecting water samples, doing sonar studies and counting fish later in the spring.

In order to align the water qual-ity with the fishing component of the lakes, a draft Angling Plan is being developed to present to the Board. This plan would result in a phased in restocking, once suit-able water quality has been estab-lished. The process of restocking will be guided by data collected on various fish species. The aim would be to ensure that these

populations can be managed so that fish are able to grow into desirable sized sporting fish. The residents clearly communicated a desire to maintain fish diversity and were willing to acquiesce to a short stocking hiatus and an ex-amination of costs. This includes positive income from fishing per-mits, to assist in improving the habitat and lake water quality so that fishing is sustainable.

The committee used a ques-tionnaire to collect some data on residents fishing habits and requests. In addition the LQAC members feel it is important to get broader input using an electronic survey so that BVSA members have an opportunity to submit their responses. The ques-tionnaire is 20 questions long and should take less than 10 minutes to complete. As always, please remember that our lake quality is not just

a factor of nature, algae, runoff, and geology. Residential pres-sures, use of Roundup near the lakes, use of phosphate soaps and detergents as well as other activities impact water quality are daily responsibilities we all share and should restrict. In the future more info on the Angling Plan and Lake Quality work be-ing implemented will be provid-ed. We will begin to report test-ing results soon and would like to train volunteers to help us with the work in creating sustainable and healthy ecosystems. So watch the Bear Tracks, E-buzz and the BVSA website if you would like to participate in these activities.

year the driving club is planning to hold presentations and work-shops that will encourage those of you who are new to the sport, as well as further the knowledge and understanding of those of you who are experienced drivers.

We are starting this series at our February meeting by watch-ing part one of a video entitled, “Breaking and Training the Driv-ing Horse” based on the book by Doris Ganton. Then, on Feb. 22, club members can drive with an experienced team! As you learned in my last article, our club has riders and drivers, and some peo-ple who just love equines!

If you have an interest in driv-ing, come to our meeting on Feb. 13 in the Equestrian Center

Lounge. If you decide to learn more, join our club and come do a “test drive” on Feb. 22!

all of our amenities, they include the following: Cub Lake, 4-Island Lake, the Cub Lake Dog Park, the BVS Gun Range, the BVS Pool, the BVS Nature Walking Path, the BVS Historic Schoolhouse Muse-um, the Whiting Center, Town Center Campground, Water Can-yon Campground, High Coun-try Park, the BVS Golf Course,

the Beaubian Athletic Field, the Kawaiisu Historical Preserve, the BVS Tennis and Pickleball Courts, the Oaks Restaurant, the Oak Branch Saloon, the Mulligan Room, the Ron Samuel’s Mod-el Airfield, as well as the BVS Equestrian Center and associated BVS horse/hiking trails.

Our BVS Rangers help to pro-mote safety by enforcing im-

portant BVSA safety rules, such as keeping bicycles and off-leash dogs off of our equestrian trails and keeping pedestrian and bi-cycle traffic off of the golf course fairways. It may seem non-obvi-ous, but off-leash dogs and bicy-cles on the equestrian trails pose a great safety risk to both rider and horse and can potentially cause serious injury. Similarly, hapless pedestrians and bicycles on the fairways put themselves at great risk from a golf ball strike.

Our BVS Rangers are also highly trained in firearms safety and gun range operation, pro-viding valuable oversight and management of our BVS gun range. Additionally, our Rangers are vigilant and alert while out on patrol throughout our com-munity, keeping an eye out for random safety hazards such as large tree branches about to fall, tree deadfalls and dead animals in the roadway, etc.

The main point I would like to convey here is that our BVS Rangers work for you and are a positive asset for our communi-ty! Our BVS Rangers are trained to be friendly and fair; to edu-cate first, offer verbal warnings and lastly to reprimand with violations when warnings and education fail to motivate a rule violator.

If you happen to be out enjoy-ing any of the aforementioned amenities, you may encounter one of our Rangers on patrol. They will be looking out for un-authorized users, safety hazards, and adding another layer of pro-tection to our community. If you are participating in an activity at any of our BVS amenities and you are approached by a BVS Ranger, please remember that he/she is not approaching to ha-rass you, but rather, is there in a friendly and positive capacity to look out for you and your com-munity’s best interests!

It’s time for us to start planning the Bear Valley Springs annual Mule and Horse Show. This year’s show will take place at the Bear Valley Springs Equestrian Cen-ter on Aug. 7, 8, and 9. The 2019 show was extremely successful thanks to the generous support of our donors and sponsors, as well as the help of numerous volun-teers.

As a sanctioned American Mule Association event, with ac-credited judges from the mule and horse communities, the show attracts many out-of-area partic-ipants and spectators who come to enjoy the competition and our beautiful Equestrian Center. To meet their requests, we have ex-panded the packing and ranch horse class offerings.

The Pony Club program relies on volunteers who donate their time. No volunteers are paid for their services; however, to put on a show of this caliber also requires money. Some of the biggest costs

include the awards, prizes, and judges’ fees. Any remaining funds remain with our local Bear Valley Springs Pony Club. This summer we anticipate that four to six of our members will qualify for the United States Pony Club National Championships in Kentucky. The National Championships are held every three years and in 2017 one of our Pony Club members won the Quiz competition. Funds from the show will help offset members’ expenses.

We hope you will consider vol-unteering at or donating to the 2020 BVSPC Mule and Horse Show.

Greetings from the Equestrian Center

We would like to let everyone know that we have openings in both our barns and our mare mo-tel is available for anyone in Bear Valley who would like to keep their horse(s) here while they are on vacation. Please just give us a call at 661-821-3960 or email us: [email protected] or [email protected].

The Equestrian Center is a wonderful place to board and we have so much to offer. We have a dressage arena, main arena, cov-ered arena, jumping arena, cattle arena, driving arena, three round pens, three turn out areas, a trail course and easy access to various trails. We feed twice a day, muck once a day, maintain clean water and are on site from 6 a.m. to 6:30

p.m. Your horse’s safety and care is our number one priority. We have other services available for an ad-ditional fee: shavings, turn outs, supplements, etc.

The turnout areas are available Wednesday, Saturday and Sun-day all day. On Monday, Tuesday, Thursday and Friday they are avail-able after noon; the Equestrian Center has to have use of them for boarders who pay for their horses to be turned out on these days.

Don’t forget, we will need all rid-ers to fill out new liability release forms for 2020 and we also need all our group applications, as well as any requests for the lounge, so that we may reserve your spots in this new year.

DETOX YOUR SOULWe hear a lot about ways

to detox our bodies, but what about our life? Here are some ways we might get back on track.

Negative people. These might be those who think only of themselves, not caring how their behavior effects others, not admitting when they have done something hurtful. It might be beneficial to take a break from these kinds of indi-viduals.

Clutter. This causes anxiety and mental anguish. Could we try to minimize our possessions and keep only what we need?

Hydration. This is so import-ant, especially in older people. Water, the most natural drink on earth – consume a good amount and it will nourish your skin, increase energy, balance gut bacteria, and result in better digestion.

Eat well. Whole foods, raw, organic, varieties of fruits and veggies, along with grass fed meats, nuts, seeds and wild fish

are all beneficial.Quiet reflection. Take some

time, 10-15 minutes a day, to be alone, breathe deep, close your eyes and detach from ev-erything around you. This may prove to be so relaxing that you may find your heart rate and blood pressure lower.

Treat yourself. Get a massage, lay in the sun, take a long bath, take a break from life’s stresses.

Phone. Put it away, turn it off, pay attention to your loved ones, interact without the use of technology, which is making people depressed and anxious.

Move. Exercise, walk, swim, dance, play anything that makes you move.

Nature. Get out in it. We have one of the most beautiful places to live, so get out and enjoy it. This can be beneficial for your mind and body.

Work. Find enjoyable work to feel a sense of self worth.

We want to thank our local physical therapists for working with some of our ladies and helping them to lead a more active life. The improvements are amazing.

If you are having some sort

of loss of your range of motion, try getting some therapy. The benefits are worth the time and effort.

Our meal of the month was: Eggplant ravioli in a basil cream sauce, cucumber salad and ar-tisan bread. We finished it off

with strawberry cheesecake.The answer to the question of

BVSA Rules - SECTION 500. GENERAL (a) The intent of the following Rules is to allow the widest possible use by Members consistent with the proper maintenance of the campsites. (Amended 10/19/96) (b) The campgrounds will be operated as follows:

(1) Year-around for Town Center Campgrounds. (2) May 15 through October 15 or at the discretion of the Amenity Manager for the Water Canyon Campground and the Equestrian Center Campground. (Amended 10/19/96)
