Council Member Duerr MOVED to excuse Council Member Bales and Mayor Stone, seconded by Council Member Garcia. Motion PASSED by majority voice vote.

Council Member Schwartz MOVED to approve the March 15, 2021 Work Session Minutes, seconded by Council Member Duerr. Motion PASSED by majority voice vote. PRESCHEDED PRESENTERS Greene Forward, Jason Tincu, Director, Greene County Sanitary Engineering Mr. Tincu reviewed the Greene Forward initiative which is their reinvestment campaign. He reviewed the circle of life in sanitary from the time water is acquired from the wells to the water treatment plants. He said there are currently four well fields were in the process of developing a fifth. There are three water treatment plants and a full scale recycling center. The Sanitary Engineering Department services 27,000 customers and 85 staff members. Last year they treated five billion gallons of wastewater and produced two billions gallons of drinking water. He said the department is upgrading the water and sewer system across its service area to soften and enhance water quality while increasing system reliability. The Greene Forward program improvements will be built over the next five to seven years. He said the infrastructure is aging, the water is hard and there is a growing demand. He said the first phase would focus on the water system which includes softened water and new water meters. The second phase will expand wastewater treatment facilities and upgrade the sewer collection system. He reviewed the rates for water and sewer and how it will result in almost no change. He reviewed the costs and how the county would be affording the upgrades. He said this was an $80 million debt campaign project and was estimated to be completed in 2023. He said there will be a Greene Forward website launched (greeneforward.com) during the summer of 2021 with status updates and FAQs. PUBLIC HEARING A-21-1, Gary Turner, Current Agricultural Use Value (CAUV) Clerk Miscisin read a renewal application for placement of farmland in an agricultural district pursuant to the Ohio Revised Code Section 929.02. The property is located at 3664 Swigart Road, Dayton, OH 45440 further described as Book 3, Page 24, Parcel 1 on the Greene Property Tax Atlas. Applicant Presentation No presentation Staff Presentation Mr. Burkett explained that the city had received an application to continue Mr. Turner’s property as an agricultural classification. He said state laws requires that every five years a renewal application is reviewed. He said staff has reviewed the application and recommends approval of the request. Public Input

There being no input, the public input was closed Council Input Council Member Duerr questioned the steps for the approval. Mr. Burkett said ultimately the Office of Farmland Preservation makes the final approval. Resolution 21-10 Council Member Garcia MOVED to approve Resolution 21-10, seconded by Council Member Schwartz. Motion PASSED by majority voice vote. ORDINANCES, RESOLUTIONS AND PUDS Resolution 21-11 Social Club Moratorium Clerk Miscisin read a Resolution by the Beavercreek City Council imposing a moratorium of six (6) months on the acceptance of applications for and the issuance of zoning certificates or conditional use approval for any “sexual encounter establishments,” “adult entertainment facilities” or related uses. Mr. McHugh explained the intent of the moratorium was to allow a six month period for staff to review the city’s regulations and determination of whether or not there should be additional regulations regarding this issue. Council Member Duerr MOVED to approve Resolution 21-11, seconded by Council Member Garcia. Motion PASSED by majority voice vote. COUNCIL TIME Council Member Schwartz reminded everyone to get out to the parks and find the birds and win some prizes. The Beavercreek men’s volleyball team is selling mulch and orders are due by April 6th. Council Member Garcia thanked all the volunteers in our community. Council Member Curran said on April 1st the Senior Center would doing a lunch bag pick up for Easter lunch. Council Member Duerr thanked the volunteers for their hard work. He received his first Covid shot today and encouraged others to do likewise. The Beavercreek Chamber of Commerce would be having a Business Links on April 15th, 4:30-6:30 p.m. at the Wellington Grill. VICE MAYOR’S REPORT Vice Mayor Adams said the Greene County Health Department (GCHD) has given out over 20,000 vaccines. The Beavercreek Auxiliary has volunteered over 2,000 hours in support of the GCHD.

CITY MANAGER REPORT Mr. Landrum said the signal at Dayton-Xenia Road and Longview Street is now moved and operational. He gave an update on the construction. Dayton-Xenia Road will be closed for seven days beginning April 9th between Forestdale and Central Ave. March Mix-Up hints are on the website and Facebook. He reviewed the street levy renewal information which is no increase to the residents and provides 76% of the street levy fund and supports 37 full-time employees. CITIZEN COMMENTS Fred Pence, 1070 Kenton Trace, Beavercreek, Ohio Mr. Pence is the co-chair of Owens Place with Gussie Jones. He invited Council to attend the ground breaking for the Field of Dreams on April 8th at 10:00 a.m. There being no more comments, Citizen Comments was closed. ADJOURNMENT Council Member Curran MOVED to adjourn the meeting at 6:50 p.m., seconded by Council Member Schwartz.
