Purpose: The purpose of APLIC is to lead the electric utility industry in protecting avian resources while enhancing reliable energy delivery. APLIC has developed guidance documents identifying causes and minimization methods for avian electrocutions and collisions and released national Avian Protection Plan Guidelines in conjunction with the U.S. Fish and Wildlife Service in 2005. APLIC members include EEI, the Electric Power Research Institute, NRECA, the Rural Utilities Service, the U.S. Fish and Wildlife Service and over 50 electric utility companies in the U.S. and Canada.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to APLIC are allocated to lobbying or advocacy activities.

EEI
Purpose: The purpose of EEI is to ensure members’ success by advocating public policy, expanding market opportunities, and providing strategic business information. EEI is the association that represents all U.S. investor-owned electric companies, which serve more than 220 million Americans and directly and indirectly employ more than one million workers. Through

its expanded international involvement, EEI broadens the value of shared expertise and experience on issues of concern and interest to electric companies around the world.
Lobbying or advocacy activities: EEI allocates a portion of dues to lobbying, advertising, and marketing on behalf of the electric utility industry. Invoices identify 13% of the dues paid for Regular Activities of EEI are allocable to influencing legislation. Furthermore, 24% of the dues paid toward Industry Issues are allocable to influencing legislation. These costs are not included in the company’s requested revenue requirement. Out of the $241,280 charged, $32,764 was allocated to lobbying and $5,579 to donations to the Edison Foundation. These charges were recorded in accounts 426410 and 426100, respectively and the Company will not seek their recovery.

NATF
Purpose: The purpose of NATF is to promote the excellence in the reliable operation of the electric transmission system. The NATF members represent about 90% of the net peak demand and about 80% of the transmission circuit miles at 200kV and above in the U.S. and Canada.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to NATF are allocated to lobbying or advocacy activities.
Expense calculations: See corresponding Attachment 3.
2018 expenses should have been allocated based on net peak demand, however the incorrect allocation was used. These adjustments will be reported on Statement H-CERT-24, miscellaneous non-recurring adjustment including outside lobbying and industry dues.
Peak
Purpose: Peak was founded January 1, 2014 as a result of the bifurcation of WECC into a Regional Entity and a Reliability Coordinator (“RC”); the RC is now known as Peak. The bifurcation received final approval from the Federal Energy Regulatory Commission (“FERC”) on February 12, 2014. Peak is a company wholly independent of WECC that provides situational awareness and real-time monitoring of the RC Area in the Western Interconnection. The RC maintains real-time operating reliability by maintaining a wide-area view (including situational awareness of both transmission and balancing operations), analyzing and communicating pre-and post-contingency system conditions and coordinating or directing actions to mitigate system issues. Peak ensures that the BES is operated within specific limits and that system conditions are stable within its RC Area. The purpose of Peak is to support and promote the social welfare by endeavoring to ensure reliability by providing real-time interconnection-wide oversight of the Bulk Electric System (“BES”) within the Peak footprint, coordinating necessary real-time and seasonal planning and modeling, and ensuring that data critical to the reliable and efficient operation of the BES is shared appropriately.

Peak’s RC Area includes all or parts of 14 western states, British Columbia, and the northern portion of Baja California, Mexico.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to Peak are allocated to lobbying or advocacy activities.

SEPA
Purpose: The purpose of SEPA is to enable the transition to a clean energy economy by facilitating utility integration and deployment of solar, demand response, other distributed energy resources, and supporting technologies onto the grid. SEPA is an educational non-profit and a resource for unbiased solar and distributed energy resource intelligence and collaborative dialogue between utilities and companies working in these emerging industries. SEPA’s membership is comprised of over 1,000 electric utilities, project developers, technology companies and other organizations with an interest in solar, demand response, other distributed energy resources and supporting technologies.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to SEPA are allocated to lobbying or advocacy activities.

2018 dues should have been allocated to NPC and SPPC electric equally. This adjustment will be reported on Statement H-CERT-24, miscellaneous non-recurring adjustment including outside lobbying and industry dues.
USWAG
Purpose: The purpose of USWAG is to address the regulation of utility wastes, byproducts and materials in a manner that protects human health and the environment and is consistent with the business needs of its members. USWAG is a trade association of over 110 utility operating companies, energy companies and industry associations, including EEI, the National Rural Electric Cooperative Association (“NRECA”), the American Public Power Association (“APPA”) and the American Gas Association (“AGA”).
Lobbying or advocacy activities: In 2018 USWAG allocated 3% of the dues from its members to lobbying or advocacy activities. These expenses would constitute $300 of SPPC Electric’s $9,685 portion of the $23,802 charged to the utility and the company will not include these costs in the requested revenue requirement. This cost will be reported on Statement H-CERT-24, miscellaneous non-recurring adjustment including outside lobbying and industry dues.

Purpose: The purpose of UTC is to create a favorable business, regulatory, and technological environment for companies that own, manage, or provide critical telecommunications systems in support of their core business. UTC is a global trade association that represents electric, gas, and water utilities; natural gas pipelines; critical infrastructure companies; and other industry stakeholders.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to UTC are allocated to lobbying or advocacy activities.

WECC
Purpose: The mission of WECC is to promote a reliable BES in the Western Interconnection. WECC is the Regional Entity responsible for compliance monitoring and enforcement. In addition, WECC provides an environment for the development of Reliability Standards and the coordination of the operating and planning activities of its members as set forth in the WECC Bylaws.
Through the various reliability-related activities, WECC provides critical support to entities throughout the Western Interconnection in carrying out their reliability missions. WECC’s strength and value lie in our ability to consistently leverage the Interconnection-wide perspective in its day-to-day activities, as well as its forward-thinking products and services.
WECC is geographically the largest and most diverse of the eight Regional Entities with delegated authority from the North American Electric Reliability Corporation (“NERC”) and FERC. The WECC Region extends from Canada to Mexico and includes the provinces of Alberta and British Columbia, the northern portion of Baja California, Mexico, and all or portions of the 14 Western states between.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to WECC are allocated to lobbying or advocacy activities.

WEI
Purpose: WEI delivers an aggregation of talent across energy companies. We help professionals from 80 energy companies throughout the Western United States and Canada identify and connect with their counterparts—essentially pairing you and your employees with individuals handling the same problems, in the same job—at another company. WEI provides a relaxing environment to exchange wins and losses, discuss emerging issues, and ultimately cultivate professional relationships that encourage problem solving and innovative ideas.
Lobbying or advocacy activities: The Company is not aware that any portion of the dues paid to WEI are allocated to lobbying or advocacy activities.

WEST Associates
Purpose: The purpose of WEST Associates is to promote environmental and energy policy solutions based on sound technical information in order to provide positive outcomes for the members and their customers. WEST Associates is a coalition of 10 public- and investor-owned, vertically-integrated electric utilities generating electric energy in eleven western states and typically comments on rulemakings in which high-level policy issues bear broad applicability across a significant portion of its membership.
Lobbying or advocacy activities: In 2018 WEST Associates allocated 10% of the dues from its members to lobbying or advocacy activities. These expenses would constitute $1,197 of SPPC Electric’s $11,972 portion of the $28,539 charged to the utility and the company will not include these costs in the requested revenue requirement. This cost will be reported on Statement H-CERT-24, miscellaneous non-recurring adjustment including outside lobbying and industry dues.
