MMTIS Delegated Regulation

Purpose: Accurate Multimodal Travel

Information Services.

Sets the specifications to ensure

accessibility *, exchange, updating and

re-use of travel and traffic data (static

and dynamic) as well as distributed

route planning (the linking of travel

information services).

* ‘accessibility of the data’

means the possibility to

request and obtain the data

at any time in a machine

readable format

Commission delegated regulation (EU) 2017/1926 of 31 May 2017 supplementing

Directive 2010/40/EU of the European Parliament and of the Council with regard

to the provision of EU-wide multimodal travel information services :

MMTIS Delegated Act

NAP = Unique digital interface that gives access to :

❑ Static data (travel)

❑ Historic data (traffic)

❑ Metadata (to allow users to discover and use the datasets made accessible through the NAP)

❑ or the Sources of these data

BE has to create a NATIONAL ACCESS POINT.

Requirements

for proper re-use ?

Assessment

of compliance ?

Cost-effective ways to

digitize existing static and

dynamic data of different

transport modes ?

MMTIS

Delegated Act

BE : OBLIGATION to provide data to the NAP

✓ At least the static travel and traffic data

and historic traffic data.

✓ Variable deadlines (from 2019 to 2023).

✓ Format of the data :

o NeTEx (or specific specifications like TAP TSI for rail, IATA

standards for aviation, ...)

o SIRI (for dynamic data)

Two or more Member States may set up a common access point.

PSA-1 summaryThe project includes 5 activities:

1) Project management

2) Stakeholder engagement: mapping of Belgian NAP actors (suppliers, users and developers) and setting up a community of interest

3) NAP: Study on user needs, architecture, management (benchmark)

4) NAP: first implementation with 4 public transport operators (in 2019)

5) Further developments: interoperability of Static Scheduled Travel Data - NeTEx, quality validation tools, ...

The consultants

Philippe Hellemans and Dries Herzeel (GeoSolutions)

Start: September 7th. 92 days expected in 2018

Will work on:

Activity 2: Stakeholder engagement: Continuation of mapping of Belgian NAP actors and Community of Interest (CoI) facilitator

Activity 3: Study on user needs, architecture and management of NAP (how, who, where, budget, ...) (Benchmark).

Geo Solutions is a Belgian company. About location data.

Page 25: Belgian National Access Point - itsits.be/sites/default/files/20181023_philippe decap.pdf · Belgian National Access Point ITS.be workshop ^National and regional access points for

Activity 2

Determination of stakeholders map :

based on previous works from Flemish

Department.

Exchanges experiences (events,

roundtables, …) : scaled up of Flemish

Initiative on Open Data

Community of Interest : Opinion of the

CoI on NAP, connecting platform for

networking, for concrete Public-Private

Projects.

Community of Interest because of :

• Complicated governmental structure in Belgium

• Public and private partners are fragmented : Public authorities, public transport operators, services providers and relevant stakeholders, local governments, app developers, researchers, re-users of mobility data, international stakeholders, …

Page 26: Belgian National Access Point - itsits.be/sites/default/files/20181023_philippe decap.pdf · Belgian National Access Point ITS.be workshop ^National and regional access points for

Activity 3

before creation of NAP, is needed a

comprehensive study (source :

stakeholders community and

benchmark) on

- the user needs

- architecture of NAP

- the management of NAP

Benchmark because of :

• Are being created metadata and link about mobility data set from existing Regional & Federal open data portals.

• Will be harvested by and available on the Belgian portal and other European portals

• Will be created a Belgian profile of NeTEx, API services, data quality validation tools. (this will not be realized in the first year of the project)
