Purpose: Accurate Multimodal Travel
Information Services.
Sets the specifications to ensure
accessibility *, exchange, updating and
re-use of travel and traffic data (static
and dynamic) as well as distributed
route planning (the linking of travel
information services).
* ‘accessibility of the data’
means the possibility to
request and obtain the data
at any time in a machine
readable format
Commission delegated regulation (EU) 2017/1926 of 31 May 2017 supplementing
Directive 2010/40/EU of the European Parliament and of the Council with regard
to the provision of EU-wide multimodal travel information services :

NAP = Unique digital interface that gives access to :
❑ Static data (travel)
❑ Historic data (traffic)
❑ Metadata (to allow users to discover and use the datasets made accessible through the NAP)
❑ or the Sources of these data
BE has to create a NATIONAL ACCESS POINT.

Delegated Act
BE : OBLIGATION to provide data to the NAP
✓ At least the static travel and traffic data
and historic traffic data.
✓ Variable deadlines (from 2019 to 2023).
✓ Format of the data :
o NeTEx (or specific specifications like TAP TSI for rail, IATA
standards for aviation, ...)
o SIRI (for dynamic data)
Two or more Member States may set up a common access point.

Who should prov ide data?
➢ Transport operator
Any public or private entity that is responsible for the maintenance and management
of the transport service.
➢ Transport authorities
Any public authority responsible for the traffic management or the planning, control
or management of a given transport network or modes of transport, or both, falling
within its territorial competence.
➢ Infrastructure managers
Any public or private body or undertaking that is responsible in particular for
establishing and maintaining transport infrastructure, or part thereof.
➢ Transport on demand service provider
Any public or private provider of transport on demand service to users and end-
users, including travel and traffic information thereof.

Which modes of transport are involved?
▪Scheduled
Air, rail including high speed rail, conventional rail, light rail, long-distance coach, maritime including ferry, metro, tram, bus, trolley-bus.
▪Demand-responsive
Shuttle bus, shuttle ferry, taxi, car-sharing, car-pooling, car-hire, bike-sharing, bike-hire.
▪Personal
Car, motorcycle, cycle.

Who are the users?
‘user’ means any public or private entity which uses
the National Access Point such as
➢ Transport authorities,
➢ Transport operators,
➢ Travel information service providers
(excluding a mere conveyer of information),
➢ Digital map producers,
➢ Transport on demand service providers
➢ Infrastructure managers.

‘end user’ means any natural or legal person who has access to travel
information.
NAP shall provide discovery services to users.

Benchmark because of :
• Are being created metadata and link about mobility data set from existing Regional & Federal open data portals.
• Will be harvested by and available on the Belgian portal and other European portals
• Will be created a Belgian profile of NeTEx, API services, data quality validation tools. (this will not be realized in the first year of the project)
