Department of Housing and Urban Development (HUD) Strategic Planner, Management Consultant, Enterprise Project Manager Governance, Strategic Planning, Facilitation: Was a project manager on the reorganization of the CIO office at

US Department of Housing and Urban Development (HUD) including development of the IT Strategic Plan in conjunction with Enterprise Architecture, creation of a project management office (PMO), development and implementation of IT governance policies and structures (including portfolio management, investment review boards), and project management policies, artifacts, SOP's, functional descriptions, positions descriptions, job aides, and business flow diagrams. Project enabled HUD to address deficiencies in OMB and GAO audits, and to be cited for meeting Federal IT management standards and becoming exemplary.

Project included creating and implementing communication and change management and training plans, and creating newsletters and other public facing publications.

Facilitated working sessions with Division Managers to analyze their current work processes and how these would change with the reorganization to the future state

Prince George’s County, MD, Management Consultant and Strategic PlannerLed this project to align the County’s operations and investments with its mission and strategic goals. Began with identifying and documenting the current state using a structured questionnaire to interview key

stakeholders of various County agencies and the Office of Information Technology (OIT) on their mission and goals, and the business processes, data, software and technology infrastructure that support the mission and goals.

With stakeholder input, identified the desired future state in which business, information and technology architecture would be aligned with enterprise strategic goals. Then conducted gap analysis and created a roadmap from the current to the desired state.

Center for Medicare and Medicaid Services Management Consultant and Facilitator Assisted the Director in establishing a new division as an innovation center for Medicare and Medicaid fraud

prevention; which uses computerized modeling and analytics to detect patterns of fraud and specific fraudsters. Tasks included writing a strategic plan and operations plan, developing operating procedures, communication

plan, and risk management plan and facilitating interdisciplinary sessions.

Adventist Healthcare Consultant Developed and facilitated training of all leaders while implementing leadership competencies as part of the new

performance management system; resulting in previously unknown levels of accountability system at Adventist HealthCare, an 8,000 employee company.

Provided organization change management consulting, executive coaching and leadership training to hospital leaders.

US Air Force, Army, Marine Corps Change Management Strategy, Change Management, Training, Department of Defense – Provided organizational change

management and strategy consultation on information assurance (cyber security) to Air Force Continuous Monitoring Sub Working Group. Provided communications, team building and interpersonal skills training to US Army and Marine Corp.

Kaiser Permanente Executive Consultant Project Manager Directed a team of nine at Kaiser Permanente providing project management, organizational change

management, leadership development and other consulting services across the enterprise. Supported the implementation of systems and of new products and services (such as the self-funded insurance

product for companies) by managing enterprise-wide change management and training work streams.

Practice Leader and Executive Consultant BHM International Inc.01/1992 – 01/2007

Launched and directed this management consulting firm and grew it to 40 FTEs employees plus independent contractors.

Sourced funding, built operating infrastructure, managed finance and defined business strategies/objectives. Hired management and project teams as well as independent contractors.

This included development and/or implementation of recruiting applications, policies, and procedures, SOP's, job descriptions, job aides, and personnel and accounting policies and procedures.

Worked extensively on business development strategy and execution, including writing proposals in response to RFPs, and developing teaming arrangements.

Forged client relationships and led project delivery.

Massachusetts Department of Mental Health Led a large planning and implementation project to assess and reorganize publicly funded mental health

services in metropolitan Boston, included several hospitals, multiple outpatient facilities, and a large vendor community.

This included extensive stakeholder analysis using focus groups, interviews, survey questionnaires, statistical analyses, and document reviews.

This also included developing and implementing project, communications, organizational change management plans, and public facing publications.

US Department of Health and Human Services Led projects involving providing a wide range of management consulting and management support services

over a 15-year period.
