As with any reflection, there is not enough time to recall all of the heroes and sheroes who worked to develop, sustain and move the needle further on Maryland’s Minority Business Enterprise Program. This panel will fill in some of the gaps that you may not know.

U.S. Congressman Parren James Mitchell(April 29, 1922 – May 28, 2007)

Representing Maryland’s 7th

District and as Chairman of the Small Business Committee, Mitchell attached an amendment to a $4 billion public works bill that compelled state and local governments, seeking federal grants, to set aside 10% of the funds to retain minority firms as contractors and subcontractors.

Senator Decatur "Bucky" Trotter

(January 8, 1932 – May 3, 2004)

Trotter first served in the Maryland House of Delegates, representing Prince George's County from 1975 to 1979. He was a member of the Ways and Means Committee and sponsored Maryland's first minority business enterprise act.

Arnold Jolivet“Economic Freedom is not Free!”

1942 - 2014If you don’t know this man, you do not know the Maryland MBE Program!

"Mr. Jolivet was a consistent, devoted and vocal champion for minority businesses," Mayor Stephanie Rawlings-Blake said in a statement. "His unapologetic approach to overcoming obstacles will always be his legacy. He understood, as I do, that progress cannot be achieved without economic parity for minority-owned businesses."

First there was Maryland’s Federal Transportation MBE & Certification Program

Because of Parren Mitchell’s efforts in congress with the 10% set asides on Federal Transportation funding, Maryland’s Department of Transportation (MDOT) had the first program – that “preceded” the State’s MBE Program. The fact that it still stands is a testament to many dedicated people. Two names that should not be over looked were the prime architects of the program.

David Watts, then Director of the State MBE & Certification Program for Transportation projects, was the icon of MBE Programs across the country. The MDOT Program WAS THE NATIONAL MODEL.

Scott Livingston, Esq., was the Assistant States Attorney assigned to MDOT and helped develop a legally sufficient program to meet the Federal requirements.

Enterprises• Avon Evans is the real keeper of the early history of the State’s MBE Program –

from the very beginning.• Angela Hawkins was the EEO Director at SHA and was the lead on several

statewide efforts that became the precursor for outreach initiatives and Procurement Review Groups.

• Luwanda Jenkins was the Executive Director of the Governor’s Office of Minority Affairs who lead the “New Day in MBE” movement, which galvanized all of the departments into state-wide outreach efforts.
