In the Chinese Zodiac, the horse brings action and change – and great changes are indeed coming to our town. The URA has proposed

plans for the north that include new waterfront living and business spaces, opening up greater opportunities for all in Sembawang GRC. Furthermore, we will enjoy better cycling, driving and train services when the LTA completes its masterplan.

There are also changes to our Budget this year, which has been called one of the most inclusive and progressive budgets we’ve seen. With the Government’s greater commitment, more of us can look forward to meeting our healthcare, education and other needs.

Our Town, too, has undergone many changes through various improvement projects such as NRP, LUP and HIP. We will continue to make improvements and enhancements to our estates, while practising financial prudence and implementing various cost-saving measures to keep our costs low.

After 10 years of keeping the Service and Conservancy Charges (S&CC) at the existing level, the significant rise in various costs – from electricity to maintenance and other costs – has made it necessary for the Town Council to raise S&CC in order for it to sustain its operations. To help Singaporeans cope with the inevitable increase, the Government has announced S&CC rebates of up to three months this year.

Let us continue to work together to improve our estates. We can take the effort to stop littering, be considerate to our neighbours and strive to keep our common areas clean, tidy and pleasant, knowing that the future will bring many more exciting changes to our Town.

我们的市镇也透过各项改进计划来落实多项改变,其中包括邻区更新计划、电梯翻新计划、家居改进计划等。除了谨慎处理财务,采取各项节约措施来降低成本之外,我们将不断改进和强化我们的住宅区。 

过去10年来,我们一直尽量把杂费维持在现有水平,但由于各项成本不断显著增加 – 从电费至维修和其他费用 –市镇理事会已不胜负荷,不得不提高杂费以继续运作。为帮助国人应付无可避免的杂费上调,政府已宣布今年给予国人高达三个月的杂费回扣。

让我们继续同心协力改进我们的住宅区。我们可主动停止乱抛垃圾、多为邻居着想、努力保持公共地方整洁美观。我们都知道,将来我们的市镇将历经更多令人兴奋的重大改变。

sesungguhnya akan datang ke bandar kita. URA (Penguasa Pembangunan Semula Bandar) telah mencadangkan rancangan bagi utara Singapura yang termasuk perumahan persisiran pantai yang baru dan ruang-ruang perniagaan yang akan membuka peluang lebih besar untok semua penduduk di GRC Sembawang. Tambahan lagi, kita akan menikmati perkhidmatan yang lebih baik untuk berbasikal, memandu dan pengguna MRT apabila LTA (Penguasa Pengangkutan Darat) menyiapkan pelan induknya.

Terdapat juga perubahan kepada Belanjawan kita pada tahun ini, yang telah disebut sebagai belanjawan yang paling inklusif dan progresif yang kita pernah saksikan. Dengan komitmen Pemerintah yang lebih besar, lebih ramai daripada kita boleh mengharapkan untuk dapat memenuhi keperluan penjagaan kesihatan, pendidikan dan keperluan kita yang lain. Bandar kita juga telah menjalani banyak perubahan menerusi pelbagai projek pembaikan seperti NRP (Program Pembaharuan Kejiranan, LUP (Program Peningkatan Lif) dan HIP (Program Pembaikan Rumah). Kami akan terus membuat pembaikan dan pembaharuan kepada estet kita, sambil mengamalkan kehematan kewangan dan melaksanakan pelbagai langkah penjimatan kos untuk memastikan kos kita kekal rendah.

Setelah 10 tahun mengekalkan Bayaran Perkhidmatan dan Penyenggaraan (S&CC) pada paras yang sedia ada, kenaikan besar dalam pelbagai kos – dari elektrik ke penyengaraan dan kos lain – memerlukan Majlis Bandaran untuk menaikkan S&CC agar ia dapat mengekalkan operasinya. Untuk membantu rakyat Singapura menampung kenaikan yang tidak dapat dielakkan ini, Pemerintah telah mengumumkan rebat S&CC sehingga tiga bulan pada tahun ini.

Marilah kita terus bekerjasama untuk memperbaiki estet kita. Kita boleh berusaha untuk menghentikan pembuangan sampah sembarangan, bertimbang rasa terhadap jiran kita dan berusaha untuk memastikan kawasan kediaman bersama kita bersih, kemas dan selesa, kerana kita tahu bahawanya masa depan kita akan membawa banyak lagi perubahan yang lebih menarik kepada Bandar kita.

The draft 2013 Master Plan aims to create an inclusive, highly liveable, economically vibrant

and green home for all Singaporeans. It seeks to make sure that,

within our small city-state, sufficient land is available for a whole range of uses, including housing, schools, employment centres and relaxation.

The Master Plan of Singapore is reviewed

every five years and the latest draft was recently exhibited by the URA. It

has six key focuses.HOUSINGThe Plan tries to balance necessities, expectations, lifestyle and heritage to give us a town with well-placed and comprehensive amenities, abundant green spaces and recreational choices, and convenient access to public transport.

ECONOMYThe Plan puts greater emphasis on decentralisation. New growth areas will be introduced to offer businesses alternative space to create more retail, entertainment, and employment opportunities closer to homes. The development of Woodlands Regional Centre is a key feature of the Plan.

PUBLIC SPACES These will help to strengthen social identity, to humanise the city by promoting life outdoors, and to bring economic benefits not only by drawing in more customers for nearby businesses, but also by making Singapore a more attractive city for us to live, work and play.

RECREATIONThe Plan details many ways that access to the waterways and nature areas of our region will be improved. For example, Woodlands Waterfront will be extended along the coastline and many kilometres of cycle paths added to our Town.

IDENTITYThe URA aims to retain places that are memorable and meaningful to us wherever possible, while creating new common spaces to build new memories. The planned Sembawang Community Hub meets both these aims.

TRANSPORTThe LTA will continue to work towards a “People-Centred Land Transport System” to offer us more connections and better services for a liveable and inclusive community. The Thomson Line and North-South Expressway are major items in the Plan.

Housing is all about accommodation that suits our needs and aspirations in a liveable, sustainable environment.

Here are two examples of how the Plan should meet our ambitions here in the North:

Integrated developmentThe Vertical Kampung described in the September HeartTalk is an example of the one-stop hubs the URA is planning to bring together a number of amenities in one convenient place.

The integrated development beside Admiralty MRT station will have shops, a hawker centre, a

childcare centre, studio apartments, an activity centre for seniors, a medical centre, a senior care centre as well as a community plaza for all to enjoy.

Opening up the waterfrontTo capitalise on some of our rich green and blue

assets, the existing Woodlands Waterfront will be expanded eastwards, allowing the

entire waterfront area to be opened up. Along Admiralty Park and this

expanded waterfront park, there will be new, sensitively designed residential developments, providing attractive

housing in garden and waterfront settings.

Transport The LTA plans to achieve the above targets by 2030.

The Master Plan calls for the expansion of cycling networks to boost our mobility, as well as offering cheaper, more sustainable travel.

Sembawang will be one of the first towns in Singapore to have its Intra-Town Cycling Network expanded and upgraded to encourage more of us to cycle. And a new cycling network is also being

studied in Woodlands. The upcoming Thomson Line (TSL) will

include three stations in our Town and, when completed in 2021, will cut the trip from Woodlands to Marina Barrage from the 70 minutes to 55.

We will also be able to enjoy much shorter travelling times into the city centre with the direct connection provided by the North-South Expressway (NSE) in 2020.

We see a future where we all can get to more places faster and in greater comfort as we enhance our rail, bus, cycling and sheltered walkway networks, take steps to improve the quality of our public transport services and support new options such as car sharing. Under this plan, our goal is nothing short of transforming daily journeys so that we spend less time travelling.

Realising this vision means that by 2030, Singapore will have:

Our community and living environment will be transformed too. With a transport system that is easier for everyone to use, seniors and the less mobile will find it more convenient to get around with barrier-free access at transport nodes and more lifts at overhead bridges. With more people using public trans-port, the most efficient people-carrier, we will leave a smaller carbon footprint on the environment. We will enjoy cleaner air and more road spaces can be freed up for other public uses. We will have more liveable communities as we add noise barriers, enhance road safety and create more car-free zones.

Just as this document updates LTMP 2008, we will continue to review our strategies to adapt to the changing environment and new challenges that we will face in the future. We will review our plans again closer to 2020 to take in changes and refresh our initiatives.

Though specific initiatives may change to meet new challenges, our vision remains the same: A People-Centred Land Transport System. We look forward to continuing our partnership with you to help us in our pursuit of this vision.

Recreation With large expanses of green and blue spaces including the Central Catchment Nature Reserve and Sungei Buloh Wetland Reserve, we, who live in the North, enjoy unique opportunities to get close to nature.

The Plan emphasises that all changes will be carefully designed and sensitive to existing eco-systems and environments.

Admiralty Park, currently the largest park in the North, will be transformed into one of Singapore’s three Destination Parks.

The park’s hilly terrain offers many opportunities in this development, including the possibility of having giant slides and climbing slopes that the whole family can enjoy together.

Sembawang Community Hub will be developed in a green setting by the Old Admiralty House, now a national monument. The Hub will be a one-stop centre for us to enjoy a cluster of sports and community amenities.

Although the following are not actually within our Town, we probably frequent these areas more than any other group of Singaporeans. And the plans are great!Kranji Marshes, a freshwater marsh habitat teeming with birdlife, will be made accessible to the public. To protect and showcase the area’s natural heritage, URA has worked closely with NParks and the Nature Society (Singapore) to protect the sensitive areas and provide boardwalks, nature trails, bird-watching hides and rest points.Sungei Buloh Wetland Reserve has been extended to include a new 38ha Wetland Park. Public access will be further improved, and new facilities and trails will be added.

Identity As our nation develops, familiar landmarks amid a changing landscape become important to us.

Old Admiralty House, a national monument, will be a centrepiece of the future Sembawang Community Hub, giving an extra dimension to the new park of sports and community amenities.

New plazas and public spaces will bring people together to create a stronger sense of identity and home in our Town.

The new People’s Plaza beside Admiralty MRT will be an open space surrounded by shops and community amenities.

We will also see a future pedestrian mall connecting Woodlands Central to Woodlands North Coast (see next page).

Beaulieu House, dating from the 1910s, was originally a businessman’s seaside bungalow but, when the Royal Navy built their dockyard here, it became a part of their naval base. It is now a restaurant, gazetted for conservation.

Cashin House (below) is just outside our Town in Lim Chu Kang. This old residence, built out over the sea, will become a new visitors’ gateway to the western part of Sungei Buloh Wetland Reserve.

The house will be restored and converted into a recreational spot, capitalising on its rustic waterfront setting.

Public Spaces have a big effect on us. Whether it’s a park, a plaza or the streets we use every day, public spaces give us relief from the dense urban environment.

As our island becomes more densely developed, public spaces become more important – and the plans for the development of Woodlands Regional Centre take this into account.

The plans for the development of Woodlands Regional Centre are a feature in the 2013 Master Plan. They capitalise on the Thomson Line’s interchange with the future rail link to Malaysia and propose 700,000 sqm of new commercial space on more than 100ha of developable land.

The plans see two key areas in the Regional Centre:

Woodlands Central is envisioned as a walkable, pedestrian-centric regional retail hub. Shown on the cover of this issue of HeartTalk is a pedestrian mall that will run through the heart of the district, connecting with the existing MRT and bus interchange.

Expected to be a focal point for shopping and community events, the mall will be flanked by low-rise shops and commercial developments offering an intimate street experience.

New business opportunitiesWoodlands North Coast has been planned as a significant employment cluster, providing new offices and business space that can benefit from the nearby Thomson Line and cross-border rail link.

A pair of green boulevards will run through the commercial core of Woodlands North Coast, connecting the future commercial developments and MRT interchange to the waterfront.

To cater to different needs, it will house the first business park in the North, in addition to office developments. Land will also be set aside to cater to SMEs that will benefit from the convenient access to Malaysia.

You can also look forward to an upgraded bus interchange (right) which is expected to be built in tandem with the Thomson Line construction.

Woodlands North Coast capitalises on the green and blue assets of the region. The existing Woodlands Waterfront will be expanded eastwards, allowing the entire waterfront area to be opened for public enjoyment.

Along Admiralty Park and the expanded waterfront park, there will be residential developments, providing attractive housing in garden and waterfront settings.

We wore our best red clothes. We tossed the Yusheng and shouted, “撈起, 撈起”. We toasted the Year of the Horse. We watched the lion and dragon dances, and gave – and got! – red packets. Our world was filled with blossoms, oranges and greetings. And huge banquets in every division of our Town. We all ate too much good food with our family and friends.

Division were the first to receive their festive packs on 12 January. In Sembawang and Woodlands, distribution to rental units was done on the 18th and then again in Marsiling on the 19th.

Finally, 225 volunteers distributed 500 packs in Admiralty on the 30th.

Preparation for the distribution started much earlier, with volunteers donating and packing the food items, and telling rental block residents about the gifts in store for them.

But the CDC will do more than just provide funding. It will also extend project management expertise, and aggregate community resources including finding suitable community partners to support the ground-up initiatives, said Dr Teo Ho Pin, Mayor of North West District, at the launch of the fund.

The council currently has about 4,000 volunteers.

“We aim to build the capabilities and capacities of our volunteers to empower them with the skills and knowledge required to run meaningful programmes for the community,” Dr Teo said.

The Town Council has announced that our Service and Conservancy Charges (S&CC) will be increased. To reduce the impact of the change, the increase will be staggered over two years, part of it becoming effective on 1 April this year and the remainder a year later.

The Town Council has not increased our S&CC for ten years, although costs have been rising steadily. The many cost-saving measures

introduced in our Town, like more efficient lighting and mechanisation of cleaning, have made it possible for the ten-year-old S&CC to be maintained.

But costs have risen so much for items beyond the Council’s control that an increase is now essential if upkeep and services are to be maintained at the high standards we have come to expect.

To begin with, over a third of the Town Council’s annual budget is spent on utilities. In the last ten years the cost of electricity alone has increased 66% – from 15.44 cents per kWh in January 2004 to 25.65 cents per kWh in January this year.

And, while it’s nice to have lifts that stop on every floor, all the new and upgraded lifts have added 28% to the Town Council’s lift maintenance costs.

With more covered walkways, car porches, hard courts, playgrounds and fitness corners, maintenance costs for the Town Council can only continue to increase.

The S&CC revision will help the Town Council manage higher current costs while new cost-saving measures – such as LED lighting and bulk buying – will minimise the impact of future cost increases.

Saving with new lift display panels

This is the new simplified lift position display panel the Town

Council has installed in 793 lifts in 372 blocks in our Town.

These smaller three-column indicators were installed

when it came time to replace the old-style seven-column

indicators. They deliver all the information you need – and

at a fraction of the cost: $320 each for the new model,

compared to $1,070 each for the old model.

The Town Council saved $7 million from 2011 to 2013

by switching to these new indicators.

LED lighting saves money and the Earth

Since 2008, the Town Council has been saving money by

putting Light Emitting Diodes, or LEDs, in block signs. In

2012, the Council started installing them in the common areas

of blocks in our Town whenever the old PLC or T8 fluorescent

lamps reached the end of their useful life.

To lower electricity consumption even further, the Council

is fitting motion detectors to the LEDs installed on staircases.

These stairlamps brighten instantly the moment you approach

them but, when no one is there, they dim down, saving 70% of

the energy required to light an empty staircase!

Majlis Bandaran telah mengumumkan bahawa S&CC (Bayaran Perkhidmatan dan Penyenggaraan) kita akan dinaikkan. Untuk mengurangkan kesan perubahan ini, kenaikan itu akan dibuat secara berperingkat dalam tempoh dua tahun. Sebahagiannya akan berkuatkuasa pada 1 April tahun ini dan yang selebihnya setahun kemudian.

Majlis Bandaran telah tidak menaikkan S&CC kita selama sepuluh tahun, walaupun kos telah naik dengan tetap. Banyak langkah

penjimatan kos yang diperkenalkan di Bandar kita, seperti lampu yang lebih efisien dan penggunaan mesin untuk mencuci koridor, telah membolehkan kita mengekalkan S&CC pada kadar yang sama selama sepuluh tahun.

Tetapi kos telah naik banyak sekali bagi item-item yang di luar kawalan Majlis Bandaran hinggakan kenaikan S&CC sekarang adalah perlu jika kita mahu mengekalkan penjagaan estet dan perkhidmatan-perkhidmatan pada standard tinggi yang kita telah harapkan.

Pertama sekali, lebih sepertiga belanjawan tahunan Majlis Bandaran dibelanjakan untuk membayar kos elektrik dan air. Dalam masa sepuluh tahun yang lalu, kos elektrik sahaja telah naik 66% - dari 15.44 sen setiap kW jam pada Januari 2004 kepada 25.65 sen setiap kW jam pada Januari tahun ini.

Dan, walaupun elok mempunyai lif yang berhenti di setiap tingkat, semua lif baru dan lif yang telah dipertingkatkan telah menambah 28% kepada kos penyenggeraan lif Majlis Bandaran.

Dengan lebih banyak laluan berbumbung, anjung kereta untuk menurunkan penumpang, gelanggang permainan, taman permainan kanak-kanak dan sudut kecergasan, kos penyenggaraan bagi Majlis Bandaran akan naik terus.

Semakan S&CC akan membantu Majlis Bandaran mengurus kos semasa yang lebih tinggi manakala langkah-langkah penjimatan kos – seperti lampu LED dan pembelian pukal – akan mengurangkan kesan kenaikan kos pada masa depan.

二极管照明既省钱又可拯救地球: 自2008年以来,市镇理事会已在组屋的座号改用二极管照明系统。市镇理事会在2012年开始在我们市镇内各座组屋的公共地方采用这个照明系统,因此节省了许多钱。凡是旧式PLC或T8荧光灯管寿命到了尽头,市镇理事会都更换为二极管。  为了进一步降低电量的使用,市镇理事会也在楼梯的二级管安装传感器。有人走近的时候,楼梯的

灯就会立刻自动亮起来。当没有人的时候,它们就自动暗下来。因此,市镇理事会可节省空楼梯所需的能源的70%!

Marsiling NPP goes digital

After seven months of renovation, a revamped Marsiling Neighbourhood Police Post (NPP) opened on 7 December. It offers some very convenient new services.

About 400 of us joined Mr Hawazi Daipi for a familiarisation tour of the revamped Marsiling NPP on opening day. The

big feature was the round-the-clock access to automated services that we can now enjoy.

The Post has an e-Kiosk in the entrance area that you can use, night and day, to do many of the things that you used to have to get an officer to help you with. (See box) You can also use the e-Kiosk after hours to talk face-to-face with a counter officer at the Woodlands West NPC, when the Marsilling NPP is not manned.

The NPP is now fitted with a Found Property Drop-box and interactive tablet computers which offer crime prevention advisories and other information.

The revamped Post has a Community Zone set aside for use by Citizens-on-Patrol (COP) and the Woodlands Care Corner FSC.

Kudos to honest Mr AngMr Joshua Ang found some cash at the SPC petrol kiosk along Admiralty Road. He made use of the new automated Found Property Drop-box at the revamped Marsiling NPP and found it very conveneient. “The system is straightforward and you can just drop the found property and leave the NPP – instead of waiting for an officer to provide a police report. The entire experience took me just 10 minutes.”

CHAS was set up by the government to help the average Singaporean get subsidies for medical and dental care at clinics near home.

Now, as part of efforts to strengthen social safety nets, more Singaporeans from lower- and middle-income families have easier access to affordable healthcare.

If you qualify for CHAS you are given a blue or orange Health Assist card that’s good for two years. Once you have a card, you also enjoy subsidised referrals to specialist outpatient clinics in public hospitals or the National Dental Centre.

CHAS complements the Chronic Disease Management Programme that lets you use up to $400 of your Medisave for outpatient treatment.

Some detailsTo get treatment with CHAS, you can go to any GP or dental clinic displaying a CHAS sticker.

Close to half of the GP and dental clinics island-wide now accept Health Assist cards. That’s about 600 GP and 370 dental clinics. There’s a “Clinic Locator” at www.chas.sg that makes finding one near you very easy.

You can pick up a CHAS application form at any public hospital, polyclinic or CC – or you can download the form at www.chas.sg. Only one form is needed for your whole household.

Family members related by blood, marriage

or adoption, living at the same address, apply together on one form. Every family members’ income will be considered a part of the household income.

If you are on Public Assistance you don’t need to apply for CHAS. You’re already eligible.

The changesAs of 1 January, the minimum qualifying age of 40 was removed, with younger family members qualifying automatically.

The maximum household monthly income per person was raised from $1,500 to S$1,800.

The maximum subsidy for chronic conditions was raised from $120 per visit, to $480 per year.

Five additional chronic conditions were added: osteoarthritis, benign prostatic hyperplasia, anxiety, Parkinson’s disease and nephritis.

Subsidies were added for follow-up tests and consultations recommended during HPB’s Integrated Screening Programme.

Over half a million Singaporeans are Community Health Assist Scheme (CHAS) card holders. From the first of the year, ALL Singapore citizens, regardless of age, who meet the household monthly income per person of $1,800* and below, qualify for a card. And enjoy more subsidies.

The Blue Health Assist card is issued to you if your household monthly income per person is $1,100 or less. It used to be for people with

an income of $900 or less.

The Orange Health Assist card is issued to you if your household

monthly income per person is between

$1,100 and $1,800. The maximum was

$1,500 last year.

For example, a family of four Singaporeans at the same address with a total gross household monthly income of $7,200 will qualify for CHAS – $7,200 ÷ 4 = $1,800. If the household has no income, then the Annual Value of the residence must be $21,000 or less.

The Health Promotion Board (HPB) asked Singaporeans what would help us live a healtheir life. We already have many health-

giving facilities like walking trails, fitness corners, and healthier food choice labels – but what would make us use them more often?

Now HPB, working with the LTA, NParks, Ministry of Education, Sports Council and People’s Association, has created what they call a healthy community ecosystem in Sembawang division – one of the first to benefit from a programme that will go island-wide.

The aim is to put healthy lifestyle options on your doorstep. Here are some examples of the options that have been put in place in Sembawang.

Sembawang Mart and Woodlands Mart have joined HPB’s Health Promoting Malls programme. Now you can enjoy free regular physical activity programmes such as mall aerobics and healthier food options, including meals with calorie counts of 500 and fewer.

HPB is tapping on the grassroots to spearhead community health programmes through the Health Ambassador Programme. The Ambassadors organise regular health programmes and activities for residents, including exercise

An obvious healthy option throughout our Town is to use the stairs instead of the lifts. HPB has worked with the Town Council to incorporate reminders of this option in all 119 blocks in Sembawang.

The LTA has implemented more than 10km of cycling paths in Sembawang to improve intra and inter-town connectivity. And NParks has developed the 25 km Northern Explorer Loop of

park connectors linking Admiralty Park, Sembwang Park, and Woodlands Waterfront.

By early 2015 LTA’s Walk2Ride programme will have walkways and rest areas between Admiralty MRT station and bus stops, schools and healthcare facilities within a 400m radius – to encourage us to more activity while making commuting easier.

SSC is piloting ActiveSG, a series of programmes and activities to encourage us to live better through sports. Later this year, Sembawang residents will be offered affordable sports in an island-wide network of leagues and competitions.
