British Red Cross Community Resilience and Risk Reduction on six islands of operation

Six island communities will be able to identify, predict and mitigate against particular hazards within and to the island habitats of the Maldives through their own actions or by linking into national initiatives. Expected results: • Local knowledge about

environmental protection measures will have improved through increased linkages with

• Design of shelters conforms to recognised GoM standards but also incorporates tsunami and tidal surge resistance features (i.e. load bearing structure) to reduce future risk.

• Introductory meetings with stakeholders on each island (as part of the development of vulnerability criteria) to introduce and describe BRC Recovery Programme including the community mapping of risks and indigenous mitigation techniques.

• Contribution to Male’ level technical coordination meetings, led by UNDP and including RCRC partners and JICA, on Disaster Management with an emphasis on sharing resources in the development of island level emergency platforms and First Aid training.

• Health promotion initiatives and appropriately designed shelter interventions lead to a reduction of the specific risk from contamination of water sources

• Where appropriate, targeted islands have been provided with a communal rainwater harvesting structure to supplement household systems and to replenish groundwater sources

• Communities have identified a means of accessing early warning systems, and of disseminating that warning throughout the community.

• Communities have identified safe areas and/or other forms of disaster mitigation actions (e.g. planting of palms along shoreline, construction of

RECOVERY (LIVELIHOODS) Partner national

British Red Cross Livelihood recovery for most vulnerable on 6 islands of operation

• Within the six identified island communities, vulnerable households will be supported to recover physical livelihood assets (not only within the identified shelter reconstruction group).

• Numbers of vulnerable households within affected communities will only be identified once detailed community consultation starts. This proposal uses the assumption that up to 30% of households within the communities will be identified for livelihood restoration support.

Expected results and objectives: • The communities understand

that livelihoods assistance is to restart livelihoods, and that together we will agree on criteria to direct resources toward the most vulnerable

• Island and women’s development committees are able to define and identify

• British Red Cross (BRC) has carried out extensive household-level profiling, gathering data from island offices and beneficiary communities to cross-reference with original GoM damage assessment data.

• Household surveying has involved family level interviews, focus group discussions and community meetings. This only focuses on shelter beneficiaries, so further household level engagement is required to deepen vulnerability analysis.

• ToR developed and a consultant secured to assess viable options for BRC livelihood intervention including an analysis of the current credit and debt status of the communities in the 6 islands where BRC is operational. This study is based on an understanding of the GoM tsunami and non-tsunami related welfare system, and an analysis of small enterprise options for potential investment.

• BRC aims to identify households through a community-based approach and enable the community to select and prioritise those with more vulnerable livelihoods.(The livelihoods recovery component of the programme will be based on vulnerability criteria to identify needs and not on incurred losses).

• A livelihoods’ consultant is contributing to this process and looking specifically at cash responses and support to small enterprises.

• Tools developed to test community understanding of vulnerability concept and develop appropriate criteria for identifying vulnerable individuals and/or families on each island for potential livelihood support (i.e. wealth ranking,

95

vulnerable households within their communities

• Targeted households are supported to replace productive physical assets used pre-tsunami (cash or materials) for income/subsistence

• The livelihood assessment and analysis process will highlight opportunities for improved sustainable livelihood options for vulnerable households.

seasonal calendars, stakeholder analysis, thematic focus group discussions).

• Sectoral livelihood meetings at Male’ level initiated and coordinated by BRC to explore opportunities for collaboration and avoid overlap and duplication in tsunami responses (particularly with GoM and UNDP).
