before the Legislative Council, a General Abstract of the Births, Deaths, and Marriages registered in the Colony of Victoria during the year ending 30th June, 1855. '

2. It will be observed that the numbers registered during the year -throughout the Colony, were;

Births 10,210 Deaths 6,572 Marriages - 3,798

3. The number of births registered is more than double that of the preceding year, in which only 4499 were recorded. This satisfactory result may be attributed in some measure to the success which has attended the exertions made to extend and improve the working of the system, and to the activity and intelligence displayed by the Deputy Registrars, and also to the increasing desire manifested by parents to secure for their childr,en. the advantages derivable from registration.

4. The quarterly registration ofbirlhsgives the following results. The numbers registered in the several quarters in the years 1853-4 and 1854-5 wel'e:

5. From the returns which accompany the Report, it will be seen that the proportion of male to female births varies from that observed in the previous year, being 103 males to 100 'females born in 1854-5, while in 1853-4 the numbers were 107 males to every 100 females.

9'. The youngest male married was 18 years old, the oldest 62 ; the youngest femnle married was aged 13t years, the oldest 65. The number of widowers who re-entered the married state was 429, of widows 387. Sixtyfive per cent. of the total number of females married were under the age of 25 years, and sixty-three per cent. 'of the males were married between the ages of 21 and 30.

10. The application of the test of "signatures to the marriage registers" affords a similar satisfactory result as to the state of education, so far as regards the ability to write among the adults, to that which was found by the returns of the previous year. The number of males who signed with

and of females 46 per cent. The comparison continues therefore to disclose an educational condition among the adults highly gratifying and most impOl·tant to the Colony.

DEATns. 11. While so large a portion ?f the population continues perpetually moving about from

With this conviction, therefore, it is with great satisfaction I have to report that, notwithstanding the increase of population by immigration and by the number of births, which, as before ohserved, have doubled, there have been but 6572 deaths recorded during the year, being only 746 cases more than in the previ9us year. The following comparative statement will shew the mortality of the two years :-'

being 482 less in 1854-5 than the number recorded in the previous year. 14. Thus it will be seen that while there has been a slight· increase in

the number of deaths throughout the Colony, there has been a decrease of

mortality within the Melbourne district. There are not at present sufficient

. data on which to ground any opinion as to how' far this may he the result of , an improvement in the salubrity of the city, and in the habits of the people,

or of a diminution in the number of the inhabitants by the removal of families to the country districts, in consequence of the commercial depression which prevailed during a large portion of the period under review. Probably each of these causes may have influenced the result, and it is certain that many of the evils attendant on an excessive immigration into a city insufficiently provided with house accommodation for so .many thousands of strangers, to which in my last report I drew attention, no longer exist. From the accompanying returns it will be observed, that, of the total number of deaths from all causes which have occurred in the Colony, about one-third resulted fi'om zymotic, i.e., endemic, epidemic, and contagious Appenclix', Table III: diseases. In England and Wales the average is little more than one-fifth. In this Colony the proportion, as si.:'tted in my First Annual Report for the Registrar Genera1'3 year 1853-4, was nearly 40 per cent. out of every 100 males who died, and !;~st Report, sec. nearly 45 per cent. out of the females. 'fhis year it is for the former 31'575 and .Appendix, Table ill. for females 35'616 per cent., shewing a reduced degree of intensity in regard (a) and (b). to preventable diseases. Of the 2176 deaths under this class no less than Appendix, Table ill. 1184 were those of children under five years of age.

Dysentery, d£arrlu13a, and typhus have carried off four-fifths (81 pel' cent.) of this .;:lass in the Melbourne district; the respective per centages' being as follows :-Dysentery, 43; diairhrea, 18; typhus, 20. Last year there were 262 cases of measles, constituting 14' 5 pel' cent of the zymotic class; in the present year there were four cases only. The tables for 1853-4 shewed

Appendix, TabkVII. and typhus, fornled 90 per cent. of the zymotic class; and the results as to measles and scarlatina, present the same favorable character as in the metropolitan district.

18. No cases of deaths froni sm,all pox or hydroplwbia have been registered. .

Appellllix, Table VI. 19. In the month. of September, 1854, an epidemic prevailed among the Chinese, who had recently landed in Melbourne from a long sea voyage;' by it 40 of these IJeople pe~ished, and 10 additional fatal cases of a similar type Were registered in the month of January following. The nature of this disease was at first considered as very doubtful, but it has been since pronounced to be sea scurvy. '

20. Under the head "Diseases of uncertain or variable seat," the Appendix, Table III: mortality throughout the. Colony appears to have been 14'4 per cent. of the

. total number of deaths from all causes. The deaths recorded were 948, and of these 5~7 occurred in the first year of ]ife; debility and atrophy formed the cause of death in three-fourths of the cases both in Melbourne and in the remainder of the Colony. A similar result ·was observed in the previous year.

Appendix, TubleIII. 21., The deaths from" Diseases of the nervous system," form 13'7 per cent. of the mortality from all causes, for both sexes throughout the Cclony. The total number of cases was 901, of which 589, or nearly two-thirds, con-' sisted of children under five years of age; and of these, 412 died within twelve

Appendix, Table VI. 1110nths after their birth. ~Iore than half of these resulted from convulsions, and hydroce}jlwl'us' (or water O'lt the bmin). The deaths from delirium tremens, in Melbourne and suburbs, ha.ve decreased this year to the extent of more than one-half; while in·the remainder of the Colony there has boe11 but one case more than in the previous year, notwithstanding the increase of the population. There were nine filtal cases of c(Jup de soleil, or sunstroke, in the Melbomne district, and four more 'were recorded in the country.

22. The Rame favorable results are to be found as in the p'revious year, under the head of "Diseases of the respiratory organs," the number

~\ppendix, Table m. of deaths forming only 12'3 per cent. of the whole mortality of the Colony. Appendix, Table VL In Melbourne and suburbs phthisis ]Julmonalis formed 57 per cent. of the

total. of this .class of diseases, or 277 out of 484 cases, and pneumonia 27 per cent., or 130 cases. In the remainder of the Colony, phthisis formed

cent. of the whole mortality, diseases if the heart being the 'chief cause of death under this head.

24. The mortality under the head· of "Diseases of the digestive organs, ,i or 9'66 of the total deaths in the Colony, amounted to 635 cases, Appendix, Table TIl. 429 of which occurred among children under two years of aile; of these 268 Appemlix, Tables vr.

died from teething. There were 82 fatal cases of tabes, and 116 of enteritis.

25. Only 23 cases of death from "disease of the urinary organs" AIJpendilf, TablesVI. and VII.

have been recorded, and 68 from "diseases of t~e generative organs;" of the latter, 66 resulted from childbirth. From" diseases of the locomotive Appendix.TablesVL

and VIL organs" 24 deaths have occurred; and from" diseases of the integumentary

Appendix, Tables VI. system" only 6. There were 40 deaths from "old age" registered. One and VII. male di~d between the ages of 90 and 95, and the oldest female between 95 and 100.

26. The deaths from" external causes" throughout the whole Colony AppcndL"l:, Table IlL formed 9'4 of the total mortality. The deaths registered as arising from" intemperance!' amounted to 45; and there were 538 violent deaths, principally Appendix, Tables VI.

and VII. by drowning and other accidents, which cannot be more precisely described in consequence of the vague terms which have usually been ernployed in the verdicts returned by inquest juries. It is greatly to be desired that Coroners, when giving information in such 'cases to the Deputy Registrars, would add such particulars as may afford a just idea of the precise nature of the cause of death.

27. In connection with this subject I would again urge upon medical l)rRctitioners the necessity and'impork'lnce of lending their aid to this department, by giving in every instance an authentic name of the fatal disease, and by furnishing as precise informati~n as pos~ible of the causes of death, both primary and secondary,' in accordance with the recommendation of the Presidents of the Royal Colleges in 1837, which will be found in the Appendix to the Fourth Annual Report of the Registrar General of England, and republished in the" Statistical Register of Victoria."

28. My First A nnual Report, laid upon the I ..egislative Council table on the 4th May, 1855, contains a full explanation of the duties carried on in this department, and of the mode of procedure observed in conducting the business in its various branches of Registration rif BiTtlts, Deaths, and lJfarriages, Statistics, Bhee Books, Patents, and Census. Beyond extendin~ the agency of the system whenever it has been found practicable, and a reduction of the remuneration orthe Deputy Registrars to an uniform rate of half-acrown per entry, but little alteration has since taken place. Additional dl~t.ies l1ave, however, been imposed upon this department by the "Compulsory Vaccination Act;" these comprise the necessary correspondence connected with the registration, the supply of forms, the keeping of many separate accounts, and providing the medical men with vaccine lymph.

29. The total number of Deputy Registrars is 134, and the number APPCllUix A. of Ministers of Religion, with whom this Office is in regular correspondence on the subject of their marriage registers, amounts to 188 .

taming the tables and distribution of the several religious denominations;n the Colony, has formed the subject of a distinct Report, and was laid on the Council table on the 28th November, 1855.

31. In my Report for the year 1853-4, I stated that it was my intention to propose a trial of the experiment of collecting through the medium of the' Deputy Registrars, instead of that of the Police Constables, the materials required for the compilation of the Blue Books and Statistical Returns of the Colony. This proposition has 'since been acted upon, and with a degree of success which warrants much hopefulness for the future, and fully justifies me in repeating my belief, "that the futur~ more frequent employment of those officers in the public service might be turned to very valuable account in a country so deficient as this Colony is in the machinery of parochial and municipal institutions."
