    The 2013 South Dakota High Schooldeo finals were held last week, June-23 at the Roundup grounds in Belleurche.Area contestants fought hard for theots to go to the national finals inck Springs, Wyo. in July. Scoresre affected by the heavy rains, espe-lly for the short go.

    Point scoring for the finals includesplaces. First place is given 15 pointswn to 15th place which is awardede point. In instances where there ise same score the points are totaledd then divided equally. The first andcond rounds each had 15 placings;e short go had 10. Average winnerse based upon totaled scores from theree rounds.The champion and runner-up spotse chosen by the total of all the pointsrned during the season plus, those ate finals.     asking each of us the most important question in our lives.Who do YOU say I AM? Your answer is a matter of your eter-

    nal life or death.Sadly today, we hear, Jesus was only a good man. Or Just an-other prophet. But Jesus is so much more. The verses followingour text says, From that time on Jesus began to explain to hisdisciples that he must go to Jerusalem and suffer many things... and that he must be killed, and on the third day be raised tolife. Jesus was born to be our Savior. Christ went to Jerusalemto suffer, die, and rise from the dead for all your sins. Yes, Jesusis both God and man. True God to offer a perfect sacrifice for all

    people, true man to die in our place. Jesus is the Christ, theAnointed one. He is sent from God the Father to be our only

    Savior. He is the one who gave up his life to secure our full andfree forgiveness. He is the one who rose victorious from the

Bob is one of my very fa-vorite old cowboys and has led acolorful life. He was raised on aranch near Bison, knew most ofthe old-time cowboys, and is a

    wonderful horseman. He was aPOW during WWII, is an out-standing blacksmith and welder,and was a Perkins Co. deputysheriff and EMT for several years.As soon as I got back to the ranch,I called Jan Wood and shes goingto interview Bobby in July for astory in the Tri-State. That shouldbe really interesting!

    While Im on the subject of old-time cowboys, Im trying to locaterelatives and acquaintances of theold cowboys who came north withthe cattle herds who still live inthis area. Im gathering informa-tion about Dode Wiley, Jim Brum-ley, Frank Beck, George Shipley,Ed Dippert, SPY Wilson, Fred Jen-newein, Billy Marty, LewisPainter, Russ Wilson, Greenup

    Mosely, Billy Clanton, Pecos DickTurbiville, Tennessee Vaughn,Paul and Thornton Ames, andother old cowboys who stayed inthis area after the roundup dayswere over. If any of you have infor-mation to share before the Ameri-can Cowboy celebration at theHeritage Center in July, email meat [email protected] or callme at 605-855-2824.

    Growing up in Bison, I look for-ward to the annual Gala Days cel-ebration and this year was evenmore special. Bison High Schoolheld an all-school reunion Satur-day and we had a wonderful time.

    Eight members of my graduatingclass of 16, Alyce LoftsgaardKriege, Rose Sander Hafner, BettyVetter Nelson, Ron Kopren, GregDeibert, Wayne Palmer, TerryHaggart and I gathered in the af-ternoon at Moms Caf to lookthrough the old school annualsand reminisce about the good olddays. Five of our classmates,Linda Jackson, Leon Anderson,Tim Lane, Reed Loughlin, and BobErickson, are no longer with us,but Sandy (Butler) Leonard at-tended grade school with us andshe came to our gathering.

    That evening we joined otherBison graduates and former teach-ers for supper and a program atthe school gym. The storm hitwhile we were eating and the

    lights went out for a while, but assoon as electricity was restored,we were able to enjoy the enter-tainment and visit with oldfriends. Its amazing how the yearschange people and we had troublerecognizing folks we grew up with.And they had a hard time recog-nizing us!

    Terry Haggart from my graduat-ing class sent me this about theperks of reaching 60 or being over70 and heading towards 80!

    struction Project Phase I - Hwy Super-intendent Buer had estimates forgrinding and widening Theatre Road.He brought a couple of different sce-narios to the table. City of Lemmon of-ficials were present to comment on thesubject. Adams County will be con-tacted to discuss what strings are at-tached to their funding for the project.The consensus of the Commission wasto proceed with the project as proposedby Superintendent Buer.

    Golf Course Road Bridge Discus-sion was held on the whether to con-tinue with the bid letting for the repairof the Golf Course Road Bridge. It wasthe consensus of the Commission toproceed with bid letting.

    Culvert on 178th Ave The widthof the current culvert is 12 feet. Buervisited with Bison Township concern-ing the installation of a new culvert(double 10X8) on 178th Avenue. Buerindicated that he felt his crew would beable to help with the installation onthe new culvert. Ottman moved,Besler seconded to assist Bison Town-ship with installation of a new culverton 178th Ave, motion carried.

    Buer has hired Brad Mackaben asa maintenance worker. Foster moved,Besler seconded to set Brad Mack-abens starting wage at $15.35 perhour motion carried.

    Perkins County Economic Devel-opmentHenderson would like the Commissionto consider having one Perkins CountyEconomic Development in PerkinsCounty in the future. For the presenttime, each Economic Development Or-ganization will be considered forbudget requests.

    Perkins County Planning Commis-sionHenderson moved to set the stipend forthe Perkins County Planning Commis-sion at $50.00 per month. Henderson

    withdrew his motion. Hendersonmoved, Foster seconded to set thestipend for the Perkins County Plan-ning Commission at $50.00 per meet-ing, plus mileage at the state rate, mo-tion carried.

    States Attorney Shane Penfield ad-dressed the need for an Ordinance forthe Perkins County Planning Commis-sion. Perkins County Commission ap-pointed seven members to the Plan-ning Commission and have not ap-pointed a Commissioner. Codified lawindicates the Planning Commissionshall be an uneven number and aCounty Commissioner must be ap-pointed to the Planning Commission.Henderson moved, Besler seconded toappoint Willard Ottman as the Com-missioner Representative to thePerkins County Planning Commission,motion carried. Besler will visit withMax Matthews on being on the Plan-ning Commission to make the numberuneven.

    Sheriff SerrBesler moved, Foster seconded to

    approve the auto-supplement of themonthly payment of $20,187.72 fromthe City of Lemmon to 101-211-411,motion carried.

    Sheriff Serr also requested permis-sion for Finance Officer Chapman andhimself to attend The Wage-Hour &FMLA Seminar for South Dakota Pub-lic Agencies on July 19, 2013 in RapidCity. Approval was given.

    SDRS RothSouth Dakota Retirement recently an-nounced a new retirement savings op-tion, the SDRS Roth 457 program.This program provides public employ-ees a method of contributing after-taxdollars to their retirement fund. Thereis no cost to the Perkins County. Hen-derson moved, Besler seconded to ap-

    Jim Lorenz was present on behalf

    of the Lemmon Senior Citizens to re-quest a budget of $1,500 for 2014.

    Chris Block was present on behalfof Arrow Public Transit to request$8,000 for 2014. Their allocation for2013 was $4,000.

    Koreen Anderson and Jack Ander-son were present on behalf of BossCowman Rodeo Grandstands to re-quest $5,000. 2013 allocation was$2,500.

    Koreen Anderson also representedLemmon Junior Livestock Show andrequested $5,000 for 2014. The 2013allocation was $3,500.

    LACED was represented by DaveJohnson, Garrett Schweitzer, ShanePenfield and Jack Anderson. They dida brief overview of last years projectsand also the goals for 2014. LACEDs2014 request is $40,000. 2013 alloca-tion was $30,000.

    Lemmon Fire Department wasrepresented by Chad Baumgarten.Their 2014 request is $25,000. Theyreceived $20,000 in 2013.

    Susan Sandgren was present onbehalf of Three Rivers Mental Health.She requested $7,395 for 2014. The2013 allocation was $6,000.

    Maria Murray represented West-ern Senior Services. Their request for2014 is $3,000 which is the same as2013.

    Tour of Perkins County JailCommissioners Henderson, Foster,Besler and Ottman tour the PerkinsCounty Jail. Sheriff Serr conductedthe tour and answered questions posedby the Commission.
