SECTION 1 INTRODUCTION
This report presents the results of a revised Local Area Transportation Review (LATR) and Transportation Policy Area Review (TPAR) for the Bloom Montgomery Village project. The initial LATR submission is dated December 2, 2016. This revision incorporates updates to the study based on comments to the initial LATR that were provided by Montgomery County Department of Transportation (MCDOT) dated July 10, 2017. Comments from MCDOT are included in Appendix A.
The applicant proposes to redevelop the former Montgomery Village Golf Club into a residential community with a combination of townhouses and single-family detached units. The property is shown on Figure 1-1, is located on the former Montgomery Village Golf Club, which closed in 2014, encompasses an area of 147 acres, and is within the Montgomery Village/Airpark Policy Area of Montgomery County, Maryland.
Monument Realty, the Applicant, proposes to redevelop the site as six (6) distinct development areas, which are generally delineated by the existing roadway network and the Pepco-Exelon transmission line, to include a total of 468 townhouses and 26 single-family detached units (494 total units). Access to the development areas would be generally provided via Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road. Stewartown Road would be extended west to Watkins Mill Road as part of the overall development. A reduction of the site plan is provided on Figure 1-2.
This LATR and TPAR study was conducted in accordance with the Maryland-National Park and Planning Commissions (M-NCPPC) LATR and TPAR Guidelines published in January 2013, and Resolution No. 17-601 adopted November 13, 2012. The scope of this LATR and TPAR was established in consultation with M-NCPPC staff. A copy of the scoping agreement signed by M-NCPPC staff dated May 11, 2016 is included in Appendix A.
Tasks undertaken in this study include the following:
1. Review of the project development plans, previous traffic studies conducted in thearea, the Montgomery Village Master Plan, and other background data.
2. A field reconnaissance of existing roadways and pedestrian infrastructure,intersection geometrics, traffic controls, and speed limits.
3. Coordination with M-NCPPC staff through a scoping process to identify the formalrequirements of this LATR/TPAR study.
4. Collection of existing bicycle, pedestrian, and vehicular turning movement counts at18 off-site intersections on a typical weekday from 6:30 to 9:30 AM and from 4:00 to7:00 PM, based on the M-NCPPC LATR Guidelines.

5. Analysis of existing critical lane volumes (CLVs) at each of the study intersections.
6. Forecast background future traffic volumes based on existing traffic counts, divertedtrips resulting from the planned Watkins Mill Road interchange using updated 2016information published by SHA, and traffic forecasted to be generated by three (3)pipeline developments.
7. Calculation of background CLVs at each study intersection based on backgroundtraffic forecasts, existing traffic controls, and existing intersection geometrics.
8. Estimation of the number of weekday AM and PM peak hour trips generated by theproposed project uses based on standard M-NCPPC trip generation rates.
9. The determination of the directional distribution of the site-generated trips basedon M-NCPPC procedures.
10. Forecast total future traffic volumes based on background traffic forecasts, divertedtrips resulting from the extension of Stewartown Road, and site trip assignments.
11. Calculation of total future CLVs at each study intersection based on total futuretraffic forecasts, existing traffic controls, and future intersection geometrics. Ifnecessary, identification of road improvements needed to mitigate site traffic.
12. Preparation of a pedestrian and bicycle statement in accordance with the LATR andTPAR Guidelines.
13. Preparation of a Transportation Policy Area Review.
Sources of data for this analysis included the M-NCPPCs January 2013 Local Area Transportation Review and Transportation Policy Area Review Guidelines; traffic counts conducted by Wells + Associates; the Maryland State Highway Administration (MSHA); Torti Gallas and Partners; VIKA Maryland, LLC; and Monument Realty.
The conclusions of this LATR and TPAR study are as follows:
1. The site is planned to be developed with a total of 468 residential townhouses and26 single-family detached units divided into six (6) development areas that arelocated within the Montgomery Village/Airpark Policy Area. Regional access isprovided by Frederick Avenue (MD 355) and Interstate 270 and local accessprovided by Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive viaGoshen Road, and Stewartown Road.
2. All of the study area intersections currently operate within the acceptablecongestion standard of 1,425 CLV during the weekday AM and PM peak hours.
3. Three (3) pipeline development projects within the vicinity would generate 558 AMpeak hour trips and 332 PM peak hour trips, upon completion.

4. Under future conditions without the Project, with the pipeline developments, andwith diverted existing trips resulting from the construction of the Watkins Mill Roadinterchange at Interstate 270, all intersections in the study area would continue tooperate at acceptable CLVs (below 1,425), during both the AM and PM peak hours.
5. The redevelopment of the site consisting of 468 townhouses and 26 single-familydetached units would generate 248 AM peak hour trips and 418 PM peak hour tripsupon completion.
6. The results of the total future analyses that include pipeline development, divertedtrips resulting from the planned Watkins Mill Road interchange at I-270, divertedtrips resulting from the extension of Stewartown Road, and the new site-generatedtrips indicate that all intersections in the study area would continue to operate atacceptable CLVs during both the AM and PM peak hours, without the need foradditional improvements. Each of the site entrances would also operate atacceptable CLVs.
7. A review of the pedestrian crossing times indicates that, for some legs at several ofthe study intersections, the pedestrian crossing times are not adequate whenconsidering the flashing dont walk times. The legs that are identified asinadequate would require further review by MCDOT to determine if additionalcrossing time can or should be added.
8. The Project is located within the Montgomery Village/Airpark Policy Area ofMontgomery County. If developed today, sites located in this Policy Area arerequired to pay the transportation impact tax that equals 25 percent of theDepartment of Permitting Services development impact tax. If required, thispayment is due at the time of building permit.

SECTION 2 BACKGROUND INFORMATION Public Road Network Existing Network. Regional access to the Project is provided by Frederick Avenue (MD 355) and Interstate 270. Local access is provided by Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road. Existing intersection lane use and traffic controls at key intersections in the site vicinity are shown on Figure 2-1. Montgomery Village Avenue is a four-lane median-divided roadway that extends from Wightman Road to Interstate 270, where a full-movement interchange is provided. West of Interstate 270, Montgomery Village Avenue becomes Quince Orchard Road. This roadway serves traffic from both the north and south towards the Bloom Montgomery Village site. Sidewalks are provided along both sides of the roadway through the study area, and crosswalks are provided at all legs of the intersections with Centerway Road, Club House Road, Apple Ridge Road, and Wightman Road. Crosswalks are also provided on the northern and eastern legs of the intersection with Arrowhead Road. Montgomery Village Avenue has a posted speed limit of 35 mph. Watkins Mill Road is a north-south, two-lane arterial road located to the west of Montgomery Village Avenue. It serves as the western boundary for this study. Per the Montgomery Village Master Plan, portions of this roadincluding north of Apple Ridge Road and between Millstream Drive and Club Lake Roadprovide shared-use paths, which allow convenience for bicyclists. Sidewalks are provided along both sides of the roadway through the study area, and crosswalks are provided at all legs of the intersection with Apple Ridge Road. Crosswalks are also provided on the northern and eastern legs of the intersection with Club House Road. A grade separated interchange with Interstate 270 is planned, as construction commenced in summer 2017. Reassignments of existing traffic are included within this study as a consideration of the interchange installment. The posted speed limit is 35 mph. Goshen Road is a north-south, two-lane major highway road located to the east of Montgomery Village Avenue. It serves as the eastern boundary for this study. This road intersects with Wightman Road, Rothbury Drive, Stewartown Road, and Centerway Road which are pertinent to the study. Sidewalks are not provided for much of this corridor; however, a sidewalk is present along the west side of the roadway between Centerway Road and Farmingham Drive as well as the west side of the roadway from Rothbury Drive to Wightman Road. Crosswalks are provided along the northern and western legs of the intersection with Wightman Road, the northern and western legs of the intersection with Rothbury Drive, and along all legs of the intersection with Centerway Road. The posted speed limit is 35 mph. Arrowhead Road is a northwest-southeast, two-lane roadway extending from Montgomery Village Avenue to Frostburg Way. West of Montgomery Village Avenue, the roadway is named Shadow Oak Drive. Arrowhead Road has a signalized intersection with

Montgomery Village Avenue. At the stop-controlled intersection with Rothbury Drive, Arrowhead Road has a separate left-turn lane in the southbound direction. Sidewalks are provided on the east side of Arrowhead Road. The posted speed limit on Arrowhead Road is 25 mph. Rothbury Drive is an east-west roadway, extending from Arrowhead Road to Goshen Road. East of Goshen Road, the roadway is called Green Run Way. Sidewalks are provided on both the sides of the road west of Goshen Road. Crosswalks are located on the western and northern legs of the signalized study intersection with Goshen Road. The posted speed limit is 30 mph. Apple Ridge Road is an east-west, two-lane primary residential street that extends from a residential community west of Watkins Mill Road to Montgomery Village Avenue. Sidewalks are provided along both sides of the roadway through the study area. The posted speed limit is 25 mph. Wightman Road is an east-west, two-lane arterial road that intersections with Goshen Road and Montgomery Village Avenue. This road is located along the northern boundary of the study area. East of the intersection with Goshen Road, the road is identified as Snouffer School Road. Sidewalks are provided along the north side of the roadway within the study area. At the intersection with Montgomery Village Avenue, channelized islands are provided for right-turn movements and crosswalks are provided along all legs of the intersection. At the intersection with Goshen Road, crosswalks are provided along the northern and western legs. The posted speed limit is 35 mph. Stewartown Road is an east-west, two-lane minor arterial road that between Goshen Road and Montgomery Village Avenue. Per the approved and adopted Montgomery Village Master Plan, dated March 2016, this road has been proposed to extend from Montgomery Village Avenue to Watkins Mill Road as a two-lane minor arterial with a 56-foot minimum right-of-way. Reassignments area included within this study as a consideration of the roadway extension. Sidewalks are provided on the south side of the existing roadway within the study area. Per the Master Plan, the sidewalk would be reclassified as a shared-use path, and would continue along the new section between Montgomery Village Avenue and Watkins Mill Road. The posted speed limit is 25 mph. Centerway Road is an east-west, four-lane arterial road that extends from the Montgomery Village Center (immediately west of Montgomery Village Avenue) to Snouffer School Road. Sidewalks are provided along the north side of the roadway within the study area, and along the south side of the roadway from Montgomery Village Avenue to Club House Road. The posted speed limit is 35 mph. Club House Road is an east-west, two-lane business street that extends from Watkins Mill Road to Centerway Road. Sidewalks are provided along the north and south sides of the roadway within the study area. The posted speed limit is 30 mph.

Site Access Concept
The site redevelopment will be comprised of six (6) distinct development areas. Local access will be provided by Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road. Direct vehicular access to each development area varies, and the specifics for each area are described as follows. Access to development Area One (1), which will include up to 111 townhouses, is proposed via a full-movement entrance opposite Brassie Place on the west side of intersection with Montgomery Village Avenue. Development Area Two (2), which will include up to 8 single-family detached units and 76 townhouses, will be accessed from the extended segment of Stewartown Road that will be constructed from Montgomery Village Avenue to Watkins Mill Road. Stewartown Road will intersect Watkins Mill Road opposite Crested Iris Drive. Development Area Three (3), which will include up to 18 single-family detached units and 26 townhouses, will include access via a right-in/right-out entrance on the west side of Montgomery Village Avenue south of Duffer Way and north of Greenside Terrace, and a right-in/right-out entrance on the west side of Montgomery Village Avenue south of Meadowcroft Lane and north Duffer Way. Development Area Four (4), which will include up to 94 townhouses, will have access via a full-movement entrance opposite Meadowcroft Lane at the intersection with Montgomery Village Avenue, a right-in/right-out access on the east side of Montgomery Village Avenue south of Duffer Way and north of Greenside Terrace, a full-movement entrance opposite Rothbury Drive at the intersection with Arrowhead Road, and inter-parcel access with a road connection that serves Development Area Five (5). In addition to the inter-parcel access connecting to Development Area Four (4), Development Area Five (5), which will include up to 83 townhouses, will have access via a full-movement entrance on the north side of Stewartown Road to the east of the intersection with Montgomery Village Avenue. Development Area Six (6), which will include up to 78 townhouses, will have access via a right-in/right-out access on the east side of Montgomery Village Avenue south of the intersection with Stewartown Road and north of the intersection with Greenside Terrace, as well as a full-movement access on the south side of Stewartown Road. The proposed design integrates the redevelopment of the golf course within the adjacent residential community and creates a connected street and pedestrian network by utilizing existing roadway intersections and the future extension of Stewartown Road.

Study Area Definition
The LATR and TPAR Guidelines specify the size of the study area based on anticipated site trip generation for the proposed 468 townhouses and 26 single-family detached units. The Project is anticipated to generate 248 AM peak hour and 418 PM peak hour trips, when fully developed, as described in detail later in this report. The study area includes a minimum of two (2) signalized intersections in all directions from the site driveways in accordance with the LATR and TPAR Guidelines and confirmed by M-NCPPC staff. The following study intersections were specified by M-NCPPC staff:
1. Watkins Mill Road/Apple Ridge Road 2. Watkins Mill Road/Stedwick Road 3. Watkins Mill Road/Club House Road 4. Montgomery Village Avenue/Wightman Road 5. Non-Auto Facilities and Services
Existing Facilities and Services. Montgomery Village, in the vicinity of the site, is served by RideOn, a bus service that offers an alternative to the private automobile.

RideOn. The subject area is served by RideOn routes 58, 59, 60, 64, and 65, with stops along Montgomery Village Avenue, Club House Road, Apple Ridge Road, Arrowhead Road, Rothbury Drive, Wightman Road, Centerway Road, Watkins Mill Road, and Goshen Road. Bicycle Facilities. Currently, there is a limited presence of existing bicycle facilities within the study area. Portions of Watkins Mill Roadincluding to the north of Apple Ridge Road and between Millstream Drive and Club Lake Roadpresently have shared-use paths. A shared-use path also exists along Montgomery Village Avenue south of the intersection with Centerway Road. Per the Montgomery Village Master Plan, additional shared-use paths, bike lanes, and separated bike lanes are proposed for various roads throughout the study area. Existing Traffic Counts
Overview. Existing vehicular and pedestrian/bicycle traffic counts were conducted by Wells + Associates at the off-site study intersections. These counts were conducted on Wednesday, April 27, 2016; Thursday, April 28, 2016; and Wednesday, October 27, 2016 when Montgomery County public schools were in session, from 6:30 to 9:30 AM and from 4:00 to 7:00 PM, in accordance with the LATR and TPAR Guidelines. The vehicular traffic counts are presented in Appendix B and summarized on Figure 2-2. The pedestrian and bicycle traffic counts are presented in Appendix C. Pedestrian counts are summarized on Figure 2-3 and the bicycle counts are summarized on figure 2-4. Public Road Trips. Based on the peak hour traffic counts (one-hour between 6:30 9:30 AM and 4:00 7:00 PM), Figure 2-2 indicates that Montgomery Village Avenue presently carries 1,304 weekday AM peak hour trips and 1,387 weekday PM peak hour trips north of Greenside Terrace. South of Greenside Terrace, Montgomery Village Avenue presently carries 1,300 weekday AM peak hour trips and 1,394 weekday PM peak hour trips. SECTION 3 LOCAL AREA TRANSPORTATION REVIEW (LATR) Overview This section presents a Local Area Transportation Review (LATR), which was conducted in accordance with the 2013 LATR and TPAR Guidelines. It includes: a listing of applicable congestion standards; analyses of existing critical lane volumes (CLVs); a summary of site trip generation projections; analyses of future CLVs without and with the site development; and a pedestrian statement. Congestion Standard
The study intersections are in the Montgomery Village/Airpark Policy Area of Montgomery County. The congestion standard in the Montgomery Village/Airpark Policy Area is 1,425, per the LATR and TPAR Guidelines. Site traffic impacts must be mitigated in cases where the existing or projected critical lane volume exceeds these standards.
Existing Intersection Critical Lane Volumes
Existing peak hour critical lane volumes were estimated at the 18 off-site study intersections shown on Figure 3-1 and were based on the existing lane usage and traffic control shown on Figure 2-1, the existing vehicular traffic counts shown on Figure 2-2, and M-NCPPCs critical lane volume intersection capacity analysis procedure. The results are presented in Appendix D and summarized in Table 3-1. Table 3-1 indicates that all of the study intersections currently operate within the congestion standard of 1,425 CLV during the weekday AM and PM peak hours. The highest CLV was observed at the Centerway Road/Goshen Road intersection during both the AM peak hour and the PM peak hour. Planned Road Improvements
Watkins Mill Road Interchange
One (1) major roadway improvement is planned within the site vicinity and was considered in this study. A new full-movement interchange is planned for Watkins Mill Road at Interstate 270, with construction having commenced in summer 2017. Projections of future year 2020 volumes of the Montgomery Village Avenue interchange with Interstate 270 were prepared by and obtained from the State Highway Administration, dated February 2016. Volumes for the 2020 build and 2020 no-build conditions at the interchange were compared to determine the estimated vehicular traffic impact of the

interchange construction. The volume differences between the no-build and the full build conditions were assumed to be the total number of vehicles that would be diverted from Montgomery Village Avenue to alternative roadways connecting to Watkins Mill Road due to the planned Watkins Mill Road interchange. During the AM peak hour, immediately north of the interchange with Interstates 270, the SHA forecasts indicate 895 fewer vehicles on southbound Montgomery Village Avenue and 1,065 fewer vehicles on northbound Montgomery Village Avenue. During the PM peak hour, immediately north of the interchange with Interstates 270, the SHA forecasts indicate 1,310 fewer vehicles on southbound Montgomery Village Avenue and 940 fewer vehicles on northbound Montgomery Village Avenue. Based on a review of 2014 SHA counts of the intersection of the intersection of Montgomery Village Avenue and Midcounty Highway, it was assumed that approximately 40 percent of these total numbers of diverted trips would be diverted to roadways north of Midcounty Highway, including Apple Ridge Road, Club House Road, and Stedwick Road (which is south of the study area.) As a result, north of Midcounty Highway, there would be 358 fewer vehicles on southbound Montgomery Village Avenue and 426 fewer vehicles on northbound Montgomery Village Avenue north of Midcounty Highway. During the PM peak hour, immediately north of the interchange with Interstates 270, the SHA forecasts indicate 524 fewer vehicles on southbound Montgomery Village Avenue and 376 fewer vehicles on northbound Montgomery Village Avenue north of Midcounty Highway. Thus, these diverted trips were applied to the study intersections based on their link volumes and the proportionality of turning movement counts. Figure 3-2 shows the estimated diverted trips for the study intersections. The SHA forecasts for the Watkins Mill Road interchange and SHA counts of the Montgomery Village Avenue/Midcounty Highway intersection are shown in Appendix E. Pipeline Developments
The following three (3) pipeline developments (approved or planned and within the area surrounding the site) were identified by M-NCPCC during the scoping process for inclusion in this LATR study:
1. Montgomery Village Market Place 2. Webb Tract 3. Reserve Business Center
The location of each of the pipeline developments is shown on Figure 3-3. The number of peak hour trips that will be generated by the three (3) pipeline projects was based on previously approved studies. As shown in Table 3-2, it is estimated that the pipeline developments would generate a total of 558 AM peak hour trips and 332 PM peak hour trips, upon completion. Peak hour trip assignments for the pipeline developments were based on the distributions and assignments that were assumed in each of the respective developments previously approved studies. The resulting traffic assignments are summarized on Figure 3-4.
