1 Introduction 

GIBB  (Pty)  Ltd was  requested  by Newport  Properties  to  compile  an  Electrical  Engineering Services Report for the proposed “Bloubos” mixed use development in Somerset West, Cape Town.   

This  report  describes  the  proposal  for  Electrical  Engineering  Services  to  supply  the 

development and also addresses the availability of electrical capacity on the existing Eskom 

electrical network.  

2 Development Proposal 

The site  is  located on Remainder Portion 43 of the Farm Gustrouw Number 918, situated  in the City of Cape Town, as shown on the locality plan attached hereto as Appendix A.  The site is situated to the south of National Road N2 at the “Shell” Service Station at Firlands.  The mixed use development proposal  comprises  the establishment of 1 000  sectional  title units  and  1  800 m2  of  retail  space  as  shown  on  the  development  proposal  plan  attached hereto as Appendix B.  The sectional title units will consist of a number of residential “clusters” at varying densities of between 68 and 120 units per hectare.   A single  retail site  is proposed which  is  located adjacent the existing service station site. 

3 Electrical Infrastructure Design Parameters 

Energy  efficient measures will be  applied  to  reduce  the ADMD of  the  sectional  title units which will  include the  installation of LED  lighting and other measures to be finalised during the design stage of the development.  Taking  the  above  energy  efficient  measures  into  consideration  the  notified  maximum demand (maximum load) of the development is estimated as follows:

 The  electricity distribution  systems will be designed  for  the  anticipated maximum  load  to avoid the need for future upgrading of the electricity distribution systems. 

4 Electricity Supply Authority 

The area of the proposed development falls within Eskom’s area of supply.

5 Existing Electricity Supply Capacity 

5.1 Existing Capacity 

It  is envisaged  that  the proposed development will be  supplied  from Eskom’s  “Sir  Lowry’s 

Pass” Substation. 

 

Eskom has confirmed that Sir Lowry’s Pass Substation has sufficient capacity to supply the full 

load  of  the  development  (refer  to  the  attached  Eskom  confirmation  of  capacity  letter 

attached hereto as Appendix C). 

5.2 Proposed Supply  

Sir Lowry’s Pass Substation  is situated some 800 m south east of the development.   A new 

11 kV  supply will be established  from  the  substation  to  the development.   The  final  cable 

routing will  be  negotiated with  Eskom.   We  have  proposed  to make  use  of  the  existing 

servitude area, but this is yet to be formally accepted by Eskom. 

 

6 Existing Electrical Services and Servitudes 

6.1 Introduction  

Appendix  E  shows  the  extent  of  the  existing  Eskom  services  affected  by  the  proposed development.  These services are summarised as follows:  1. Gala/Lourensrivier      132 kV O/H line 

2. Sir Lowry’s Pass/Waterkloof  66 kV O/H line (decommissioned) 

3. Sir Lowry’s Pass/Revan 1    11 kV UG feeder 

4. Sir Lowry’s Pass F3      11 kV O/H feeder 

5. Sir Lowry’s Pass F2      11 kV O/H feeder 

6.2 Eskom 132 kV Servitude 

The Gala/Lourensrivier 132  kV overhead  line  is  currently  installed within a 39,938 m wide power  transmission and  telecommunication  servitude across  the property.   No permanent structures are allowed within the servitude area. 

6.3 Eskom 66 kV Services 

The  Sir  Lowry’s  Pass/Waterkloof  66  kV  overhead  line  has  been  decommissioned  and removed.   A number of abandoned  support  structures have  remained and will have  to be removed  prior  to  commencement  of  the  civil  works.    These  structures  and  associated suspension parts will have to be disposed of in accordance with the Eskom Guidelines for the disposal of such equipment.  See Figure 6.1 below.

6.4 Eskom 11 kV Services 

The  “Sir  Lowry’s  Pass/Revan  1”  11  kV  underground  cable,  that  follows  the  route  of  the decommissioned  overhead  infrastructure was  identified  by  Eskom’s Western  Cape  office.  According  to  their  records,  this  cable  is  subject  to  a  “wayleave  agreement”  in  favour  of Eskom.    This  information  is  yet  to  be  verified  by  Eskom’s  National  office.    Should  the agreement  still be  valid,  it notes  that  the wayleave agreement will be  cancelled upon  the successful relocation of the underground cable.  Refer Clause 5 of the wayleave agreement as attached to Appendix D.  The costs for this relocation will be for the developments account.   “Sir Lowry’s Pass F2” overhead feeder cuts across the south western property boundary.  This portion  of  line will  have  to  be  decommissioned  or  rerouted  by  Eskom,  depending  on  the current users connected to it.  Refer to Figure 6.2 below.

The exact position of this  line will have to be determined by a site survey.   The survey will confirm  whether  this  line  is  currently  within  the  road  reserve  or  within  the  property boundary.  Further negotiations with Eskom may be required regarding the relocation of this line  should  it  be  repaired.    The  existing  service  station  is  currently  supplied  from  this overhead line.  Figure 6.4 below shows the position of the existing minisub.

6.5 City of Cape Town Electrical Services 

The  electrical  services maintained  by  the  City  of  Cape  Town  are  limited  to  the  existing streetlighting  along  the  N2.  The  lighting  extends  to  the  East  and  the  West  of  the development,  to  well  beyond  the  property  boundary.  Any  alterations  to  the  existing configuration may require a re‐design of the affected portion. The extent of the services are included in Appendix F of this report.  

7 Conclusion  

GIBB has  investigated the proposed development  layout and engineering constraints of the 

proposed development and is satisfied that the site is suitable for the intended development 

from an electrical engineering point of view.
