Part 1 Introduction
The British Military Advisory Training Team in the Czech Republic was set up in September2000 and is to provide military training courses, training assistance and advice to partnercountries in order to develop their professional armed forces and their capabilities toparticipate in regional stability and multinational peace support operations. The teamconducts courses from within the Vojenská Akademie, Vyškov, and can deploy trainingteams into the partner countries in order to deliver this mission.
The Training Officer is tasked with providing an overall watch on student performance on allcourses conducted at BMATT. This is to ensure that sufficient rigour is being applied toensure a positive learning for all attending students. Openness and transparency is appliedto the course work, assessment, validation and reporting procedures carried out at BMATT(CZ) so that the respective countries have the confidence that their students are beingtreated fairly and that the learning experience remains high. If you have experience ofreceiving BMATT (CZ) trained students, please help us improve our courses by completingthe linked BMATT External Validation pro forma.
The students are positively encouraged to provide honest validation summaries at the endof each week so that we may have the opportunity to continuously evolve our practices andensure that any areas of concern are remedied. Or at the very least, are given anexplanation as to why the situation cannot or will not be changed. This data is collated bymeans of an electronic key pad Learner Response System which will provide BMATT with ameans to analyse trends over the coming years.

To enable students to Analyse, Design, Deliver and Assure training withintheir units
The course aims to develop the professional effectiveness of officers,charged with the responsibility of planning and influencing operationaltraining, the systematic approach to the Analysis, Design, Delivery,Evaluation and Management of training.
The Design and Evaluation course is a 2‐week intensive course that exposesstudents to the UK Defence Systems Approach to Training (DSAT) process.The course includes project work that uses Peace Support Operational pre‐ deployment modules to achieve the aim of the course. The project involvesplanning a Company Group 6 month deployment to Darfur on a UnitedNations Peace Support Operation. Students will use the Standard NATOTraining and Education for Peace Support Operations (TEPSO) as thecommon standards document throughout the course. The course is suitablefor officers of Captain, Major and Lieutenant Colonel rank; althoughLieutenants, who have the responsibility for the design, development,management or evaluation of training, may be accepted. To develop the instructional skills and ability of junior commanders
The Instructor Training Course is designed to provide students with skills forin‐barracks Skill at Arms Training and Battle Lessons and Exercise in thefield.
The Instructor Training Course is a four‐week course that teaches andpractises students in the UK’s approach to instructional techniques andmethods of instruction training. Dismounted Close Combat skills in weaponinstruction and Battle Lessons and Exercises are used in order to provide thestudents with Train‐the‐Trainer skills in order to prepare them for deliveringeffective operational training within their own units.
All students are coached and mentored by highly experienced Britishinstructors who will monitor and encourage each student to give of theirbest. The course will provide all students with the opportunity to developtheir confidence in delivering training through measured instruction, practiceand evaluation – setting effective and achievable conditions and standardsfor success.
Assessments will be both theoretical and practical. The theory assessmentsare conducted electronically using Learner Response System keypadsthroughout the course. This allows BMATT (CZ) instructors to monitorstudent progression in order to be able to target the known areas ofweakness through statistical analysis. Formative assessments, designed tomonitor the student’s progress are carried out on a weekly basis withstudents receiving guidance and remedial training where applicable. Asummative knowledge assessment is carried out once all of the course’ssubject matter has been delivered. Students will also be assessed practicallywith weapons lessons, Battle Lessons, and Battle Exercises in order for themto prove competence in the course’s training objectives.
Instructional techniques involves: student management, preparation andplanning of theory and practical lessons, question and answer techniques,and fault checking. Students will initially be taught, through demonstrations,examples of how effective training should be conducted before being giventhe opportunity to prepare and deliver instruction to their peer group.
Week one of the course will deal with theory and practical lessons, Weektwo focuses on students’ practical lessons, Week 3 focuses on Battle Lessonsand Exercises, Week 4 focuses on Live Firing Marksmanship coaching andpractical shooting, and summative assessment where students are given theopportunity to deliver prepared instruction.

The course is conducted both indoors and on the outdoor training area andranges. Students will be subjected to arduous mental and physical activitythroughout the course. It is important that students arrive with appropriateuniform and footwear. Robust field condition boots and wet‐weatherclothing are a fundamental requirement for the course.
Students will complete approximately seven appointments, 3 of which will besummative tests. This will assess both instructional and commandcompetence during the course. An instructional appointment may take theform of a weapons lesson, Fieldcraft basic skills or a practice period. Studentsare also assessed on their attitude, ability, effort, command presence andteam spirit on a weekly basis. Students will be awarded an overall coursegrade of Highly Competent, Competent or Attended.

BMATT (CZ) can only cover a small amount of these skills within the confinesof operating safely with a small amount of students in the host nation'scountry. The host nation must own the risk for the use of its live Firing Areas.
The MCC can be exported; but it is subject to strict criteria and is balancedagainst the partner country's specific requirements against being able toprovide a Safe System of Training (SST). The SST comprises of 4 main areas:Safe Persons, Safe Equipment, Safe Place, and Safe Practice. It is entirely upto the Partner country to ensure that it can comply with the aforementioned,but in particular, Safe Equipment and Safe Place; with the equipment namelybeing ammunition and weapons, and the place being where firing is to takeplace. Each request for an MCC is considered against the aforementionedcriteria and is subject to a formal reconnaissance by BMATT's Training Officerwho holds specialist qualifications and authority as a Small Arms School(Advisor Infantry Weapons) officer. The Training Officer will carry out a Site‐ Specific Risk Assessment and present the findings, along with courses ofactions and specific recommendations, to Commander BMATT (CZ) for adecision on whether the MCC can take place.
The reconnaissance must take place well in advance of the planned coursecommencement date, and should ideally be planned in conjunction with thePartner Country stating its requirement when requesting BMATT DeployedTraining Teams. Experience has shown that the there may be a considerableamount of preparation to the Safe Place in order to ensure that the rounds tobe fired are captured safely, either by a construction or uninterrupted freeflight, and that there is no risk of: ricochet and backsplash, exposed concrete,or hidden attrition. Definitions are as follows:
1. Ricochet. Ricochet must be expected off all surfaces that a round maystrike at angles of less than 30° including standing water. Ricochet isminimised off slopes of 30° or more and eliminated off slopes of 56° or more.
2. Backsplash. Provision has to be made to prevent backsplash from anystructure, fixtures or fittings that may otherwise reach back to the firingpoint.
3. Hidden Attrition. High velocity rounds penetrate soft material such astimber, losing very little energy and leaving only a slight indentation at thepoint of entry. When a round strikes the dense material behind all energy isdissipated often causing extensive damage (attrition) behind the softerprotective material. Defence structures should be capable of taking allpredicted shot over a long period without undue attrition and should bedesigned to eliminate the possibility of hidden attrition. Where this is notpossible procedures will need to be put in place to ensure the ballisticelement is not penetrated. This will entail ease of access to facilitateinspection of the hidden element.

Course Concept: Senior Officers' Briefings are held at the request of the specific country andare arranged through the respective Defence Attachés and BMATT's Chief ofStaff. The courses can cater for 7 ‐ 15 personnel and vary in length from 1 ‐ 2days. The briefing will cover all aspects of the BMATT operation and arenormally aligned with a Vyškov based course in order provide an opportunityfor the delegates to visit training and, where possible, speak with students oftheir respective countries.

Student Weekly Grading Criteria
Students are marked, on a weekly basis, against the following criteria:
Attitude The student's general attitude towards thecourse's administration, instruction, work load,protocols.
Ability An assessment of the student's ability to comprehend,contribute and complete the work given thus far.
Effort The student's effort in this week. The student may have anabundance of ability but put little or no effort; or they may havevery little ability but put a lot of effort into the course.
Command Presence The student's ability to command his presence with his peers.Natural leadership, whereby his peers gravitate to him, and/orare influenced by his decision making.
Team Spirit The student's ability to identify with the team and its specificgoals and whether they display selfless commitment.
Student Weekly Scoring Criteria
Students are provided with the opportunity to prove their competence by either: Command
Appointment or Teaching Practice. This is achieved by Formative & Summative assessments.
Formative assessments allow feedback between the instructor and student to identify strengths
and areas to improve on. Summative assessments are the final tests for students; they will
identify how well the student has done.

Notes:
1. Places. Historically partner countries have been restricted to how many students can be loaded onto each course. Whilst places can be limited each partner country is invited to bid for as many vacancies as they wish. The first nomination will be loaded. The second nomination will be provisional and all others will be placed onto a reserve list until course loading/confirmation. Defence Sections are encouraged to bid for additional places if they wish. There are often unfilled places and bids for extra places are usually successful.
2. Candidate Selection. Defence Section involvement in the selection of the correct candidates is important, particularly regarding the level of English language.
3. Food and Accommodation Charges. It is UK MOD policy that all NATO countries are to pay the food and accommodation charges of their students attending BMATT(CZ) courses at Vyškov. These charges are heavily subsidised. The method of payment will be confirmed in each course calling notice. The daily rate per student is 15 Euros.
4. Travel Costs. The travel costs for personnel attending courses at Vyškov (including SOBs) are the responsibility of the sending country, with the odd exception where particular DAs have access to separate funds. BMATT(CZ) does not arrange travel or reimburse any travel costs.
