In accordance with the Open Meetings Act, 1976 PA 267, as amended, the Michigan Board of Dentistry met on August 10, 2017, at the Ottawa Building, Conference Room 3, 611 West Ottawa Street, Lansing, Michigan 48933.

A voice vote followed MOTION PREVAILED APPROVAL OF MINUTES MOTION by Roels, seconded by Hines, to approve the minutes from June 8, 2017 with the following changes: Remove Kathleen Inman, RDA, RDH, BS, from Members Absent. Remove Laurie Horvath from Members Present and place under Members Absent. A voice vote followed MOTION PREVAILED BOARD MEMBER RESOLUTIONS Kaysserian read the Resolutions for Dr. William Wright and Laurie Horvath. Gaedeke thanked Dr. Wright for his service to the Board and presented him with his Resolution. PA 161 PRESENTATION Erin Suddeth, Public Health Consultant with the Department of Health and Human Services, summarized Public Act 161 of 2005. Suddeth then summarized the public dental prevention programs with a PowerPoint presentation. (Please see Addendum #1). The Board posed several questions to Suddeth. REGULATORY MATTERS None OLD BUSINESS None COMMITTEE REPORTS Allegation Review Committee

Michigan Board of Dentistry Meeting Minutes August 10, 2017 Page 3 of 6 Roels reported that 41 files were reviewed. 33 files were authorized for investigation, 8 files were closed, no files were returned for additional records, and there are no files remaining to be reviewed. Continuing Education Committee Maher directed the Board to the list of providers seeking approval as sponsors for dentistry continuing education and provided a verbal highlight of same. (Please see Addendum #2). Endorsement Committee No report. Committee did not meet. RDA Committee The RDA Committee met immediately preceding the Board meeting. They reviewed one appeal application. The appeal was denied. RDH Committee Franklin reported that the committee is working on the rules updates. Rules Committee No report. Committee did not meet. PA 161 Update Ms. Suddeth directed the Board to the July PA 161 update. She provided the current information for July as follows: There are currently 54 PA 161 Programs. 118 Supervising dentists. 261 Dental hygienists. 105 Dental assistants. Disciplinary Subcommittee Hale reported that the Disciplinary Subcommittee (DSC) had 5 Consent Order and Stipulations, 2 Orders of Dismissal, and 1 Proposal for Decision. The matters will be discussed at the DSC meeting immediately following the conclusion of the full Board meeting.

Michigan Board of Dentistry Meeting Minutes August 10, 2017 Page 4 of 6 Ad/Hoc Committee on Anesthesia Schmakel reported that the last update to the rules pertaining to anesthesia was in 2003. Schmakel stated that the rules should be updated to comply with the 2016 ADA updates. Ditschman will have an updated copy of the rules, including the 2016 ADA standards, at the next Board meeting. She will review the statute prior to making the changes to verify if the Board has the authority to make the suggested changes. CDCA Committee Report Weidig provided the Board with a brief summary of what the CDCA does. The CDCA had their mid-year meeting on July 12. It has been announced that the CDCA now has 29 member jurisdictions. As of spring, 2017, Arizona and Minnesota have joined. Arkansas now accepts all of the ADEX examinations. Minnesota now accepts the ADEX dental and dental hygiene exams. The next annual CDCA meeting will be held on January 11, 2018 through January 13, 2018. The meeting will be held at Walt Disney World’s Disney Yacht Club. Chairperson’s Report Kaysserian thanked the Department staff for all of their patience and assistance when helping with the Board. Kaysserian also thanked Hines for having created a guideline binder for both the Chair and Vice Chair. MOTION by Hines, seconded by Bentley, to approve all committee reports. A voice vote followed. MOTION PREVAILED NEW BUSINESS Master Resolution Ditschman explained the proposed updates to the resolution. MOTION by Schmakel, seconded by Roels, to approve the resolution as written.

NOMINATION by Hale, seconded by Hines, to elect Roels as Chair. A roll call vote was taken: Yeas: Bentley, Briskie, Chiaravalli, Franklin, Hale, Hines, Inman, Johnston, Maher, Molloy, Perrone, Priestap, Schmakel, Weidig, Roels, Kaysserian Nays: None Roels was elected Chair by unanimous decision. Ditschman ran the elections for Vice Chair. MOTION by Hines, seconded by Roels, to elect Schmakel as Vice Chair. MOTION by Weidig, seconded by Franklin, to elect Inman as Vice Chair. A roll call vote was taken: Schmakel: Briskie, Chiaravalli, Hale, Hines, Maher, Molloy, Perrone, Priestap, Schmakel, Roels, Kaysserian Inman: Bentley, Franklin, Inman, Weidig Abstain: Johnston Schmakel was elected Vice Chair by a vote of 11 to 4. Department Update Ditschman introduced herself to the Board and reported that she is working on updating the rules. PUBLIC COMMENT Josh Kluzak, Manager of Government and Insurance Affairs with the Michigan Dental Association, addressed the Board’s discussion about updating the anesthesia rules. Mr. Kluzak stated that the last update was in 2012. The MDA would like to see the rules automatically updated as the ADA standards are changed. Mr. Kluzak explained that to do this, there would need to be changes to the statute. As currently written, the statute

ANNOUNCEMENTS The next regularly scheduled meeting will be held October 12, 2017, at 10:00 a.m. at the Ottawa Building, 611 West Ottawa Street, Upper Level Conference Center, Conference Room 3, Lansing, Michigan. • PA 161 of 2005• Public or nonprofit entity, or a school or nursing home, that administers a

program of dental care to a dentally underserved population• Employ or contract with at least 1 dentist and 1 dental hygienist• A dental hygienist may perform dental hygiene services under the supervision of

a dentist as part of a program for dentally underserved populations in this state conducted by a local, state, or federal grantee health agency for patients who are not assigned by a dentist
