Staff Comments: The applicant is requesting a variance to the lot coverage requirements of the RS-3
district in order to construct an addition and a one-car garage for a single family residence. Lot coverage of 30% is permitted; the applicant is requesting to cover up to 36% of the lot instead.
The applicant proposes to renovate the existing house and add a master suite addition. A greenhouse and a one-car garage with studio are also proposed. The existing footprint of the home is +/- 1178 sq. ft. and the proposed footprint of the new construction totals +/- 1,380 sq. ft. for a total covered area of 2,558 sq. ft. The existing lot is +/- 7,385 sq. ft.
The subject property and the most of the surrounding properties are zoned RS-3, -CC1 (Single Family Residential district in Community Character Overlay) and are within the Hollywood/Rose Hill neighborhood. The property across South Saluda Avenue to the east is a Residential Planned Unit Development (PUD-R) consisting of 24 apartments in 6 buildings.

Andrew, Attached is a photo of a section of the trunk of the tree removed at 206 S. Saluda. As you can see, the tree was not healthy. This problem would have been worsened with the loss of rain water resulting from any construction in the backyard. It was a majestic tree, but it would have needed removal regardless in the near future. If we had waited until then, the cost would have been astronomical because construction on the lot would have made it impossible to get machines to the tree area. Pat F. Dear Mr. Livengood,
I am writing to you in regarding the application for the variance with the Board of Zoning Appeals for the
house at 206 S. Saluda Avenue.
Patrick and Judy Hubbard attended our April neighborhood council meeting yesterday where they
described the matter in detail. The Hubbards appreciate the architectural character of the
neighborhood and are planning that their renovations and additions will match this style. Also, their
architectural plans include only a minimal 5% over the usual allowance.
After hearing what the Hubbards had to say, the council voted unanimously on the issue and we have no
opposition to the variance application.
