The review board shall be appointed by city council and shall be comprised of seven voting members as follows: Two (2) members of the Chesapeake Historic Preservation Commission, preferably including a licensed professional architect from the Commission; One (1) member who possesses a knowledge or experience in the renovation or repair of historic structures that are at least fifty years old; Four (4) citizens of the city, two of whom shall be residents of an established historic and cultural preservation overlay district. One such resident shall also own real property in the district. In addition, one of the four citizen members shall be involved in the shelter industry. The review board overall shall consist of at least one licensed professional architect, preferably having experience or knowledge of historic architecture, and at least four persons having competency or knowledge in the fields of history, architectural history, archeology or historic preservation as demonstrated through education or related work experience. The review board shall also consist of one city employee, preferably from the department of planning to serve as recording secretary. Such appointee shall serve in an advisory capacity and shall not have authority to vote on matters undertaken by the review board.

The at-large member shall be a resident of Chesapeake with expertise in auditing, preferably performance auditing as well as financial auditing.
