The review board shall be appointed by city council and shall be comprised of seven voting members as follows: Two (2) members of the Chesapeake Historic Preservation Commission, preferably including a licensed professional architect from the Commission; One (1) member who possesses a knowledge or experience in the renovation or repair of historic structures that are at least fifty years old; Four (4) citizens of the city, two of whom shall be residents of an established historic and cultural preservation overlay district. One such resident shall also own real property in the district. In addition, one of the four citizen members shall be involved in the shelter industry. The review board overall shall consist of at least one licensed professional architect, preferably having experience or knowledge of historic architecture, and at least four persons having competency or knowledge in the fields of history, architectural history, archeology or historic preservation as demonstrated through education or related work experience. The review board shall also consist of one city employee, preferably from the department of planning to serve as recording secretary. Such appointee shall serve in an advisory capacity and shall not have authority to vote on matters undertaken by the review board.

The audit committee shall be appointed by the city council and shall consist of two (2) members of the city council and one (1) at-large member. The at-large member shall be a resident of Chesapeake with expertise in auditing, preferably performance auditing as well as financial auditing. Members should collectively be knowledgeable about financial matters and government. Minimum professional standards for the at-large members shall include at least five (5) years of experience as a performance auditor, a Certified Public Accountant, Certified Internal Auditor, Certified Management Accountant or ten years of other relevant professional experience. The at-large member shall not be employed or engaged by the City to render professional accounting or financial services.

Fifteen (15) members consisting of three (3) members from each Subdivision (Cities of Chesapeake, Hampton, Newport News, Norfolk and Portsmouth). The Sheriff and City Manager of each Subdivision shall be members representing their Subdivision. The third member from each Subdivision shall be a member of the City Council or Governing Body appointed by the Governing Body. An alternate to each member of the Board may be appointed and may attend all meetings of the Authority but shall be entitled to vote only in the absence of the designated member for whom that individual serves as an alternate.
