As Bonney Lake’s year long moratorium on legal marijuana businesses nears its end, city residents should expect to shop else-where for their marijuana.
During the Jan. 6 City Council meeting, an unof-ficial poll showed the majority of council mem-bers in favor of an outright ban of all marijuana grow-ers, processors and retail shops from the city.
“I don’t think we need to have it. It doesn’t need to be in Bonney Lake,” said Bonney Lake Mayor Neil Johnson. “We have the power to ban it. We should ban it, and leave it at that.”
The official vote on
Ordinance D15-08A, which will ban all legal marijuana businesses from the city, will be held on Jan. 13.

P atrons of the Sumner library can now be a part of a new pilot
program that allows Pierce County Library members to check out laptops for a day.
The program, which start-ed on Jan. 5, gave the library 15 Chromebook laptops for public use.
While users can check out the laptops to use within the
library, the Chromebooks cannot be taken from the building like books and mov-ies.
“There’s always been a very clear need for comput-er access,” said Ben Haines, senior librarian . “The public computers have always been a really important service at the library, and they have always been in demand. It’s been hard to keep up with the need.”
While the Sumner library had some of its traffic dis-
persed to the Fife and Milton libraries, Haines said he has seen libraries with long waiting lists for the pub-lic desktops. With the new Chromebooks, though, the library hopes to sharply cut down on that traffic.
Haines said the new Chromebooks have several advantages over the tradi-tional desktops in the library.
One advantage for library patrons is there is no time limit to check out a laptop, whereas the desktops retain
their two hour time limit each day.
Additionally, with an 11 hour battery, patrons could potentially check out and use the laptop for the entire day.
Haines also said the com-pact Chromebooks give users the flexibility to move around the library, and gives the library more flexibility with its space.
“Adding more desk-top spaces was not a viable option,” Haines said, because the desktops require the
computer monitor, the tower, desk space and a chair, all of which takes up a lot of space. “But these Chromebooks, they’re compact and they’re eco-friendly, and they have the benefit of not having to be sitting for however at a desk staring at a screen. You can find a more comfortable place to sit.”
The laptops also cost the library about three quar-ters less than a desktop, said

It was a win-loss ride for the Spartan girls last week-end on the parquet.
The Sumner basket-ball team lost to Enumclaw Friday 50-45 at home in a South Puget Sound League 3A game. It was the girls first loss of the season.
Coach Jordan Moog wrote in an email, “Friday was a rough game for us, but good reminder.”
The Spartans came back Saturday and beat Eisenhower 61-32 in a non-league game.
Sumner is tied for first in the league with Auburn
Riverside at 5-1.In the game against
Enumclaw, Jamie Lange, Sumner’s star forward, knocked down 21 points and grabbed seven rebounds despite sitting the end of the third and nearly half of the fourth after picking up her fourth foul.
Lange blocked four and picked the ball once for the Spartans.
Sumner came out strong in the first quarter scoring 13 to Enumclaw’s 6 points. In the second Enumclaw outscored Sumner 20-12 and the game stayed tight until the early in the fourth when Enumclaw ran out to a 10 point lead.
Lange returned at the 7-minute mark in the fourth and Sumner put together a charge using a backcourt press. In the end the hill was too steep to climb for the Spartans.
Claire Selmer scored nine for Sumner and Kennedy Cutter eight. Jane Allyn Norris took down four boards and Selmer grabbed three.
Annie Smith dished off three assists and grabbed one board.
Sumner played a balanced game against Eisenhower.

The Bonney Lake Panthers boys swim team won its first meet of the season Thursday beating Auburn 104-72.
Top finishers for Bonney Lake during the Thursday meet were the 200 medley relay and the 200 free relay both finished in first place.
Bonney Lake Ryan Engledown finished in first place in the 200 free and the 500 free.
Engledown set a district time in the 200 free and set a personal record with his 500 free time.
More first place finish-es for the Panthers were Skylar Livingston in both the 50 and 100 free.
Bonney Lake divers Cole Bonnett and JJ Jamison placed in first and second place, respectively.
Coach Jay Paulson said “new swimmers Max Kalamar and Noah Austin-Church finished in second and third place, respeci-tively, in the 100 butterfly.”
In the backstroke, William Sidwell and Cody Miller finished in first and second place.
Paulson said Jared Ludholm deserves “a spea-
cial shout out” because he dropped 6.5 seconds off his 50 free time.
“(The time drop) is the culmination of the hard work he has put in,” Paulson said. “Besides a tremendous time drop, the reward is the pride and satisfaction of a job well earned.”
Allen Fletcher also dropped his 500 free time by close to a minute, Paulson said.
Paulson added that Fletcher doesn’t regularly swim the 500.
“All of the new guys embrace the value of com-petition even (when they aren’t swimming) their favorite events.”
Other Panther con-tributors to Bonney Lake’s win, Paulson said were Holden Swanbeck, Billy Rohrbough, Billy Knight, Jakson Baus and Gui Amarante.
The Panthers com-peted at Clover Park Tuesday against Clover Park, Franklin Pierce and Washington.
Results from the meet can be found online when they become available.
Bonney Lake’s next home meet is at 3:30 p.m. Thursday, Jan. 15 against Lakes.

Haines, which means the library can purchase four laptops for the price of one desktop.
The only poten-tial disadvantage to the Chromebooks, Haines said, is they are only for web browsing. The lap-tops are not equipped with the desktop versions of Microsoft Word or Adobe Photoshop, nor can users print documents from the laptop.
However, Haines said with the way technology is moving, many desk-top programs will have online versions. In the meantime, though, library patrons can use Google Documents and other online Google programs
for their various needs. Because the program is
new, Haines said security is still a question, although he believes the library is prepared.
The Chromebooks do not operate outside of the library, and because the laptops are checked out only with a library card, it is easy for the library to
trace who had the laptop last.
Additionally, Haines said, users don’t have to worry about their personal information being stolen off the laptops. One the laptop is closed and logged off, all files, including tem-porary internet files and cookies, are deleted from the laptop.

Bonney Lake Police Officer Nathan Alvord has been with the department since November 2011.
At the Dec. 9 Bonney Lake City Council meeting, Alvord was sworn in as the department’s Community Service Officer.
Alvord got his start in the Reserve Academy and grad-uated in April 2012.
After graduating, he said, Alvord started working patrol with the supervision of a Field Training Officer.
Once he had the required number of hours worked under supervision, Alvord had a successful review and started working patrol on his own.
“My goal has always been to gain a career in the law enforcement field,” Alvord said.
As the Community Service Officer, Alvord is in charge of court securi-ty, prisoner transports and community events.
He said he is also the coor-dinator for electronic moni-toring, police volunteers and radar trailer deployment.
Alvord said when it comes to what his favorite part about being the Community Service Officer is, he isn’t sure “because every aspect of the job is enlightening.”
He added, however, one of his favorite parts is working with the public.
“It seems police get such a
negative image because usu-ally when citizens interact with the police it is due to a problem that has occurred,” he said. “When working the community events we host we try to instill a positive image of police.”
When Alvord isn’t work-ing for the department, he said he enjoys the outdoors.
He said his hobbies are hunting, fishing, camping and hiking.

If you are one of the many individuals who need a Washington State Patrol vehicle inspection, the pro-cess for scheduling just got easier. WSP is announcing the launch of an online pro-gram designed to streamline the process for scheduling a VIN inspection.
Better yet, the new sys-tem will help you determine if your vehicle needs an inspection at all.
VIN stands for Vehicle Identification Number, and is the unique number
assigned to every vehicle by the manufacturer. While the state issues license plates, VINs are the one true iden-tifier of every vehicle.
The State Patrol is required to do VIN inspec-tions on vehicles that have been rebuilt after being destroyed or declared a total loss by an insurance compa-ny. They also perform physi-cal inspections as required on vehicles reported stolen, homemade vehicles, or other vehicles without a proper VIN, when there is a VIN
discrepancy, when there is a record dispute, when own-ership is in doubt, or other special cases as directed by the Washington State Department of Licensing.
Previously, those need-ing to schedule an inspec-tion needed to call by phone, leave a message and then wait for a return call to schedule the appointment. This year alone, inspec-tors handled over 47,000 phone calls. In the process, they discovered that many customers didn’t need an
inspection at all. Now, customers need only
go to wsp.wa.gov and select VIN Inspection Schedule under “Hot Topics” on the right side of the page. The new page includes a great
deal more information designed to allow vehicle owners to educate them-selves on the VIN inspec-tion process. We included a more detailed FAQ (fre-quently asked questions),
inspection checklists and the links to online calendars.
With this new program, the WSP expects phone calls to drop dramatically and our wait-time for inspec-tions to decrease signifi-cantly over time. To make further improvements to this process, WSP welcome all feedback and suggestions. Contact WSP at [email protected].

lawmakers to pass them. When they didn’t act on a transporta-tion package he sounded politely frustrated. And when they left Olympia on time, he couldn’t con-tain his pleasure.
Inslee stopped holding steady in mid-December when he put forth arguably the largest — friends say boldest — tax-and-spend proposal of any gov-ernor in state history.
His desire to inject billions of additional dollars into public schools and the transportation system and pay for it with proceeds from new taxes on carbon emissions and capital gains is the kind of stuff Inslee’s stoutest allies have been waiting to see from him since he took office.
Inslee’s natural political tendency is to launch big ideas to try to enlarge and extend the ideo-logical playing field for social liberals and environ-mentalists. And he had done so with his “vision”

You’ve probably heard of “win-win” in negotiations, but you prob-ably don’t know the origin of the word into our culture. You also may not understand the major impact this “new” perspective has had in resolv-ing conflict since Kurt Lewin and Morton Deutsch of MIT introduced it in 1948.
Win-win was created as an alter-native to the ancient Greek adver-sarial approach. The Greeks, grow-ing tired of constant fighting and wars, developed a competitive model which endured from the 300s BC until the present. The adversarial system emphasizes that two parties battle verbally. A neutral third party then decides who wins or loses based not so much on truth, but on who was the better debater. Our court system is still based upon this model.
The problem with this system is that someone wins, while someone loses. Losers often remain resentful, making future conflicts likely, if not inevitable.
Deutsch’s model took a different approach by postulating that in most conflicts both sides could win by looking for common ground – seek-ing win-win – collaboration. The
advantage of this model is that rela-tionships tend to be built rather than torn down as with the adversarial model. This results in fewer expen-sive, time-consuming and emotion-ally draining legal battles, which clog the court schedule and delay justice.
Deutsch observed in his Ph.D. dis-sertation that there are really only five conflict styles: competition (win-lose); collaboration (win-win); com-promise (no win-no lose—a tie, it’s really a form of competition); avoid-ance (lose-lose because the issue is not resolved); and accommodation (one party gives in to save the rela-tionship while the other one gets his own way).
In order to free up the court dock-et, most states now require mediation before going to trial. Looking for a win-win solution through mediation
is more egalitarian because the costs are lower for those who can least afford to sue.
In actuality, Deutsch’s model, although revolutionary in its termi-nology and approach, really is a reli-gious principle found in all major religious belief systems in some form: Jews and Christians teach, “Do unto others as you would have others do unto you” and “Love your neighbor as yourself.” Other religious systems use the same idea in the negative: “Don’t do to others that which you would not want done to you.”
It just took someone living in the mid-20th century to take this mil-lennia-old religious principle and to repackage it in an understandable, secular way: “win-win”, that fits our competitive capitalistic western cul-ture. As a result of the rebrand-ing, this new collaborative approach takes off and changes how we look at and deal with conflict.

Want to breathe easier? Add some houseplants to your indoor rooms. Living plants take in carbon diox-ide and give off oxygen and many varieties add the ben-efit of removing pollutants from the air as they pro-duce oxygen.
Here’s the primer on healthy houseplants:
What houseplants are hardest to kill?
Old favorites like dumb cane (dieffenbachia) pathos, parlor palms and snake plant (sanseveria) adapt to the low light and low humidity of indoor rooms. A great tip is to notice what green plants survive in public spaces like the dark corners of waiting rooms or in the windows of office buildings. These are the houseplants that will also survive in homes.
Which houseplants are the most difficult
to grow?Through the years
I get the most com-plaints about weeping figs that drop leaves, gardenias that become infested with mites and jade plants that turn soft and floppy. (Most often jade plants droop from too much water and not enough light.)
What does it mean if the tips of the leaves on a
houseplant turn brown or black and die off?
Leaf tips die back from too much water (don’t let the roots sit in drainage water), not enough sun-light, too low of humidity or too much fertilizer. In other words there are many reasons but overwatering is the most common.
What if only the older or lower leaves of a houseplant fall off?
Leaf drop, especially on older plants, can signal not enough water, not enough
sunlight, compacted soil or a plant that has grown too large for its pot. Repotting is the solution that can solve many of these prob-lems.
What causes a sticky substance to form on the
leaves of houseplants?That would be resi-
due from insects. Aphids, mites, scale and white fly all leave a sticky film on their host plant. (Think of this film as insect manure.) Hand washing each leaf with a mild soap and water helps destroy many of these insects but eggs will hatch and the colony will reap-pear if you don’t continue with the soap and water treatment every few weeks. Consider adding infested houseplants to the compost pile.
What causes the leaves on my
houseplants to turn yellow or pale in
color?Mites are most often
the culprit as these tiny invaders suck the juice from the foliage
and multiply quickly on stressed-out houseplants that are too dry. Lack of fertilizer, underwatering and indoor air pollution will also turn foliage pale.
What if entire leaves are missing or chewed off and the plant has no insects and has never
been outdoors?Blame your cat or dog.
Why do flower buds form and then never open and
drop off?Bud blast occurs when
potted plants throw a fit because you let them dry out or move them away from their light source just as they are about to give birth to new flowers. An infestation of mites, thrips or white fly will also cause buds to fall as many plants refuse to bloom when under attack by insect invaders.
What houseplant
produces the most flowers with the least amount of problems?I give my vote to the
humble African violet. All
they need is a bright win-dow and moist soil and they will bloom on and off all year long. You can group several blooming African violets onto a tray for a cen-terpiece, display a collec-tion lined up on a window-sill or set a potted violet into a basket or bowl with other houseplants to create a living dish garden. You must keep the soil moist but not wet. Bloom induc-ing tip: When you boil and egg, used the cool, salt-free water to water your African violets. The calcium that leaches into the cooking water from the egg shell will encourage blooms on African violets.

Attorney General Bob Ferguson’s opinion on I-502, which stated the ini-tiative has no clear language that it intended to preempt local authority to zone or ban marijuana businesses.
“We therefore conclude that I-502 left in place the normal powers of local gov-ernments to regulate with-in their jurisdictions,” the statement reads.
Bonney Lake City Attorney Kathleen Haggard said the Attorney General’s opinion is not binding, but has weight within the court system.
“Even though this opin-ion came out in 2014, there was no action in the legisla-ture in the 2014 session to overrule it,” Haggard said. “If an AG opinion comes out to determine a statute and the legislature takes no action, then the legislature is presumed to be OK with it.”
Haggard also said if state legislation did not take action on the opinion dur-ing the 2015 session, then it is likely the state Supreme Court will uphold any ban made by municipalities.
So far, bans on mari-juana businesses have been upheld for Wenatchee, Fife, Kennewick, Pierce County and Cowlitz County, although Haggard said these bans were rational-ized from state law and tra-ditional zoning authority, and not from federal law.
Marijuana remains a Schedule 1 Controlled Substance under federal law.
Haggard said the federal law argument has not been addressed in the state court system, but “both the ACLU and the attorney general are going after the federal law argument very aggressively on the thought that it has the ability to tip over the entire state system.”
While it is so far legal for Bonney Lake to ban marijuana businesses from operating within the city, Haggard said there is still the question of whether the federal government will step in and prosecute states that have legalized mari-juana.
“That’s a question that hasn’t been answered yet,” Haggard said. “The courts are all avoiding that issue.”
In August 2013, Deputy Attorney General James M. Cole released a memo that guided federal prosecu-tors away from prosecuting states that have made mari-juana legal.
“The federal government
doesn’t have the will to enforce federal law against businesses that are operat-ing lawfully,” Haggard said while summarizing the memo.
However, the memo stated it is not binding on law, nor does it affect the Justice Department’s abil-ity to prosecute, and sev-eral members of the council expressed concern at the possibility of prosecution in the future if the council allowed marijuana busi-nesses to open in the city.
Since Colorado and Washington legalized mari-juana in 2012, 21 more states and Washington D.C. have legalized marijuana in some form.
Public feedbackAfter the council
addressed most of their legal concerns over legal marijuana, council mem-bers Mark Hamilton and
Don Lewis expressed their constituent’s views on legal-ization and the potential for marijuana retail stores to come into Bonney Lake.
“Talking to people, friends and family, I must say I was quite surprised and shocked by a lot of the comments from friends and family,” Hamilton said. “People that I never thought would have been supportive of voting for this initiative voted for it.”
According to the Pierce County’s Auditor’s office, around 53 percent of vot-ers approved I-502, and 47 percent were against. Unincorporated Pierce County votes were not included in those counts, due to voting precincts overlapping city limits.
Hamilton said these people wanted to legalize marijuana not to re-live to 60s, but to decriminalize the drug for young people.
“They just felt it’s totally
wrong to continue to put young people in prison for smoking a little marijuana, or even selling it,” he said.
At the same time, Hamilton said nearly every-one he talked to had the same attitude towards a retail store in Bonney Lake - absolutely not.
“They didn’t think it fit our community,” Hamilton said. “It was better suited for Seattle, Tacoma, some-place else. Even Buckley.”
Buckley had two mari-juana retail stores, Mr. Bills of Buckley and The Green Door, open last September and November respectively.
Lewis agreed with Hamilton, saying the people he talked to were in favor of having it available, but not available locally.
“When I talked to them about having it in Bonney Lake, they said, ‘Why would we want to do that? We could buy it in Buckley. We don’t want it here,’”
Lewis said. According to Lewis,
many people are concerned about exposing marijuana to underage children.
“Their fear is that if par-ents have it around the house, kids will somehow obtain it,” Lewis said, lik-ening the situation of an underage child gaining pos-session of a parent’s mari-juana to gaining possession of a parent’s firearm.
“We have school shoot-ings now, where we have kids get their dad’s gun somehow, under lock and key, but gosh they get the gun and take it to school,” said Lewis. “So if it’s a sim-ple things like marijuana, and dad’s using it and has it locked up, the kid’s going to figure out how to get in there, just like how they can get to a gun.”
In a previous work-shop, council member Watson cited an increase in Washington Poison Center
calls in relation to mari-juana exposure in children.
“Our call volume has increased over 120 percent regarding children exposed to marijuana and marijuana edibles (in 2014), compared to 2013,” said Dr. Alexander Garrard, the clinical managing director of the Washington Poison Center. “This may be due to mari-juana edibles being more available, and the lack of child-resistant packaging.”
The poison center record-ed 33 marijuana exposures last October, the highest amount in two years.
Additionally, 53 percent of all pediatric marijuana exposures reported in 2014 through October are for teens between the ages of 13 and 19.
Children between the ages of 1 and 3 make up a further 25 percent of all reported pediatric marijua-na exposures for the same time period.

It’s the largest trust water donation in Washington state history. Enough water to fill a football field 130 miles deep will stay in the White River for perpetuity.
The Washington Department of Ecology has signed an agreement with a consortium of five cities and two water and sewer districts in King County for permanent and temporary trust water donations that will protect flows for fish in the river through 2034 and beyond.
“Big things happen when the state, local gov-ernments and tribes come together to form strategic partnerships,” said Ecology Director Maia Bellon. “This historic donation protects water levels for fish, guar-antees water supplies for people, and preserves Lake
Tapps as a vital commu-nity asset for decades to come.”
On Jan. 17, 2015, Cascade Water Alliance will make its perma-nent donation of 684,571 acre feet of water to the state’s Trust Water Rights Program. The donation will preserve instream flows and protect fish habitat in a stretch of the White River that flows through the Muckleshoot Tribal Reservation. Cascade is the water purveyor for five King County cities and two water and sewer districts.
This month’s transaction completes the agreement Cascade made with Ecology in 2010 to donate a por-tion of the water rights it acquired in the purchase of Lake Tapps in Pierce County to the trust water
program. In addition, Cascade will donate another 154,751 acre feet of water to the Temporary Trust water rights program until 2034.
The trust water donation keeps water in the river for the benefit of fish, wildlife, recreation and the natural environment. Ecology has agreed not to approve or issue new water right per-
mits for 20.7 miles of the White River in what is known as the Reservation Reach between Buckley and Sumner. Several salmon species use this stretch of the river for migration, spawning, rearing and flood refuge.
“For more than 90 years diversions from the White River at Buckley have largely de-watered the stretch of river that flows through
our Reservation,” said Muckleshoot Tribal Council Chair Virginia Cross. “The water donations restore and will permanently pre-serve river flows through the Reservation that allow recovery of healthy fish runs. We are pleased to have had the opportunity to work with the Cascade Water Alliance to achieve
this historic goal.”The trust water donation
is the culmination of a water rights package that has con-verted Lake Tapps in Pierce County into a future munic-ipal water supply for 50 years or longer for Bellevue, Redmond, Kirkland, Issaquah, Tukwila and the water and sewer districts serving the Sammamish Plateau and Skyway.
Ecology approved the transfer of water rights from Puget Sound Energy (PSE) to Cascade and issued new municipal water rights to Cascade in 2010. PSE sold Lake Tapps to Cascade in 2009 after PSE no longer needed the lake as a reser-voir for hydroelectric power operations.
In its purchase of Lake Tapps as a future drink-ing water supply for near-
ly 400,000 residents and 22,000 businesses in east-ern King County, Cascade agreed to preserve the lake for the benefit of surround-ing homeowners, boaters, swimmers and anglers.
“We are honored to make this donation a reality,” said Cascade Board Chair John Marchione, mayor of Redmond. “It’s the culmi-nation of our regional col-laboration with our part-ners around Lake Tapps – the Muckleshoot Indian Tribe, the Puyallup Tribe of Indians, the Lake Tapps homeowners and the four cities surrounding the lake – Auburn, Bonney Lake, Buckley and Sumner. Our work together helped make possible municipal water for the future, instream flows and a summer recreational lake.”

December 31Warrants and Suspended License: Officers on a routine patrol ran a records check of a vehicle parked in a state Route 410 parking lot. The check showed the driver had a suspended license and multiple misdemeanor warrants for her arrest. Officers observed her drive out onto SR 410 and made contact with her in another store’s parking lot. She told officers she knew she wasn’t supposed to be driving and that she knew about her warrants. She was arrested and transported to the Bonney Lake Municipal court to be seen for driving with a suspended license and her warrants. Afterward, she was taken to a war-rant meet with an Orting Police Officer where she was released to them for her warrants. She was also cited for no insurance and was given a verbal warn-ing for her windshield being shattered. At the time of this report, there was nothing further.
December 30Theft of Services: Officers responded to a call rough-ly around 11:30 p.m. to the report that a cab driv-er was not paid for his services from Seattle to Bonney Lake. The driver was sitting outside of a
residence that the subject claimed was his. He told the driver he did not have the $109.10 that was due but would go inside to get it. The driver watched the subject walk around the back of the residence and disappear. Both the driv-er and the officers spoke with a female subject at the residence who said no one matching the subject’s description lives there. At
the time of the report, there was nothing further.
Shoplifting: Off icers responded to a state Route 410 store when a shoplifter was in custo-dy. Store employees told officers they witnesses the suspect pay for two items while not paying for the third item she had in her cart. She told officers, she thought she had two
store gift cards but when she realized she only had one she put back several items but forgot about the battery pack it appears she was leaving the store without paying for. She was issued a trespass noti-fication and is trespassed from all like stores indefi-nitely. Officers issued her a criminal citation for third degree theft. She received her court date
and was released on scene.
December 21Theft: Officers spoke with the reporting party by phone regarding her purse being stolen from her cart while Christmas shopping. While shop-ping, she told officers she concealed her purse by covering it with cloth-ing she was purchasing but once she got to the
register, she noticed her purse was gone. At the time of this report, there was nothing further.

While we anxiously await the Seahawks’ march to another Super Bowl, the winter months provide an excellent time to think about doing some pruning.
Winter is a good time to work on ornamental trees because it is eas-ier to determine what needs to be pruned before new leaves begin to grow. For example, this is the time of the year when I begin in earnest to prune and thin Japanese maples for clients. February through April is the traditional time for pruning fruit trees before they bloom.
Three RulesThere are three major items to
consider when planning your win-ter and spring tree work.
First, fruit trees will benefit from pruning to enhance fruit produc-tion; second, pruning ornamental trees is completely different from pruning fruit trees; and third, if hiring someone to do the work, choose a reputable tree service or a professional arborist.
Unfortunately, there are plenty of well-meaning folks who do not possess the knowledge of prop-er pruning techniques. This is already noticeable when driving by
aggressively topped trees, or tree butchery, in landscapes and along streets.
Fruit TreesIf they have been pruned on a
regular basis, fruit trees have devel-oped numerous water sprouts. As a general rule, one-third or more can be thinned out. Most of the remaining sprouts should be short-ened to 4 to 10 inches.
Careful pruning will help a tree put more energy into developing fruit while controlling its size and making the fruit more reachable. Trees that have been neglected for several years present special chal-lenges and often require severe pruning.
Treat Ornamental Trees Gently
Severe topping or aggressive pruning of any ornamental tree
should be avoided to maintain its natural shape. Not only is top-ping ugly, but the resulting water sprouts are a survival response as a tree attempts to replenish the lost food manufacturing branches and leaves.
These fast-growing sprouts can grow up to 5 feet or more a year. This may require annual work by maintenance crews that
could have been avoided by proper thinning and pruning.
Responsible tree services and certified arborists will discourage tree topping. The key to successful ornamental pruning is to have the final result look as if very little has been done to a tree.
Overgrown TreesIf a tree is too wide or tall for
its space, there are at least two options:
• Carefully select some of the longer, unsight-ly branches. Either remove them by cut-ting back to where they join a larger branch or the main trunk or lightly trim them to a
shorter length.• Remove the tree and plant one
that will grow to fill, not over-crowd, a chosen space. This is pref-erable to doing a severe pruning job. Be aware that the height esti-mates on nursery labels are often conservative.
Do the Right ThingI often ask a homeowner what
he or she wants a tree to look like. Sometimes I have to explain why their request may not be practical or healthy for a tree and we will discuss some options. This should be the approach of any knowledge-able and responsible tree pruner.
Sometimes a homeowner will tell me to “do what I think needs to be done.” This can be a dangerous instruction to give because some tree pruners do not know the cor-rect way to treat ornamental trees. The results may be painful to look
at. And it might be even more painful to write a check.
I always insist that a homeowner be present during a job. That way he or she can immediately approve or express concerns of the work in progress and be available to ask or answer questions.
Doing the right thing will result in happy trees, a happy home-owner and enhance the reputa-tions of responsible tree services and arborists. A poor job is very noticeable and neighbors and pass-ersby will wonder what the heck a homeowner or business is trying to do to its trees.

conversation. Inslee’s been criticized for not engaging deeply enough in the rigors of nego-tiating agreements and, when he does submerge himself it’s not as an arbiter or mediator, but as a partisan participant.
With two years under his belt, he’s expecting a different tack this ses-sion.
“I know legislators better,” he said. “Having longer relat ionships helps.”
In the meantime, what transpires in this session will be part of the foun-dation on which the 2016 gubernatorial election will be conducted.
That adds an intrigu-ing and different ele-ment to the session as

Republican state law-ma ker contemplat-ing a challenge to the Democratic governor – will want to be viewed by the public as a uniting, not polarizing, figure. Yet, at the same time, they can’t be tabbed as sell-outs by the grass-roots of their own par-ties.
There are those eyeing Inslee through the prism of politics and think he has the most to lose by what occurs this session. Some might even think it will make or break his chances at re-election.
“The people who have the most to lose here are our grandchildren. They are in great jeopardy,”
Inslee said, his voice braced with passion as he slipped easily into a rhetorical rhythm about his agenda.
Doing nothing this ses-sion puts 4- and 5-year-olds in Washington in jeopardy of not getting access to early childhood education, growing up in a cleaner environment and being able to get to work, he said.
“They are the people at risk here, not me,” he said.

Washington state Legislature has set up dis-pute resolution centers in virtually every county to foster this nonadversarial approach. Mediation is now used as a mandatory step in divorces and parent-ing plan modifications. In small claims, it is offered as an option. Student-student peer mediation is frequent-ly used to settle disputes in public schools.
I know because I took mediation courses and got
certified as a mediator. I now volunteer to mediate disputes. It’s a lot cheaper way to resolve disputes than the adversarial system.
Morton Deutsch helped the nation and the world with his win-win approach to conflict resolution. His idea is now part of our culture and terminology. It’s sad that it took more than 2,300 years to adapt an ancient religious teach-ing to the modern secular world. At least reason and logic and research eventu-ally allow us to see what was already there in plain sight.
