Boosting Eurasian economies through ICT
1. ICT investment drives economic growth and diversity
Eurasian GDP has slowed or stagnated…
…but ICT investment increases efficiency and grows economies
There is a significant link between broadband penetration and GDP. A 10% broadband penetration increase yields 0.9-1.5% increase in per capita GDP.* For low and middle income economies, it yields 1.38% in additional GDP growth.**
2. Eurasia needs more investment in ICT infrastructure
ICT spending is to be increased to sustain national GDP growth

Ovum broadband development index (global rank)
International bandwidth per internet user (kbps)
Number of quality certified data centers
Development of high speed broadband infrastructure constrains citizen inclusion
and digital economy development
International connectivity has become bottleneck constraining global
interconnection and participation
Certified data centers are few, constraining local service development
and deployment
3. What are the obstacles?
Unclear regulation:Lack of clear, pro-competitive regulation creates uncertainty for investors. But clear, independent and pro-competitive regulation will attract investment in broadband, applications and data centers.
The international connectivity bottleneck:Limited international connectivity slows down Internet services and increases risks of outages. But large, diverse international links will improve service quality and resilience.
Service availability and affordability:
Digital divides, high prices and low incomes are a challenge. Extending
fixed and mobile networks and cutting prices will expand demand
and economic activity.
Stimulating service innovation and data
center infrastructure:Sophisticated services improve
the monetization of network investments and keep economic
benefits in-country.

2. Developing Eurasia:
Hot issues:OTT and 4G service innovation, data center investment
Situation:Have diverse ICT ecosystems
Priorities: Streamline and develop national infrastructure and regulatory system• Fix digital divides by expanding network coverage to
underserviced areas• Streamline telecommunications licenses and spectrum access• Strengthen wholesale access rules
Hot issues:Broadband development, affordability, international connectivity
Situation:Have basic ICT infrastructure and unmet demand
Priorities: Kick-start their ICT ecosystems through network investment• Cut tax on personal devices to improve affordability• Facilitate network site access and infrastructure sharing
to expand coverage• Cut license costs and relax foreign investor rules to
stimulate network rollout• Improve capacity and diversity of international connectivity
Hot issues:4G broadband development, OTT and fixed/mobile convergence
Situation:Have elements of the ICT ecosystem, need to invest in key areas
Priorities: Expand supply and demand for ICT services• Expand access with low-cost 4G licenses and fair
access to spectrum• Accelerate network rollouts by encouraging
infrastructure sharing• Develop e-government services to drive demand
