W ith Bengal elections round the corner Prime Minister Narendra Modi on Saturday made a successful use of a Government pro- gramme organised to celebrate the 125th anniversary of Netaji Subhas Chandra Bose even as he linked India’s soaring mili- tary prowess and Atma Nirbhar to Netaji’s Azaadi dreams. Referring to “one of the greatest sons of the country” as the “first Prime Minister of undivided India” Modi said Bose would have been hugely pleased with the current day’s self reliance drive made by his Government. “Steady eradica- tion of poverty, hunger, illiter- acy, adoption of scientific tech- niques and strong borders was the crux of Netaji’s concept of Azaadi (freedom),” Modi said. The greatest of freedom movement would have been “highly pleased to see how Indian strength was flourishing from LAC to LoC and how it posses and manufactures state of the art aircraft like Rafale and Tejas,” said Modi, adding Atma Nirbhar (self reliance) drive made by his Government was what Netaji wanted. “The way we handled the biggest pandemic of the centu- ry and the way we are manu- facturing and exporting vac- cines to other countries too would have Netaji proud,” he said adding how his Government was pursuing the policies that was once envi- sioned by Netaji. “Today we have a national education pol- icy in place and are coming up with IITs, IIMs and other such institutions and legislations to take India from strength to strength… would not Netaji be proud of the developments that we are making today… he cer- tainly would have,” Modi said. “Today India is retaliating in equal measures whenever its sovereignty is being challenged on the borders,” said Modi adding how the concept of “Sonar Bangla” (golden Bengal) — a political coinage of the BJP taken out of Tagore’s works — was inspired by Netaji. “The concept of Sonar Bangla fits with Netaji’s vision of India and Bengal and it is in this regard that the policy of self reliance should be applied both in the State and the entire country,” Modi said. In what local analysts said a clever ploy to use Netaji ahead of the elections, Modi said “though every drop of our blood is indebted to Netaji and though we cannot pay back his debt a time has come to remember his contributions to Indian freedom struggle through various programmes”. One such initiative the Prime Minister said was the renaming of Howrah Kalka Mail as Netaji Subhas Express. Modi’s “finely decorated and well-packaged” statements was aimed at not only the Congress which is often regarded as the mastermind behind the disregard and aban- donment Netaji suffered in the pages of history but also sup- port the BJP’s cause in election bound Bengal, experts said. “On the 125th birth anniversary of the leader, I bow to him on behalf of the grate- ful nation. Today, I also salute this virtuous land of Bengal, which made the child Subhash Netaji,” Modi said. Addressing the Prakram Diwas celebrations in the city, Modi said, “On this day, that brave son was born in the lap of Mother Bharati, who gave a new direction to the dream of independent India.” “On this very day, there was that consciousness in the darkness of slavery, who stood in front of the biggest power of the world and said, I will not ask you for freedom, I will take it away,” Modi said in his trib- ute to Bose. Meanwhile, Anil Mittal, the Additional Public Relations Officer (APRO) of Delhi Police, claimed that the police and farmers’ unions are in final stage of talks for the routes regarding tractor rally. After attending the meet- ing with Delhi Police, its coun- terparts Haryana and Uttar Pradesh Police, farmers’ union member Abhimanyu Kohar said the tractor parades will start from Ghazipur, Singhu and Tikri border points of Delhi, but details will be finalised on Saturday night. Kohar claimed that the Delhi Police has given its nod to the farmers’ tractor parade on Republic Day in the nation- al Capital. Another farmer leader Gurnam Singh Chaduni said as thousands of farmers will par- ticipate in the parade, there will be no single route. Farmer leader Darshan Pal said barri- cades set up at Delhi border points will be removed on January 26 and farmers will take out tractor rallies after entering the national Capital. Thousands of farmers, mostly from Punjab and Haryana, have been protesting at several Delhi border points against the Centre’s new agri- culture laws for nearly two months. The unions repre- senting the farmers have begun holding tractor rallies at villages in Punjab to mobilise people for the demonstration on Republic Day. The farmers are vehe- mently opposing the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020; the Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; and the Essential Commodities (Amendment) Act 2020. Enacted in September last year, the three laws have been projected by the Centre as major reforms in the agricul- ture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country. However, the protesting farmers have expressed their apprehension that the new laws would pave the way for eliminating the safety cushion of MSP (minimum support price) and do away with the “mandi” (wholesale market) system, leaving them at the mercy of big corporates. J awans of the Border Security Force (BSF) on Saturday detected another 150-metre long and 30-feet deep cross- border tunnel, fourth in the last six months, in the Pansar area of Kathua district. The tunnel was detected between border pillar number 14 and 15. A similar tunnel was detected barely 10 days ago in the Bobiya area of Samba sec- tor on January 13. Ground reports suggested the starting point of the tunnel was located closer to two Pakistani border outposts Abhiyal Dogra and Kingre- de-Kothe located in Shakargarh area. On the Indian side, the local BSF commanders passed necessary instructions to their foot soldiers to remain in a state of high alert in the run up to the Republic Day celebrations as Pakistani rangers may try to push heavily armed infiltrators inside the Indian territory to launch terror attacks on vital security installations. Till the time of filing the report the BSF authorities were trying to ascertain whether the same tunnel was recently put to use by the Pakistan- based handlers to push a group of terrorists inside the Indian territory. After supervising the tunnel on ground zero, Inspector General of BSF, Jammu Frontier NS Jamwal told reporters, “The tunnel was detected by the BSF troops during an ongoing anti tun- neling drive launched in the area on Saturday”. He said after receiving intelligence inputs about the presence of another tunnel an extensive drive was carried out in the forward area which resulted in detection of this tunnel. Briefing media persons, IG BSF also claimed the tunnel was designed on the same pat- tern as all previous tunnels. “Without the active connivance of Pakistani establishment and their consent it is not possible to come closer to the zero line,” he said. Turn to Page 6 D elhi’s Saket court on Saturday sentenced Aam Aadmi Party (AAP) MLA Somnath Bharti, a former Delhi Law Minister, to two years in jail for assaulting AIIMS secu- rity staff in a case registered in 2016. Bharti, however, was granted bail to enable him to file an appeal before the High Court against his conviction in the case and jail term. The AAP on Saturday said that “injustice” has been meted out to Bharti. “We respect the judiciary and have full faith in the judiciary. However, we feel injustice has happened to Bharti in this case,” the party said in a statement. Additional Chief Metropolitan Magistrate Ravindra Kumar Pandey also imposed a fine of one lakh on the AAP leader. According to the prosecu- tion, on September 9, 2016, Bharti, along with nearly 300 others, brought down the fence of a boundary wall at AIIMS here with a JCB operator. “The court is of the con- sidered view that the prosecu- tion has duly proved its case beyond all reasonable doubt against accused Bharti,” the magistrate said. The court convicted Bharti for various offences under the Indian Penal Code (IPC), including under sections 323 (voluntarily causing hurt), 353 (assault or use of criminal force to deter public servant from discharge of his duty) and 147 (rioting). It also held the AAP MLA guilty under section 3 (mischief causing damage to public prop- erty) of the Prevention of Damage to Public Property Act. The offences carry a max- imum punishment of five years in jail. Earlier, the Inspector General of the jail said Lalu will be flown to Delhi and should be back in Ranchi within a month, said . “Lalu is having trouble breathing for the last two days. On Friday, he was found to be having pneumonia. Considering his age, we have decided to shift him to AIIMS- Delhi on the advice of doctors for better treatment,” RIMS Director Dr Kameshwar Prasad told news agency PTI. Health experts have, however, urged the Union Health Ministry and ICMR to investigate these deaths even if these were not directly linked to the vaccine against the coronavirus. 0n Saturday, a 56-year-old woman who was a resident of Gurugram, succumbed. After taking the jab. “The post-mortem confirms that cardio-pulmonary disease was the reason for her death and it was not related to vaccination. None of these deaths have been causally linked with Covid-19 vaccination,” said an official from the Union Health Ministry here on Saturday. “Is anybody investigating deaths after vaccination so as to come out with do’s and don’ts about vaccination. This is the science we need to contribute to it so that future can be safe- guarded,” said Dr Rahul Bhargava, Director-Bone Marrow Transplant Programme, Fortis Memorial Research Institute, Gurugram. Another health expert from the Government hospital said most of these beneficia- ries are said to have died because of the heart-related problems.     Lucknow (PNS): UP Election Commission announced thefinal electoral rolls consisting of estimated 12.50 crore eli-gible voters for the imminent three-tier Panchyat elections.

    During the 2016 elections, there were 11.76 crore vot-ers and poll to the three tier bodies are scheduled by Marchend. Additional Election Commissioner Ved PrakashVerma said on Saturday that during the past five years,around 52 lakh voters were added to the reolls..Duringrevision of voters held during the last couple of monthsnames of over 2.10 crore voters were updated andamended and names of 1. 08 crore voters were deleted fromthe electoral rolls. Besides address and other details werechanged of 39.36 lakh voters. Verma said that the num-ber of women voters was 5.76 crore.     Uttar Pradesh Chief MinisterYogi Adityanath, onSaturday, directed the ministersto ensure utilisation of thebudgetary grants of theirrespective departments and toalso apprise the people aboutthe achievements of theirdepartments. He said the focusof the budget would be on peo-ple’s welfare.

    The chief minister heldmarathon meetings with theministers and senior officials ofthe departments regarding theannual budget of over Rs 5.16lakh crore. He said the govern-ment was accountable to thepeople and directed the minis-ters to keep touring the districtsand also remain in touch withthe Union ministries for therelease of the pending grants.

    The chief minister direct-ed the ministers to ensure thatthe utilisation certificates forthe Centrally-sponsoredschemes were submitted to theUnion ministers within thecurrent fiscal 2020-21.

    As per the informationpresented in the meeting,against a provision of Rs 5.36lakh crore in the budget for the

    current fiscal, financial sanc-tions of Rs 3.82 lakh crore havebeen released so far, which is71.2 per cent of the budget.Against the financial sanctionof Rs 3.82 lakh crore, thedepartments have allocated Rs3.26 lakh crore, which is 85.9per cent of the total financialsanctions. Against utilisationcertificates of Rs 94.778 crore tobe sent to the Union govern-ment, so far the state govern-ment has sent certificates for Rs81,369 crore, which is 85.6 percent of the target.

    The annual budget for thenext fiscal 2021-22 is likely tobe presented during the budgetsession of the UP Assembly inFebruary. This will be the fifthand the last budget of the YogiAdityanath government whichwas assumed office in March2017. UP will go to polls inFebruary 2022 and the govern-ment will table the vote onaccount for 2022-23 fiscal inFebruary next year.

    Expressing satisfaction atthe handling of the COVID-19pandemic, Yogi Adityanathsaid, “It is a matter of great sat-isfaction for the governmentthat we were able to save thelives and livelihood of the 24

    Atotal of 17,000 health workerswill be vaccinated in the nextsessions in Lucknow on January 28and 29. A senior health official said8,500 health workers would be cov-ered on each day. He said they hadset the targeted of covering 30,000health workers by the end of thismonth.

    Regarding the preparations forthe next session, he said they havealready trained the vaccinators andwill hold a meeting of nodal officersof all the departments concerned,including the administrators, localhospital bodies and police. “We willall sit together and strategise on howwe can the figure of vaccine bene-ficiaries be improved,” he said.

    “On Friday, there were threeunits in Sarojininagar, Bakshi-Ka-Talab and Aliganj where the turnoutwas poor. Aanganwadi workersturned up in less numbers at theseunits. The response in rural areaswas less as compared to urbanparts in the vaccination drive onFriday,” he said. He claimed thatthere was no case of adverse reac-tions of the vaccines anywhere inthe district,” he added.

    The official pointed out thatwith 4,182 out of 8354 beneficiariesturning up for the vaccination, the

    turnout was average. “However,there were some reasons because ofwhich people did not get themselvesvaccinated. There were lactatingmothers, pregnant women and oth-ers who had some sort of illness andthey they chose to stay away,” hesaid. With the Covid cases havingcome below 50, the senior healthofficial said they are trying to bringthe number further down. “We aregoing in the right direction andthere is a gradual decline in thenumber of cases. With the vaccina-tion drive already underway, thespread of infection will be less,” hesaid. He added that their target ofsampling is still the same inLucknow — 3,000 antigen and1,300 RT-PCR tests per day. Districtimmunisation officer MK Singhsaid a meeting will be called by thedistrict magistrate in order to ensurethat Aanganwadi workers get them-selves vaccinated in the next twosessions.

    “On Friday, several Anganwadiworkers who did not turn up couldnot be contacted. It is possible thatmessages were sent to their CUGnumbers while they may be usingtheir personal numbers,” he point-ed out.

    Chief medical superintendent ofCivil hospital Dr SK Nanda saidthere was no adverse reaction

    amongst the beneficiaries. “In thenext sessions, we will ensure thatmore health workers turn up. OnMonday, we will have a meetingwith all the health workers in thisregard,” he said.

    Nodal officer for Covid immu-nisation at Lok Bandhu Hospital DrArun Tewari also said that there wasno case of adverse reactions. “I havetalked to more than 20 beneficiariesand all are doing fine. The vaccineis hundred per cent safe and has noside-effects,” he said.

    Meanwhile, only 40 personstested positive for coronavirus inLucknow on Saturday while 123patients recovered, taking the recov-ery figures to 78,241. Lucknow’sdeath toll stands at 1,165 while thereare 1,656 active cases.

    ABTech student was foundhanging at her house inMadiaon on Saturday. The girl wasidentified as Manisha Kushwaha(20) of Kushinagar. She was livingan a rented accommodation inKamlabad Gadhauli locality ofMadiaon where several studentspreparing for competitive examsstay. Manisha stayed in a room on the second floor of thehouse.

    As per reports, a youth, iden-tified as Ranjeet, went to serve tea

    to Manisha but found the door ofher bolted from inside. He repeat-edly knocked the door but did notget any response. He later calledother inmates and the houseowner, Navneet Singh.

    They broke open the doors,only to find Manisha hangingfrom the ceiling with a rope tiedaround her neck.

    In a tragic incident, twominor sons, including atoddler, of a daily wager,died of suffocation in thebasement of an under-construction house wherea fire broke out, inKrishnanagar police sta-tion area on Saturday after-noon. Locals flayed policefor delayed response todistress calls. However, thepolice claimed theyreached the place in timebut the lives of childrencould not be saved.

    The victims were iden-tified as Ritik (4) andShantanu (1). Their fatherShani was working at theunder-construction house,situated in Virat Nagar locality of Krishnanagar andowned by Ashutosh Verma. Inspector, Krishnanagar,Mahesh Dubey claimed that he, along with a team,reached the scene instantly after being informedabout the incident. “We were informed by houseowner Ashutosh Verma,” Dubey said. There wereunconfirmed reports that the kids suffered burns,the police did not endorse the same.

    The local police and fire fighters broke the roofof the basement in a bid to rescue the children. Theinspector said the children were taken out of thebasement and rushed to Civil hospital by anambulance. However, both the kids were declaredbrought dead. The police said that the children diedof suffocation. “There was not a single burn on thebodies,” he added. “The basement is huge and thereis only one exit route. Also, over 150 cushions/quiltsof a tent house were stored there. Shani’s wifeKhushboo was cooking food on a stove and threwa burning matchstick in a corner. Unfortunately, thematchstick landed on a heap of cushions and thefire spread in no time,” Dubey said. He added thatthe house is located in a narrow bylane. The entirebasement was filled with smoke and flames, and itwas difficult to carry out the rescue operation, theinspector said. The firemen tried to enter the base-ment after wearing masks and safety gadgets, butin vain. “We later broke the roof to gain entry to thebasement. The children could be located in 3-4attempts,” the inspector said. It later surfaced thatKhushboo was present in the basement while herchildren were playing nearby. Khushboo got scaredsoon after the fire broke out and she went out with-out her children, and the fire spread in no time. Noone could go inside to bring the kids out even astheir screams could be heard.

    The state government

    under its ‘Ease of doing busi-ness’ policy offered huge con-cessions to the exporters sothat all products could be eas-ily shipped abroad.

    As per latest data releasedby the Union government, UPoutpaced many states, includ-ing Telangana, Kerala, Punjab

    and West Bengal, in terms ofexports during the pandemic.

    Between April andNovember 2020, goods(including milk, flour, sugar,artificial flowers, rice, silk etc.)worth Rs 72,508 crore wereexported from UP. Similarly,from April to November 2020,

    export of flour, bakery andmilk doubled. Between Apriland November 2020, foodgrains worth Rs 1,054.20 crorewere exported from UttarPradesh. According to export-oriented traders, black ricefrom Chandauli was in hugedemand in foreign countries.

    The district has been rankedsecond in the state tillDecember last in the imple-mentation of DeendayalAntyodaya Yojana-NationalRural Livelihood Mission(DAY-NRLM) which is animportant scheme beinglaunched with the support ofCentral government for theeconomically backward,exploited and deprived womenin rural areas. Under thescheme, the poor women areidentified on the basis of socio-economically backwardnessand they are linked to thegroups by providing varioustypes of training and funds.District Magistrate (DM)Kaushal Raj Sharma hasinformed that more than 7,000groups have been formed in thedistrict under the scheme, inwhich more than 84,000 fam-ilies have been benefited.

    According to him, afterjoining the groups, women getstart funds for running theirgroups and receive bank loansas revolving funds at the rate of��15,000 per group to meet thesmall needs and a maximum of1,10,000 per group as commu-nity investment funds for start-ing larger needs and liveli-hood work.

    The district has got the sec-ond position in the state-levelDecember ranking under thescheme. The ranking is doneon 24 indicators includinggroup formation, accountopening, bank linkage, linkinglivelihood and providing funds.

It is the first weldingsimulator for training weldersin the Indian Railways. It is eco-friendly by which trainees aretrained by providing virtualenvironment without fumes,arcs and radiation through

    green training. Non-use of a welding con-

    sumable would result in anextraordinary reduction intraining costs. The cost of thissimulator is ��21.57 lakh and itsuses will save ��4.71 lakh peryear. Thus the cost of thiswelding simulator will berecovered in four-and-halfyears. In addition, machine, fit-tings and electrical workshopswere also inspected by theGM.

    Bhubaneswar includingDehradun from March 28.IndiGo is going to start flightsfor these three cities. The slotfor the three cities has also beenreleased in the DGCA summerschedule.

    Actually, Alliance Air andIndiGo have one airline eachfrom Prayagraj to Delhi. Apartfrom this, IndiGo also operatesdirect air services to Mumbai,Pune, Raipur, Kolkata,Bangalore and Gorakhpur. Inthis context, air services byIndigo are also being startedfrom Prayagraj for Dehradun,Bhopal and Bhubaneswar.

    It may be pointed out herethat for the three cities(Dehradun, Bhopal andBhubaneswar), these serviceswere to start in March last year.However, air services couldnot be started due to lockdown.Currently, IndiGo has alsoreleased flight schedules forDehradun, Bhopal andBhubaneswar starting March28. With the introduction of airservices to Dehradun, thoseattending Haridwar Kumbhwill also get relief.

    As many as 10 new COVID-19 patients have beendetected in the district onSaturday, increasing the totalnumber to 21,840. No casual-ty has been reported during theday and the death toll remainedat 375. During the day, the fol-low-up negative reports includ-ed 25 and 23 of them have beenrecovered from home isolationwhile two from the hospitals,increasing the number to18,390 and 2,965 respectively.The total number of patientswho have been recoveredso far is 21,355, leaving 110active cases. The recoveryrate is 97.77 per cent, whilethe mortality rate is 1.71 percent.

    In the first report of theday, six positive patients werefound out of 1,897 reportsreceived. Till then, the total testreports received were 5,77,582and the results of 3,421 areawaited.

    Out of them, 5,55,746 were

    negative while 21,836 werepositive.

    The total number of sam-ples collected was 6,04,586.Meanwhile, mass / group coro-na antigen tests continued andall the 200 tests were foundnegative at SSPG HospitalKabirchaura apart from 27 atCHC Shivpur, 63 atVivekanand Hospital Bhelupur,225 at LBS Hospital Ramnagarand 210 at SSH BHU.     FOMER GRAM PRAD-HAN, SON SHOT AT,INJURED: In an attempt ofmurder, a youth reportedlyshot at former gram pradhanand his son at Puranpatti vil-lage, under the Chaubeypurpolice station on Saturday earlymorning and fled away fromthe scene. The injured wereadmitted trauma centre in SirSunderlal Hospital, BHU where

    the condition of son was stat-ed to be critical. The policeraided some places to nab theattacker but to no avail.

    According to the informa-tion, there is straw pile at thehouse of former gram pradhanof the village Surendra KumarPandey (65). It was said thatone of his neighbours facedinconvenience about 10 daysago when he was passingthrough the way by car wherethe straw pile has been kept. Hesaid to former gram pradhan toremove the straw pile from theway and the latter denied forthe same which led to a heat-ed exchange between both. Itwas said that the neighbouringyouth had issued life threat toformer gram pradhan at thattime but the latter had taken itcasually.

    It was said that on Fridaynight, the neighbour hadopened fire in the air outsidethe house of former gram prad-han to terrorise his family butdespite, this he did not take itseriously.

    On Saturday early morn-ing, Pawan Pandey (26) , son offormer gram pradhan fed thepoddar to his cattle and there-after was urinating along thefield. In the meantime, theneighbour came there andopened the fire targeting theson from back side. He sus-tained two bullets one in backand another in one of leg. Thecow also sustained bullet.Hearing the gunshot, the for-mer gram pradhan came outfrom the house and rantowards his son. Seeing this, theneighbour opened fire target-ing him too and he receivedbullet at one of his leg. Aftercommitting crime, the attack-er fled away from the scene.

    On hearing gunshot, thevillagers gathered there andrushed the injured to localcommunity health centrewhere the doctors referredboth to trauma centre in SSH,BHU. The condition of son wasstated to be critical but same offormer gram pradhan was saidto be out of danger.
