Protecting heritage The Heritage Overlay is one of the mechanisms that Council uses to protect heritage places. Council has begun a Municipal Wide Heritage Gap Study - a program to identify and protect significant heritage properties and precincts by including them in Heritage Overlays.

Inclusion of properties and precincts in a Heritage Overlay triggers the requirement for a planning permit for demolition, alterations and additions. This gives Council the opportunity to assess the impact of new development on the heritage significance of a place or precinct.

However, the process of including properties in a Heritage Overlay is complex. There is a statutory process that Council must follow in order to include a property in the Heritage Overlay. This includes obtaining expert assessment, consultation with affected property owners, community and stakeholders and, if required, presentation to an independent panel. The final decision to include a property in a Heritage Overlay is in the hands of the Minister for Planning.

Municipal Wide Heritage Gap Study Due to the complex nature of including properties in Heritage Overlays, Council has decided to undertake the unprecedented Municipal Wide Heritage Gap Study.

The study has two components. The first part is a coordinated, street-by-street heritage assessment of properties outside existing Heritage Overlays. This will provide the latest and most up-to-date source of information of important heritage places in Boroondara.

The assessment will take two years to complete. Canterbury, Camberwell, Kew and Hawthorn are the first four suburbs to be

assessed over 2016 and 2017. Kew East, Hawthorn East, Glen Iris, Ashburton and Mont Albert will be assessed in the following year.

Once the assessment is completed, Council will begin the second part of the study, which involves undertaking a planning scheme amendment to include the identified properties and precincts in Heritage Overlays within the Boroondara Planning Scheme.

The study and the introduction of heritage controls to places and precincts will take five years to complete. This will give us the rigour required and the best chance of success when we seek approval from the Minister.

Our community puts high value on Boroondara’s heritage places. These places are part of our history and they play a significant role in shaping Boroondara’s unique neighbourhood character.

The 2015-16 year in review

Customer First

A priority for us has been the Boroondara Customer First Program, aiming to ensure your interactions with Council are increasingly seamless and digital-ready. Throughout the year we asked our community to contribute to discussions to help us shape the future of our service delivery as we reviewed our processes and digital capacity. As a result, this financial year we’re creating brand new digital and online platforms and services that will begin rolling out in May, so you can live and work in Boroondara your way, on your timetable.

Our results At the end of 2015–16, our financial position remains sound with a net surplus of $41.12 million ($13.6 million above what was predicted due to conservative budgeting of revenue streams and increased revenue for open space contributions).

The $41.12 million surplus is largely committed funds for a range of community projects and reduction in debt, including: • $22.4 million reduction in debt over the next two years • $5.7 million for funding received for capital projects undertaken and to be completed in 2017-18 • $3.5 million for projects commenced but not yet completed • $4.5 million for reserves required for open space and defined benefits • $1.2 million for non-cash accounts entries compared to budget.This leaves $3.7 million as the available surplus.

A surplus net result means we are well placed to maintain and renew the City’s $3.3 billion net community assets. We maintained infrastructure assets at the expected levels, while continuing to deliver the services needed by the community: $45 million was invested in renewal, expansion and upgrade works during the 2015–16 year.

In 2015-16, Council completed 95 per cent of its Annual Plan commitments with the remaining 5 per cent underway.

Expansions and upgrades

Our focus on making Boroondara a great place to live, work and play means ensuring facilities continue to serve evolving community needs. One major project that was completed in 2015-16 was the redevelopment of the Boroondara Sports Complex, while the designs for the new North East Community Hub and the redevelopment of the Balwyn Library were finalised.

A total of $45m was spent on renewal, expansion and upgrade of assets including $4.1 million on our parks, open spaces, playgrounds and streetscapes. $15.8 million was spent on drains, footpaths and local roads, and $19 million on the renewal of community buildings.

Our building renewal program saw work on 32 buildings. Notable projects that were completed during the period included the North Balwyn and Greythorn tennis pavilions and an upgrade to Highgate Childcare Centre.

New projects

Another $8.9 million was invested in new projects, including the Glenferrie Water Management Plan, Camberwell Fresh Food Market entry works, and the Hawthorn Arts Centre Civic Space. Additional new projects included an extension to the Hawthorn U3A building, Victoria Park Master Plan works (including paths and entry works), Shopping Centre Improvement Plan works at Harp Village and the Gordon Barnard Reserve East oval reconstruction.

Other exciting projects included the 2015 Boroondara Sustainability Awards for Schools, and the implementation of a new Graffiti Strategy.

We are committed to ensuring that our community has a say in matters of interest. In the annual state-wide Local Government Community Satisfaction Survey, the City of Boroondara was yet again ranked as one of the top performing councils across the state and metropolitan area. We continue to work on improving your customer experience.

The City of Boroondara’s Annual Report 2015-16 highlights the achievements and challenges of the past year. It reports on the third year of Council’s four-year term and sets out how we are meeting the strategic objectives set out in the Council Plan 2013-17.

Creating a strong community If you’re part of a local not-for-profit or community organisation looking for assistance to enhance or deliver your services, the City of Boroondara may be able to help.

Applications for the Boroondara Triennial Operational Community Grants 2017-20 (grants that occur every three years) open Monday 21 November 2016 and close Sunday 15 January 2017.

The grants program supports not-for-profit organisations to develop their services, activities and events through valuable funding and promotes a stronger Boroondara community.

Triennial Operational Grants are offered in three streams:

Creative Community - supporting the presentation and development of arts and cultural programs, festivals, events and activities.

Healthy Community - enhancing connections within the community, as well as the health and wellbeing of individuals, families and community groups, across all ages, abilities, and cultural backgrounds.

Sustainable Community - supporting initiatives that encourage sustainable living, recycling, healthy waterways, cycling and walking, and urban agriculture.

The Community Strengthening Grants 2016-17 program has awarded $305,710 to 76 community-run projects. Balwyn Rotary contributed $222,000 of this funding. Seniors group, Keenagers, purchased new equipment for their social table tennis meet ups with their grant.

Grants to the Salvation Army Camberwell help with their hot lunch program for disadvantaged people in the community.

Getting to school the active way is easy!Most parents know how hard it can be to drag kids away from their screens for long enough to get their recommended 60 minutes of exercise each day. It’s good to know that Council has introduced innovative and fun ways to help get kids outside and active on their way to school.

We run a number of programs and initiatives to get kids walking, cycling, scooting and skating to school, including Walk to School month in October, Walk or Wheel Wednesday in Term 2 and the Boroondara Active and Safe Schools (BASS) program.

Both Camberwell South Primary School and Boroondara Park Primary School took part in the 2015/16 BASS program and chose to install the Tracks to School wayfinding stickers. Chatham Primary

School had their tracks installed as a prize for the 2015 Walk to School month.

The native animal themed, brightly coloured pavement stickers, installed on a select number of safe routes that have the greatest student catchment, show just how quick and easy it is to walk, cycle, skate or scoot to school.

The tracks show how far it is to school and how long it will take to walk, cycle, skate or scoot along the track. Each track starts at a local landmark like Balwyn Library or a key intersection to provide a known meeting point for parents and students.

Randal Symons, Deputy Principal at Boroondara Park Primary School said students who travel to school actively are more alert.

“The combination of some fresh air and movement has a positive effect on their emotional and physical wellbeing, ” said Mr Symons.

“We’ve been pleased with how parents and students have engaged in active transport and we’re working on initiatives to build upon this. It’s an easy way to establish the habit of daily exercise from an early age.

“Having these tracks around our school will hopefully keep students involved. Initiatives that get our students moving are a win-win. It’s great for our students’ well-being and there’s less traffic on the street, making it even safer to be active,” he said.

Camberwell Film Society When the Camberwell Film Society first screened its movies 60 years ago it was on 16mm film.

The technology is now new, with films screened using high definition digital technology and the latest in DVD projection.

Once a month film enthusiasts can come along and enjoy a movie, share a glass of vino and chat about the latest, and at times, the not so latest movies (with classics among the selection).

Secretary of the Camberwell Film Society, Bill Kerr said like many film enthusiasts he grew up in front of the television watching Bill Collins and frequenting the cinema.

“We’ve had some memorable moments at the club like when a 92 year old club member came to watch Beneath Hill 60 and she was proudly wearing her families war medals - she asked to make a presentation before the film and it turned out the starring character was her dad,” said Bill.

“Another highlight was hosting one of Australian television and film industry greats, Gill Brealey, who introduced our featured film one night, Aussie classic, Breaker Morant.”

Follow the Star 2016This festive season, take a moment to contemplate Christmas with the annual Follow The Star program at Burwood United Church.

“I think it’s a lovely thing to offer the community. Instead of

being bombarded with the usual festive commercialism, it’s a quiet, meditative place for people to think about the Christmas period and what it means to them,” says event coordinator, Felicity Fallon.

The display is a depiction of the story of the first Christmas and is accompanied by a Christmas Tree Forest. Local schools, kindergartens and community organisations each personalise a tree. The church ladies embroider decorations, the local badminton group gets creative with shuttlecocks and school children eagerly await their chance to craft and hang their decorations.

“We put up a banner and apparently the minute it goes up the children at St Benedict’s Primary School are asking their teachers, ‘when are we going down to Follow the Star?’” says Felicity.

What: Follow The Star (open to the public daily with the exception of Sundays).

Christmas at the VillageHead down with your feathered, webbed or furry friends on Saturday 3 December for a polaroid snap with Santa. It’s all part of the free fun at this new Christmas event at The Village, Balwyn North.

Enjoy face painting, store specials and competitions, or simply join in the fun with the Sisters and Misters choir, as the 70 strong member chorus harmonises to old and new festive favourites.

Coordinator of the event, Janet Busby said that the day is part of a series of events so people can get to know their neighbours and soak up the village atmosphere.

“Balwyn North Village is a community based village where people get their first job, kindergartens fundraise and school kids catch up after school. The traders know you by name and many have run established businesses for a long time,” says Janet.

“It’s the perfect place to bring people together at this special time of year.”

“In the spirit of Christmas we hope people support the fundraising efforts of the North Balwyn Rotary Club who will be holding a raffle and barbecue at the event.”

Our Centres offer over 200 courses and activities; art groups, further education and personal development, friendly fully-accredited childcare facilities, child and youth activities, social groups and fitness classes – all conveniently located around Boroondara. You will be surprised how close you are to one!

We have many years of experience with fantastic tutors and courses that are constantly evolving and growing to meet community need. Most importantly, there is something for everyone - from the very young to most senior.

Courses are a mix of term based, short courses and one-off programs. Often activities can be joined mid-term. We try to keep the cost of our programs affordable and accessible, some are even free. Call our Centres for further details on any course that you are considering, we are happy to help.

Drowning is one of the leading causes of death for Australian children, with backyard swimming pools, spas and inflatable pools the most common places where incidents occur.

You can prevent drowning by installing compliant barriers, constantly supervising children and ensuring that your pool and spa barriers meet legal safety requirements and are in proper working order.

It is the owner’s and occupier’s responsibility to maintain safety barriers at all times.

An inflatable or portable pool which holds a water depth of 30cm or more requires a safety barrier that complies with Victorian building regulations. You will also need to apply for a building permit to install it.

Kidsafe Victoria has an online assessment app (kidsafevic.com.au/water-safety/pool-fence-safety) to help check the safety of pool areas.

Boroondara sets five-year strategy for economic development and tourism

Feedback via an online survey asked questions like what makes our local shopping centres best-in-class, what drawcards are you proud to show visitors, and what motivates people to ‘buy local’. The strategy was determined through initial research and community consultation.

Respondents supported the strategy’s five key objectives: • a focus on neighbourhood shopping centres • Boroondara as a tourism destination • being ‘ready for business’ • helping businesses establish and grow • Council continuing to provide leadership and foster key partnerships.

Community feedback also provided insight into top motivators for buying local which were: • quality of offering • value for money • diversity of shops • accessibility • advertising and • locally sourced products.

Insights into key Boroondara attractions were also sought and included parks and gardens, shopping centres, restaurants and cafes, markets and heritage buildings.

We will investigate the possibility of a ‘locally purchased’ certification scheme for retailers and gauge support for other local shopper reward schemes.

Taking place inside our fabulous venues and outside in your local neighbourhoods Boroondara Arts presents a jam-packed program with some of the best arts events, right on your doorstep.Performance From Melbourne Ballet Company and The Zelman Symphony through to big bands, classical, cabaret and the 11 piece explosion that is The Bombay Royale - the 2017 program will see Hawthorn Arts Centre bursting with must-see events. Our acoustic jewel, the Kew Court House will feature collaborations from some of Australia’s most interesting artists as well as music from Turkey, Italy, Greece, Colombia and Africa. From the classical to the contemporary, 2017 is about reacquainting ourselves with the known and diverging into the new and unexplored.
