Greetings Brothers,

It is with enthusiasm, overwhelming pride, deep humility and some sadness that I await your arrival at our 6th Boule, to be held July 14-17, 2011, in the city of Miami, Florida. It will be after all, my last Boule as your Supreme Basileus, but this promises to be the Boule to be remembered, as we get down to the business of learning, sharing and building for the future of Delta Phi Upsilon in our daily plenary sessions.

There is much to be discussed and voted upon, so make certain that you have been involved in the regional and chapter discussions on the budget, bylaw changes and recommendations, so that you will be knowledgeable about the decisions you are requested to make.

This is truly one Boule you don’t want to miss! In true Delta fashion, we will again make history as we inaugurate our first Boule Community Service Project, proving that Delta Phi Upsilon, through its 25 years of “Building Better Brothers,” continues to have an immeasurable impact not only on GLBT African-American life and culture, but also upon the larger society.

Come celebrate our legacy of brotherhood in the birth region of our great fraternity. Come celebrate yourself, your chapter, and most especially, your leadership and your service efforts

It will not be all business, however. Even as we gather to review, retool and continue the growth of Delta Phi Upsilon, we will have time to take in all that Miami has to offer as we relax, reflect, remember and reconnect with each other in the sun and sand of Miami.

We have rolled out the red and old gold carpet, right to the door of the breathtakingly beautiful Fairmont Turnberry Isle Resort & Club, which will serve as our host hotel. All registrations must be received in the Delta Phi Upsilon Fraternity Corporate Office by May 31, 2011. Registrations received after May 31, 2011 will NOT be processed.

THERE WILL BE NO ON-SITE REGISTRATION!

Personal checks will NOT be accepted. ONLY money orders, cashier’s checks, and chapter checks will be accepted. ONLY Visa, MasterCard and American Express will be accepted for credit card payments online. The Grand Chapter will not resubmit chapter checks returned from the bank or declined credit/debit cards. These items will be assessed a $25 service charge and must be satisfied by May 31, 2011.

Only one person’s name may be submitted on each form provided. If additional copies of the registration form are needed, please feel free to duplicate. Seating for all meal functions and the Gold Tie Gayla will be open on a first-come, first-

served basis.

Please print your name clearly on the registration form using the name that you would like to appear on your Boule certificate. If we cannot read the spelling of your name on your registration form we will use the name registered in the Delta National Database. Certificates will not be reprinted at the Boule.

YOU MUST HAVE TICKETS TO BE ADMITTED TO ALL EVENTS

LOST TICKETS WILL NOT BE REPLACED

ONLY FINANCIAL BROTHERS may attend the Boule and/or participate in activities sponsored by the fraternity. Per Capita and/or reactivation fees must be received in the Grand Chapter by January 31, 2011 in order for a brother to be eligible to participate in the Boule. A reactivation form for brothers wishing to become financial is included in the registration materials.

Registrations may be transferred from one financial brother to another financial brother, only if we have received written and signed permission from the original registrant.

Registration and other forms WILL NOT be accepted via email. All forms MUST be mailed to the Corporate Office by the due date.

Chapters wishing to register their members as a group must submit the Registration Summary Form, along with the individual registration form for each chapter member.

CANCELLATION POLICY: Written requests for cancellations must be received in the Grand Chapter before April 1, 2011. A handling fee of $50.00 for brothers and $30.00 for guests will be assessed. The Grand Chapter will not be able to honor cancellation requests after May 31, 2011 due to Boule planning commitments.

Refund checks and/or kits & souvenirs for paid registrations will be forwarded to brothers upon request following the conclusion of the Boule.

The hotel reservation cut-off date is April 1, 2011. Reservations received after this date will be accepted on a space-available basis. A deposit is required when reserving your room stay.

Chapters or Brothers who wish to submit names for those brothers who have crossed into the Silent Chapter should complete the appropriate form and return by April 30, 2011. Names of those brothers who cross into the Silent Chapter after April 30, 2011 will be accepted at the Boule.

REGISTRATION POINTS TO REMEMBERPlease review and complete the registration form(s) carefully and completely before returning to the appropriate address. Completed forms must include name, address, financial card number and telephone number(s). Name and

financial card number of brother must appear on all guest registration forms.

Subtotals for all forms submitted should be recorded on the Boule Brother Registration Form. Add all subtotals to determine the total fees of brothers and guest(s), and write that amount next to “Total Amount Due.”

Lummus Park Beach

Want glitz and glamour? On South Beach’s Ocean Drive from 6th to 14th streets, this beach is crowded with beautiful people working hard on their tans, muscle tone, and social lives. It’s also the place for golden sands, blue water, and gentle waves.

Bill Baggs Cape Florida State Park

All the way at the end of Key Biscayne, at 1200 S. Crandon Blvd., is a wide peachy-brown beach with usually gentle waves. The picnic area is popular with local families on the weekends, but the beach itself never feels crowded. The park also includes miles of nature trails; bike, boat, beach chair/umbrella rentals; and casual dining at the Lighthouse Café. You can fish off the piers by the marina, too. Come here for an escape from city madness.

Hollywood Beach

Halfway between Miami and Fort Lauderdale, Hollywood Beach is a perfect retreat. Sun yourself on the pristine golden-white sands, join a volleyball game, take a tai-chi or yoga lesson, then walk along the two-mile boardwalk and visit its small shops, cafes and restaurants. Head north on the

boardwalk and you’ll find North Beach Park’s sea turtle hatchery (part of the Endangered Sea Turtle Protection Program), meander south and you’ll end up at the Ocean Walk Mall.

Haulover Beach

Want to bare it all? Just north of Bal Harbour, at 10800 Collins Ave. in Sunny Isles sits the only legal clothing-optional beach in the area. Haulover has more claims to fame than its casual attitude toward swimwear—it’s also the best beach in the area for body-boarding and surfing as it gets what passes for impressive swells in these parts.

At all beaches, expect gentle waves, which can occasionally turn rough, complete with rip tides, depending on what weather systems are lurking out in the ocean—always check and abide by the warnings posted on the lifeguard’s station.

MIAMI SCIENCE MUSEUMAdmission: $14.95

Miami Science Museum is home to many world-class exhibits, featured on a rotating basis. Current exhibits include Music Musica, The Reclamation Project, Immersion Theatre, Newton’s Notions, and 40 Tons of Coral in New York City. Miami Science Museum is open from 10 A.M. until 6 P.M.

The Museum also houses the Miami Planetarium, famous as the home of Jack Horkheimer’s Star Gazer television show. The planetarium features daily shows, surround sound, video projection, lasers and a four-story tall screen. In addition to Ph

the main planetarium, the museum is home to the Weintraub Observatory’s two powerful telescopes. The observatory operates from 8 P.M. - 10 P.M. daily.

MUSEUM OF CONTEMPORARY ARTAdmission: $5.00

Known as the museum “where new art is discovered,” MOCA is internationally recognized as a force in defining new trends and directions in contemporary art. The museum originates most of its own exhibitions, presenting an exciting mix of both emerging and legendary artists. Visitors from around the world are drawn to its permanent collection reflecting the most important developments in contemporary art. MOCA is open daily 11 A.M. - 5 P.M.

GOLD COAST RAILROAD MUSEUMAdmission: $6.00

The Gold Coast Railroad Museum is conveniently located on the grounds of Zoo Miami. It offers visitors a unique opportunity to explore the history of railroads and their contributions to our nation.

VIZCAYA MUSEUM & GARDENSAdmission: $15.00

Vizcaya Museum and Gardens is a Miami-Dade County facility that is accredited by the American Association of Museums and distinguished as a United States National Historic Landmark. For decades, Vizcaya has been a diplomatic seat of Miami-Dade County, having hosted some of the world’s most renowned dignitaries—such as Queen Elizabeth II, Pope John Paul II, President Ronald Reagan, and King Juan Carlos I and Queen Sofia of Spain—and major international events—such as the Summit of the Americas, the signing of the Free Trade Agreement, and activities associated with Art Basel. Open 9:30 a.m. - 4:30 p.m.

WORLD EROTIC ART MUSEUMAdmission: $15.00

See the fascinating and captivating World Erotic Art Museum, home of the largest collection of erotic art in America. The priceless private collection dates from antiquities to contemporary times and shows all cultures, art mediums and lifestyles in a tasteful historic time line. The collection includes paintings, tapestries, sculptures and art objects, mostly one of a kind.

Depicting the Art of Love and Love in Art, the collection is worldwide and wonderful, ageless and timeless. With over 20 rooms and 12,000 square feet, the WEAM has more than you can even imagine.

WOLFSONIAN MUSEUMAdmission: $7.00; free after 6 P.M. on Fridays

A must see if you’re visiting Miami Beach, this museum exhibits a collection of propaganda art that includes furniture, paintings, books, prints, industrial and decorative art objects. The Museum explores the role of design at the height of the industrial age (1885-1945) in the context of social, political, and technological issues. Call for summer opening hours.

MIAMI ART MUSEUMAdmission: $8.00

Miami Art Museum (MAM) serves one of the most diverse and fast-growing regions of the country, where a confluence of North and Latin American cultures adds vibrancy and texture to the civic landscape. The city’s thriving community of artists, designers, and collectors and its avid and growing art-viewing public, are driving Miami’s demand for a world-class museum.

ZOO MIAMIAdmission: $13.95

Owned and operated by the Miami-Dade County Park and Recreation Department, Zoo Miami (formerly Metro Zoo), is the only zoo in the continental United States that’s located in a subtropical climate, allowing it to exhibit rare animals unable to survive in colder climates.

With over 100 exhibits, 3 miles of walkways, more

than 2,000 animals, representing over 500 species, with over 40 endangered species, over 70 species of birds in the Wings of Asia Aviary, 10,000 - 15,000 Italian honey bees exhibited in Dr. Wilde’s World, and more than 1000 species of trees, palms and other plants, Zoo Miami is open 365 days from 9:30 a.m. - 5:30 p.m.

PARROT JUNGLEAdmission: $32.95

Parrot Jungle offers visitors a fun, educational opportunity to get an up-close look at tropical birds in replicas of their natural habitats. Jungle Island’s entertaining shows feature some of the wildest animals from around the globe. From the world’s most lethal bird to some of the most deadly snakes found anywhere, from tigers to Black Panthers, Lynx to Spotted Leopards, Cougars to Ligers, these are animals you will have to see to believe. Open Monday - Sunday, 10:00 a.m. - 6:00 p.m.

part of ongoing productions. By entering the park, you give the park permission to use your likeness for commercial purposes.

THE MIAMI SEAQUARIUMAdmission: $29.95

The Miami Seaquarium is located right in the middle of the tourist area, on the causeway between downtown Miami and Miami Beach. It’s a fabulous stop where you can witness an outdoor aquarium experience featuring dolphins, killer whales and other sea creatures. The Seaquarium also features exhibits of sea turtles, seals, sea lions, and the endangered Florida Manatee. Be sure to budget enough time to spend at least half a day there!

SOUTH BEACHSince the 1920s, Miami Beach has been synonymous with glamour, glitz and non-stop sun. The epicenter

of the beach is really on the barrier island’s south end, which is why South Beach is really what people mean when they refer to Miami Beach. At 17 blocks long and 12 blocks wide, South Beach is a perfect place for a walk. With boutiques, restaurants, bars, clubs, museums and, of course, sandy beaches, you’ll never be bored. Tour the Art Deco Welcome Center, view the Versace Mansion, visit the Wolfsonian Museum, or just stroll along Washington Avenue and people-watch. This is one of South Beach’s most colorful thoroughfares, with sunburned tourists mixing with the diverse locals.

Note: On-street parking is scarce, tickets are given freely when meters expire, and towing charges are high. Check your meter to see when you must pay to park; times vary. It’s $1/$1.25 for meters north/south of 23rd Street respectively.

More than eight decades old, Tobacco Road is Miami’s bar of choice for blues music and food. Over the years, legendary musicians including B.B. Deposits are only refundable for cancellations occurring three days prior to arrival. Boule Etiquette

This information is being provided to heighten your awareness of the impact that your personal behavior has on Delta’s national reputation and its relationships with business suppliers, supporters, partners and the general public.

Each of us has a responsibility to represent the Delta brand in the best light possible wherever we go and in whatever we do. This holds true regardless of whether or not we have our log or letters emblazoned across our chest. What people think of YOU, they will think of DELTA, and remember, IMAGE is everything!

Etiquette is the art of knowing and using the appropriate behavior and protocol for different types of human interactions. It means having good manners in our dealings with others in order to show respect, kindness and consideration of others.

It is with this in mind that we ask all Boule attendees to please observe the following common courtesies and protocols while in attendance at Boule 2011:

1. Refrain from discussing Delta or Boule business in public areas (lobbies, hallways, elevators, etc.). You will be surprised what hotel personnel and others learn from our casual conversations when we are not paying attention. Please save your conversations for the privacy of your room.

2. Be courteous to everyone at all times. Even when faced with a problem, do your best to handle it with tact, professionalism, temperance and a smile. You can get much further by using a smile coupled with diplomacy when tackling a problem. DO NOT “read” hotel personnel!

3. In the interest of ensuring that everyone has an enjoyable experience at Boule, and to minimize the Fraternity’s exposure to risk, no one will be allowed to harass others, form protests or use meeting space not assigned to them. We must be able to disagree peacefully and respectfully. For the protection of all attendees, the Philacters are empowered to maintain an orderly environment.

4. Remember to tip hotel personnel. Tipping is first and foremost, a reward for prompt, attentive and courteous service.

5. Above all else, act like a gentleman. When you do this, your behavior will be above reproach.

Tipping Etiquette

When it comes to travel, it’s the smallest detail, such as tipping etiquette that can become the most confusing. Whom should you tip? How much? Do you need to tip at all? Never fear!! With this simple guide to tipping, we’ll take the guesswork out of tipping etiquette and help you focus on more important things — like enjoying the Boule.

Personnel you should remember to tip:

1. Sky Cap (checks your bags at the airport)

2. Shuttle Driver (loads and unloads your luggage onto the shuttle)

3. Hotel Valet (removes your luggage from the car and hails the taxi for you)

4. Bell Captain (ensures luggage arrives in your room)

5. Valet Parking Attendant (brings and returns your car to the garage)

6. Housekeeping/Maid Service (cleans your room every day during your stay)

7. Mail Room/Business Center Attendant (delivers boxes or faxes to your room)

8. Hotel Concierge (recommends and makes special arrangements)

GUIDE TO TIPPINGThe following are recommended standard amounts for tipping. You are welcome to tip more than the standard amount as this is just a reference guide. Remember, if someone went above and beyond, please reward them.

CRITERIA: Must be a chapter in good standing. Must complete at least four service projects between January 1 and December 31 of the preceding year to be eligible to apply.

DEADLINE: Nominations should be submitted to the Executive Director by March 1. All publicity and recognition associated with the project that the chapter may have received should be included.

AWARD TYPE: Framed certificate

AWARD: Outstanding Chapter Basileus Award

GIVEN TO: Basileus of a chapter who has evidenced the highest standards of leadership and commitment to the office.

CRITERIA: Must have completed a full term of office to be eligible to apply. At least three letters of support must accompany the application; two from fellow brothers; one from the Regional Director.

DEADLINE: Nominations may be made by the Basileus or any brother and must be received by the Executive Director no later than March 1.

AWARD TYPE: Engraved plaque

AWARD: Trevor A. Charles Dedication Award

GIVEN TO: A brother of the fraternity, other than a current member of the Executive Council, who through his contributions to Delta Phi Upsilon has exemplified the commitment and zeal of Founder Trevor A. Charles.

CRITERIA: Must have made significant contributions to the development of Delta Phi Upsilon.

DEADLINE: Nominations detailing the nominee’s work on behalf of the fraternity may be submitted by chapters to the Executive Director no later than May 1 of a Boule Year.

AWARD TYPE: Engraved plaque

AWARD: Outstanding Neophyte Award

GIVEN TO: A neophyte who has best exemplified the ideals of Delta Phi Upsilon during his first year of membership.

CRITERIA: Any member in his first year of membership is eligible to be nominated.

DEADLINE: Written nomination explaining why this candidate should be considered for the award may be received from any member or chapter. All nominations should be received by the Executive Director by March 1.


AWARD: Outstanding Region Award

GIVEN TO: The region which by member and chapter activity has distinguished itself in strength, reputation and fraternity relations.

CRITERIA: All regions shall be eligible to compete for the Outstanding Region Award.

DEADLINE: Written nominations in the form of a detailed narrative statement may be submitted by the Regional Director to the Executive Director no later than March 1 of a Boule year.

AWARD TYPE: Engraved plaque & certificates

AWARD: Distinguished Service Commendation

GIVEN TO: Any person or group of people.

CRITERIA: Dedicated and untiring service on behalf of Delta Phi Upsilon Fraternity.

DEADLINE: Written nomination explaining the nominee’s service to the fraternity should be sent to the Executive Director by March 1.


AWARD: Pearls of Distinction™ Program Award

GIVEN TO: Members of the fraternity who are enrolled in school.

CRITERIA: Must have attained a grade point average of at least 3.0 on a 4.0 scale for a single grading period consisting of at least 12 semester hours. The following must be included with the application:

1. An official transcript.

2. A current résumé.

3. A passport size black & white or color photograph suitable for publication in The Torch magazine.

4. Four letters of reference addressing your leadership and academic

potential: one each from your Basileus; a brother of Delta Phi Upsilon; a family member; and a professor (teacher) you are currently studying under.

5. An original essay written in APA style entitled: “Learning, Sharing & Building for the Future.” Essay should be double-spaced and typewritten, with no less than four (4) and no more than ten (10) pages.

Your essay should discuss some of the skills that we as gay men of color must develop in preparing ourselves to become visible, viable members of the gay community and society at large. Include issues, strategies and a detailed strategic plan for action in order for a person to achieve your proposed outcome. Support your strategic plan by citing the sources of information you utilized in developing it.

DEADLINE: Application should be sent to the Executive Director at the end of the applicable grading period.

AWARD TYPE: Certificate of recognition, publication in The Torch and a $200 monetary award.

It is with great excitement that we announce Project: Lend A Hand as the offi cial Community Service Initiative for the 6th International Boule to be held in Miami, FL, July 14-17, 2011 to benefi t the Miami Rescue Mission.

The Miami Rescue Mission off ers a comprehensive program designed to meet the needs of South Florida’s homeless and needy population. Clients are taught life skills that help them to develop goals for going back into the community as productive citizens.

Programs at the Miami Rescue Mission have helped individuals overcome their life-controlling problems through education and counseling. As an agency, over 27,500 hours of counseling have been delivered to those desiring to help bring about positive change in their lives.

Join our national leaders as we roll up our sleeves and “lend a hand” in a day of service at the Miami Rescue Mission where we will help provide critical services to those less fortunate.
