Report: 209/2018 Food Surveillance Activity Report 2017/18

Summary
Under the Food Regulation Partnership (FRP) Councils are appointed as enforcement agencies
under the NSW Food Act 2003. Enforcement agencies are responsible for food surveillance
within their Local Government area and are required to report their food surveillance activities
to the NSW Food Authority. Bourke Shire Council is classified as a category B Council under the
FRP Partnership.
Report
The submission of food surveillance activity is lodged via a report form. This activity report
captures important information about the types of food premises and their inspection
outcomes.
Reports are used to achieve outcomes that:
• guide the design of targeted programs to improve industry compliance
• reduce foodborne illness by controlling critical food handling practices
• demonstrate Council activity
• improve consistency among Councils
• increase public awareness about food surveillance
Benefits of reporting:

Council have undertaken inspections for the 2017/18 reporting period. In total 26 Food business
premises were inspected, three (3) of these being categorised as ‘High-Risk’, 20 as ‘Medium –
Risk’ and three (3) as ‘Low Risk’.
Reports for each individual inspection of the food business were produced using the NSW Food
Authority Food Assessment Report (FPAR). The FPAR is divided into nine (9) sections that relate
to compliance with the Food Safety Standards (FSS) of the Australian New Zealand Food
Standards Code (FSC).

foodborne illness risk factors that have been identified in numerous studies, including

inadequate cooling and cold holding temperatures, food prepared ahead of planned service,
inadequate hot holding temperatures, poor personal hygiene and infected (sick) food handlers,
inadequate reheating and inadequate cleaning and sanitising of equipment and premises. The
FPAR also allows Councils to trial the ‘Scores on Doors’ rating system.
Council staff recorded that this reporting year there has been a good compliance rate with the
relevant food safety standards, with the number of re-inspections needed after breaches falling
from previous years. Technical advice was provided to businesses about compliance utilising
factsheets and handouts. Staff also reported that a large percentage of food businesses in
Bourke had a current Food Safety Supervisor certificate.

Report: 210/2018 Changes to Data Reporting with the Building Professionals Board

Purpose
To inform Council of legislative changes to reporting with the Building Professionals Board.
Background
To strengthen certification and building regulation in NSW, accredited certifiers and local
Councils will be required to report data on building certification to the NSW Government. This
will be mandatory from 1 July 2018.
Report
The new data reporting requirements for certifying authorities will provide the NSW
Government with centralized, real time information about development.
Benefits of this include, more targeted and effective, evidence-based regulation, safer and
more compliant buildings, enabled by data-sharing with local Councils to increase their
ability to monitor developments in their area and take action if a development breaches
legislative requirements. Increased community confidence in the certification system and the
professionalism of certifier and better dissemination of data across government, leading to
smarter service delivery. Currently, development data reported by Councils to the Australian
Bureau of Statistics is inaccessible by the NSW Government.

The data will be used to streamline regulation where appropriate, improve the evidence
base for more effective regulation and assist Councils monitoring development in their local
area, the data will not be made publically available.
The principal certifying authority has responsibility to report data. This includes Councils,
category A1, A2 and A3 certifiers and accredited bodies corporate.
Data is submitted throughout the development process, from commencement of building
work through to the issue of the final occupation certificate. It includes details of the
development, parties involved. Critical stage inspections, certificates and notices.
The principal certifying authority must provide data at each reporting stage within two (2)
days (such as completing an inspection or issuing an occupation certificate). Works that do
not need to reported for certification data include swimming pools, demolition when there is
no building work (the development only involves demolition), subdivision when there is no
building work, Crown building work and minor development.
Certifying authorities who fail to meet their reporting requirements may be subject to
investigation and disciplinary action, the maximum penalty for failing to report as required is
set be the Building Professionals Regulation 2007 as a $5,500 fine and/or a penalty
infringement notice of $1500 for individuals or $3000 for corporations.
Councils and Certifiers can choose from different options to report data about building
certification to the NSW Government, to meet reporting requirements. The options include
an application programming interface that uses cloud-based certification software, a secure
file transfer protocol that uses a database or software package for record keeping and the
CertAbility app.
Bourke Shire Council has opted to use the CertAbility app, the app meets the needs for
Councils certification and other Western Councils have indicated that they will be using the
app also for their certification needs.
The certification data reporting requirements does not replace the need for Council to
report data to the Department of planning and the Australian Bureau of Statistics.

Report: 211/2018 Easy to Do Business Program

Background
The purpose of this report is to provide background information and seek support to enter into
a contract with Service NSW for the Easy to do Business program.
This program provides the opportunity for participating Councils to implement programs that
support small business, share resources and information with other participating Councils and
promote this to the local business community.
Current Situation
Further to SBFC initiative, the Small Business Commissioner and Services NSW have developed
the “Easy to do Business” program. This free program provides a number of benefits for
Councils:-
Increased productivity with ‘decision ready’ applications and reduced transaction costs
Effective tools to help boost our local economy, enabling more jobs in the region – and
assisting Council to deliver on its Community Strategic Plan.
In an example of the way the programme works it was trialled in a city Council and where
previously, cafes, small bars and restaurants would have to deal with up to 13 agencies, 75
regulations, up to 30 phone numbers and complete 48 forms, taking as long as 18 months to
navigate. This program has seen this reduced to one digital application and one phone number,
reducing the opening time for businesses to 90 days.
This will obviously not be applicable to Bourke Shire, however, all applicants will benefit from
being able to access a single source of information.
The initiative will provide a customer, who wishes to set up cafés, restaurants or small bar, with a
single point of contact within Service NSW who will help them navigate all the required
approvals to operate the business, for example registering the business, obtaining an ABN, and
required Council approvals.
Those looking to start up a café, restaurant or small bar can benefit from Council being involved
in Easy to do Business:
Get a unique digital profile that can help fast track the approval process across Local,
State and Federal Government
Receive step by step guidance through the application process
Have the support of a dedicated Business Concierge who can answer questions, liaise
with Council, and review applications to ensure they are ‘decision ready’
Know upfront the time, fees and effort involved.
The intention of the program is to build awareness of specialist advice services available, ensure
Council staff can direct enquiries to these and provide applicants with the skills to be better
informed and researched prior to lodging any applications.

Together with representatives of Tenterfield and Narromine Shires the General Manager attend
a presentation by Service NSW and the NSW Small Business Commissioner, Robyn Hobbs
during the Annual Conference of Local Government New South Wales in Sydney late last year
where the benefits of the program where outline and Councils support to become members of
the program sought. A similar presentation was made to the conference as well.
The program is currently focused on the café, small bar and restaurant sector at present;
however the intention is to expand to other designated subsectors of the business economy in
the future.
One of the next areas to be addressed is the construction industry.
Should Council see the benefits the next step in the process is for Council, to endorse the
recommendations and then inform Service NSW.
Following this, the Easy to do Business will make a presentation to key Council staff to provide
them with the information and skills for “Operational Readiness”.
Once Council staff are prepared, there will be a launch and announcement of the program. As a
Small Business Friendly Council participation in the Easy to do Business program is important
and will support the creation of new businesses within the shire.

This program is at no cost to Council to participate. Support material, training and advice is
provided by Service NSW at no cost. Implementation of the program should lead to reduced
processing times and costs relating to applications to Council.
By Council supporting this initiative, the local business community and potential business
investors can have some confidence that Council is supportive of small business and is actively
trying to reduce the costs associated with small business start.

Background:
The Murray Darling Association is a Local Government based Organisation representing Local
Governments across the total Murray Darling Basin area including those in South Australia,
Victoria, Queensland and New South Wales
Current Situation:
The 2018 Annual Conference is being held in Leeton 28th-31st August 2018 and an excellent
programme and impressive range of speakers has been organised.
The Mayor, Councillor Barry Hollman attended last year’s Conference at Renmark and has
indicated his ability to attend this year’s Conference.
Local Government needs a strong voice in relation to Murray Darling Basin and with the
changes to the Murray Darling Basin Plan and the current drought conditions the conference
will be of increased significance.

The costs that will be incurred included the registration, accommodational and travel and these
are covered by existing budgetary allocations

Current Situation:
The establishment of Joint Organisations of Councils (JOs) has meant that the need for Regional
Organisations (ROCs) has been brought into question with some seeing the retention of ROCs
as a duplication of the services to be provided by JOs.
From the existing membership of OROC nine (9) of the 12 Councils have joined a JO.
Gilgandra, Warrumbungle, Mid- Western, Narromine, Warren and Bogan are part of the Orana
Joint Organisation of Councils whilst Bourke Cobar and Walgett Shires form the Far North West
Joint Organisation of Councils. At this stage Brewarrina, Dubbo and Coonamble have yet to join
a JO although Coonamble have indicated their desire to join the Far North West JO and are
awaiting approval from the Minister for Local Government as their membership will mean
joining a JO not based on their Planning Region.
At the May Meeting Council resolved as follows
Resolution
200/2018 That In accordance with Part 7 of Chapter 12 of the Local Government Act 1993
(Act), the Bourke Shire Council (Council)
1. Inform the Minister for Local Government (Minister) of the Council’s endorsement of the
Minister recommending to the Governor the establishment of a Joint Organisation (JO) in
accordance with this resolution.
2. To approve the inclusion of the Council’s area in the Joint Organisation’s area.
3. That the Joint Organisation be established to cover the Council’s area and any one or
more of the following Council areas:-
a) Brewarrina Shire Council
b) Cobar Shire Council
c) Walgett Shire Council
4. That the General Manager provide the Minister with a copy of this resolution including
the date on which Council made this resolution.
5. That Bourke Shire Council indicated and expression of interest to become an Associate
Member of the Joint Organisation based in the Orana Region.
6. That Bourke Shire Council seeks an assurance from the Deputy Premier that the
participation on the Joint Organisation will not impact on the structure of the current
elected body nor their ability to maintain their own General Manager.
7. That Bourke Shire joins with Councils in the other Joint Organisations in asking the State
Government to consider the provision of ongoing funding of the Joint Organisation.
8. That Council retain its membership of both the Orana Regional Organisation of Councils
and Western Division for a minimum period of 12 months whilst the roles and
responsibilities of the various Joint Organisation proposed to be formed.

There are currently no fees being paid in relation to OROC with the cost of the secretariat being
met by Dubbo Regional Council and other expenditure, if required, met from the accumulated
surplus.

In October 2017 Council received a report in relation to the establishment of a Renshaw Oval
Users Advisory Committee and adopted a recommendation attached to that report which is
reproduced below
Background:
JB Renshaw Sporting Complex has seen a significant increase in usage over the past few years
with the Bourke Show Committee, Race Club, Gun Club and Pony Club are all regular users.
Whilst the facility has also had a number of casual users, with the improved facilities that have
been put in place the demand for casual usage will no doubt increase.
The Show Committee were successful in being given a new kitchen for the Pavilion and have
recently received funding to assist with the construction of a new roof for the pavilion. Funding
was also secured to provide a disabled toilet and a change room.
In addition to this, a combined effort by users and corporate sponsorship also saw new security
fencing constructed.
Council has undertaken a number of small jobs to ensure that the various function to be held at
the complex have been able to proceed.

Current Situation:
While each of the users have in their own right contributed to the ongoing development of the
facility, the JB Renshaw Sporting Complex is a reserve vested in the control of Council and as
such Council has the overall responsibility and liability for operation of the complex.
Council carries insurance for all the assets at the complex with the individual users required to
have Public Liability for any functions they hold and should also insure any assets that are stored
at the facility.
It should be remembered that the ongoing cost of maintaining the improvements will fall back
to Council unless ongoing grant funding can be secured.
There has been a good working relationship between all the users on an informal basis,
however, there have on occasions where an increased and more formal consultative mechanism
would have been of benefit.
When individual organisations are planning to do improvement works it is important that the
planned works do not cause any impediment to the other users and importantly it may well be
a situation that all parties may see the value of a joint funded venture.
The most important role of the Advisory Committee would be to look at the strategic vision for
the complex and prioritising any planned improvements.
I have spoken to representatives from each of the organisations utilising the complex and each
saw merit in the proposed Advisory Committee and have indicated their support.
Council would be represented on the committee by the Manager of Environmental Services and
the Manager of Works with various aspects of the operations of the complex falling under the
responsibility of their departments.
Financial Implications
There will be some costs involved in the formation and operation of the committee, however,
the ability to engage all regular users in the strategic planning for complex will far outweigh any
costs.
The cost to build a similar complex and associate facilities today would be staggering.
The complex is an excellent example of a multi- purpose facility and it is important that the
needs and views of all users are considered and respected.

JB RENSHAW OVAL USER GROUP ADVISORY COMMITTEE CHARTER
1. NAME The Committee shall be called the Bourke Shire Council Renshaw Oval User Group Advisory Committee. 2. STATUS The Committee shall be established in accordance with section 355 of the Local Government 1993. 3. ESTABLISHMENT The Committee was established by resolution of Council on Monday 4. FUNCTIONS The Committee is to provide a mechanism to ensure that the users of Renshaw Oval have input into the decision, making process in relation to expenditure, uses, works and strategic planning applicable to Renshaw Oval
5. TERMS OF REFERENCE:
a. Provide advice to Council in relation to the priority of works required at Renshaw Oval. b. To provide a mechanism for the open exchange of views amongst all users. c. To provide an increased level of engagement between Bourke Shire Council and the User
groups. d. To prioritize proposed capital works at Renshaw Oval e. To ensure proposed works by each organisation complement the requirements of the other
users and do not adversely impact on the other users. f. To provide a coordinated approach to funding applications. g. To maximize opportunities to access grant funding h. Coordinate the allocation of the use of the facility to avoid unnecessary clashes
6. MEMBERSHIP Councillors The membership of the Committee shall be two (2) Councillors of Bourke Shire Council, one of whom shall be the Mayor, together with two (2) representatives of each of the user groups ad detailed below

7. APPOINTMENT OF COUNCIL AND USER GROUP MEMBERS After the initial appointment, Council representatives of the Committee shall be elected at the meeting of Council convened annually to elect the Mayor.
After that meeting the user groups as detailed in 6 above supplying delegates to the Committee will be invited to confirm the ongoing appointment of their delegate or to notify any change.
8. TERM OF THE COMMITTEE The Committee members shall serve for a two (2) year period from the date of appointment or until the next election referred to in clause 7.
The Committee may be dissolved at any time by a resolution of Council.
9. ROLE OF THE MAYOR The Mayor of Bourke Shire Council will be a member of the Committee and be chairperson of the Committee

10. THE CHAIRMAN AND DEPUTY CHAIRPERSON The Committee will elect a Deputy Chairperson from their membership.
The Deputy Chairman shall be elected at the first meeting of the Committee following the election of Committee in accordance with clause 7 above.
The Deputy Chairperson will chair all meetings in the absence of the Mayor 11. CODE OF MEETING PRACTICE The provisions of Councils adopted Code of Meeting Practice shall provide the basis for the operation of the Committee as applicable.
12. POWERS
(a) The Committee is an advisory Committee and shall not have the power to incur expenditure, unless specifically delegated authority to do so under the provisions of Section 377 of the Local Government Act 1993.
(b) The Committee shall not have the power to bind the Council unless being given specific delegated authority to do so by resolution of Council.
(c) The Committee will Act in an advisory Capacity
13. DELEGATIONS Nil 14. PUBLIC ATTENDANCE AT MEETINGS Meetings of the Committee are not opened to the public unless specifically advertised to be so.
15. TIMETABLING OF MEETINGS Meetings will be held at least on a three (3) monthly basis and will be convened by the General Manager in Consultation with the Chairman of the Committee.
The General Manager must send to each Member at least seven (7) days prior to each meeting of the Committee a notice specifying:
(a) The time and place at which the meeting is to be held (b) The business propose to be transacted at the meeting (c) In the case of a meeting being called in an emergency less than seven (7) days’ notice may
be given.

16. PROVISION OF ADMINISTRATIVE SERVICES The Executive Assistant to the Mayor and General Manager will provide the Administrative Support to the Committee including the preparation and circulation of the agendas.
18. RECOMMENDATIONS
(a) Any recommendation of the Committee, or any portions thereof, may be amended by the Council in any manner that the Council may think fit or may be referred back to the Committee for further consideration.
(b) The minutes together with any recommendations from the meeting shall be submitted to the next available meeting of Council for consideration.
19. MINUTES OF THE MEETINGS The Committee must ensure that full and accurate minutes of the proceedings of its meetings are kept.
A member of the Committee will act as secretary for the purposes of the taking of minutes.
20. CODE OF CONDUCT The Code of Conduct of Bourke Shire Council shall apply.
21. QUORUM A quorum shall be at least six (6) persons, being a majority of members. 22. VENUE Unless otherwise specified in the meeting notice the venue for all meetings of the Committee shall be the Main Pavilion at Renshaw Oval.
23. RESPONSIBLE MANAGER The Manager of Works will be responsible for the coordination of the Bourke Shire Council Renshaw Oval Advisory User Groups Advisory Committee.

Background:
The Role of Manager of Economic Development and Tourism was split following the
consideration of a report to Council. Two (2) positions were created these being a Manager of
Tourism and Events and a Manager of Economic Development and Community.
Applications were called for both positions
Current Situation:
Fran Carter was appointed to the role of Manager of Tourism and Events and commenced work
on the 23rd July 2018.
Fran has an extensive background in tourism both a local level and regional level having worked
previously at Brewarrina Shire Council.
Financial Implications
The financial implications of splitting the Economic Development and Tourism Manager’s
position was addressed in the report recommending the creation of two (2) positions and
detailing the costs involved.

At the first meeting of the Far North West Joint Organisation (JO) of Councils held in Bourke on
the 25th July 2018 there were several matters determined as the JO gets established and there
will a lot more work to be undertaken into the future.

As well as determining a number of operational matters such as the Code of Meeting Practice,
Code of Conduct and determining a Policy in relation to Provision of Facilities and Payment of

The Board has also sought from each Council a listing of strategic priorities so that these can be
considered by the Board at the next meeting which is scheduled for the 6th September 2018
The Board has already asked the Interim Executive Officer to write to the Federal Government to
seek support for funding to drill bores in strategic locations along rural and regional roads
within each of Member Council’s areas to provide adequate water to allow maintenance of
these roads to be undertaken during periods of drought.
JOs are to have a regional focus and this should be borne in mind when considering projects.
Financial Implications
In the establishment of the two (2) JOs based in the Far West the Government made a package
of twenty Million Dollars available.
The proposed funding package includes:-
$250 000 to each Joint Organisation to update existing western road plans in their region;
$500,000 to each Joint Organisation to employ an Executive Officer and any support staff
required;
$250,000 to each Joint Organisation towards planning support with NSW Public Works;
$5 million to each Joint Organisation to invest in tourism and culture infrastructure projects to
grow the visitor economy; and
Funding to re-establish Far West Air Services to Cobar, Bourke and Lightning Ridge or
Walgett with the opportunity to upgrade airport facilities in both the north and south.
In addition to the funding provided the Councils will have to decide on the ongoing financial
arrangements for the JO.
Recommendation:

Background:
The Senior Citizens Building as it is known is located at 65 Mitchell Street Bourke and is
effectively used as a community meeting place. It has not been used as a Senior Citizens Facility
for a number of years. The name “Bourke Senior Citizens” does not reflect the current or
proposed use and a more appropriate name should be determined
Current Situation:
The building is currently utilised for by a local community and interest groups as a meeting
place although the arrangements for such use have not been fully documented. Council needs
to develop a Plan of Management for the facility which incorporates allowable uses and the fees
applicable for such use.
The building is sound and lends itself well for utilisation for sporting and recreational groups as
a small function facility or meeting room. The option is also available for short-term commercial
uses which may assist in raising sufficient revenue to defray expenses.
Financial Implications
Council allocates approximately $8,000.00 annually towards the rates, charges and maintenance
and repairs of the building,

The National Famers issued the following press release which relates to the carting of fodder for
drought affected farmers.
“The government has also announced that on a case-by-case basis, it will allow access permits
for road trains on roads currently not approved.
NSW Farmers’ RMS spokesperson Wayne Dunford said the changes will make a difference for
thousands of farmers across the state.
“This is a common sense move by the government that will help drought affected farmers.
“More hay on trucks will reduce financial costs and increase efficiency at a time when farmers are
facing difficult conditions.
“NSW Farmers’ Association has been advocating for these measures for some time, so it’s
pleasing to see the government responding and removing red tape.”
The Exemption notice will be available from Wednesday 15 August.
The NHVR has also outlined it is streamlining the application process for trucks that do not meet
the conditions of the Notice.

Since that press release has come out Councils including Bourke Narromine and Bogan have
been approached to ask if they would be prepared to allow Type (2) Road Train (BAB

As you are no doubt aware, NSW Transport Minister Pavey has made a series of
announcements in recent days offering improved road access into NSW specifically for the
transport of Drought Relief Fodder. As detailed in the emails below, we are seeking a short term
approval to operate Type 2 triple road trains into NSW on specific routes; Bourke to Trangie
and Bourke to Cobar. Some of these routes pass through your Shire and we therefore seek your
support in facilitating the safe and efficient transport of drought relief supplies through and into
your Shire.
The concept of operating Type 2 Road Trains into this region of NSW is not new and has been
discussed and reviewed on many occasions to ensure it can be done safely without
infrastructure damage. Whilst there naturally remain some concerns, the urgency of drought
relief may warrant a trial to demonstrate the benefits of Type 2 operation. Whilst each truck
combination is larger, the number of truck movements required to move a given volume of
freight reduces by 30% with no increase in axle loads.

We are aware of the Bourke resolution not to allow Type 2 road trains along ‘the bypass’
(Tarcoon St.) pending a road upgrade funded by RMS. The route is currently used regularly by
Type 1 road trains. We fully support an upgrade of the road and understand the Shire’s desire
to have that upgrade funded by the State in return for improved access. This would seem to
qualify for ‘Fixing Country Roads’ funding or perhaps funding under the special road repair
funding offered by Minister Pavey in the drought relief measures announced last weekend. It is
worth noting that no safety or technical issues preventing the passage of triples along the route
as it is currently were evident or raised when the trials were done earlier this year.
The point which may not be appreciated is that allowing triples will reduce the number of truck
movement through town. Currently to move 6 trailers (three doubles) requires a minimum of 4
truck movements: two southbound doubles plus one northbound prime mover to get the last
two trailers which will form the third southbound double. As triples, only two southbound
movements through town would be required, a full 50% reduction in truck movements with no
increase in axle mass.

Financial Implications
Whilst the long term use of Tarcoon Street by Type (2) Road Trains (BAB Configuration) would
have an impact on the cost of maintenance of the road and required improvements it is not
anticipated that the costs for the short-term use requested for the carting of fodder for drought
impacted areas would give rise to significant costs to Council. There is of course the opportunity
to reduce the costs for the impacted farmers.

Background:
During a visit to Forbes on Sunday, 19th August 2018 the Prime Minister of Australia, the Hon
Malcolm Turnbull, announced a range of assistance that would be made available to farmers
and communities impacted by the drought.
The Coalition Government is extending the Drought Communities Programme with an
additional $75 million in further support for drought stricken communities announced as part of
the drought package.
Minister for Regional Development, Territories and Local Government, the Hon. Dr John
McVeigh, MP in providing details in relation to the funding said the funding would provide
immediate and short-term support for farmers and regional communities doing it tough.
The funding will provide flexibility for councils to choose projects that will have the biggest
impact.
Examples of projects could include:-
• Employing local contractors to undertake repairs and maintenance
• Upgrading or building new community facilities
• Holding events and undertaking drought-relief activities
• Carting potable water into communities for drinking and bathing

Current Situation:
36 Councils in New South Wales will each receive $1 million. Bourke Shire Council is one of
those Councils and we are awaiting the receipt of further details in relation to the grant prior to
making a decision on projects that can be undertaken with the funding that is available.
Dr McVeigh said that this is a terrible drought affecting the livelihoods and wellbeing of our
farmers and regional communities, particularly those in New South Wales and Queensland. This
fund will target those most seriously impacted by the drought.
At this stage Council is yet to receive further guidelines relating to the way in which the grant
can be expended, however, these are expected shortly.
Given the funding is aimed providing immediate and short-term support for farmers and
regional communities doing it tough it may be advantageous to convene a workshop to
consider projects that may be able to be undertaken with the funding to both maximise the
employment opportunities for those directly and indirectly impacted by the drought and at the
same provide long term tangible benefit for the community.
Financial Implications
An additional $1 million will certainly be of benefit to Council and will allow further progress to
be made on the ongoing services and amenities within the Shire.

Enclosed is the annual review of Bourke Shire Council’s Delivery Program for 2017-2018. The
report highlights the progress made towards the actions as indicated in our Community
Strategic Plan and subsequent Delivery Plan.

the principal activities detailed in the Delivery Program, at least every six months.

Council’s first quarter report to the 30 September was presented to Council in November 2017,
the half yearly report to 31st December 2017 was present to Council in February 2018 and the
third quarter progress report was present to Council in May 2018.
Current situation
This report presents the progress report on Council’s achievements in implementing the
2017/2021 Delivery Program and the 2017/2018 Operational Plan to 30th June 2018. Each item
in the Delivery Program is referenced to one of the key priorities in the Community Strategic
Plan – Infrastructure, Governance and Organisational Performance, Economic Prosperity,
Liveable and Vibrant Community, Environmental Sustainability.
Overall progress towards achieving the goals set out in the delivery plan is progressing well with
just a few exceptions that continue to prove difficult to implement or make progress on.
Most items contained within the Delivery plan are underway and the majority have progressed
to a 100% level for the year. Most of the deliverables within the delivery plan are also Council’s
core business with a strong emphasis on consultation with community agencies, governance
and statutory obligations in regards to water and road maintenance.
Notable achievements in the 2017/2018 year include:-
Secured funding to seal additional 35klm of MR 405 Bourke to Wanaaring
Secured funding to complete renewal of the Bourke Water Treatment Plant
Receipt of Stronger Country Communities Funding (Round One)
North Bourke Rejuvenation – Stage 1
Davidson Oval Facility upgrade
Development of cultural garden and displays at the Back O” Bourke – Grant funded by
TDDI
New financial software system completed
Main Street development commenced
Mobile phone service available within the village of Wanaaring and improvement at
Louth
The ongoing development of the construction of the small stock abattoir
Overall I am pleased with progress made towards the Delivery Program for 2017-18 with several
items such as the yearly audit and improvements to Council’s overall financial position being a
highlight.
2017/2018 was a busy year and has resulted in a number of significant improvements within the
shire. The opportunity for funding from the Regional Growth Fund has provided Council with
the ability to undertake much needed work and this will continue through 2018/2019.

Introduction
Under the Local Government Act 1993 and Local Government (General) Regulation 2005, the
Responsible Accounting Officer is required to report on Council’s Investment portfolio on a
monthly basis.

The management of Council’s investments is delegated by the General Manager to the
Manager Corporate Services.
2. Financial Implications/Consideration
The 2018/19 Budget estimates the total investment revenue as $295,000 which represents an
estimated return of 2.3%. This revenue is split proportionally across General, Water and Sewer
Funds and changes on a monthly basis in accordance with cash flow requirements.
The market value of Council’s investments held as at 31st July 2018 is $$18,030,593.34.
Investment income earned as at 31st July 2018 is$22,898.46.

Discussions/Comments
The Investment portfolio decreased by $2,677,101.54 during the period.
The investment portfolio is invested in term deposits with the National Australia Bank. The
investment portfolio is regularly reviewed in order to maximise investment performance and
minimise risk.
The Government Guarantee on Investments up to $1 million dollars has now expired and the
new cap of $250,000 has replaced the scheme.

Report:427/2018 Financial Statements – 30th June 2018

Background
Local Government Act 1993 (LGA)
(1) A Council must prepare financial reports for each year, and must refer them for audit as
soon as practicable (having regard to the requirements of section 416 (1)) after the end of that
year.
Note. Under section 416 (1), a Council's financial reports for a year must be prepared and
audited within 4 months after the end of the year concerned, and under section 428 (2) (a) the
audited financial report must be included in the Council’s annual report. [Section 413, LGA]
Time for preparation and auditing of financial reports
A Council's financial reports for a year must be prepared and audited within the period of four
(4) months after the end of that year. [Section 416, LGA]
Public notice to be given of presentation of financial reports
(1) As soon as practicable after a Council receives a copy of the auditor's reports:-
(a) Council must fix a date for the meeting at which it proposes to present its audited
financial reports, together with the auditor's reports, to the public, and
(b) Council must give public notice of the date so fixed.
(2)The date fixed for the meeting must be at least 7 days after the date on which the notice is
given, but not more than 5 weeks after the auditor's reports are given to the Council.
Note. Unless an extension is granted under section 416, the meeting must be held on or before
5 December after the end of the year to which the reports relate.
(3) The public notice must include:-
(a) a statement that the business of the meeting will include the presentation of the audited
financial reports and the auditor's reports, and
(b) a summary, in the approved form, of the financial reports, and
(c) a statement to the effect that any person may, in accordance with section 420, make
submissions (within the time provided by that section and specified in the statement) to
the Council with respect to the Council's audited financial reports or with respect to the
auditor's reports.
(4) Copies of the Council's audited financial reports, together with the auditor's reports, must be
kept available at the office of the Council for inspection by members of the public on and from
the date on which public notice of the holding of the meeting is given and until the day after
the meeting (or any postponement of the meeting). [Section 418, LGA]
Presentation of the Council's financial reports
(1) A Council must present its audited financial reports, together with the auditor's reports, at a
meeting of the Council held on the date fixed for the meeting. [Section 419, LGA]

Report: 429/2018 Financial Assistance Grant

Background
The Council is in receipt of correspondence from the Local Government Grants Commission
providing information to councils about the way it calculates financial assistance grants (FAGs).
This information also provides the Council’s 2018-2019 estimated FAG entitlement.
Council estimated a total of $5,513,873 for the Financial Assistance Grant component of the
2018-2019 year the estimation provided by the Local Government Grants Commission shows a
further $266,677 may be provided to Council.
Discussion/Comment
The 2018-2019 payments are made up of the entitlement for 2018-2019 less an advanced
payment made to Council in June and less an amount for overpayment that occurred in 2017-
2018.
The overpayment will result of CPI and Population adjustments

As part of the May budget the Australian Government announced that it would bring forward
the first and second quarterly payments of the 2018-2019 Local Government Financial
Assistance Grants. Council received payment of $2,861,321.
Total estimated payment of financial assistance grant to be received in 2018-2019 will be
$2,920,101. This payment will be paid in four equal payments of $730,025.25 in August,
November, February and May.
Correspondence received from the Local Government Grants Commission is included as an
attachment to the business paper.
Financial Implications/Consideration
The estimated additional funds from the financial assistance grant include $199,697 for the
general purpose component of the grant and $66,980 for the local roads component of the
grant bringing the total increase for 2018-2019 to $266,677.
Conclusion
Management are of the view that the additional funds be contributed to an asset renewal
reserve. This will ensure that funding is available for some of the provision of Councils
depreciation which is currently unfunded.

Re: Tree removal advertisement, Western Herald 12 July 2018 I refer to your advertisement in The Western Herald regarding the possible “removal of
Queensland Figs” from two locations in Bourke, including in the traffic island in front of our church.
Members of the Bourke Christian Church are surprised and disappointed that Council would want to take these trees out.
These trees have always provided a great degree of beauty and amenity for people attending our church, and for the nearby residents. We are unaware of any complaint about these trees.
Our members, our children and grandchildren have grown up with these trees almost completely encircling the church building, providing and attractive setting and protection
from the climate.
We would be very disappointed to see them removed. We are also unaware of any damage that the trees are doing to private property or to
council roads and footpaths, and your advertisement does not refer to any down side of the trees in this location.
Our members feel that as we live in such a hot, dry climate, any big beautiful shade trees like these should be retained if possible.
We are also aware that other councils have used alternative management systems to retain these trees whilst protecting against any property damage or inconvenience. We oppose the removal of these trees, and respectfully request that council consider other
alternatives to removal, including management of these trees to prevent root damage to any property.

On Wednesday, 25th July 2018 the Inaugural Board Meeting of the Far North West Joint
Organisation (FNWJO) was held in Bourke. The FNWJO consists of Bourke, Cobar and Walgett.
Mayor Lillian Brady was elected to the position of Chair and General Manager of Cobar Shire
Council Peter Vlatko will act as the Executive Officer for the interim period until a permanent
Executive Officer is appointed.
Work has officially commenced with the board identifying key priorities. These priorities include
air services, health, drought support, infrastructure funding and education. The Executive Officer
will be writing to all three (3) Councils requesting a list of their strategic priorities that they would
like the board to focus on. This list may grow from those responses.
There seems to be no significant rainfall predicted for the far northwest area of New South
Wales and little relief for the farming fraternity in sight with many already experiencing a severe
shortage of water and feed.
The weir ceased to flow on Monday, when the depth drops to 3.95 meters, residents of Bourke
and North Bourke are advised that that due to no imminent inflow into the weir pool Bourke
and North Bourke will commence Level 1 water restrictions effective from midday today,
Thursday, 9th August 2018.
Fortunately, there is only a limited need for water on town gardens at this time of the year,
minimising the demand on extractions.
All roads lead to Louth this week and next weekend, to share in the activities for the 60th Louth
race meeting. Whilst an enormous amount of work has been done by the enthusiastic
dedicated committee, Council has been contributing by mowing the public areas in the village,
and checking the general services provided. Council roads to Louth have also received
attention with grading, not helped due to the lack of soil moisture.
My congratulations are extended to the Bourke Warriors, Grand Final victors and to the support
personnel and club for their deserved, hard fought victory on Saturday. After all the hard yards
throughout the season it is a pity there has to be one winner, but a triumph when you are in
that team.

Long serving employee Peter (Boogs) Robinson worked his last shift with Council in early July
taking annual leave until last Friday when he officially resigned, Peter was given a farewell
morning tea by his workmates. Boogs clocked up 25 years of service with Council and for much
of that time he started in the early hours of the morning on the rubbish truck.
I would like to join with the Councillors and staff in offering congratulations and thank you to
Boogs for his service and wish Peter and Leanne all the best for the future.
Spare a thought for Mayor, Cr Barry Hollman who has had a busy week. Last Monday the 30th
July Barry attended a meeting held by the Premier, the Hon. Gladys Berejiklian, MP and the
Deputy Premier the Hon. John Barilaro in Bathurst. This meeting was to officially launch the 20-
year Economic Vision for Regional NSW.
On Thursday the 2nd August the Mayor attended a meeting in Dubbo to meet the Board of
Destination NSW Board and Destination Country & Outback Board members.
On Monday, 6th August, this week I travelled with the Mayor to Cobar to attend the half yearly
meeting of the Western Divisions of Councils.
The next Ordinary Meeting of Bourke Shire Council will be held on Monday 27th August 2018
commencing at 9.00am at Louth. At the February 2018 meeting of Council it was resolved to
take at least one Council meeting per year to one of the villages. The first meeting to be held in
Louth is an ideal way of demonstrating just how Council works and provides an insight into the
workings of Government at a grass roots level.
A Public Forum will be held at 10.00am. Whilst not essential, people wishing to speak at the
public forum are encouraged to contact Kai Howard-Oakman, so that if necessary, background
information may be researched on the issue on which they wish to speak.
Items for possible inclusion in the business paper should be with Council no later than Friday
17th August 2018.
I would encourage all residents to try and keep the nature strips adjacent to their property neat
and tidy as it certainly enhances the appearance of the town and it is said that “first impressions
count’.
Many visitors to town comment and are impressed by the green parks and cleanliness of the
streets and anything that can be done to provide an ongoing improvement to that image is
welcomed.

Council has issued its rates notice for the 2018/2019 rating year and would like to make
residents aware of the following.
Notices were issued mid-July
To improve efficiency Council for the first time used an external mailing house for
printing and posting
Council is now able to provide an email copy of rates notices. A flyer detailing this was
included with the annual notice. Please return the bottom section of your rate notice with
your email address to Council if you would like to take advantage of the new service.
You can also email [email protected] with your email details, please
attention the email to the Revenue Officer.

It is Council’s policy to send overdue notices approximately 14 days after the due date.
It is Council’s policy to then refer the matter to an external debt collection agency if the
overdue amounts remain unpaid and no contact has been made regarding the
establishment of suitable arrangements for payment including a payment plan. Legal
action may follow without further notice. The cost of legal action is borne by the
ratepayer so it is important to keep in contact with Council.
Legal action is only instituted as a last resort.
Please contact Council if you are having difficulty paying rates on time.
Fran Carter is the new Manager of Tourism and Events at Council. Fran is no stranger to this
role, in a previous life Fran was the Manager of Tourism and Economic Development at
Brewarrina Shire Council.
Fran’s first day with Bourke Shire was Wednesday, 25th July 2018. Fran has settled in well and as
time allows she will be out and about to meet stakeholders within the local tourism sector. Last
week Fran attended the Kidman Way meeting held in Hillston. This meeting was to reactivate
the Kidman Way Committee with a number of previous members having moved on.
The upgrade and beautification of the main street has started well, utilising local trades, with
additional teams to be added in the near future.
Garden beds have been constructed at the corner of Oxley and Sturt Streets, with the plan to
move over to the newsagent side of the street during the next week.
In the coming weeks Oxley Street between Richard and Sturt Street will become one-way. The
community will be advised once the final date is confirmed by advertising on the local radio

stations and in the Western Herald. Once the date is set it is proposed to close the section to
the public on the Saturday at lunch time reopening once all changes have been implemented
and signage installed.
Please make sure that you look out and listen for public announcements in the Western Herald,
on 2WEB and 2CUZ FM for changes and dates when this will be taking place.
The library has received funding from the State Library of NSW under the Infrastructure Grants
program to install RFID (Radio-Frequency Identification) technology. The hardware has now
been installed, with new security gates and a self-loan station in place.
Library staff are currently tagging every item in the library with new RFID tags. Once this is
completed, patrons will be able to check out their own items at the self-loans station. It will also
allow staff to keep track of stock more efficiently and effectively. A stocktake unit will also be
arriving soon, and this will make the stocktake process much faster. We are aiming to have the
tagging completed within one (1) month, to get the system up and running as quickly as
possible.

staff will be happy to help you.
The Far West Algal Coordinating Committee released their latest report last Friday, with the
following areas within or adjacent to Bourke Shire subject to an alert. There are no red algae
alerts in the Far-West.

Annette and I have just returned from a visit to see our daughter, son-in-law and two (2)
grandchildren who live in Gatineau in Canada. Gatineau is part of the province of Quebec which
is French speaking province and is just across the river from city of Ottawa which is the capital
city of Canada.
It was good to catch up and spend a little bit of time with our two (2) grandchildren whom we
only see every couple of years although we do Skype reasonably regularly despite the 14 hour
time difference which can make the coordination of calls a little tricky at times.
Whilst in Canada we attended the North American Highland games at a little town called
Maxville whose small population of around 700 swells to over twenty five thousand for the day
as it hosts the Glengarry Games as they are known.
The finale of the games was a performance of the mass bands which included 1449 pipers and
drummers and the event was certainly worthy of its reputation as one of the largest and best
highland games in the world.
The Far North West Joint Organisation (FNWJO) is up and running and The Chair Councillor
Lillian Brady of Cobar and the interim Executive Officer Peter Vlatko also of Cobar are busily
trying to get some of the initial administrative tasks completed.
The Board has identified a number of key priorities and these include air services, health,
drought support, infrastructure funding and education. The Executive Officer will be writing to
all three (3) Councils requesting a list of their strategic priorities that they would like the board to
focus.
At this stage there has been no indication as to whether Coonamble’s request to join the Far
North West Joint Organisation of Councils will be approved. The application by Coonamble was
endorsed by the members of the JO but needs to be approved by the Minister for Local
Government.
A meeting of the Regional Network of Joint Organisations of Councils in New South Wales is
being hosted by the NSW Government and will be attended by the Chairs and Executive officers
of the various Joint Organisations of Councils throughout the State.
The Chairs will have a meeting with Local Government New South Wales Executive Officers on
the 15th August 2018.
The Executive Officers and the Chairs will then meet on the 16th August 2018 at Parliament
House.
Those attending the meetings will have the opportunity to discuss contemporary issues
impacting on the areas covered by the Joint Organisations, with the Premier, the Hon Gladys
Berejiklian MP, Deputy Premier, the Hon. John Barilaro, MP and the Minister for Local

number of other MPs and MLC together with Senior Public Servants from both the Office of
Local Government and the Department of Premier and Cabinet.
The next meeting of the FNWJO will be held in Bourke on the 6th September 2018 and this will
be the opportunity for the member Councils to commence to shape the organisation.
The Annual General Meeting of the Orana Regional Organisation of Councils (OROC) will be
held in Coonamble on 7th September 2018.
The ongoing role of OROC will be discussed with the majority of the member Councils now also
members of a Joint Organisation of Council and some of the functions may overlap.
OROC has been a very successful organisation on many fronts and its activities have played an
important role for all member Councils both from the ability to negotiate group purchasing
arrangements and undertaking joint advocacy on a number of issues.
OROC has also effectively convened a number of professional interest groups including the
Human Resources group which has been instrumental in assisting in the professional
development of the employees of member Councils and in particular those from the smaller
Councils. The group is also instrumental in fostering an increased level of networking and peer
support amongst its members.
The secretariat function of OROC is currently being undertaken by Dubbo Regional Council.
NSW Government and the National Heavy Vehicle Regulator (NHVR) announced the
introduction of the NSW Class 3 Drought Assistance Dimension Exemption Notice will allow
eligible vehicles transporting hay in NSW to travel under notice and without a permit.
Heavy vehicles, including B-doubles up to 26 metres long, 2.83 metres wide on all approved
roads and up to 4.6 metres high on the approved 4.6 metre high network will not require a
permit to carry hay.
The government has also announced that on a case-by-case basis, it will allow access permits
for road trains on roads currently not approved.
Just a reminder to residents of Bourke and North Bourke that Level 1 Water Restrictions, came
into effect on midday Thursday, 9th August 2018.
The likelihood of rain in the short term is not encouraging and it is likely that restrictions will be
with us for some time. We all should recognise the fact that water is a scarce resource and
should be used sparingly.

The 60th Annual Louth Race Meeting from all reports was a huge success, with a large crowd in
attendance with estimates provided being around the 6,000 people mark. There were good
numbers in each of the races with trainers from a very wide area bringing their horses to Louth
to try and win some of the excellent price money on offer.
The Louth Race Meeting continues to enhance its reputation as one of the most iconic race
meetings in New South Wales with many attendees returning year after year and it is a credit to
the small community of Louth that they can put together the manpower necessary to stage the
event.
While the race meeting is held on the Saturday, the visitors started to arrive well before race day
with some people coming up to a week before and staying on after the races. There were very
good attendances at the Louth School Fete and the Calcutta held on the Friday prior to the
races.
Congratulations to the Committee of the Louth Race Turf Club ably led by President, Jim
Strachan and Secretary Annabelle Strachan on an excellent event.
The next race meeting in the area will be held at Enngonia on the 15th September 2018 and if
the previous years can be used as a guide will be an excellent day out, so mark it in your diary.
The dry weather has caused a number of difficulties for Council’s road maintenance crews with
the lack of sub soil moisture making it difficult for any real effective grading to take place,
however, despite the difficulties the graders have been busy attempting to ensure that the roads
are kept to a reasonable standard and have done a good job under the conditions.
Despite the dry conditions I received positive comments on the road to Louth on the weekend
with the local travelling public generally aware of the difficulties being experienced in grading
works under such conditions and appreciative of the work undertaken.
At the February 2018 meeting of Council it was resolved to take at least one Council meeting
per year to one of the villages.
As a result the next Ordinary Meeting of Bourke Shire Council will be held on Monday, 27th
August 2018 commencing at 9.00am in the Tennis Shed at Louth.
A Public Forum will be held at 10.00am. Whilst not essential, people wishing to speak at the
public forum are encouraged to contact Kai Howard-Oakman, so that if necessary, background
information may be researched on the issue on which they wish to speak.
Councillors will no doubt take the opportunity to undertake an inspection of the facilities in and
around the Louth area.

Arrangements are progressing in relation to the 2019 Western Division Conference to be held in
Bourke on the 24th 25th and 26th February 2019 and hosted by Bourke Shire Council. The
program is being put together early to ensure that a range of high quality of speakers is able to
be assembled to cover all issues relevant to Local Government.
The rate notices for 2018/2019 have been posted and the payment dates are detailed below

Council understands that from time to time some people may have difficulty in meeting their
commitments in this regard and would ask that anyone in that situation contact Council’s
Revenue Officer so that a payment plan can be organised or suitable arrangements put in place.
The Bourke Public Library has undertaken a review of its book stock and as a result has a
number of books which have been identified as surplus to the needs of the library and as such
have been put up for sale. The Books are for sale for as low as 50 cents so is an ideal
opportunity to stock up.
The books are on display at the library and each of the library staff are happy to assist.
Next Wednesday, 22nd August 2018 sees the staging of the Ronnie Gibbs Sevens involving a
number of schools throughout the region and has been going now for over twenty years. Ron
Gibbs does a tremendous amount of work to bring the event together and manages to get the
support of a number of people within the Rugby League fraternity. There will be a fund raising
dinner on the Wednesday night where there will be raffles and an auction and I would
encourage anyone who is able to go along to what should be a great night and at the same
time raising funds for a very worthy project.
A Western Region “All of Emergency Services” Expo will be held in Bourke on Thursday, 23rd
August 2018 between 9.30am to 2.00pm at Davidson Oval. The Expo is being coordinated by
Fire & Rescue NSW Community Safety Coordinator, Susan Gibbs-Kelly.
The expo is a community event with a focus on emergency services working together in
regional NSW. The aim is to highlight the importance of safety in remote communities, explain
opportunities (including career paths) and to showcase to communities why it’s critical that all of
the emergency services work closely together. There will be three areas set up at the venue
with displays and interactive demonstrations.

As I have said on numerous occasions Bourke is indeed fortunate to have all its emergency
services working well together. This has been evidenced in both real situations plus the various
exercises which have been conducted to assist in training of the members of the various services
which included the need to understand the capabilities and resources that the other agencies
have to offer.

The new playground equipment should be installed in North Bourke early next week and will be
located at the North Bourke Oval and has been funded by the New South Wales Government’s
Building Stronger Regional Communities Fund.
The Playground equipment coupled with the associated landscaping and new toilet block will be
a welcome addition to North Bourke and will provide a great facility particularly for the younger
members of the community.
Mayor Councillor Barry Hollman and I will travel to Albury in October to attend the Annual
Conference of Local Government New South Wales. Bourke Shire Council has prepared four (4)
motions for consideration for submission to the conference which essentially provides a
platform for the development of policy on behalf of all members.

The revitalisation of the Commercial District of Bourke (CBD) is being undertaken primarily with
funding which has been provided by the Murray Darling Diversification Fund to assist those
communities adversely impacted by the Murray Darling Basin Plan.
Planning for the revitalisation works has been in process for a number of months.
The one way option which has been adopted provides the opportunity for the beautification
works to be undertaken with minimum disruption.
Work is progressing well and is being staged to minimise any disruption to business during the
construction phase.
Once completed the works will result in a significant beautification of the CBD and will provide
much needed shade and seating.
The project focuses on making the CBD a functional inviting and welcoming environment for
locals and visitors alike.
During a visit to Forbes on Sunday the Prime Minister of Australia, the Hon. Malcolm Turnbull,
MP announced a range of assistance that would be made available to farmers and communities
impacted by the drought.
The Coalition Government is extending the Drought Communities Programme with an
additional $75 million in further support for drought stricken communities announced as part of
the drought package.
Minister for Regional Development, Territories and Local Government, the Hon. Dr John
McVeigh, MP in providing details in relation to the funding said the funding would provide
immediate and short-term support for farmers and regional communities doing it tough.
The funding will provide flexibility for Councils to choose projects that will have the biggest
impact.
Examples of projects could include:
Employing local contractors to undertake repairs and maintenance
Upgrading or building new community facilities
Holding events and undertaking drought-relief activities
Carting potable water into communities for drinking and bathing
36 Councils in New South Wales will each receive $1 million dollars. Bourke Shire Council is one
of those Councils. Council is awaiting the receipt of further details in relation to the grant prior
to making a decision on projects that can be undertaken with the funding that is available.

Dr. McVeigh said that this is a terrible drought affecting the livelihoods and wellbeing of our
farmers and regional communities, particularly those in New South Wales and Queensland. This
fund will target those most seriously impacted by the drought.
Council received funding under the Fixing Country Roads Program to reconstruct several
sections of the Wanaaring Road and work is about to commence on the project:-
Construction on the Gumbalie section (1) was scheduled to commence on Monday, 20th
August 2018. This section of road is 12.79 km in length and is expected to be completed by
December 2018 at a cost of $4,110,000.00
Work on the Poison Point Section (2) is planned to start in March 2019 and completed by
July 2019 This section is 16.55 km in length at a cost of $4,650,000.00
Work on the Wongareena section (3) is planned to commence August 2019 and finish in
December 2019. This section is 7.02 km in length at a cost of $2,352,000.00
There has been considerable amount of preparatory work required before construction could
commence, including the undertaking of a Review of Environment Factors in relation to the
roads and gravel pits. The identification and crushing of gravel and establishment of a new bore
at Gumbalie to ensure that there is enough water to undertake the works, plus a base camp for
the construction crew has been established at Yandaroo Station. Facilities have been installed
for the construction crew who will be camping out.
Council has also secured some additional plant as in addition to these works, Council will be
continuing with its normal works programme including work done for the Roads and Maritime
Services and Work under the Roads to Recovery funding.
The total cost of all projects is $11,112,000.00 and Bourke Shire Council is very appreciative to
the State Government for providing the funding required.
The work will be completed by Council staff with these resources supplemented by contractors if
required.
The Annual General Meeting of the Orana Regional Organisation of Councils (OROC) will be
held in Coonamble on 7th September 2018.
Mayor, Councillor Barry Hollman is currently the Deputy Chair of OROC, whilst I am Chair of the
General Managers Advisory Committee (GMAC) of OROC.
The establishment of Joint Organisations of Councils (JOs) has meant that the need for Regional
Organisations (ROCs) has been brought into question with some seeing the retention of ROCs
as a duplication of the services to be provided by JOs.

a level where the water has ceased to flow across the Bourke Weir which is the trigger for the
introduction of water restrictions which means:-
The use of fixed sprinklers is limited to two (2) hours per day either between the hours of
6.00am to 8.00am or 6.00pm to 8.00pm daily.
Hand held sprinklers can still be used at other times.
The washing of paved areas and filling of new swimming pools is prohibited in
accordance with Councils adopted policy.
Water restrictions will also apply to watering of public parks, recreational areas and sporting
ovals and where possible the hours will be varied from residential allocated periods to ensure,
as far as possible, water pressure is maintained for all residents during the times allowed for
watering under the restrictions.
The Enngonia Races will be held on Saturday, 15th September 2018 and if the previous year’s
racing can be used as a guide it will be an excellent day out, so mark it in your diary.

Act 1993. Bourke Shire currently has an alcohol free zone (AFZ) in place 24 hours per day, on all
public roadways, footpaths and laneways within the village of Enngonia and proposes to extend
that AFZ for a further four (4) years from 1 November 2018 to 31 October 2022.

Bourke Shire Council offers small grants on a dollar for dollar basis to private home owners for
restoration and repair work recognising that conserving places of historic value is important to
the whole community.
This is a good opportunity for owners of old houses who are looking at repairing or repainting
their home to obtain some assistance in meeting the cost of those works. Examples of the work
that has received assistance in the past includes repairing any verandahs, internal and external
painting and roof repairs.
If you think you have a project that might qualify for these funds or wish to discuss the funding
you are invited to contact Carolyn Crain on (02) 6830 8000 who will make an appointment with
Council’s Heritage Advisor.
Local Heritage Fund Application forms are available from Council’s offices, 29 Mitchell Street,
Bourke or on Council’s website at www.bourke.nsw.gov.au
Applications are to be submitted to Council by 4.00pm, Friday, 31st August 2018.
The Bourke War Memorial Swimming Pool will open for the summer season at 10.00am on
Saturday, 29th September 2018 with Mark Hollman being the new lessee. Mark is busily
undertaking the work required to ensure the pool is ready for that date. Given the cold nights
we have been experiencing, it is hard to believe that the opening of the pool is only a little over
five (5) weeks away. Mark will be operating the canteen and is looking to introduce a number of
initiatives to the pool to provide a variety of activities as well as trying to increase the usage of
the pool.
The cost of utilising the pool is one of the lowest in the state and those who elect to purchase a
season ticket will get excellent value for money.
A reminder that first instalment for the 2018/2019 rates are due on Friday, 31st August 2018.
The Book sale at the Bourke Library is still on and finishes on Friday, 24th August 2018. It is a
great opportunity to replenish you book stocks at bargain basement prices. As the library staff
attempt to ensure that the book stock meet the needs of all readers they are regularly
purchasing new stock which means that the old books or those which have not proved to be
popular have to make way for this new stock.

The Mayor, Councillor Barry Holman will represent Council at the 74th Annual Conference and
Annual General Meeting of the Murray Darling Association (MDA) in Leeton on the 29th, 30th
and 31st August 2018. The MDA is a Local Government based Organisation with representatives
from all Australian States who have area within the Murray Darling Basin. The impact of the
Murray Darling Basin Plan is one of the key areas that will be discussed and given the current
drought situation that exists the conference will take on an increased level of importance.
The Hon. Niall Blair, MLC - Minister for Primary Industries, Minister for Regional Water, and
Minister for Trade and Industry NSW will open the Conference and AGM.
Speakers will cover a range of topics with leading speakers and decision makers including the
Basin Plan, carp control, renewable energies, economic development, national productivity,
irrigated agriculture, climate change adaptation, environmental management, and socio-
economic impact assessment.
Shane Hatton the Chief Executive Officer of Rural and Remote Medical Services has advised that
Doctor Ali Attia will be moving to Bourke to take a position at the Darling River Medical Centre
and will join with Doctor Fasiha as permanent Doctors. The third position will still to be filled by
Locums who will be coming on a rotational basis where possible to provide an increased level of
consistency for patients.
Doctor Attia comes to Bourke from the Emergency Department at Bankstown Hospital and is a
very qualified and experienced acute care medical practitioner.
Doctor Attia visited Bourke around six (6) weeks ago and was impressed with the town and the
facilities that the town has to offer. Shane Hatton was appreciative of the fact that a number of
people took the time out to assist in showing Doctor Attia around Bourke and demonstrating
what a welcoming and friendly town Bourke is.
Residents and businesses are reminded that unless they are paying for an additional bin(s) that
they should only be putting the one bin out for collection.
The Interim Executive Officer of Far North West Joint Organisation (FNWJO) has written to each
of the Councils asking them to nominate their strategic priorities.
The next meeting of the FNWJO will be held in Bourke on the 6th September 2018 and this will
be an opportunity for the member Councils to commence to shape the organisation.

This month our RFID hardware was installed in the library. The RFID technology was
obtained through an Infrastructure Grant from the State Library of NSW. Staff have now
started tagging and converting library stock to the new system.

Debtors owed to Council as at 30th June 2018.

1.That Council agrees to the disposal of the land as detailed subject to both the clarification of
the planning restrictions and confirmation that the project will proceed with all required
approvals obtained.
2.That Council transfer the land made up of Lot 8 DP 35739, Lot 9 DP 36335 and Lot 10 DP
36335 to the Bourke Aboriginal Health Service for $1.00 with the following conditions:-
3.Registration of a restriction on use/positive covenant which imposes a requirement that the
land is used only for the provision of a Clinic and Administration Centre; a Music School; a
Gymnasium and a Training School;

4.Execution of a deed between Council and the Bourke Aboriginal Health Service that imposes
an obligation on the Bourke Aboriginal Health Service to re-transfer the land to Council in the
event that the Bourke Aboriginal Health Service proposes to sell the land to a third party (except
with prior approval of Council); and
5.Registration of a caveat over the land to protect Council’s interests referred to in the Deed
referred to in 3. Above.
6. If the grant application is not successful and/or no construction has begun within a period of
two (2) years that the land offer will be reassessed.
