The Board formally supported the Federatior of Ca[adian Municipalities (liCM) ' Fixi[g Calada's llousingCrunch" campaign. The aim is to urge the federal govemment to provide ieadership on housing and to work withprovinces and municipalities to develop a long-tenn, coordinated ilan for housing.

LAS Updatc

2013 was a good year for the One lnvestment Program, with three-year annualized returns for the bond portfolio at2.291io, vniverse corporate bond portfolto 3.49%, aud equity portfoiio 9.37%.

On March 26, 2014, LAS will hold an Asset Management Slrnposium that will provide guidance in developingAsset Management Plans (AMPs) and also help demonstrate how AMPs form the backbone ofCouncil,s long-iermstrategic decisions. New changes to the Gas Tax Fund (GTF) Agreement will make it easier for municipalities whohave GTF monies that will not be spent inìmediately, to invest them for up to five years in tle One InvestmentProgram.

Thank you for your participation in our flag raising ceremony that signals the start ofHeart Month. We believe that this will be our most successful campaign in Bracebridgeyet.

Our Heart Month Person-to-Person campaign is well-established throughout ourcountry, and it is the most successful campaign that we use. We are honoured that youaccepted to be a part of it. Today, heart disease and stroke take one life every 7minutes. More than 1.6 million Canadians are living with the effects of heart disease andstroke, and 9 out of '10 Canadians have at least one risk factor. February, being HeartMonth, is the Heart and Stroke Foundation's major opportunity to connect with millionsof Canadians and to inform them about the risks of heart disease and stroke. Ourvolunteers are the face and voice of the Heart and Stroke Foundation, and Heart Monthis a critical time to make sure that our message is heard and shared with millions ofpeople. The funds that are obtained go towards life saving research of heart and strokedisease; we support close to 1,500 researchers across Canada.

Counc¡llor Steve Clement

District of Muskoka Communitv Serv¡ces Committee report to Counc¡l on Februarv 5, ZO14

We had a presentation and discussion on the 2014 Draft Tax Supported Budget. The recommendat¡onswill come before District Council as a whole on Feb.7th.

A very posit¡ve report was submitted on the results of the Ontar¡o Municipal Benchmarking ln¡t¡ativeassociated with Community Services programs lor 2012. Muskoka has ranked very favorable in mostcategories especially Long term Care where we rank number one by having the lowest cost within thecomparator group, for the seventh consecut¡ve year and the highest level of residence satisfaction.

We then had a recommendation to appo¡nt Fran Coleman to the FYSM board ofdirectors to replaceMike Kennedy. M¡ke was thanked for his time and passion for care expressed towards kids and youngadults throughout his career as well as hls commitment to the board.

An update on the Hwy 1.1 Corridor Bus was received. Ridership continues to grow and is moving towârdsa sustainable level of service. College student usage has been a good market area but medical

appointment usage has been less than anticipated. Hammonds Transportation was thanked for steppingup and making this project work even when rldership was not at sustainable levels.

Ontario Works case load continues to be a good news story over last year with a decrease of 4! or 4.2yo

over the same time (December) last yea r. We did see a slight rise of 24 (2.5%l f rom Nov. to Dec. of 2013.The last 5 months have been below the prior year; this is the first time since 2008.

A proposal was sent to the Minister of Health and Long Term Care describing a "Made ¡n MuskokaHealth Care Plan" to improve Primary Care access. The purpose of the plan is to improve primary careaccess for three specific groups: Seasonal / tourist populations; seniors and low income; and

marginalized individuals and fam¡lies. Among the recommendat¡ons was the use of Nurse Pract¡tionersand nursing stations throughout Muskoka's more rural communit¡es.
