Background
Public art is a vital ingredient in the cultural fabric and streetscape of creative cities
Approved by the Flower City Committee the City of Bramptons Public Art Policy provides the guidelines for the acquisition preservation and management of the citys public art assets
Through the Public Art Program the Public Art Task Force administers the development of the public art collection and makes recommendations to the Flower City Committee for approval The Public Art policy encourages community outreach programs that help contribute to development of the Citys public art collection Community programs are exempt from the Public Art Jury process but are reviewed by the Public Art Task Force for suitability of location and implementation benefit to the community and enhancement of the goals of Flower City Committee
In 2010 the City of Bramptons Community Services staff partnered with a local high school to develop a mural on the overpass at Williams Parkway and Highway 410 At that time staff was directed to prepare a protocol for the approval of future community created parks murals A report regarding the Parks Mural Program and protocol was submitted to Flower City Committee on May 15 2012 (see Appendix A) It was received and endorsed by the Flower City Committee
Current Situation
The boathouse at Loafers Lake has been a constant target for graffiti (see Appendix B) The boathouse site has been recommended by staff as a high priority site as well the boat house is in a highly visible location making it a suitable site for a mural
A local Brampton community group the Eclipse Youth Centre (A program of Rapport Youth and Family Services) has submitted a design for a mural to be installed at the Loafers Lake boathouse (see Appendix C) The theme of the design was based on the

appreciation ofthe natural area On June 112013 the Parks Mural Team and the Public Art Task Force reviewed the design and have no changes for final approval it will be reviewed bythe Flower City Committee
The Parks Mural Team will provide all related materials to the participants Paint and panels will be delivered to the Eclipse Youth Groups office they will paint the mural on the panels at their office Once the mural panels are completed the Parks Mural Team will pick up the mural panels and install the mural at the site This allows the groups to work off site at a time that is convenient for them and ensures instillation is completed by professionals
Following the installation an official unveiling of the mural will be arranged along with a bbq to celebrate the event
Financial Implications
Parks Operations will cover the financial requirements for the Parks Mural Program as part of their graffiti removal responsibility Estimated cost of the project is under a $100000
Conclusion
In conclusion staff have approved the design and that this mural supports the Flower City Committees goals and objectives of place making promotion and partnership The mural project goal is to use community arts partnerships as the medium to beatify and positively influence the public realm Staff recommend that the Flower City Committee support this mural project initiative

Parks Mural Program Protocol Five Year Program Plan (2013-2018)
Objective
The objective of the City of Brampton Parks Mural Program is to use community arts partnerships as the medium to beautify and positively influence the public realm
Program Overview
The Parks Mural Team will aim to fund and deliver two mural projects annually for the next five years for a total of ten murals in ten parks across the cityof Brampton Each of these murals will be created in partnership with a local school community group or arts organization and will be installed in a public park throughout the city
At the end of this five year program plan the Parks Mural Team will review the program and make strategic recommendations for moving forward
Program Governance
The Parks Mural Program will be operated by the Parks Mural Team lead by the Parks Division of the Community Services Department The team may involve other City divisions departments and community partners on an as-needed basis
The Parks Mural Program is governed by the City of Brampton Public Art Policy and must report to the Flower City Committee via the Public Art Task Force administrators of the Public Art Policy
The Parks Mural Program has strategic regard for the Flower City Strategy the Public Art Policy the Downtown Creative Economy Plan (HACE) and other relevant City arts and community beautification initiatives
Site Selection
The Parks Mural Team will select ten (10) parks as the project sites of the Parks Mural Program five year program plan These parks will be selected based on a demonstrated desire for beautification and public art among other factors as determined by the Parks Mural Team

Participant groups mayapply multiple times to the Parks Mural Program In the interest of fairness and even distribution of opportunity itwill be at the discretion of the Parks Mural Team to determine ifan applicant group who has participated previously inthe program may be selected again if there areotherapplicant groups with strong proposals who have not previously participated
Installation
Participant groups will create the mural on their own property noton City park sites The mural will be paintedfabricated on panelsor other suitable materials provided to the group by the City of Brampton Parks Division Once the mural is complete Parks staffwill pick up the artpiece from the participant group The City will be responsible for the installation of the mural panels
Upon the completion of the installation an unveiling event or public launch for the mural will be held by the City with the participant group local community stakeholders and Councillors of the ward in which the mural was installed The scope and terms of the event will vary from project to project appropriately based on the participant groupand project site

Approval Process
As per the Public Art Policy Flower City Committee is the approving body for public art in the City of Brampton this includes the Parks Murals Program The Parks Mural Team will make annual recommendations on Participant Groups and assigned project sites based on their review of submissions received These recommendations will be reviewed by the Public ArtTask Force forconsistency with the Parks Mural Program Protocol and PublicArt Policy
The Parks Mural Team and Public Art Task Force will present these recommendations to Flower CityCommittee forapproval Flower CityCommittee will be presented with the details of the participants groups their interpretations of the designated project theme and the project sites
Once FlowerCity Committee approval has been obtained the Public Art Task Force will ensure that the developed Participant Group designs are appropriate in content and are in compliance with the Public Art Policy

The Parks Mural Team will provide all related materials to the participants Paint and panels will be delivered to the Eclipse Youth Groups office they will paint the mural on the panels at their office Once the mural panels are completed the Parks Mural Team will pick up the mural panels and install the mural at the site This allows the groups to work off site at a time that is convenient for them and ensures instillation is completed by professionals
Following the installation an official unveiling of the mural will be arranged along with a bbq to celebrate the event
Financial Implications

In 2010 the City of Bramptons Community Services staff partnered with a local high school to develop a mural on the overpass at Williams Parkway and Highway 410 At that time staff wasdirected to prepare a protocol for the approval offuture community created parks murals

Staff has worked with the Public Art Task Force to develop a protocol for the Parks Mural Program five year program plan (see appendix A)

Objective
The objective of the City of Brampton Parks Mural Program is to use community arts partnerships as the medium to beautify and positively influence the public realm
Program Overview
The Parks Mural Team will aim to fund and deliver two mural projects annually for the next five years for a total of ten murals in ten parks across the cityof Brampton Each of these murals will be created in partnership with a local school community group or arts organization and will be installed in a public park throughout the city

Approval Process
As per the Public Art Policy Flower City Committee is the approving body for public art in the City of Brampton this includes the Parks Murals Program The Parks Mural Team will make annual recommendations on Participant Groups and assigned project sites based on their review of submissions received These recommendations will be reviewed by the Public ArtTask Force forconsistency with the Parks Mural Program Protocol and PublicArt Policy
The Parks Mural Team and Public Art Task Force will present these recommendations to Flower CityCommittee forapproval Flower CityCommittee will be presented with the details of the participants groups their interpretations of the designated project theme and the project sites
Once FlowerCity Committee approval has been obtained the Public Art Task Force will ensure that the developed Participant Group designs are appropriate in content and are in compliance with the Public Art Policy
