Overview (cont'd.):

• The corporate realignment for the Planning and Infrastructure Services Department has created an opportunity to find efficiencies by merging the delivery of maintenance and operations for parks and roads services. As these discussions are still underway with staff, this report does not reflect the merging of these services.

• For the upcoming 2013/2014 winter services program, the Planning and Infrastructure Services Department recommends Council approve the service levels with the operational improvements that were identified as a result of the review of the 2012/2013 winter operation.

Recommendations:

1. THAT the report from Ken Lauppe, Manager, Road Operations - East, Roads Maintenance and Operations Division, dated November 15, 2013 to the Committee of Council Meeting of November 27, 2013 entitled Winter Services Update, be received; and

2. THAT Council approve the service levels for both Roads and Parks Maintenance and Operations activities for the 2013/2014 winter season, as identified in the report and attached Appendices No. 1 and 2.

Background:

At the Committee of Council Meeting of October 2, 2013, the following resolution CW300-2013 was adopted:

Thatthe discussion at the request of Regional Councillor Palleschi, to the Committee of Council Meeting of October 2, 2013, re: Winter Maintenance - Contracts and Fees be deferred until such time that a staff reporton this matter is presented to Committee of Council for consideration.

The last Winter Services Review report to Council was tabled in June 2011. During the past 2012/2013 winter season, a number of operational issues were identified, and staff has also identified several upcoming additional issues and mitigation measures that may impact the winter program.

Corporate realignment discussions are well underway between Roads and Parks Maintenance and Operations staff to identify opportunities to better co-ordinate their activities, and deliver their services more effectively and efficiently.

As the above matters are significant from a service delivery and budget perspective, staff has proactively prepared a winter services update report for Council's review.

Overview of Current Program

1. Summary of Operational Changes for the 2013/2014 Winter Season

The following is a summary of operational changes staff will be implementing for the upcoming winter season:

Sidewalk Clearing Enforcement - Roads Maintenance and Operations now managing contract

2. Roads and Sidewalks Winter Management

Roads Maintenance and Operations (RM&O) is responsible for maintaining the City's road and sidewalk infrastructure in accordance within the Province's Municipal Act, Regulation 239/02, Minimum Maintenance Standards for Municipal Highways and Council approved service levels.

The City has been divided into two service districts for both summer and winter operations since 2011. The district area immediately east of Highway #410 is serviced by resources deployed from the Williams Parkway Yard, under the administration of the Road Operations - East Manager. Similarly, the district area immediately west of Highway #410 is serviced by the Sandalwood Parkway Yard under the Road Operations - West Manager.

Phase I of the Williams Parkway Yard redevelopment is currently underway and no impact to service delivery is anticipated for the east district for the upcoming winter

season. However, as development for Phase II (Operations and Fleet building including the winter material storage facility) is anticipated to commence sometime in 2014 and not expected to be completed until the fall of 2015, staff are working diligently to mitigate any service delivery impact during the 2014/2015 winter season.

To ensure consistency and co-ordination of service delivery between the two service districts, a second Winter Co-ordinator will now be employed to complement the current Winter Co-ordinator. These types of positions are now becoming more common with large municipalities, with Hamilton recently creating a section devoted specifically to winter co-ordination.

3. Parks Winter Management

Parks Maintenance and Operations (PM&O) is responsible for maintaining the City's park recreation trails, City facility and fire hall parking lots, the Rose Theatre Garden Square and City Hall Ken Whillans Square.

There are five service districts (each servicing two wards) within PM&O, with the winter program administered by the Parks Maintenance Manager. The winter operation communication dispatch is centralized at the Glidden Road Operations Facility.

PM&O is currently constructing the second of two new depots, which will assist in delivery of both winter and summer services.

4. Infrastructure Maintained

RM&O maintains the following infrastructure:

Roads - 3,400 lane km

Courts -1,000

Sidewalks and walkways - 800 km

Transit stops - 2,200

School crosswalks - 160

PM&O maintains the following infrastructure:

Park recreation trails - 233 km

Recreation facility parking lots - 58

Fire Hall parking lots - 13

TS-S 5. Service Levels

The following have a bare surface policy following the completion of a winter event:

Arterial and collector roads

Sidewalks and walkways

Transit stops with hard surfaces

Park recreation trails

City facility and fire hall parking lots

Rose Theatre Garden Square and City Hall Ken Whillans Square

Local roads including courts also have a bare surface policy but only when plows are deployed where the snow accumulation is 7.5 cm (3") or greater during a single event. For winter events with less than 7.5 cm snow accumulation, there is no bare

surface policy as salt is applied to provide centre bare traction only. During extreme cold events or icy road surfaces when it is difficult to get centre bare, a mixture of sand and salt is applied for both traction and melting.

Plows are sometimes deployed into the local roads when snow accumulations less than 7.5 cm or previously accumulated snow begins to melt, and there is the risk of thick ice and/or rutted roads due to approaching dropping temperatures.

For roads and sidewalks, all service levels are to be completed within 24 hours after the end of the winter event, 48 hours or more for severe or prolonged events. A severe event is defined as one that requires resources to be deployed for more than 14 hours continuously. This requires a "Significant Event" to be declared by senior management in accordance with the Highway Traffic Act to allow for equipment operators to work beyond 14 hours in a 24 hour period.

PM&O service levels following the end of the winter event are:

• Fire hall parking lots, Rose Theatre Garden Square and City Hall Ken Whillans Square - 12 hours

• City facility parking lots - 24 hours

• Park recreation trails - 48 hours

PM&O deploy plowing resources when the snow accumulation is 5 cm (2"), with priority given to the Rose Theatre, City Hall, and fire hall and City facility parking lots. Once they are completed, resources are then deployed to the park recreation trails.

6. Bike Lanes and Multi-Use Pathways

Bike lanes are cleared to bare surface as part of the winter road maintenance program. Multi-use pathways within the road right of way are also cleared to bare surface as part of the winter sidewalk maintenance program, but only to a width of 1.5 metres (5'), consistent with City sidewalks of similar widths.

Park recreation trails are also cleared to bare surface but to full width, which is 3.0

metres (10').

7. Staffing

RM&O has 66 full-time staff to provide in-house winter maintenance, while PM&O has 56 full-time staff to do the same. Both areas operate on three shifts during the winter season from Monday to Friday (except statutory holidays).

In addition, RM&O utilizes 6 full-time staff (supplemented with 4 part-time staff) to provide 24/7 road patrols during the winter season in accordance with the Province's Municipal Act, Regulation 239/02, Minimum Maintenance Standards for Municipal Highways. A companion report regarding recent amendments to this regulation will be brought forward to Council in early 2014.

8. Equipment

RM&O utilizes up to 238 pieces of various equipment (plow trucks, graders, loaders, tractors, backhoes and small trucks) during a full plow event, with approximately 85% of the route assignments outsourced.

PM&O utilizes up to 49 pieces of various equipment during the same operation, with approximately 10% of their assignments outsourced due to their smaller

infrastructure assets.

9. Materials

Both operating areas utilize salt to prevent or break the bond between snow/ice and the vehicle/pedestrian traffic surface during winter events. RM&O adheres to best practices established by its salt management plan, and uses salt brine for both anti-icing (applied prior to a winter event) and pre-wetting (liquid applied to dry salt to minimize bounce on the road surface). PM&O also utilizes pre-wetting technology for their parking lots.

A 75% sand/25% salt mix is used on sidewalks, and is available for use on roads, school crosswalks, transit stops, trails and parking lots as conditions warrant. For park bridges, a 95% sand/5% salt mix is used to mitigate any corrosion to their steel structures.

10. Winter Road, Sidewalk and Transit Stop Maintenance Contract

With Council approval, RM&O implemented a seven year contract in 2010 for the contracted service delivery of road plowing, sidewalk plowing and transit stop clearing throughout the City. The contract is now entering its fourth year, with the contract ending after the 2016/2017 winter season.

Highlights of the contract include:

• Four city quadrants, each with the above noted three service deliverables (total twelve contracts)

• Allowance for growth equipment

• Progressive performance penalties

• Seasonal maintenance bonds and off season holdbacks

Prior to each winter season, City staff meets with supervisory contractor staff to review contract performance and service level expectations, as part of the required annual contract orientation. It is the responsibility of the contractor to ensure all their operators have been trained and adhere to the above noted requirements.

11. Training

All RM&O and PM&O supervisory staff receives winter training through the Ontario Good Roads Association's (OGRA) Snow School. The City also participates on the Ontario Road Salt Management Committee (OGRA sub-committee), as well as their annual Snow School.

RM&O and PM&O operator staff receive their winter equipment training through the City's Fleet Services Training and Compliance section.

Field staff is required to attend annual training programs to review their

responsibilities as snow co-ordinators and runners prior to being deployed to assist during winter events.

12. Weather Monitoring

In addition to road patrols, the City utilizes a private forecaster to supply staff with four times daily weather forecasts specific to Brampton. These forecasts are an invaluable tool when developing action plans to respond to winter events.

The City is also partnering with Peel Region this winter on a trial basis to receive weather forecasts utilizing ground stations located within Peel Region. These stations provide data specific to their locations including road surface and air temperatures, snow accumulation and wind speed.

13. Budget

RM&O's annual winter operating budget is approximately $11.5 million, which includes in-house resources ($2.2 million), contracted resources ($7.4 million) and material ($1.9 million). It is estimated that an additional average of $500,000 for contracted equipment will be required annually to meet the demands of continuing infrastructure growth. Pre-approval of growth costs has been required annually by May since 2011 from the Commissioner (now Executive Director) for the following budget year to ensure that the growth equipment is in place for the upcoming winter season.

PM&O's annual operating budget is approximately $1.4 million, which includes in­house resources ($1.3 million), contracted resources ($14,000) and material ($100,000).

While the budget forecast is based upon average annual winter precipitation and events, actual expenditures are established by the number and severity of winter events.

14. Communications and Customer Service

Strategic Communications working with RM&O and PM&O, updates the annual Snow Facts brochure, which is delivered to all new households. In addition, ads in

the Brampton Guardian and local South Asia newspapers, strategically placed portable tag/tow signs and bus shelter ads are utilized. Social media since 2011 is also used including Twitter and Facebook on the City's website.

RM&O also provides winter event updates for Council, staff and the public on the City's website, including PM&O updates. Staff is available to provide more hands on presentations to Councillors and residents as requested, which have been done in the past with success.

RM&O utilizes Business Services to receive customer service calls during the day and 311 for after hours, while PM&O utilizes 311 for all calls.

15. Driveway Snow Windrows

Staff has reported back to Council on several occasions regarding the possibility of implementing a driveway snow windrow removal program. In each instance, Council has chosen not to implement the program, as the cost was deemed to be prohibitive, estimated at approximately $4 million annually. Vaughan is the only municipality in the greater Toronto area that provides removal of driveway snow windrows for all residents, while Toronto provides this service only in their pre-1998 amalgamation areas.

A pilot program to remove snow windrows from driveways was implemented last season in Wards 3 and 4 for senior residents and those physically challenged, utilizing residents from St. Leonard's Place. However, it was found that the amount

of the grants provided by the City to the residents was insufficient to reimburse St. Leonard's Place. The grants provided are part of the sidewalk and driveway snow clearing program for the above noted residents, which provides up to $100 for single frontage and up to $150 for dual frontage (corner) lots. St. Leonard's Place cost to the residents was $425 for the winter season for driveway windrow removal alone and as a result, residents deemed the program not cost effective.

16. Shared Service Agreements With Neighbouring Municipalities

Although the City did have shared service agreements with Mississauga and Peel Region in the past, this practice has been discontinued for the past several years, due to risk management concerns and conflicting service levels. There is no shared service agreement with Caledon.

17. Environment Canada Code of Practice - Road Salts

In 2004, Environment Canada introduced a voluntary Code of Practice for road salt management, targeted specifically at organizations using more than 500 tonnes of salt annually or with areas that may be vulnerable by excessive amounts of salt.

The code's two major objectives are:

• The development of salt management plans to reduce the negative impacts of salt release; and

• The implementation of best practices for road salt application, road salt storage and handling and snow disposal.

IS-lo Environment Canada released its review findings of voluntary compliance in early 2013. RM&O is undergoing a review of its 2005 salt management plan, which was updated in 2008. Also included in this review is the development of a winter practice manual to better educate and guide staff. This manual centralizes our current best practicesand standard operating procedures, all of which are being updated.

The review will also be expanded to include PM&O's winter management program, as salt is used on their park trails and parking lots. The review is anticipated to be completed prior to the 2014/2015 winter season.

18. Source Water Protection

As a result of the 2002 Walkerton Inquiry and the subsequent Clean Water Act, 2006, protection of Ontario's drinking water resources is now focused on protecting the water before it enters the drinking water treatment system. Source protection areas and plans have been established by the various conservation authorities including the CTC Protection Region (which includes the Credit Valley and Toronto Region, and of which Brampton is part of).

These plans also identify road salt application, road salt storage and handling, and snow disposal as part of the twenty-one potential activity threats to source water, which must be addressed by the various organizations using salt, including municipalities. These potential threats will be addressed as part of the current salt management plan review.

2012/2013 Winter Statistics

Approximately 105 cm of snow fell during this past winter season, with the majority of the snow accumulation falling in February (64 cm), the highest monthly total during the past five seasons and the second heaviest during the past twenty-five seasons. The heaviest single accumulations of this past winter season occurred during February 7/8 (28 cm) and February 26/27 (25 cm). The first February event was the heaviest single snow accumulation during the past five seasons.

The average annual snow accumulation is 115 cm. During the past twenty-five winter seasons, the heaviest accumulation occurred during the 2007/2008 season (194 cm) and the lightest accumulation occurred during the 2011/2012 season (43 cm).

It is generally acknowledged by the scientific community that our climate is changing, which was reinforced by a report issued earlier this year by the United Nations Intergovernmental Panel on Climate Change. The report anticipated that there will be

an increase in frequency, intensity and/or amount of heavy precipitation with a continuation of occasional cold winter extremes.

2012/2013 Winter Challenges and Opportunities

1. Equipment Tracking

All RM&O trucks and contracted plow trucks, graders, loaders and tractors are equipped with AVL (automatic vehicle location) devices. These devices not only provide the equipment's location in real time during winter events but also provide valuable attachment operation data (plow up/down, material being placed, etc.).

PM&O currently has five pieces of winter equipment with AVL technology.

Itwas identified that during the February 7/8 2013 winter event (declared as a "Significant Event" due to its severity), some streets were not fully serviced according to the action plan developed by staff. A review identified limited staff response, priority given to field monitoring contractors and partial staff training as the reasons why the AVL devices were not fully utilized.

To correct the above issues, dedicated staff will now be prioritized to monitor all equipment AVL devices during winter events to ensure all streets within assigned routes are serviced prior to equipment being signed out. Additional staff will also be trained to provide for a larger pool to draw from.

2. Downtown Snow Removal Co-ordination

RM&O is responsible for the clearing of the roads and sidewalks, while PM&O is responsible for the clearing of the Rose Theatre Garden Square and City Hall Ken Whillans Square.

To better develop a co-ordinated approach to snow clearing in the downtown core,

a PM&O Supervisor has been appointed to receive and respond to all service inquiries from Councillors, senior management and businesses. RM&O and PM&O staff has established working groups as part of the ongoing corporate realignment

initiative to identify operational opportunities for combined efficiencies in servicing the downtown core during the winter.

3. Snow Removal at Bridges and Curb Face Sidewalk

Resources used to remove snow from bridges and curb face sidewalk are also used to remove snow from the downtown core and courts. Therefore, completion times for snow removal at bridges and curb face sidewalk can be impacted up to a week after the winter event has ended. Compounding this issue are sidewalks on Peel

Region roads, which receive snow windrows from their plows during and after the end of winter events.

Staff is now ensuring that all new growth sidewalk tractors are equipped with snow blowers to remove heavy snow accumulations. In addition, high pedestrian use areas will be prioritized and equipment promptly deployed at the end of the winter events to provide access, with snow removal operations commencing shortly afterwards. Staff will also reinforce with Region staff to employ "no wing" zones along their roads to mitigate the snow deposited on city sidewalks, and will continue to backcharge costs to the Region to have the snow removed by City resources.

To provide snow removal in the above areas within the approved service levels after a severe winter event would be in excess of $300,000 annually.

4. Street Parking Enforcement

Parking of vehicles on City streets during winter events continues to be problematic for the delivery of winter services. By-law 93-93, Section 44, Parking or Standing Interfering with Snow Removal and/or Winter Maintenance Activities states:

Notwithstanding any other provision of this by-law which permits the parking of vehicles on highways, no person shall park or stand a vehicle on a highway in such a manner as to interfere with snow removal and/or winter maintenance activities.

RM&O continues to place temporary tag/tow warning signs in strategic locations prior to the winter season. In addition, staff will continue to liaise with By-law Enforcement on upcoming winter events, so that their staff can be effectively deployed to assist with winter operations.

5. Sidewalk Clearing Enforcement

During the corporate realignment discussions, an opportunity was identified to streamline the managing of the sidewalk clearing contract. Moving forward, RM&O staff will now manage the contract while By-law staff will continue to focus on enforcement. The contract has been extended for this upcoming winter season and staff will be making a determination afterwards on how to proceed with the delivery

of this service.

Currently, the City does not service approximately 1,100 km of sidewalk, as they do not meet the current service level criteria. The clearing of these sidewalks are therefore the responsibility of the fronting property owners. Regardless of the by law, the courts have deemed that municipalities cannot pass on their liability

obligations to the property owners, and are therefore responsible for ensuring the

XS-i* clearing of the sidewalks. For the City to undertake the clearing of the 1,100 km of sidewalks, approximately $2 million would have to be expended annually.

6. Snow Stockpiled In Courts

Due to limited storage space available on boulevards, snow is stockpiled in the centre of courts by front end loaders. The snow is removed only when storage space is maximized, and traffic movement around the stockpiled snow becomes onerous.

To better facilitate traffic movement as well as reduce snow removal costs, staff is

identifying open areas immediately adjacent to the courts to stockpile the snow, as long as vegetation, (i.e. trees, shrubs), infrastructure (i.e. hydrants, utility boxes) and access (i.e. sidewalks, pathways) are not compromised by the storage.

7. Wide Crescent Corners

There are approximately 600 "bulb type" wide crescent corners throughout the City, which require additional efforts by the plow trucks to locate the snow away from the curb. Although these locations are identified on the plow route maps, staff will provide both additional forewarning and enforcement to the equipment operators to ensure that these corners are serviced properly.

8. Application of Penalties - Contractor Performance

To ensure the continuation of identifying contractor performance issues and the application of penalties in a consistent manner by both service districts, a standard operating procedure was developed by staff earlier this year. This procedure is now included as part of the orientation discussions with both the contractors and City staff.

Corporate Implications:

1. Budget

Other than for growth, no budget impacts have been identified for the upcoming winter season. As identified earlier in the report, additional average costs of approximately $500,000 will be required annually to fund growth contracted equipment to service new infrastructure. In addition, annual costs for enhanced service levels for timely snow removal on bridges and curb face sidewalk of $300,000 and additional sidewalk clearing of $2,000,000 have been included in this report for Council's review.

IS-'* 2. Realignment Efficiencies

In parallel with the ongoing corporate realignment discussions, there is the opportunity to synergize a number of operating efficiencies between RM&O and

PM&O with respect to winter service delivery. They include (but are not limited to):

• Winter co-ordination of service levels and delivery including downtown snow removal and sidewalk/park recreation trail plowing

• Staff training

• Route planning

• Shared communication centres

• Contract management

It is anticipated that some of these operating efficiencies can be deployed as early as the 2014/2015 winter season.

Conclusion:

Operational issues will continually be proactively improved upon by staff as they arise, and staff will also continue to update Council of any impending operational and budget concerns. Opportunities to better co-ordinate winter service deliveries with PM&O (as

with By-law Enforcement) will also continue to be pursued, as part of corporate realignment initiative.
