external funding bodies, another significant mark of success. Our research efforts are reflected in the output of over 80 refereed journal papers and many other scholarly publications. Applied research and knowledge transfer in a number of areas have made their impact in the community in solving real-world problems and their successes are recognised through various awards and prizes.

We maintain close links with industry through various established channels. This year our “Advanced Lecture Series” and “Dialogue with BRE” have attracted overwhelming positive responses. We wish to thank to our alumni for their valuable contributions, whether through the mentorship scheme, industrial placements, or through donations which form a resource base for scholarships, prizes and professional advancement.

Looking ahead, we know that our success will continue to depend on the collective efforts of our staff, students, alumni, professional institutions, and other collaborative partners. We look forward to working with you closely to meet future challenges.

This booklet is prepared to keep our friends and alumni abreast of the many achievements and developments of the Department of Building and Real Estate of The Hong Kong Polytechnic University in the academic year of 2009/10.

As part of the Quality Assurance Process, BRE has undergone a Departmental Review in May 2010. The Panel formed a very positive opinion of our performance in various areas. In terms of research outputs and teaching, the Department compares favourably with our counterparts in other leading institutions internationally. We shall continue to strive for new heights in the years ahead and stay competitive in the dynamic and changing environment.

One of the over-arching goals of the Department is to provide the best possible educational programmes to our students to meet the needs of the region and beyond. With the shift to a four-year undergraduate programme, we are dedicated to providing a broad-based education for all our students as well as a sound discipline-specific foundation for their studies. Our programmes are ready for validation and professional accreditation within this calendar year.

On the research front, we have successfully secured competitive funding for 5 new projects, from the RGC’s General Research Fund, formerly known as Competitive Earmarked Research Grants or CERGs. A further HK$2.2M was awarded by the

BiographyProf Shen is an active researcher in collaborative working in construction, supported by information technology. He has managed a large number of research projects with a total funding over HK$15 million, and has published extensively in both academic and professional journals. He is the President of the Hong Kong Institute of Value Management, and a Certified Value Specialist and Value Management Facilitator recognised by the Hong Kong SAR Government. He was appointed as a member of the Built Environment Panel of the Research Assessment Exercise in 2006, and holds a number of external appointments in academic and professional institutions worldwide. His future research plan is to explore the viability of using information and communication technologies to support virtual value management workshops where participants are located in different places and different time zones.

BiographyProf Li has established an international reputation in the area of construction management research through developing innovative IT solutions to enhance project delivery processes. He probably holds the highest record of journal papers and citations in his research field. His recent research interest has been developing the construction cirtual prototyping technology. Virtual Prototyping or VP technology enables contractors to identify construction problems and explore possible solutions and improvements to the construction plan before the actual work begins. His future research plan is to adapt the business model of IKEA furniture shops that seamlessly integrates design and on-site installation, in order to further reduce the management costs of a construction project. He envisages that VP technology would provide a natural interface to all stages of a project lifecycle, and that the overall efficiency and effectiveness of the Hong Kong construction industry can be improved by the use of this technology.

BiographyProf Chan is a Chartered Builder, Engineer, Project Manager, and Surveyor by profession. He joined the Department of Building and Real Estate in 1996 and is currently an Associate Head, and Chairperson of the Departmental Teaching and Learning Committee. He has been commissioned by a number of organisations to provide consultancy services in project management and construction economics. He has produced over 400 publications in refereed journal papers, international refereed conference papers, consultancy reports, and other written outputs. He is an Adjunct Professor of the Queensland University of Technology, the University of South Australia, and the Bond University in Australia. He is also a Founding Director of the Construction Industry Institute, Hong Kong, which is a joint research institution developed by the industry and the academia.

BiographyProf Chan studied Architecture in England and then learnt Law at London University and The University of Hong Kong. He obtained his PhD degree from King’s College, London University. He is a Chartered Architect, Chartered Surveyor and also a Barrister. Before joining The Hong Kong Polytechnic University, he had worked in industry for over 10 years in the UK and Hong Kong. He is currently the Chairman of the Departmental Research Committee of Building and Real Estate, a Fellow of the Public Policy Research Institute of the PolyU, and an Adjunct Professor of the University of South Australia. He serves in many editorial boards and has published widely in books, international journals and conferences. To enrich teaching/research that is relevant to industry, he plays active roles in professional bodies and serves a number of government boards/committees including the Town Planning Board and the Housing Authority.

BiographyProf Hui is an all-round professional with diverse experience in research and consultancy projects. Before joining PolyU, he was responsible for research and development for a major professional surveying firm in Hong Kong. At The University of Hong Kong, he obtained his BSc (first class honours) with “Chan Kai Ming Prize” and “Building Management Prize”. At the University of Cambridge, UK, he finished his MPhil in Land Economy (first class) with a Commonwealth Scholarship. With another Commonwealth Scholarship, he completed his PhD at the Department of Land Economy, University of Cambridge, UK, where he is a fellow of the Cambridge Commonwealth Trust.

BiographyProf Mak was born and educated in Hong Kong. He graduated from The Chinese University of Hong Kong in Economics and Finance. He had spent 4 years in the construction industry before embarking on further studies. He received a Master of Science degree and a doctorate from University College London, University of London. He joined The Hong Kong Polytechnic as a Lecturer and was promoted to Professor in 2005. As well as undertaking teaching, research and administrative duties, he is also CEO of a PolyU wholly owned subsidiary SMILE Technologies Limited. In 2001, the company won the largest consultancy job (within PolyU) from the then Hong Kong Examinations Authority (over $30 million) to develop the Basic Competency Assessment (BCA) and the Territory-wide System Assessment (TSA). Over the last 8 years, the total turnover, together with other funding Prof Mak solicited via the PolyU, exceeded $150 million. His products have received numerous international awards including Silver and Gold Awards from the Geneva Inventions Exhibitions. Prof Mak is a Certified ITIL IT Service Manager, a registered practitioner of PRINCE2, as well as a Project Management Professional (PMP).

BiographyProf Shen obtained his BSc in Mechanical Engineering in Construction at Chongqing Institute of Architecture and Engineering and his PgD in Engineering Management from Harbin Institute of Technology in China, and a PhD in Construction Management from the University of Reading in the UK. His major research interests are in the areas of Sustainable Development in the Built Environment; Risk Management for Construction and Real Estate; and Competitiveness and Competitive Strategy for Construction Business. He has published widely research works in international journals. He is the Editor for the International Journal of Construction Management. He has been leading the Research Group for Sustainable Development Process within Built Environment. Prof Shen has a number of external appointments, including President (Founding President) of the Chinese Research Institute of Construction Management, and Director of the Research Centre for Sustainable Construction and Risk Management in Chongqing Jiaotong University.

BiographyProf Wong obtained his BSc (Hons) in Building Degree from the Brighton Polytechnic in the UK. He worked for a building contractor in Hong Kong in 1980 and the Mass Transit Railway Corporation two years afterwards. He joined the Department in 1984. In 1988, he completed his Master’s Degree at the University of London, majoring in building economics and management. He completed his PhD Degree at the South Bank University in England in 2000 on ‘Construction Safety in Hong Kong’. He is currently the Director of the Research Centre for Construction and Real Estate Economics. In terms of community and professional services, he was the Senior Vice-Chairman of the Chartered Institute of Building (HK Branch) in 1994/95, Chairman of the Safety Specialist Group of the Hong Kong Institution of Engineers (HKIE) in 1999/2000, and Vice-chairman of the Construction Safety and Health Committee of the Occupational Safety and Health Council in Hong Kong from 2001 to 2004. Prof Wong is currently the Chairman of the Health and Safety Advisory Sub-Group for the CIOB (HK Branch). Prof Wong is also the Chairman of the Student Chapter Committee and a Board Member of the International Council for Research and Innovation in Building and Construction (CIB).

He joined The Hong Kong Polytechnic University as a Postdoctoral Research Fellow at the Department of Building and Real Estate in Mid-April 2001. Then he was appointed as an Assistant Professor on 1 July 2003 and was promoted to Associate Professor in Construction Project Management on 1 July 2010. He has published several research papers on the broad theme of project management in leading construction management journals and international conference proceedings. Before joining the University in 1990, he had been working for the Hong Kong Government for ten years in the field of Quantity Surveying. BiographyDr Fan is a Chartered Builder, Chartered Surveyor, and Professional Engineer (building). She joined the Department of Building and Real Estate in 1981 and was Associate Head of the Department between 2002 and 2005, and Associate Dean of the College of Professional and Continuing Education between 2006 and 2007. She obtained BSc (Hons) in Building (South Bank Polytechnic, London) in 1979, then was awarded MSc in Project Management in 1987, an advanced postgraduate diploma in management consultancy in 1998 and subsequently a doctoral degree in business administration in 2001 from Henley Management College, UK. She is active in professional institutions and community services. At present, she is appointed as a Member of the Land and Building Advisory Committee for the period from April 2005 to March 2012 and a Member of Appeal Tribunal (Buildings) for the period from 2007 to 2009.

BiographyDr Fong was an Adjunct Professor at the Faculty of Design, Architecture and Building, University of Technology, Sydney, Australia. His PhD in Industrial and Business Studies was obtained from the Warwick Business School, UK. He has a multi-disciplinary background and his research interests include knowledge management (KM) and project management. He has authored or co-authored many refereed KM research papers and received funding for research into many different facets in knowledge management. He co-edited a book entitled “Management of Knowledge in Project Environments”, published by Elsevier/Butterworth-Heinemann in 2005, and has also contributed chapters to several leading knowledge management books in construction as well as encyclopedias in knowledge management. He maintains close links with industry, and was Vice President of the Hong Kong Knowledge Management Society. He is also a member of the international body, CIB W102 - Information and Knowledge Management in Building, and a Visiting Research Scholar in Knowledge Management of the Royal Institution of Chartered Surveyors.

BiographyDr Lam has had rich professional and academic experiences since graduating from The Hong Kong Polytechnic in the 1980s. On the professional side, he had practised for 10 years in multi-disciplinary design office, consultant quantity surveyors and contractor/developer both in Hong Kong and Singapore. On the academic side, he has had substantial experience teaching undergraduate and postgraduate programmes in universities and polytechnics both locally and overseas. Apart from teaching, he is active in research and consultancy projects.

BiographyDr Tang received his BSocSc (Hons) in Economics and Sociology and MSc in Urban Planning from The University of Hong Kong, MBA from The Hong Kong University of Science and Technology, and PhD from the London School of Economics and Political Science. He had also studied real estate courses at the Haas Business School in the University of California at Berkeley. On the professional front, he is a member of the Royal Town Planning Institute, the Hong Kong Institute of Planners and the Royal Institution of Chartered Surveyors; he is a registered professional planner(Hong Kong).

BiographyDr Wong is a Chartered Builder and Building Engineer with in-depth experience in the Hong Kong construction industry. He got his Associateship from The Hong Kong Polytechnic in 1986 and his PhD degree from Loughborough University of Technology, UK, in 1993. The commercialization of his PhD research was supported by the Hong Kong Industrial Technology Centre’s technology-based business incubation programme for the development of an integrated construction management system (May 1998 to May 2001). He has been serving as the consultant for listed construction companies and the Hong Kong SAR Government on behalf of The Hong Kong Polytechnic University. Since 1994, he has also been appointed by the Government to serve in a number of professional and community services committees including town planning, railway developments, hospital governing, corruption prevention and district council. Afterwards, he worked as a Research Associate (September 2007 – January 2008) and a Post-Doctoral Fellow (February 2008 – June 2009) in HKU, before joining The Hong Kong Polytechnic University in July 2009. BiographyDr Tsang has very wide interests as shown in the list of areas of interests. He previously worked as a government scientist for the UK Ministry of Defense (attached to the Royal Navy) before returning to HK. His personal philosophy is encapsulated in a well-known English idiom, “Seeing is Believing”. This idiom emphasizes that “only physical or concrete evidence is convincing” and asserts the need for experimental testing. Indeed, any theory/assertion needs to be tested/validated before it can be accepted as “true” or “real”. He also believes that “real performance/behaviours of materials/structures/systems can only be determined through testing”. This philosophy very much underpins and intertwines with his teaching and research. NDT techniques allow one to investigate/probe the subject of investigation without damaging or destructive actions. The extra information obtained through acoustic, thermal, EM and vibration allows one to understand more and to identify the real problems (which are usually hidden from direct sighting) with the subject of investigation. He also believes the need to advance the frontier of science and technology by exploring new techniques as well as adopting innovative approaches.

BiographyDr Yu has a BSc degree in Building from the University of Brighton, UK and a MSc degree in Construction Management from the City University of Hong Kong. BiographyMr. Lit has both disciplines in information technology and law. He has managed various IT research projects such as stock market numerical forecasting, enterprise resource planning system, tax strategy system, game development etc. Recently, he has conducted research on commercial and corporate law, as well as credit and security law in common law jurisdiction. He is interested in applying the legal principles of property, contract, tort and conveyancing into real practice, especially in the context of construction and real estate with his combined background. In near future he will be planning to review a Hong Kong conveyancing and property law book which aims for undergraduate students.

BiographyCliff, SIN Wing Sang, BSc (1st Hons ) in Quantity Surveying, MSc, MBA, MHKIS, MRICS, RPS(QS 2009-2010), obtained his BSc (1st Hons ) in Quantity Surveying at City University of Hong Kong. After several years practice in the construction industry and study, he obtained his MSc in Construction and Real Estate at Department of Building and Real Estate of The Hong Kong Polytechnic University. After further several years of working in the Quantity Surveying field, he has leant modern management insights from MBA courses, and in year 2006, he obtained his Master of Business Administration from University of Warwick, UK. For practice experience, he has worked in different parties of the construction industry including major main contractors, international consultants and developers. And most of them are major participants in HK construction industry. During practice in Construction industry, his major responsibilities include both pre-contract and post-contract tasks relating to Quantity Surveying. In a word, he has experience from inception stage to final account stage of a project. Moreover he is the Qualified member of The Hong Kong Institute of Surveyors (Quantity Surveying Division) and Chartered Quantity Surveyor of The Royal Institution of Surveyors (Quantity Surveying Division) as well as he is currently registered as a Registered Professional Surveyor (QS 2009-2010). He comes back and joins The Hong Kong Polytechnic University in 2009 as a Tutor.

BiographyDr. Yongtao Tan obtained his Bachelor Degree (BEng in Civil Engineering) and Master Degree (MSc in Engineering Management) from Southeast University, Nanjing, China in 1998 and 2003 respectively. And he completed his PhD study in 2009 at the Department of Building and Real Estate, The Hong Kong Polytechnic University. His major research interests are contractor’s competitiveness and competitive strategy, sustainability and competitiveness, and technology and innovation in construction. He also has three years working experiences in industry, including two years experiences as supervision engineer at the construction site and one year experience of contract management and property management in a real estate company.

STUDENT EXCHANGE PROGRAMME

2009/10 showed another fruitful year of student exchange activities in BRE, with a record of 11 inbound students from Australia, Austria, Canada, France, the UK and USA. Among them, 4 were from Loughborough University, UK, 2 of them were from University of Florida, USA, 1 from University of Montreal in Canada, 1 from Université de Technologie de Compiègne in France, 1 from HSK Hochschule Kufstein, Austria and the remaining 2 were from Deakin University and Queensland University of Technology in Australia. We also registered a high number of 18 outbound students from the department in this academic year, with 3 of them departed in Semester 1, 7 during Semester 2 and 8 during the Summer Semester. Among those, 2 went to Australia, 6 to Denmark, 1 to Finland, 1 to South Korea, 3 to the UK and the remaining 5 joined programs in the USA. BRE would continue to foster and strengthen student exchange activities with the department in order to provide international outlook for our students.

STUDENT EXCHANGE WORKSHOP

Asian Coalition for Building Science and Construction Engineering Workshop (ACBC Workshop) “Three Wonderful Days in Seoul”In late September 2009, we (students of BSc(Hons) Building Engineering and Management of the Department) spent 3 days at the University of Seoul. We, together with students from the University of Seoul and others from Osaka University, took part in the 4th ‘Asian Coalition for Building Science and Construction Engineering Workshop 2009’ (ACBC Workshop).

The ACBC Workshop has been an annual event since 2006. Its objective is for the students from the three universities to interact and collaborate, so as to enhance our adaptation to globalization. The theme of the 4th workshop was ‘High-Rise Building in Asia’. At the end of the workshop, the students from Hong Kong, Japan and Korea had to present in three groups the ideas and knowledge acquired, an exercise which also gave us the chance for a greater exposure to other cultures and practices. Although the workshop ended, the academic networking and friendship thus formed should be helpful to all the students concerned not only in our local contexts, but also when we work abroad.

Altogether 19 students participated in this workshop. We also visited Northeast Asia Trade Tower (NEATT) in the Incheon Free Economic Zone (IFEZ) which was still under construction, and on completion would be Korea’s tallest building. On top of the benefits in academic terms, we also experienced campus life at the University of Seoul, and enjoyed authentic Korean cuisine as well.

The Department is thankful for the caring support rendered by Kai Shing Management Services Ltd. to our undergraduates in Property Management. A total number of 24 students took their WIE activities in various sites, including landmark premises such as ICC office tower, APM shopping mall and The Vineyard residential development. All students very much treasured the valuable opportunities and guidance offered in real-work situations.

Swire PropertiesBRE has taken a step forward in collaboration with Swire Properties to nurture preferred graduates for the industry. Two Surveying students were selected to join the Swire Summer Internship Programme.

Overseas Placement Regarding overseas experience, there were WIE placements in Abu Dhabi, Dubai last year. This year, one surveying student has a placement in Toronto. He also paid a visit to the offices of DTZ. Local media has covered this group of interns including PolyU students and other universities’ students in the news report from Sing Tao Daily (with acknowledgements).

WORK-INTEGRATED EDUCATION (WIE)

a compulsory placement scheme, has been a platform for employers in the industry to meet summer interns from our department. With gratitude, the arrangement of WIE activities was only slightly affected by the weak economic situation this year. With close support from the industry, 105 students took WIE this summer.

For the academic year of 2009/2010, there were 55 Building Surveyors, 32 Quantity Surveyors, 29 General Practice Surveyors, 24 Engineers and 6 Housing Managers actively playing the role of mentors. The Department’s well-developed alumni network and strong links with the industry are crucial to the success of the Mentorship Scheme. Most importantly, its success cannot go on without the mentors’ unwavering support and active participation.

In light of the academic re-structuring, the Department has revamped the Mentorship Scheme for all full time students of the three Degree programmes of Surveying, Property Management and Building Engineering and Management. The mentors are professionals in the fields of building engineering, building surveying, general practice surveying, quantity surveying and property management. All of them are very experienced and hold senior positions in their respective fields. The Department is proud that each year, it has full support from around 150 mentors, with about 350 BRE students benefiting from the Scheme.

MENTORSHIP SCHEME

The Mentorship Scheme for BRE Students entered its eleventh year in 2009/2010As the first Mentorship Scheme launched in The Hong Kong Polytechnic University, the BRE Mentorship Scheme has proudly stepped into its eleventh year. The Mentorship Scheme aims to enable the BRE students to have early exposure to the industry and career guidance by individual mentoring. As a Chinese saying reminds us all — 良師益友, mentors under this Scheme play not only the role of ‘Good Teachers’ but also of ‘Valuable Friends’ to students. Through a friendly and close mentoring relationship, the students can learn a lot from their ‘good teachers’, especially through their mentors’ expertise and sharing of ups and downs with their ‘valuable friends’. Under this Scheme, students have good opportunities to be geared well to the needs of professional communities. Besides, this Scheme helps nurture new blood for the development of future professionals in the industry and offers an ideal platform for employers to explore the calibre of potential employees
