Big Creek 4: On May 18 the ITD held a meeting in Pocatello, during which the USFS, IDFG, and IAA were asked to discuss the Big Creek 4 Airstrips. After the USFS and the IDFG took time to present their opinions on the matter, I was able to do the same. My talk was about the original challenges with the letter the USFS always alludes to as the ITD

concurrence for closure from 1982. I took both letters written by the USFS and ITD from 1982 and broke them down part by part, to show that the validity of information in each letter was in question. I found the Board to be inquisitive and listening to the presentations as a whole. We will receive an official resolution in 30 days. At this time and prior to this meeting I have placed the pertinent information in the hands of the Attorney General as well as the Governor personally. I believe we have their attention and support in this matter. Upon the closure of the Pocatello meeting, I was pleased and felt as if we had cleared some issues up and shown why the Big Creek 4 are critical as a whole. I will immediately send out information as it is received on this matter in the next few weeks. I appreciate all those who came to the meeting and supported this issue. I thank you!

Aviation Expo: I was able to present to the membership an overview of the mission we are on and outline projects and items ahead for us at the Idaho Aviation Expo at Aero Mark in KIDA. I cannot begin tell you how well the Hoff Family worked to provide us with a fantastic venue and atmosphere to hold our annual meeting. At this time I do not have the tally as to the memberships signed up or renewed, but I know those members who worked the table up front and the booth did so with great enthusiasm. I truly commend them all for putting in a lot of time and effort to make that happen. If you were unable to make it, I would urge you to try next year, as it was a great event. Our speaker "Doughnut" (sp) Col. Donellan was a real treat. It was a great talk and out of it came the idea that we will hold an open house for IAA members at the base and have a tour of the grounds. More to come on that one! At the meeting we made three changes to the BY-laws for future growth and updating of terminology as email is now more the standard than post office. All matters passed by majority votes. On Sunday, those headed back to Boise stopped by Stanley to get breakfast and we had 9 aircraft with everything from Beavers, Cub Amphibs, Skywagons, 182s, Cubs, etc...for a very unique Gaggle of fun!

Work Parties: We have had ZERO luck on our work parties so far, due to weather. We will see what we can do to reschedule or catch up on canceled events. Watch the calendar over the next few weeks to check for any

District 1 – Sandpoint/ Coeur d’ Alene

First I want to invite everyone again to our Cavanaugh Bay Fly-In, Fri–Sat Aug 18–19. Since last year was such a great success, we don’t plan on doing anything different this year! Come and stay the week, come for Friday, Saturday and Sunday, or just come over on Saturday for our Pot Luck BBQ at 4 p.m. The BBQ will again have the theme of “Bring something to grill and

something to share.” Last year we had over 70 aircraft, including 3 float planes, arrive for the event, so plan on seeing lots of friends! Now, an update on the Resort at Cavanaugh Bay: The Resort has been purchased and one of our fellow North Idaho IAA pilots found the owner there last week and got firsthand info that the Resort and Restaurant will be open again this summer with no guaranteed date yet, but with the target being soon after Memorial Day. The next announcement is that we are going to have IAA Bike Sheds at Cavanaugh Bay (S66) and Kellogg/Shoshone Co. (S83). The IAA Bike Shed Program is the brain-child of, administered by, and funded mostly by the Treasure Valley IAA Chapter, with some funding coming from the State IAA. The Treasure Valley Chapter announced they had excess funds available and opened up the opportunity statewide for more sheds. I presented a proposal for sheds at Kellogg and Cavanaugh Bay, and I just received word that they agreed to pay for both locations. The shed at Cavanaugh will have 2 adult mountain bikes, 2 kid’s mountain bikes and 2 cruiser style bikes to choose from. The Kellogg shed will have 2 adult cruiser bikes and 1 kid’s mountain bike initially. The bicycles are all brand new, in conjunction with the existing sheds at McCall, Garden Valley, and Stanley. This is a great program and I hope it continues to expand across the State. The bikes give a good option on a nice day to go a short distance into town out in the fresh air instead of jumping in the courtesy car. We in North Idaho truly appreciate the generosity of the Treasure Valley Chapter to get some sheds up here! Kellogg was chosen because the mostly paved 72-mile-long Trail of the Coeur d’ Alenes runs right past the airport, in addition to the Hiawatha Trail at nearby Lookout Pass, which is one of the most beautiful bike rides in the country. Kellogg has also promised to change from the highest priced Avgas in Idaho to one of the lowest priced in the state. Finally, a quick report on Magee: The ditch work we did last fall as a work party is working very well keeping the river water off the runway. Even though right now, with high spring runoff and the river overflowing the dike on the west side of the strip, we have gained about 300 feet of runway that is not soggy like it has been in the past. There is still considerable damage and work that will require a work party to accomplish. State Aeronautics is working on getting several loads of compactable fill delivered up there by ITD so we can fill in some of the settling and humpty bumps that have occurred in the middle of the runway. District 2 – Lewiston/Moscow

I know I’m preaching to the choir, but this unsettled winter/spring weather has kept many otherwise adventuresome pilots quite close to terra firma. But, now with a nice day or two here and there, we’re starting to be able to get out and do some springtime flying.

I’ll start with some of the airstrips in Eastern Oregon: Pelican Point

(SR5) on the Owyhee Reservoir recently got some TLC, including grass seed and fertilizer, from an ambitious crew headed up by Doug Ferguson of John Day, Ore. Thanks Doug and to all of you who joined him on Saturday, May 20th for the work party.

Red’s Horse Ranch, located along the Minam River inside the Eagle Cap Wilderness, is snow-free, but has a lot of water on the airstrip and we might want to give it a few more weeks of drying out time before venturing in there. The middle section is the wettest, starting just upriver from the trail crossing. The USFS has purchased some great markers that we will install along the ditch, which lies on the west side and runs parallel to the runway.

Memaloose is still snow-covered as of May 22nd and it looks like it won’t be usable for at least a month, with what appeared to be nearly two feet of snow.

Lord Flat is snow-free and muddy, but drying out fast. A few spring bear hunters (ends May 31st) are camped in the area. On a clear day the vistas are gorgeous!

The Hells Canyon airstrips are in good shape and being used consistently. With the upcoming work parties they will be in good shape going into the summer season. The Big Bar outhouse will be taken down May 27 and the area trimmed up. If enough folks show up we’ll split up with some of us going to Dug Bar to mow and trim it up as well.

We are working with the USFS to install a new windsock base at Cache Creek, located on the Lower Snake River. The USFS will bring 20–25 sacks of cement to the site and we will put it in place (yes, hand-mixing cement). The wind sock stand and sock will then be flown in as soon as the base sets up.

The work that was scheduled for April at Wapshilla on the main Salmon River had to be postponed until the snow leaves the upper country and allows the Idaho Aero truck to be driven in there, as it will bring in the wind sock stand and runway markers. Being an irrigator, I’m sure not complaining about our wonderful snow pack in our mountains. And as far as this 70–80 degree weather that we have now, keep it coming!

I’m still working with the BLM, Washington State Dept. of Transportation, WPA, and RAF to resolve the issues surrounding the Rogersburg airstrip, located on the Lower Snake River in Washington. Paul Wolf, Washington Airport Manager, said he will put out a questionnaire to pilots to

see what they want WSDOT to do with this airstrip.

District 3 – Treasure Valley/McCall Joe Grubiak

The 2017 Idaho Aviation Expo is now history. This year’s event was the best-attended to date, according to the Hoff Family, the owners of Aero Mark in Idaho Falls. The occasion allowed the Idaho Aviation Foundation (IAF) to recognize Overland West, the Idaho franchisee for Hertz Auto Rentals, for their support of the aviation license plate program. Late in 2016, the IAF

program was in dire need to place 100 additional aviation plates in service, or risk losing the program forever. The program provides at least $13,000 per year to the IAF for funding the Idaho Airstrip Network and other programs. When asked, the Overland West management team agreed to place 100 aviation plates on their fleet in Idaho, saving the source of funding for Idaho aviation. A framed watercolor print of the Big Creek airport was presented to Mr. Jeff Palmer, the area manager for Hertz in Idaho, in appreciation of their efforts. The Hertz operations in Idaho are very much integrated with general aviation, providing transportation to transient pilots and their passengers. The IAF applauds the efforts of this company for their very

District 4 – Magic Valley

Each spring I can't wait to head into the backcountry. I flew with a friend May 11th for my first trip this year. We made it to Big Creek and Johnson Creek, and we flew over several other strips as well. I can tell you that most of the strips that have had issues in the past with being soft in the spring may be

unusable for a few more weeks. Bruce Meadows was very soggy over the bottom 1/3 of the strip. This is nothing new; I think it may persist a bit longer this year as the snow pack is still very heavy in most areas. If you do venture out be sure you do a fly-over and take a good look at the surface before you attempt to land anywhere. I always enjoy the first trip of the season, the sights and smell of the fresh forest uncovered from heavy winter snows is refreshing to the soul. The high country, still under its winter blanket of snow even as the sun warms the lower valleys, is a truly spectacular view. It is fun to see the snow recede and the undergrowth return to its deep spring colors. I have a few places I like to watch as the spring turns to summer, the same thing happens each year, but it is always different is some ways. The spring blooms of new growth start slow some years, and other times they progress with a rapid fury if the summer heat starts earlier than usual. This year, so far, things are moving slower than most years. It also appears we may have more damage from spring runoff at those strips prone to that kind of damage. Check pilot reports and make sure you share what info you have if you see anything that could be hazardous to others. Try to remember that if you fly with big tires, the runway surface may seem ok to you, but someone with a small nose wheel could have a different outcome. Those of us who like to spend time in the backcountry enjoy the solitude of some of the more difficult and remote airstrips, but remember we are not the only ones who enjoy those locations. I sure hate to see an aircraft that has sustained damage sitting at any airstrip; if a pilot report can help reduce those situations we will all be better off. So let’s share information on conditions of those places we visit if we see anything that may prevent someone from damaging an aircraft. Johnson Creek is in very good condition; Big Creek still has the orange cones to usher you around the area that was filled in and seeded last fall. The area that had the swale from the prop blast has been filled in and looks pretty good except it may need more grass seed. I hope we can give that area time to fill in and heal, it was getting pretty bad last year. The Idaho Division of Aeronautics hauled in the fill dirt and seeded the area last fall. More seed and frequent rains this spring would help to make the repairs last, otherwise it will be blasted out again in short order from the aircraft taking off. Stay positive, the weather will get better and we have a

long flying season ahead of us. Page 4
