    The Vision

    Fostering its natural environment such as world class Suncheon Bay Garden, Suncheon has succeeded in promoting itself to be an eco-city.

    Through the creation of a city associated with its excellent natural environment, it navigates through a new urban development generating a

    positive impression on visitors and its own citizens.

    However, despite having a variety of historical and cultural trails within the Suncheon Wall, the Old City has been neglected due to rapid

    industrialization. In the early 2000s, by arranging scattered historical trails and networking with current cultural potential, the City of Suncheon,

    the citizens and experts have been making efforts to regenerate the Old City articulating a new vision for it as a Humanities City.

    The Suncheon Art Platform will play a crucial role to the exploration of the importance and meaning of the humanities city. One goal of this

    competition is to find possibilities of an art center that help test its potential, as a generator of the revival of the Old City as more than a

    showcase of art works, as a gateway to cultural activity, a hub of community activity, and how that all interrelates with the adjacent cultural and

    historical trails. This competition hopes to help the City of Suncheon test find a repository of cultural and historical assets contained within the

    City of Suncheon so that citizens and visitors can engage in Suncheons cultural and historical trails with other people. The other goal is to define

    strategic interventions the city will choose for the development of the competition site. This competition hopes to suggest the City of Suncheon

    how the Suncheon Art platform, composed of an art center, visitor center, an open plaza and the new Yeonja-rucould respond to the demands

    of the City to have a tourist hub with iconic design that will help strengthen the Citys overall impressions.

    Through the novel proposals of architects around the globe we hope to develop the Suncheon Art Platform with creative interpretations. These

    creative interpretations, within context, will have a comprehensive convergence of the rich historic and cultural elements in Suncheon. This will

    showcase the potential of the Humanities City by engaging in the ongoing urban regeneration of the Old City.

    The Suncheon Art Platform is scheduled to be completed in 2018 with the winning proposal if it satisfies the urban and architectural expectations

    of the City. The first prize winner will be mandated to further develop his proposal. Along with gardens with vegetation such as Suncheon Bay

    Garden that represents the eco-city of Suncheon, the Suncheon Art Platform is expected to foster sustainable urban development through

    planting a historic / cultural context representing the humanities city of Suncheon.

    Type Of The Competition

    This competition is a single stage Ideas Competition with the aim

    of identifying the best proposal of the Suncheon Art Platform in

    the center of the city of Suncheon, South Korea. This competition

    will be conducted according to the UNESCO/UIA Regulations for

    international ideas competitions.

    Anonymity will be maintained throughout the entire process until

    the selection of the winning entry.

    Eligibility

    This competition is an open ideas competition specified in the UIA

    regulations for international competitions. Eligible participants are...

    Registered and non-registered architects who are allowed to

    practice in their home countries.

    Students majoring in architecture or related fields as a team

    advised by an architecture professor or a practicing architect.

    Although there is no limit to the number of members in a team,

    duplicate registration is prohibited.

    Multidisciplinary teams are encouraged The leader of the team

    must be an architect.

    If participants choose to submit as a team, each team must

    appoint a representative.

    In order to ensure fairness in the competition, anyone who is

    a member or is directly in association to the competition, the

    organizer, the jury, the organization committee, or the technical

    committee, is not eligible to participate.

    Formal Examination of Entries

    Submission entries that violate these requirements or do not satisfy

    them, will be reported to the jury by the Technical Committee.

    Number (PIN)

    Each participant shall create an PIN code that must consist of a

    mixture of 2 English alphabetical letters and 4 single digit numbers.

    The PIN number shall be indicated on the upper right corner of each

    drawing sheet submitted at the size of 6cm(length) X 1cm(height).

    Outcome of Competition

    The city of Suncheon does not claim rights or ownership over the

    proposition. This is private property under which we chose to place

    this investigation for the purpose of ideas discussion. However,

    if the winning project, the first prize, satisfies the urban and

    architectural expectations of the City, The City of Suncheon will

    mandate its author to pursue further development of his project.

    Design Contract

    The design contract shall conform to the related laws of Korea and

    act on contracts to which the state is a party. The design contract

    shall be signed with the author of the first prize project. However,

    in case the author does not have a member who is a registered

    architect in Korea, the contract shall be co-signed by the author

    and the representative of the architectural firm registered in Korea

    and that the representative will be the primary co-signer. This is to

    adhere to the Architect Laws of Korea and to facilitate the process

    of gaining a building permit.

    Supplementation of Qualification

    If the author of the first prize project lacks qualifications in civil

    engineering, landscaping, electrics, communications, fire safety,

    surveying, or geological surveying, he/she must co-sign a contract

    with one who has the necessary qualifications to divide or sharethe duties of executing the contract.

    Scope of Design

    The author will have the architectural direction of the project.

    Scope of work is based on the design brief which will be

    determined according to the result of a series of discussions after

    the competition based on the regulations of the City of Suncheon.

    The basic work scope regarding the design of this project

    includes finalizing the schematic design and providing design

    and construction documents. Additional tasks include; surveying

    of site and soil testing, colorscape design, gaining permit for the

    implementation, drawing and support for urban schematic plans,

    and evaluation on the impact for the environment and traffic.

    All the cost related to the work scope such as the costs for reviews,

    certifications, and permits will be included in the design contract.

    Modification / Supplements / Revision in Design

    If need be, the author of the first prize project must integrate the

    Jury Committee's comments and the client's demands and provide

    a revised version of the winning entry. The author must also reflect

    in the design the modifications resulting from the changes of priority

    plans (urban schematic plans, urban management plans, various

    impact evaluations, design reviews and permits, certification for

    the first grade energy efficiency, green architecture certification,

    etc.). In addition to the priority plans listed above, the author must

    reflect in the design the modifications resulting from the decisions

    of the City and the Cultural Property Commission after excavation

    survey of the site that will be executed after the competition.

    The Site

    Location

    The Old City of Sunchceon, surrounded

    by trails of the Suncheon Wall, is the

    citys most strategic urban development

    area. As a part of a long term plan

    of Urban Regeneration Project, the

    competition site has been designated

    to be a hub/gateway to the Old City.

    It touches Joongang-ro in the East,

    opposite the heavily commercialized

    district, and the Ok-cheon riverbank to

    the South.

    Competition Site

    Competition Site Area: 10,514 m

    Applied Land Use Zones and Districts :

    General Commercial Area (GCA) : An area required for the general

    commercial function and business function

    Neighboring Commercial Area (NCA) : An area required forsupplying the daily necessities and services in the neighboring

    area

    Fire-Prevention District (FPD) : Districts necessary to prevent the

    risk of a fire

    Waterside Scenic District (WSD) : A district required for protecting

    and keeping the waterside natural scenery in the principal water

    systems of the area

    Central Place Aesthetic District (CPAD) : A district required for

    keeping and controlling scenery of area with a high level of land

    utilization

    The competition site is a brownfield urban development site, also

    called an urban regeneration site, currently undergoing early work

    in preparation for redevelopment. It is important to note that the site

    description below refers to buildings and activities that do not yet

    exist. If one is to visit the site, they would not see what is described

    in the following paragraphs. For this reason, there will be no official

    site visit. If participants wish to travel to the perimeters of the site

    to gain an appreciation of the broader context of the site, they are

    welcome to do so. However, the vision for the Urban Regeneration

    Project described in this competition brief is yet to be fully realized.

    The Site

    Site Constraints

    The competition site is framed by retail shops across Jungang-ro to the east, residential and commercial buildings to the north and west, and

    a riverbank to the South. (Diagram)

    Beneath Jungang-ro street to the east of the competition site is an underground shopping center which will generate a significant amount of

    activity.

    Jungang-ro to the east of the competition site is a traffic artery that carries a large number of heavy vehicles and is a significant source of noise.

    The entry and exit to the underground and surface or above-ground parking lot shall be through the branch line on the Northern part of the site.

    The existing road across the site, marked as Site C, shall remain as a transport corridor limited for emergency vehicles and shall be crisscrossed

    by pedestrian desire lines that link the Northern competition site, marked as Site A and the Southern competition site, marked as Site C. The

    corridor shall give priority to pedestrians.

    The original Yeonja-ruused to stand on the south-eastern corner of site, although the exact location is still unknown. The Site B is designated

    for the New Yeonja-ruand its relating space. See THE NEW YEONJA-RUbelow for more information.

    The Suncheon Art Platform(SITE A + SITE B + SITE C)

    Identity

    The Suncheon Art Platform includes an art center, a visitor center,

    and a new Yeonja-ru. It will define the character and identity of the

    Old City. As the civic heart of the urban regeneration project, it is

    envisioned that this design competition will lead to a built outcome

    where all of the spaces of the Suncheon Art Platform have been

    designed in unison, where buildings and public space are combined

    in a creative and harmonious way, while also anticipating appropriate

    connection with the surrounding buildings and street.

    physical environment of the surroundings and with the historical

    and cultural environment of the competition site.

    Detailed Requirements

    Underground Shopping Center

    It is expected that the new Suncheon Art Platform will revive the

    existing underground shopping center to the east of the competition

    site. Lacking pedestrian-access convenience, the underground

    shopping center has been neglected. The city envisions the Suncheon

    Art Platform will help invigorate retail shops in the underground

    shopping center with its strong connection, both programmatic and

    pedestrian, to the underground shopping center.

    Vehicle Access and Parkin

    Upon studying the vehicular traffic and all the drawings and plans

    around the competition site, the location of the entry to the parking

    for the Suncheon Art Platform shall be on the western edge of the

    competition site through the branch line that runs south and north.

    The parking lot or structure can be under/on/above the ground level

    as long as it has 105 parking spaces including 5 handicap parking on

    the ground level. A single parking space should be at least 2.5m x 5m

    and 3.3m x 5m for a handicap parking space.

    The Art Center and Visitor Center

    (SITE A)

    Identity

    The art center and visitor center will be the heart of the city attracting

    thousands of residents and visitors each day. It will be the go-to

    place for residents of the surrounding area and communities from

    more densely populated areas of the New Town to the east to the

    competition site. The art center will be a place of individual retreat or

    community gathering, a place to connect or disconnect, a place to

    learn, a place to dream, a place to engage and be engaged, a place

    for art and all manner of imagination. It will inspire residents through

    research, preservation, exhibition and education.

    The visitor center will be a place for information, a place to connect

    or disconnect with local residents, a place to learn, a place to get a

    glance of what the city of Suncheon has to offer to its visitors.

    The art center and visitor center will be contained within one building

    or separate buildings providing approximately 2,000 square meters

    of gross floor area (GFA) without limitation on number of floors.

    However, although there is room for interpretation in sizing, the total

    GFA should not exceed nor fall short of 5% of given GFA of 2,000

    square meters.

    Detailed Requirements

    Participants are asked to provide every function contained in

    this table, but are also encouraged to be open and creative in

    their interpretation of the detailed sizing of each area and their

    interrelationships. Overlapping and multiple uses for single spaces

    should be possible for some of the spaces indicated in this brief as

    long as all uses are accounted for in a rational and practical manner,and the design maintains a strict adherence to the budget. However,

    although there is room for interpretation in sizing, the total GFA

    should not exceed nor fall short of 5% of given GFA of 1,000 square

    meters for the art center, 300 square meters for the visitor center and

    700 square meters for common area.

    The Art Center (1,000)

    The Art center should be universally accessible and encourage

    a broad range and diversity of people to use and intersect thespaces while having a clear distinction in circulation plans for users,

    administrators, and service to avoid interference. It should have

    escape safety plans based on regulations for fire protection and

    evacuation.

    1. Exhibition Space (400)

    This is the area ranked higher in the hierarchy of the project. It is

    composed by :

    1 or more multifunctional rooms that host Temporary Exhibits.

    1 multifunctional room that will host a Permanent Exhibition of the

    museum collection.

    Outdoor area for Outdoor Exhibits closely related to other exhibition

    rooms.

    2. Education Space (300)

    Education space is envisioned as a multi-function space allowing for

    people to gather, learn, have meetings, talks and functions. This is a

    space devoted to general public in direct relation with the museum

    activities such as conferences, community meetings, and other

    educational activities. It is composed by :

    Multi-purpose Lecture TheaterExperience Room

    It is recommended for education space to have a preparation room,

    sound control room, and storage but can be adjusted based on the

    design concept.

    3. Administration (150)

    This is an area of limited access to the general public. It is

    composed of Reception with waiting space, Kitchen, Meeting Room,

    Administration Office, Open Space Office for curators, management

    and communication departments, small Archive.

    4. Storage / Work Space (150)

    A storage space should be secured but with easy connection to a

    work space.

    The Visitor Center (300)

    1. Information Desk Area / Office

    This area can but not restricted to being adjacent to and/or a part of

    the Lobby. The service desk area shall contain a fixed section thatincludes an information display, leaflet area, and general storage with

    a concealed safe.

    2. Service Support Area

    This area includes a small kitchenette, storage for leaflets and other

    promotion materials and a locker room.

    3. Service Space

    The visitor center shall contain a securable space for souvenirs and

    other amenities for visitors. Visitors shall obtain tour information whileusing this space.

    4. Gallery

    The gallery shall promote tourism materials of Suncheon including its

    history, regional attractions, local events and so on.

    5. Staff Area

    This area should include a staff locker room, meeting room, and

    kitchenette.

    Common Area (700)

    This area in dedicated to an area with services for the visitors

    such as a reception hall, museum shop, staircases/elevators and

    sanitary facilities/toilets. When planning sanitary facilities, the needs

    of the public should be assured throughout all building(s) in clear

    complement of the areas of bigger affluence : reception hall, multi-

    purpose lecture theater, experience rooms, and exhibition halls.

    The New Yeonja-Ru

    (SITE B)

    Identity

    Demolished more than 85 years ago, the old Yeonja-ruwas the main

    gateway to the Old City of Suncheon. There have been efforts to form

    a social consensus to build reminiscences of the old Yeonja-ruas an

    iconic figure of the city. It is very important that the new Yeonja-ru

    will not be the mere restoration of old one. Through contemporary

    interpretation of the old, both in aesthetics and programs, it will be

    a new icon of the Old City recognizing trails of the city wall and the

    South Gate where the old Yeonja-ruonce rested.

    Yeonja-ruis an attic structure functioned as the South Gate of the Suncheon Wall. It

    was used to lead the troops, look out over the territory and receive quests in public.

    According to ancient accounts, it is believed that Yeonja-ruwas first built during goryeo

    dynasty (918-1392) and perched on the edge of the Ok-cheon(the Ok river) over the

    Yeonja-gyo. It had been destroyed and reconstructed several times until it was finally

    demolished in 1930. It was destroyed during the 2nd Japanese Invasion of Korea in

    1597 and reconstructed in 1619 by the regional governor. It was washed away along

    with the Yeonja-gyo(the Yeonjabridge) by a flood and reconstructed in 1633.

    In 1919, Hang-Rae Park led the independence movement at Yeonja-ru during the

    Japanese Occupation (1910-1945) and the Japanese Government demolished it in

    1930 in excuse of an urban modification plan.

    The New Yeonja-ru(100)

    It shall be a belvedere or a gazebo through interpretation of the

    old Yeonja-ru by participants. It could be a balcony or a series of

    balconies, terraces or any other forms of open or covered space that

    is reminiscent of the old Yeonja-ruin both aesthetics, programs and

    meanings.

    Detailed Information on Yeonja-ru

    Ru, an attic structure floating from the ground to have a far and wide view and jeongja

    built on a location with wonderful scenery were used as places for spiritual discipline

    in an elegant natural setting. Yangbans, members of the aristocracy, whose job was

    to study Confucianism aimed to discipline themselves to become close to a seoninor

    xianin Chinese whose existence shares a sense of oneness with the natural world.

    They are immune to heat and cold, untouched by the elements, and can fl y, mounting

    upward with a fluttering motion. They dwell apart from the chaotic world of man,

    subsist on air and dew, are not anxious like ordinary people, and have the smooth skin

    and innocent faces of children. The transcendents live an effortless existence that is

    best described as spontaneous. They recall the ancient Indian ascetics and holy men

    known as i who possessed similar traits.1994:376

    It was their philosophy of life to adapt to nature and to manage frugal living. Thus

    jeongjaandruwere used by yangban to compose and recite a poem w hile entertaining

    themselves with their fellows. Jeongja was built and enjoyed by individuals and ruwas

    used publicly.

    During Joseon Dynasty (1392-1897) jeongjawas widely spread in the ruling class,

    Yangban, as Confucianism was applied to the everyday life as well as the national

    ideology. As the location of jeongja in the mountains and in the fields would show,

    jeongjawere built where they could pursue a unity with nature. Gradually its placement

    became close to daily life, even placing it in the housing complex or even becoming

    a part of residential housing. Therefore, jeongja functioned for personal disciplines,

    education, ancestor worship, and friendly gatherings.
