Brief Note Consultancy services for preparation of detailed project report for rehabilitation and up- gradation of Wardha- Yavatmal- Nanded District Border (Waranga Phata) section of NH-361 in the State of Maharashtra . 1. Consultancy services for the project were awarded to M/s. Aarvee Associates Architects Engineers & Consultant Pvt. Ltd., Hyderabad in August, 2010. 2. Declaration of National Highway: The work of DPR was awarded for MSH -3 afterwards it is converted the National Highway number 361 vide reference Gazette SO 814 E dated 22 nd March 2013. 3. Project Description: The project stretch which is a part of NH - 361 starts at Mahagaon in Yavatmal district and ends at near Yavatmal town in Yavatmal district. Up-gradation of the existing highway: The existing 2-lane highway shall be developed to a 4-lane configuration with 15.0 m carriageway, 1.5 m paved shoulders and 2.0 m earthen shoulders on either side. 7. Pavement Type: Based on life cycle costing comparison of flexible and rigid pavements, rigid pavement is found economical and the same is recommended for the main carriageway. However, flexible pavement is recommended for service roads. 8. Bypasses and Realignments: No Bypasses are proposed in the stretch. The realignment is proposed for a length of 28.070 km. 9.     6. Up-gradation of the existing highway: The existing 2-lane highway shall be developed

    to a 4-lane configuration with 15.0 m carriageway, 1.5 m paved shoulders and 2.0 m

    earthen shoulders on either side.

    7. Pavement Type: Based on life cycle costing comparison of flexible and rigid pavements,

    rigid pavement is found economical and the same is recommended for the main

  • 10. Contract Package and mode of execution: The 79.995 km stretch is the second

    package for Waranga to Wardha section on NH - 361. Since, the project is not viable on

    BOT basis and hence suggested to be awarded on EPC mode / Hybrid Annuity mode.

    11. Cost of the project: Construction Cost of the project is Rs. 791.78 Crores.

    12. Forest: The stretch passes through the forest for a length of 9.63 km. Forest land to be

    diverted for development of project is 18.9 hectares.

    13. Land Required: Total land required for construction of 4 lane highway is 335.35

    Hectares (18.9 hectares of forest land, 168.42 hectares for realignments & 148.03

    hectares for widening of existing road). Preparation of Draft 3 A is under progress.

    14. Financial Viability: The project FIRR is 6.4 % which is less than 15 %. Since, project

    road is not viable under BOT(Toll) or BOT(Annuity), it is recommended that these may be

    upgraded on EPC basis / Hybrid Annuity Mode.
