Confidential Tender Evaluation Report Purpose For Council to consider awarding Contract No. 16/2122 – Gum Road from Gillespie Road to Main Road West, Kings Park, Road Rehabilitation Works. Report 1. Background Gum Road, from Tarana Crescent to Main Road West, Kings Park, has approved funding of $330,600 in Council’s 2015/2016 Capital Works Program under the Asphalt Overlay Program. The remaining small section of Gum Road, from Tarana Crescent to Gillespie Road, has been identified in the draft Road Rehabilitation Program for 2016/2017. A detailed survey and assessment identified that the road has a large number of steep vehicle crossings, many with a ‘pipe and asphalt’ treatment. The detailed assessment indicated that placement of an asphalt overlay without raising the kerb and channel would steepen the cross-sectional profile of the road, worsening access to most vehicle crossings. In addition, there are three (3) existing road humps that do not comply with current standards, and are required to be reconstructed. A pavement report and a comprehensive design were subsequently carried out for the entire length of Gum Road. The project was tendered as a whole, to include reconstruction of the kerb and channel, reconstruction of vehicle crossing infills, minor drainage improvements, reconstruction of the road humps to current standards, and an asphalt overlay over the entire road to new design levels. The project was tendered with the intention that the project be constructed over two (2) financial years, commencing in April 2016 and being completed in the 2016/2017 financial year. A locality plan is provided in Attachment 1 to this report. 2. Consultation Council has distributed an information letter to affected properties. At the time of writing, all responses have been dealt with. The contractor will distribute a further letter to inform the affected residents about the construction prior to the commencement of the works. 3. Analysis Tenders for the contract closed on 28 January 2016. A total of four (4) tenders were received.

Report 12.8 - Tender Report for Contract No. 16/2122 – Gum Road from Gillespie Road to Main Road West, Kings Park, Road Rehabilitation Works (continued) The Tender Evaluation Panel has rated Bitu-Mill (Civil) Pty Ltd as the preferred tenderer, for the tendered amount of $1,018,407.69 (excluding GST). It is considered that Bitu-Mill (Civil) Pty Ltd has the expertise and capacity to complete the works under the contract. The tender evaluation report is provided in Confidential Attachment No. 2. 4. Resource Implications The resources required for this project can be provided from the 2015/2016 allocation of $330,600 (excluding GST), with the remainder of funding to be allocated as part of Council’s 2016/2017 Capital Works Budget under the Road Rehabilitation Program. This contract is proposed to be delivered over two (2) financial years. Subject to Council awarding the contract in March 2016, it is expected the construction works would commence in April 2016. The project would be completed in August 2016 (in the 2016/2017 financial year). Additional funding of $811,094.91 (excluding GST) will be required for this project in the 2016/2017 Capital Works Program. Refer to Confidential Attachment 2 to this report for financial details. 5. Compliance Statement This report has been prepared in compliance with the Procurement Policy and the Local Government Act 1989. Conflict of Interest Declaration The Local Government Act 1989 requires Council officers, and anyone engaged under contract, providing advice to Council to disclose any conflict of interest in a matter to which the advice relates. Council officers contributing to the preparation and approval of this report, have no conflicts of interests to declare. 6. Officer Recommendation That Council: a.
