A Message from Sallie Maes CEO
There is no disputing the value of a higher education. A highly educated workforce supports a healthy economy.On the whole, college graduates have more earningpower, experience half the unemployment rate and areless likely to rely on government assistance programsthan their counterparts who have only a high schooleducation.
With more than $90 billion in federal student aid and
$6.3 billion in state aid available each year, how to pay for a college education should be common knowledge.
Yet many of our citizens, especially the growing ranks of first-generation Americans, lack the information they need to access higher education. This includes everythingfrom choosing college preparatory courses to knowingabout availability of federal and state financial aid.Studies commissioned by The Sallie Mae Fund show that the very populations that need this information the
mostlow-income and minority familiesare the leastlikely to receive it.
Sallie Mae has a rich history of giving back to thecommunity and increasing college access. In 2001, we expanded our non-profit arm, creating whatis now known as The Sallie Mae Fund to focus onhelping underserved populations realize the dreamof a higher education.
The Sallie Mae Fund began by providing educationalprograms and scholarships, and has expanded efforts toinclude K-12 and university partnerships at the state andlocal level to support academic preparation and theexpectation of a college education earlier in a childs life.
The Fund has provided nearly $90 million toward accessto higher education and other philanthropic initiatives.In addition, more than 750,000 people have received
bilingual information on planning and paying for college,and more than 4,000 have received scholarships or otherfinancial assistance. The Fund also supports local charitiesand volunteer activities where Sallie Mae employees liveand work. Annually, The Fund directs giving programsexceeding $10 million.
The good news is that college is within reach. Empoweringfamilies by raising awareness and providing the tools tofulfill their dreams of a higher education can make a
difference. We see it every day. It is the American dream. We are proud to be a small part of any familys journey.

Financial Aid AwarenessOur surveys have found that those with the greatestneed for information about college financial aidlow-income and minority familieshave the least information
about how to pay for college. Moreover, the more infor-mation prospective college students and their familieshave about financial aid, and the earlier they get thisinformation, the more likely they are to attend college.
There is a significant information divide between whatis needed and what is available to Americas lower-income and minority families. The Sallie Mae Fundsinitiatives, such as the enormously popular Paying forCollege Bus Tour, are working toward narrowing thisinformation divide.
ScholarshipsProviding college scholarships directly to those most inneed is yet another way The Sallie Mae Fund achieves itsmission. To ensure that funding is not a barrier to highereducation for students and their families, The Sallie MaeFund provides $2.5 million in college scholarships eachyear to low-income and minority students.
Academic PreparationTo help break down an early barrier to higher educationpoor academic preparation and achievementTheSallie Mae Fund supports programs for students that
foster improved academic performance. Building Hope: A Charter School Facilities Fund, Reading Is Fundamental, Junior Achievement and Teach For America are justsome of The Fund-supported programs that help motivateyoung students to enroll and succeed in college.

I Paying for College National Bus TourResearch has shown that Latino families tend to prefer to learn about financial aidfrom in-person meetings or workshops. By taking our Paying for College workshopseries directly to these families in more than 50 cities nationwide each year, The SallieMae Fund reaches families who may not otherwise hear this important informationabout how to plan and pay for college.

study on Latinos and financial aid, conducted
by the Toms Rivera Policy Institute at the
University of Southern California. The research
revealed that awareness of financial aid
options is critically lacking in the Latino com-
munity and that this lack of awareness has a
direct impact on college attendance.
Two key findings in the research made the need
for a national tour very clear. The survey found
that nearly half of all Latino young adults and
more than half of all Latino parents were not
aware of a single source of financial aid.

Paying for College Workshop SeriesIn addition to the Bus Tour, The Sallie Mae Fundconducts Paying for College workshops around thecountry. This free 90-minute workshop is devoted toimproving the quality of information for low-incomeand minority families and simplifying the financial aidprocess. Financial aid experts and admission counselorsfrom local colleges are on hand to answer questions andprovide guidance. These events are often co-hosted by
members of Congress.
Each high school attendee has a chance to enter a drawingto win a $500 to $1,000 scholarship toward the cost of a college education. One scholarship is awarded at each workshop. Workshops cover the following topics:

The Sallie Mae Fund African-American InitiativeCollege enrollment and graduation rates among African- American students continue to lag behind the populationat large.
To help gain insight into this trend, the United NegroCollege Funds (UNCFs) Patterson Institute conducteda survey, commissioned by The Sallie Mae Fund. TheInstitute interviewed African-American students andparents in five cities nationwide concerning their prepa-ration for college. The research showed that African- American families have high aspirations for college butdo not know enough about how to pay for it.
In response, The Fund created the African-AmericanInitiative, a multipart campaign designed to improvehigher education access among African-Americanstudents. The campaign began in fall 2005 with work-shops presented to African-American families in 19 cities
across the country.
The Fund created an interactive, tutorial-based CD oncollege preparation that features guidance for essay writingand completing college applications. It also offers accessto SAT and ACT online preparation and information onfinancial aid options and tips.
In addition to these initiatives, the Writers of Passageand the American Dream Scholarship Programs areoffered by The Sallie Mae Fund to African-Americanstudents with a financial need.
The workshops provide hands-on help to families whose sons and daughters are headed for college. And the [Sallie Mae Fund] scholarships will make a big dent in the
financial barriers that stand betweendeserving students and a college education.

First in My Family is open to Hispanic-Americans whoare U.S. citizens or permanent residents enrolled as full-
time undergraduate students at approved, accreditedinstitutions.* Scholarships range from $500 to $5,000.

American Dream ScholarshipEstablished in partnership with the United Negro CollegeFund (UNCF), the American Dream ScholarshipProgram is open to African-Americans with a financialneed. Applicants must be enrolled full time at approved,accredited, undergraduate institutions.* Scholarshipsrange from $500 to $5,000.
Writers of Passage ScholarshipThe Sallie Mae Fund developed the Writers of PassageScholarship Program with the National Association forEqual Opportunity in Higher Education (NAFEO) forstudents attending an HBCU or a predominantly African-American college.
Scholarship applicants are asked to write an essay describingthe obstacles they overcame on their path toward college.The winning applicants each receives a $5,000 collegescholarship, and each of their universities receives a $20,000

The Sallie Mae 911 Education FundThis scholarship program was created in response to theterrorist attacks on September 11, 2001. The program isopen to children of those who were killed or permanently disabled as a result of the terrorist attacks, and who areenrolled as full-time undergraduate students at approved,accredited institutions.* Scholarship awards of up to$2,500 per applicant, per school year, are available andmay be renewed on an annual basis.

I Kids2CollegeThis Sallie Mae Fund-supported program pairs a sixth-grade class with a college or university to complete a curriculum that emphasizes career aspirations, college life and academicpreparation for higher education. The programs Day on Campus is for many of thesestudents their first-ever experience with a university.
I Building Hope: A Charter School Facilities FundPublic charter schools are an alternative form of education to prepare and motivatestudents to achieve a higher education. The Sallie Mae Fund provided $28 million in start-up funding for Building Hope, which provides more students in Washington, DC withaccess to high-quality charter schools.
There is a direct connection between academic preparation and achieving the dream of higher education.Poor academic achievement is one of the major barriers to college access. To help break down thatbarrier, The Sallie Mae Fund provides significant support to organizations that make it their missionto demonstrate the relevance and possibility of college.
The Fund also supports K-12 education programs that foster improved academic performance andhelp ensure that students are prepared to enroll in college.
These efforts combine The Funds financial support with the volunteer efforts of Sallie Mae
employees, who give back to communities where they live and work through Sallie Maes Leadersin Education Volunteer Program. Through this program, Sallie Mae employees receive paid timeoff to volunteer for K-12 education initiatives in their communities.
Financing and real estate expertise are critical to identify, negotiate and acquire property inthe Districts highly competitive commercial real estate market. Building Hope pulled together public and private resources to elim-inate real estate barriers so we can deliver a higher-quality education to more DC students.

From Sixth Grade to CollegeThe program is designed to bring early awareness to theimportance of higher education by introducing sixthgraders to college life. Middle school classes are paired with a local college or university to participate in a uniquesix-session curriculum that combines hands-on activities with information on careers, college life and how tochoose courses that give them the greatest range of options for education beyond high school. The programculminates in the late spring with a visit to the partnercollege for both students and their parents or guardians.
A History of The Fund and K2CK2C began in 1992 as a pilot program in the Bostonmetro area. The program and its curriculum developmentprocess have been a collaborative effort between TheSallie Mae Fund, the Association of IndependentColleges and Universities in Massachusetts and theHigher Education Information Center. K2CMassachusetts has served more than 20,000 studentsstatewide with The Fund as its major financial supporter.
K2C in DCThe success of The Fund-supported K2C Massachusettsled to the establishment of K2C programs in other loca-tionsincluding California, Connecticut, Florida,North Carolina and Washington, DCall supported by The Sallie Mae Fund.
In DC, with financial support from partner universities,the K2C program continues with a series of academiesthrough the 12 th grade, which give students a much-needed support network that encourages them to stay in
school, graduate and achieve a higher education. Working with Georgetown University, 94 percent of thesixth graders who enrolled in the DC K2C programgraduated high school on time and enrolled in highereducation programs the next year.
Kids2College (K2C)K2C is an early college awareness program that brings to life the dream of higher education formiddle school students and their families. Education access organizations traditionally focus lessattention on students in the middle school yearsa time when ideas about life after high schooland expectations about college are taking shape. Reaching kids at this formative stage is the goalof the K2C model.
This is a wonderful program. My students are beginning to realize how necessary and available college is to them.

Preparing for Academic Excellence
Providing Resources for ExpansionBuilding Hope offers charter schools a range of profes-sional services (e.g., site selection and school design) and
financial assistance (e.g., low-interest loans, guarantees,credit enhancements and grants) to help overcomefacility acquisition challenges.
The Sallie Mae Fund has awarded $28 million in grantsto Building Hope: A Charter School Facilities Fund. WithBuilding Hopes support, five new charter school facilitiesopened for the 2005-2006 academic school year. To date,Building Hope has helped to create more than 2,000new charter school seats.
Creating a Foundation for GrowthTo meet the growing demand for quality charter schools,Building Hope partners with experienced and successful
charter school administrators to identify locations forcharter school expansion to serve the local community.Building Hope has worked with Cesar Chavez PublicCharter School, KIPP DC, DC Preparatory Academy,Thurgood Marshall Academy and Community Academy to open new campuses and/or secure permanent facilities.Building Hope also helped E.L. A Quality Choice for the Nations CapitalThe capital city of the worlds wealthiest nation also ishome to one of the most troubled public school systems.
Early in this decade, 90 percent of fourth graders were notproficient in reading, and 96 percent were not proficientin math. This, of course, translated into low academicachievement in high school and an alarmingly highdropout rate of almost 40 percent. Today nearly 20 percentof the DC public school population attends charterschoolsthe highest percentage in the nation. Withfunding from The Sallie Mae Fund, Building Hopegives DCs charter schools the ability to expand whileproviding even more opportunities for students to
succeed academically.
Building Hope: A Charter School Facilities FundBuilding Hope is a non-profit organization focused on providing more students in Washington,DC with access to high-quality charter schools by helping these schools overcome the biggestbarrier to expansionidentifying and financing viable facilities.

Reading Is Fundamental, Inc. (RIF)The Sallie Mae Fund provides financial support andSallie Mae volunteers for National Book Distributionshosted by RIF in communities where Sallie Maesemployees live and work. RIF, the nations oldest andlargest non-profit childrens literacy organization, moti-vates children to read by making it a fun and beneficialpart of everyday life. RIFs highest priority is reaching
underserved children from birth to age eight.Through a national, grassroots network of

It is a national corps of outstandingrecent college graduates of all academic majors whocommit two years to teach in urban and rural publicschools and become lifelong leaders in ensuring educa-tional equity and excellence for all children. Its missionis to build the movement to eliminate educationalinequity by enlisting Americas most promising futureleaders in the effort. Since 1990, more than 14,000exceptional individuals have joined Teach For America,directly affecting the lives of 2 million students.

Focus groups with college access experts in several stateshave revealed a particular need for middle school awarenessprograms, such as Kids2College, which exposes sixth
graders to the possibility of higher education and itsrelevance to their future.
The four states identified to date include California,Florida, New York and Texas.
The Sallie Mae Fund has pledged $1 million in eachstate to support programs that help close the collegeenrollment gap. Access initiatives include:

Sallie Mae 10K Run and 2K FamilyWalk/Run As one of the Washington, DC areas most popular roadraces, The Sallie Mae 10K Run and 2K Family Walk/Run draws a competitive field of about 2,000 localand international runners each year. This annual event,sponsored by The Sallie Mae Fund, benefits the DCCollege Access Program (DC-CAP), a non-profit organ-ization that provides college scholarships and helps localhigh school students plan and prepare for higher education.

The 2006 Walt Disney Pictures movie Invincible tells the true story of
Vincent Papale (portrayed by Mark Wahlberg), who tried out for and made
the Philadelphia Eagles football team in 1976 at age 30 and was part of the
Eagles comeback that eventually led to the Super Bowl. Vince has been an
employee of Sallie Mae for eight years and has conducted more than 50
Paying for College workshops on behalf of The Sallie Mae Fund.
In honor of Vince, The Sallie Mae Fund set up a five-city tour for him to tell
his story and help motivate disadvantaged students at high schools in Los
Angeles, Newark, Orlando, Philadelphia and
St. Louis. One senior at each high school
was presented with a Sallie Mae Fund
Hold Fast to Dreams $10,000 college
scholarship. Each school selected the
student based on high economic need,
college potential and personal traits
that demonstrated overcoming the odds.
