Bonneville Shoreline Trail Coalition Annual Report 2009

Section 1 Introduction The Bonneville Shoreline Trail Coalition is an organization of entities, both citizen and governmental, representing the communities in Utah involved in promoting, planning and building the Bonneville Shoreline Trail (BST). The vision of the BST is a non-motorized trail that serves as an interface between the urban area and public lands along the Wasatch Front and will provide trail users with a recreational experience at a distance from motorized activities that is both safe and aesthetically pleasing. The Coalition was formed on an ad hoc basis in 2001, and formalized and incorporated in 2003.

easements for power and natural gas for potential use as trails. Brigham City is working with 2 property owners to secure a trailhead and open access to the hillside where the BST is planned to go. Details on development of the opportunity and appropriate conservation easements are being worked on. In addition the City is continuing dialog with an aggregate extraction company to include trail provisions as part of their reclamation plan. Future Priorities

• Improve and sign Fence Line trail segment on south side of Box Elder Canyon from Mantua to Brigham City.

Trail Miles Proposed Constructed to Date Box Elder County 35 0

For more information about BST planning in Box Elder County, contact Brian Carver at (435) 713-1420 or [email protected]. Weber County Contacts: Geoffrey Ellis - Weber Pathways Mark Bedel – Weber Pathways 2009- Spring this year began with the repair of the bridge at Waterfall Canyon which had several boards broken after the winter. New 2x8” boards where carried to the site and used to replace the broken boards. At the Tunnel Mountain trail section, dirt that had been piled last fall was wheel-barrowed about ¼ mile to even the tread through a very rocky section. With the cool, wet spring this year, crews were able to work into early July before the heat and dry soils stopped work. The trails on the hillsides at Waterfall Canyon, 29th St. hill and various other sections along the Bonneville

Shoreline Trail were trimmed back, tread and bank stabilized and widened. The new BST South Connector Route was completed this year between the Beus Trailhead and 6200 South. It is an on-street route, 3.1 miles long, marked by standard “Bike Route” signs and BST connector route signs. It crosses Highway 89 at the Skyline Drive traffic light. This route will serve as a reasonably safe and convenient connection until a foothill trail alignment can be established between Beus and Weber Canyons, many years hence. Crews from the Utah Conservation Corps were hired by Weber Pathways to finish trimming brush on the Uintah Hillside Trail, which connects to the BST South Connector Route. The Corps was also able to secure the trail around the large poplar tree on the 29th St. hill. Rocks from an area near Taylor Canyon trail junction were wheel-barrowed up the hill to build the terrace around the tree and widen the approach. In the 12th St. area, repair was done on the switchbacks going north to join the Bonneville Shoreline Trail. Rainbow Trail’s lower switchbacks and upper trail were groomed and trimmed back to their original configurations, making these highly used sections of trail safer for the multitude of various recreationalists using this area. North of Ogden Canyon work was done to improve a tight bend where the trail had eroded away and a large boulder preventing alternate routing. Weber Pathways and the Utah Conservation Corps tried to blast part of the boulder away, with limited success, but were able to take off a few inches with a sledgehammer. They then built

up a rock retaining wall where the trail had eroded away. Work is also underway to move the official BST off the canal bank north of Ogden Canyon and onto a single-track route higher on the mountainside. The new route has been surveyed, and about a mile was constructed by the Ogden Trails Network, Weber Pathways, and the Utah Conservation Corps this summer, including some impressive rockwork in Paradise Gulch, above 9th St. Future Priorities

• Work with landowners between Ogden Nature Center North Trailhead and North Ogden Canyon Trailhead to determine trail alignment.

• Establish single track alignment as alternative to canal road. • Work to connect the Uintah Hillside Trail with the Weber River Parkway

trailhead proposed by the City of South Weber. • Determine a foothill alignment between Beus Canyon and Weber Canyon.

Trail Miles Proposed Constructed to Date Weber County 24 21.5

For information about BST planning in the Weber County portion, contact Mark Bedel at 801-393-2304 or [email protected]. Davis County Contacts: George Chipman – Farmington Trails Committee Scott Hess – Davis County Trails Committee Justin Hogge – Utah Trails Association 2009- The City of South Weber added the Bonneville Shoreline Trail to their Master Plan. The Plan states that the trail is “of great importance to the residents of South Weber. The City should cooperate and encourage Davis County and others to complete the trail.” North Salt Lake City has constructed a Trailhead Park located at the northernmost end of Sky Crest Lane in North Salt Lake. The park is currently under construction and will be completed in 2010. Upon completion, Trailhead Park will include a pavilion, an amphitheatre, playground equipment, bathrooms, and access to both the BST and the Wild Rose Trail. The Utah Trails Association hosted a National Trails Day event on a section of the Layton BST. They led a group hike with 35 people.

Layton city and Davis County worked together to purchase an easement across a section of private property just to the north of the Fernwood trail head on the north side of the Great Western Trail. Several years ago the Forest Service halted construction on this section of the trail due to the private property. In the mean time user created foot paths started to appear. Utah Trails Association rerouted the trail so that it would be sustainable and rehabilitated areas where unsustainable trails were beginning to appear. Now there is continuous trail in place from the Fernwood trail head to the Layton Ridges subdivision.

2010- Utah Trails Association plans to rehabilitate and install signage on the 1.5 mile segment adjacent to the Layton Ridges subdivision. This section is not well marked and was previously disconnected from the BST south of the Great Western Trail, therefore it has not been used much the trail is overgrown and almost non-existent in some areas. North of Layton Ridges subdivision there are approximately 2 miles of user created trail in place which is primarily on private property and some FS land. Utah Trails Association is working with Layton City, Davis County, and property owners to find a BST route that will work for all parties. Utah Trails Association is also working with the Forest Service to plan some much needed trail repair and maintenance. Improvements to the trail from Kaysville’s East Mountain Wild Park south to Bair Canyon are also being pursued.

In July of 2007 Salt Lake City purchased a 57.35 acre parcel on the Bonneville Shoreline Bench adjacent to North Salt Lake City and is know as the Bonneville Shoreline Preserve. Salt Lake City is now working to add 20 acres to the Preserve.

Future Priorities

• Sign and improve route from Great Western Trail to Layton Ridges subdivision.

• Improve and rebuild trail adjacent to Layton Ridges subdivision.

• Obtain easements and define trail corridor north of Layton Ridges subdivision.

• Install additional BST signage. • Obtain Forest Service assistance with

maintenance on Layton/Kaysville segment.

• Construct 800 feet of new trail to cross Bair Canyon, allowing the BST to continue another 2 miles on existing trail.

• Construct 3500 feet of new trail to cross Shepard Canyon, allowing the BST to continue another 1.5 miles on existing trail.

• Construct bridge over Snow Creek. • Establish an official trailhead at Twin

Peaks Circle. • Establish trailhead at intersection of BST and Weber River Parkway. • Determine single track alignment from Wild Rose Trail to Radio Towers. • Determine off street alignment from Wild Rose Trail to North Canyon. • Determine off street alignment from North Canyon to Mueller Park. • Determine off street alignment from Mueller Park to Holbrook Canyon. • Determine off street alignment from Holbrook Canyon to Skyline Dr.

Salt Lake County Contacts: Jim Byrne –Bonneville Shoreline Trail Committee Scott Earl- Sandy City Parks and Recreation Greg Hilbig- Draper City Trails & Open Space Specialist Brad Jensen- Draper City Dale Snyder – The Trust for Public Land 2009- Salt Lake City, in partnership with the Bonneville Shoreline Trail Committee, the Cottonwood Canyons Foundation and REI hosted a National Trails Day event at the Morris Meadows Trailhead. Eighty-five volunteers along with twenty crew leaders worked on the BST on the south slope of City Creek Canyon installing erosion barriers and smoothing heavily eroded sections of trail. A truck load of invasive weeds was also removed. Construction of the new Utah Museum of Natural History building that straddles the BST began in August 2008 and continued throughout 2009. The new museum will open during the winter of 2010-2011. The BST will run between the museum and its parking lot. The museum plans to provide amenities for trail users, including benches, drinking fountains and bathrooms. A 53-acre parcel of land known by county officials as the Bonneville Shoreline Trail Millcreek South/Richards parcel was purchased with open space and Zoo, Arts and Parks funds. The parcel is located directly to the east of Parkview Drive (4120 East) and the south side of the

mouth of Millcreek Canyon (3800 South). The land will serve to create a connection for the BST between Millcreek and Neff’s Canyon. The total cost of the land was $300,000, with $100,000 coming from the open space bond and the additional $200,000 from ZAP taxes. Some local residents on Parkview Drive are nervous about the possibility of the trail going behind their homes, they worry the trail will bring trash, increased risk of fire danger and erosion. A 5.49-acre parcel was purchased by Salt Lake County. The land was sold to the county by Tatsumi Misaka for $363,000. Of that amount, $100,000 came from the Zoo, Arts and Park tax. The remainder of the $263,000 came from the county’s open space fund. This parcel will be used to extend the trail by connecting the Mount Olympus trail head to Neff’s Canyon. It extends off of the Z trail which already exists. The parcel was approved for acquisition two years ago but was not purchased at that time. It has come up for purchase again and the council decided to pursue the parcel. The city of Cottonwood Heights dedicated a new trailhead park at the mouth of Ferguson Canyon. The trailhead provides 17 parking stalls with an overflow parking area about one-quarter mile away that will accommodate 15 additional cars. At the trailhead, the City has provided benches, garbage cans, and drinking fountains for humans and canines alike. Sandy City did a lot of maintenance and some widening on the section south of Hidden Valley Park as part of National Trails Day, sponsored by the Sandy REI. They also completed a bridge over Little Willow Creek between Sandy and Draper Cities. These projects were completed by volunteers. On September 1st U.S. Senator Robert Bennett joined the Trust for Public Land along with the U.S. Forest Service, the City of Sandy, the City of Draper, Salt Lake City and Salt Lake County to celebrate the protection of an additional 2,500 acres and over one mile of trail at Bear Canyon.

Draper City installed a vault restroom and picnic shelters at the East Bench Trail Head, which is located at approximately 13500 South, where the BST crosses the Upper Corner Canyon Road. 2010- Next year should bring the completion of Salt Lake County’s Open Space Trust Fund purchase of 73 acres of land owned by the Jack C. Jensen family and Bowers Investments. The property sits on the north side of I-80 at the mouth of Parley’s Canyon, just north of Suicide Rock and is surrounded by another 270 acres of land which is being donated for open space by the Romney Lumber Company as part of a 2006 lawsuit settlement agreement between Romney and Salt Lake City. The settlement agreement also allows the Romney Lumber Company to develop a subdivision consisting of 17 single-family homes located on about 25 acres. The property will be used for a Bonneville Shoreline Trail segment connecting the Parley’s Crossing bridges with the Skyridge Circle. Salt Lake City was awarded a $19,235 grant from Utah State Parks – Non-Motorized Trails Program to perform restoration and maintenance on the BST from the Davis County line to Red Butte Canyon. The BSTC has committed 1,.000 volunteer hours to the effort and is planning trail work day throughout April and May and also a large National Trails Day event in June. Salt Lake City is planning to purchase 0.1 2 acres located above Richland Drive on a BST access trail. The parcel contains mature trees, vegetation and the trail section. Sandy plans on completing the design and engineering from Hidden Valley Park to Bell Canyon Reservoir in early 2010. The City has adopted the Salt Lake County Master Plan alignment and will proceed with construction drawings, easements, property issues, and plan placement of the trail. Draper City is planning to raise funds for a cable bridge (160’ in length) across Bear Canyon (approximately 12400 S.) for the BST. The project will provide for increased safety and water quality.

Section 2 About the Bonneville Shoreline Trail Coalition Background

The Bonneville Shoreline Trail has been designated as Utah's Millennium Legacy Trail, as part of a White House initiative on the basis of our Governor's recommendation. The Utah Legislature has recognized the trail during the 1999 General Session, and appropriated funds for its construction. The Bonneville Shoreline Trail is intended to follow on or near the ancient Lake Bonneville shoreline terrace near the foot of the Wasatch Mountains from Juab County to Cache County including Juab, Utah, Salt lake, Davis Weber, Box Elder and Cache Counties; to provide continuous and safe routes, paths, or trails for pedestrians, bicyclists, and equestrian riders, where appropriate.
