Solutions
•Increase the rolling stock on North South and East West lines.
•Install back up batteries that would last one station
•Increase number of buses.
•Hasten the construction of downtown line 2, to 2013, together with downtown line 1.
Section 3: Budget Allocation
Spending
•5 new Kawasaki Heavy Industries & CSR Qingdao Sifang C151A trains costing 85 million dollars.
•100 new Mercedes citaro busses costing total of 50 million
•10 trains will be a tested first using regenerative braking technology on the wheels of the train, and be pushed out slowly to the rest of the rolling stock. Cost of which would be 65 million.
•Speeding up of Downtown line construction to cost 300 million.

• Converts the train’s kinetic energy to another form of energy, to be stored.
• back-up power supply, should there be a power failure.
