The current plans indicate this to be an elevated metro that runs through the city. ACTOS has asked ITACUS to indicate their thoughts on this matter. ITA Working Group 13 report ITA 1 Working Group 13 made an extensive investigation into the arguments for and against placing a metro below the surface. The report has been attached and although it was written in 2003, many of the arguments in this report still hold true today. The arguments will not be repeated here, please refer to the report for this. 3. The Cities We Need In 2014 the World Urban Forum was held in Medellin, Colombia. The event, organised by UN Habitat was based on the question where are we going with our cities. From this the World Urban Campaign developed the ‘Cities We Need’ campaign. Two points in this context are relevant for political decision makers, policy makers and urban planners: 1 International Tunnelling and Underground Space Association, Lausanne, Switzerland

3. TheCitiesWeNeed

In2014theWorldUrbanForumwasheldinMedellin,Colombia.Theevent,organisedbyUNHabitatwasbasedonthequestionwherearewegoingwithourcities.FromthistheWorldUrbanCampaigndevelopedthe‘CitiesWeNeed’campaign.Twopointsinthiscontextarerelevantforpoliticaldecisionmakers,policymakersandurbanplanners:

WorldUrbanCampaignposterattheWorldUrbanForuminMedellin,Colombia.

Itisthesetwopointthatshouldbecriticalwhenitcomestodecidingonwhethertobuildthemetroelevatedatthesurfaceorbelowthesurface.

Elevatedinfrastructurehasbeenusedincitiesallovertheworld.Allovertheworldwenowseethesestructuresbeingtakendown.Theydivideneighbourhoods,thepreventfurtherdevelopment,theylowerthevalueofrealestateinthevicinity.Indeed,citiessuchasBoston,MA,UnitedStates;RiodeJaneiro,RJ,Brazil;andMadrid,Spain;haveallplacetheirroadinfrastructurebelowthesurfacetofreeupsurfacespace.Valuablesurfacespacethatwasoftenredevelopedintogreenpublicspaces.Thereasonforthisisthatcitiesnotonlyfacethechallengetobeliveableandinclusivefortheircitizens,theyneedtobeclimateproofandresilientaswell.Greenpublicspacesprovidenaturalinfiltrationofrainwater,thetreesabsorbCO2andthegreeneryreducestheurbanheatislandeffect.Oneofthechallengeswehaveisthatastheclimateischanging,ourcitiesareheatingwhichiscausinghealthproblemsforthecitizens.Introducingnewconcretestructuresintothecityonlyraisesthiseffect.

29June2017page3of3Soapartfromallotherarguments,citiesthatlooktowardthefutureandlookattheinterestoftheircitizensshouldnotbeplanninglargeconcreteinfrastructuresthatdeterioratelivingconditions,introducenewhealthhazardsandmisshapethecityscapeforyearstocome.

Theinvestmentinanundergroundtransportsystemcouldinitiallybehigher.Butitalsooffersmanyadvantages.Thesocietalbenefitsofanundergroundsystemarenotjusttherapidtransportofpeople.Thereisnodirectimpactatthesurfaceprovidingcitizenswithamajoradvantagethatleavesspacetofurtherenhancethequalitiesofthecity.

Byplacingthemetroundergroundthereisalsoanelementofflexibility.AscanbeseenfromthedevelopmentofmetrosystemsinLondon,Parisandothercities–newlinescaneasilybeintroducedandcrossunderexistinglines.Doingthisatthesurfacewouldeitherbeverydifficultorresultinastackedelevatemetrosystemthatwouldevenfurtherdestroythecityscape.

4. Inconclusion

ThequestionofwhetherthemetroinBogotáneedstobeelevatedatthesurfaceorplacedbelowthesurfaceisnotatechnicaldiscussion.Itshouldalsonotbeadiscussionaboutcost.Aboveall,itisadiscussionontheBogotáofthefutureandhowthatcityshouldlook.Iflessonsaretobelearnedfromothercitiesworldwide,itisthatelevatedinfrastructurehasalwaysintheendproventobeabadlong-terminvestment.Removingtheelevatedinfrastructurehasledtointroducinganewqualityintoareasthathadbecomederelictbecauseofthepresenceofthatinfrastructure.Bynotbuildingthesestructuresinthefirstplace,butchoosingforanalternative,thepoliticiansofthedaycouldbemakingadecisionthatwouldbeapplaudedbytheircitizensinyearstocome.

ThenewmuseumbyCalatravaonthewaterfrontofRiodeJaneiroonlycameaboutthroughtheremovaloftheelevatedPeremitralHighwayandbuildingtwonewroadtunnelstocarrythetrafficbelowthesurface.Byremovingtheelevatedhighway,thewholeareacannowberevitalisedandthecitycentreisoncemoreconnectedwiththewaterfront.
