2013 and 2014 proved how far technology has come in the con-struction industry, resulting in fewer hardcopy prints being done or held in the planroom. We do, however, still receive the elec-tronic copies of the projects and post them to COOLNet Alberta, or we can print them to hardcopy. We have also seen a few compa-nies turning their hardcopy prints into electronic copy, as we have the capability to scan and save blueprints to a USB stick. The GPCA started focusing on the member benefits and what else we could bring in to our members. Some of those things we have been able to focus on were:• A20percentdiscountoffayearmembershipfromtheEastlink

Centre• Educationthroughseminars/presentations We are really focusing on the education portion and have held a few seminars this past year, such as OH&S Administrative Tick-eting & Penalties, and Infections Controls for Construction on

Networking events

The 29th annual golf tournament will be held on June 13, 2015 at the Grande Prairie Golf & Country Club again this year. Last year we had some new sponsorship opportunities that were very exciting; we will be having those same opportunities again this year. 2015 will also see a clay shoot in the fall. Keep checking your bulletin for more information on this event. Both the clay shoot and golf tournament will help us to give out scholarships every year.

COOLNet Alberta

COOLNet Alberta is our online planroom, which is owned and operated by eight local Alberta construction associations. We, as a group, have been working hard to make COOLNet Alberta the number-one tendering information centre.2013 saw the loss of the Peace River Construction Association, which the GPCA has taken the role of overseeing the projects in the Peace Region and making sure they are getting posted to COOLNet.WealsosawtheEdmontonConstructionAssociationcome back to the group. COOLNet On-Demand has been launched, as well as SCAN 24/7.TheCOOLNetAlbertagrouphasalsocomeintoanagree-ment with CMD Canada, which is helping to get more projects in the planroom and in receiving the awarded information on proj-ects. All three are positive changes that are increasing the benefit to all the members. i

Message from the President of the GPCATIm mOLINe

This past year has seen the GPCA grow to 166 members with the amalgamation of our friends from Peace River. Together, the GPCA has continued to lobby for the interests of the construction industry for over 50 years, and this association is cur-rently stronger than ever. 2015 has not been without its trials and tribulations in our industry. With the cy-clical nature of the Grande Prairie econ-

omy, this will be an interesting year going forward. Public investment in the city will be extremely strong in 2015, with both the healthcare sector and numerous school projects in the development phase. The foundation of Grande Prairie as a north-ern hub for Northern Alberta (and B.C.) is never more evident than right now. While industrial, commercial and residential construction may not be at the strong

growth levels we’ve become spoiled and accustomed to, the future looks extremely bright as we are seeing much overdue in-frastructure investment. The foundation is being poured for a very successful fu-ture, and we are very fortunate to have our roots in this community. Self-reflection for the industry at this time is important, as we all look at our business models and address some of the issues (that may have been previously overlooked) that dramatically influence all of our companies. The importance of ed-ucation and helping bring new young pro-fessionals into the construction industry is an issue I believe we can all agree upon. The lifeblood of our industry is the inflow of intelligent, hardworking and dedicated individuals. We’ve taken steps to expedite and ac-celeration this process by encouraging our young workers to obtain their tickets and seals on the relevant Alberta cam-puses. The grassroots involvement in the secondary system will be an ever-going battle as we try to encourage young stu-dents to pursue a great career path in the trades. The partnership being developed with schools is to help increase the inflow of young talent into our organizations, an industry issue that impacts us all go-ing forward. The scholarships available through the GPCA also aid in supporting young workers to further their education and take their careers to the next level. i

Alberta is a dynamic province with great potential, and while currently facing major fiscal challenges, I want to confirm our government’s continued commitment to the development of core projects and services to meet the needs of Albertans, across the province and in the Grande Prairie region. We are continuing to build so that Albertans have the quality schools, health facilities, roads, and other infrastructure that is

needed to meet ongoing growth in the province.

I am pleased to contribute to this issue of Building the Grande Prairie and Peace Re-gion. Grande Prairie continues to be a growing and vibrant community, and we’re pleased to see a publication focusing on construc-tion. The value of construction in Grande Prai-riein2014was$275,333,916,andthroughFebruary of this year the number of build-ing permits was up 34 per cent from 2014 to 163. We’re fortunate to be buoyed in this com-munity by four economic engines – the energy sector, forestry, agriculture, and our position as a regional trade centre, serving a population of more than 260,000 people on both sides of the Peace Country, and as far

away as the Northwest Territories. This is the youngest city in Canada and one of the fastest growing in North Ameri-ca. With more Grande Prairie residents pre-paring for kindergarten than getting set for retirement, this community is a great place to invest, raise a family, and do business. Construction of the new hospital near Grande Prairie Regional College, and the addition of several new schools show the province’s commitment to the community. The Grande Prairie airport terminal ex-pansion and the recent extension of the runway is a further example of a long-term vision for this community’s prosperity and our position as a regional air transit hub. Within the city, commercial develop-ment continues to increase with the West-

gate shopping area, the Stone Ridge area,

near theEastlinkCentre,and theTrader

Ridge project to the north.

The City of Grande Prairie has invested

$20 million in downtown enhancement to

ensure this core sector of the community

remains vibrant.

This municipality is fortunate to have

The Grande Prairie Construction Asso-ciation is a Canadian Construction As-sociation (CCA) partner association and its members automatically become mem-bers of the CCA. Your association partici-pates and contributes to the formation of national industry policies and positions through its involvement with the CCA. Here are a few of the CCA’s recent accom-plishments:

1. Infrastructure Investment

The CCA continues to work with the fed-eral and provincial governments to ensure the smooth implementation of the new 10-year $53.5 billion Building Canada Plan (BCP). A key improvement was the indexation of the annual $2 billion Gas Tax Fund.

2. Labour Supply & Training

• Immigration reform continues to be a top priority for the CCA. The goal is to ensure that the policies and practices are responsive to the construction in-dustry’s needs in a timely fashion. Cur-rent priorities include:

• Temporary Foreign Worker Program – Preserving the ability of construc-tion firms to access foreign-trained workers on a temporary basis. Seek-ing a more responsive and efficient system;

• New Federal Skilled Trades Pro-

gram–Expansionofeligibletrades;and,

• New Express Entry System launched in January of 2015 – Seeking to en-sure employer access to the poten-tial immigrant database.

• TheCCAwassuccessfulinlobbyingforspecial consideration for smaller em-ployers wishing to use the new Canada JobGrant.Asaresult,SMEswillbeeli-gible to either contribute 15 per cent of the employer share in cash (i.e. 15 per cent of $5,000= $750), or deduct thetrainee’s wages toward their contribu-tion.

3. Federal Tendering & Contracting

Practices

• TheCCAwasabletoconvincethefed-eral government not to promote ap-prenticeship by mandating quotas in its construction contracts, but to instead first compile information on how many apprentices are currently employed on federal projects through a voluntary re-porting system.

• With Defence Construction Canada(DCC) announcing that it intends to move to full electronic procurement for its construction contracts, the CCA provided input into the RFP process to ensure that the system selected is best suited to construction procurement, (e.g. a true online and real-time system, as opposed to an upload system; a sys-tem that permits the modification and withdrawal of bids after submission, but before closing, etc.)

4. Poor Quality of Design Documents

• TheCCAhasdevelopedachecklistofwhat a complete set of design docu-ments should include and is planning to conduct a series of seminars beginning in 2015.

5. Public Sector Self-Performance and

Competition

• TheCCAhasdevelopedachecklist toensure public owners include in their comparisons of in-house construction vs. contracting-out all pertinent cost items.

6. New Standard Documents

• Inthecomingyear,CCDCwillconducta number of educational seminars on CCDC 3 – Cost-Plus Contract, CCDC 29 – A Guide to Pre-qualification and CCDC 21 – A Guide to Construction Insurance. Other 2015 documents in-clude an IPD contract and CCDC 2MA Master Agreement.

7. National Industry ethics Course

• The CCA is working with BuildForceCanada to develop a national construc-tion industry ethics course.

8. New Technologies/methodologies

• TheCCAcontinuestosupporttheini-tiatives of the Institute for BIM in Can-ada (IBC) and Canadian Construction Innovations (CCI) to promote aware-ness of new technologies.

9. Industry Drug & Alcohol Programs

• TheCCAhasdevelopedtoolstoassistcompanies in dealing with drug and al-cohol issues, including a generic drug and alcohol policy that companies can customize for their purposes, as well as a fact sheet on employee assistance pro-grams.

10. Foreign Competition

• TheCCAwasabletoconvinceFinanceCanada to permit Export Develop-ment Canada (EDC) to continue toprovide performance security guar-antees to Canadian-based contractors for projects situated in Canada that re-quire letters of credit for performance security.

11. Prompt Payment & Lien Legislation

• TheCCAisdevelopingrecommendednational guiding principles for prompt payment legislation, as well as a set of model lien legislation principles.

The CCA’s 2015 priorities

Last June, the CCA held a Construction Industry Summit with the participation of some 90 industry representatives from all across the country. The summit cul-minated in the identification of the fol-lowing seven themes as the top issues/challenges the construction industry will face over the next three to five years:

1. Business Practices (e.g. quality of de-

sign documents; slow payment, etc.);

2. Business Succession (i.e. aging demo-

graphic, business capacity, etc.);

3. Globalization (i.e. foreign competition

and investment in the Canadian mar-

ket);

4. Government Capacity (e.g. ability to

champion much-needed public/pri-

vate infrastructure projects – e.g.

pipelines – and to manage own proj-

ects);

5. Infrastructure (e.g. public sector’s fis-

cal capacity to deal with infrastructure

renewal);

6. Labour (i.e. labour shortages); and

7.Technology (i.e. new tools – BIM – and

methodologies – IPD, lean).

The ACA’s annual general meeting capped a successful 2014 in which the association:– Worked closely with Alberta Infra-

structure to improve procurement processes, move towards adoption of CCDC contracts, and improved defi-nitions and mark-ups for change or-ders.

– Developed a comprehensive response to proposed changes to the Occupa-tional Health and Safety Code, and initiated development of an associa-tion best practice on the reduction of occupational exposure to silica.

– Undertook a comprehensive survey of members that confirmed delayed payment is a large and growing issue

for industry, with negative impacts on industry cash flow and project cost.

A comprehensive operations retreat confirmed the ACA’s priorities remain focused on government advocacy, de-velopment and promotion of industry standard practices, and promotion of a skilled workforce. The ACA’s priorities for 2015 are:1. Maintaining adequate and predict-

able levels of public investment in the face of declining oil prices.

The ACA continues to advocate the provincial government to develop a long-term capital project and de-ferred maintenance spending pro-gram/budget. As Alberta’s largestpurchaser of construction services, the Province influences the market

price for construction services by adding or postponing (cancelling) projects in a market that is currently operating near capacity. Conversely, the development of projects during slow economic times resulting from a change in oil prices or other econom-ic influences, allows the construction industry to maintain their skilled workforce. A consistent number of skilled workers delivering construc-tion services is critical.

2. Working with Alberta Infrastruc-ture and other owners to ensure they remain preferred clients. Spe-cific initiatives include moderniz-ing procurement practices, adop-tion of industry standard docu-ments, and minimizing delays in payment.

Fair procurement practices that rec-ognize the public demand for “best value” should be supported by Alber-ta Infrastructure. In addition to fair

procurement, the government should adopt the use of CCDC standard documents, which clearly outline im-portant commercial terms, such as prompt payment terms and accept-able amounts of liability. Alberta In-frastructure will be considered a pre-ferred client if they adopt a position of familiarity and fairness with cur-rent construction industry practices.

3. Advocating for balanced and reason-able safety and WCB policies and en-forcement, with specific focus on sili-ca exposure and on interpretations of refusal of modified work.

The ACA is advocating with OHS to re-visit theOccupationalExposureLimitto silica dust. The ACA is partnering with a number of associations to urge that the no-fault principle employed by the WCB not apply to post-incident terminations for cause.

4. Strengthening relationships with Al-berta’s education system to develop

our future workforce. Clearly, the federal and provincial

government, the public, and the con-struction industry would prefer to hire Canadian workers with the necessary skills to perform the tasks required to deliver a project. To support the long-term growth of a skilled construction workforce, we must partner with Al-berta’s educational system to promote an interest in the construction industry. Our industry must be seen as a positive career choice to influence youth to con-sider a career in construction.

5. Continued rollout, adoption, and maintenance of the trade definitions.

The use of trade definitions provide clarity to all construction project stake-holders, which in turn reduces confusion, errors, disputes, and litigation. They help to ensure the bids are complete, consis-tent and compliant. i

Peace River, with its vibrant, diverse economy, is a major focal point for devel-opment in Northwestern Alberta – and rightly so. Boasting a continuous oil and gas boom and a rich forestry and agricul-ture industry, major developments are a-plenty in Peace Country. Within the last year, Peace River wel-comed two new dealerships (Ford and Chrysler) on West Hill at the intersec-

nership,whichinvolvedapart-augured/part-open-cut culvert installation with three elbows (vertical and horizontal bends). It commenced November 2013 and wrapped mid-October 2014. In addition, the $3-million Pat’s Creek Culvert Project in downtown Peace River consisted of repairs to the collapsed por-tion of culvert near the town’s round-about. A custom structure made of sheet pile/soldierpilewall,concretefloor,andconcrete roof slabs was constructed. This project tendered to Glen Armstrong Construction completed last June. Expectedtowrapupbytheendofthesummer, work continues on the Judah Hill slide repairs. The project involves repair-ing a 200-metre-long section of Highway 744thatfailedduetoslideactivity.Crewshave worked tirelessly to not only rebuild a 200-metre-long section of the road, but also install 500 anchors, and three retain-ing walls to try and help stabilize the hill in any future slides.

Alberta Transportation is expecting to complete approximately 300 kilometres of paving in the Peace River and Grande Prairie areas over the next couple of years, including pavement overlay work on Highway 35 near Manning, High-way 43 near Grande Prairie, Highway 40 south of Grande Prairie, Highway 2 west of Peace River and Highway 2 on either side of High Prairie. As well, approximately 218 kilometres of second-stage paving will take place on Highway 88 over the next three years, completing the paving of the previously gravelled road between Fort Vermilionand Slave Lake. Repair of the Highway 986 slide on the west side of the Peace River near the Daishowa Pulp Mill will be tendered soon.

All this bustle has translated into a great deal of opportunity for

the region’s construction community.

Shell’s Carmon Creek is starting to mobilize through a DMI (driver machine interface) rail connection, moving pre-fab modules by rail. The new facility, with projected production rates of up to 80,000 barrels of oil per day, will reach peak construction in 2016, during which the company will em-ploy up to 1,200 people. With a 40-year history in the region, Carmon Creek has recently initiated a sustainable CHOPS technique (cold heavy oil production with sand) for its oil production. The method is much cleaner than conventional methods, thoughtheoff-gastendstobemorepungent. “There’slotsof[CHOPS]uphereandit’smuchdifferent

than what it is in Fort McMurray or Cold Lake, or any other heavy oil sands provinces,” Glenn says. “There’s more sulfur and aromatics.” Just as its name suggests, CHOPS involves the extraction of cold heavy oil production using sand. The technique en-compasses heavy oil production with the deliberate initia-tion of sand influx into a perforated oil well. “[Shell’s] intent is ‘this is the future of oil production in Alberta,’ so again, it comes down to sustainability,” Glenn says, “spending enough time on the front end to make sure you got a good understanding of the project before you start building it.”

The $22.5-million Shaftesbury Water Treatment Plant up-grade was spearheaded by the Town of Peace River to include additional clarification, sedimentation, filtration, chlorina-tion, and flouridation. Designed to 2036 population projec-tions, the new plant will provide potable water to Peace River and the neighbouring County of Northern Lights, who part-nered in this project, and to the southern end of the county including the Weberville, Warrensville, and Dixonville areas.

A grand opening was held in September 2013, though fi-nal completion and commissioning continued into March 2014. Funding for the project was comprised of a con-sortium including the provincial Water For Life Program ($16,804,616), the Town of Peace River ($4,950,496), and thefederalGasTaxFund($747,079).

Alberta Transportation is also building a new bridge on Highway 40 over Smoky River north of Grande Cache scheduled forconstructionin2017and2018. In 2013, Alberta Transportation hired a firm to develop a design for a new bridge across the Peace River. Construc-tion of the project is not on the current Provincial Construction Program and is subject to available funding. All this bustle has translated into a great deal of opportunity for the region’s construction community. “Construction is booming here, no question, and in all facets,” says Reid Glenn of Prairie Fire Power Inc. and past president of the former Peace River Construction Association. The 40-year-old association amalgamated with the Grande Prairie Construction Association last year. “The boom is sustainable [if we build] our future in a sustainable fashion. Thanks goes to the government of Alber-ta; we really appreciate that leadership in building the future.” Chamber of Commerce president, Mi-chael Matthews, concurs. “We’ve been on the edge of growth for so long. The construction just seems to enliven the whole town and many projects will use as manylocalpeopleaspossible.Everyoneis busy. It’s nice to see. It will make Peace River the hub of the region.” i

The much-anticipated larger-than-life Philip J. Currie Dino-saur Museum – declared by the Globe and Mail as one of the “Top10SightstoVisitin2015”–issettoopenitsdoorsthisfall. The museum is described as an international institute for experiential learning dedicated to Alberta’s palaeontological heritage. Named after Canada’s leading palaentologist, Dr. Philip J. Currie, the 41,000-square-foot world-class facility is situated on a 10-acre complex in the heart of the Peace Country on the Alaska Highway (Highway 43), about 20 kilometres west of Grande Prairie. “This is going to be the largest destination attraction in northernAlberta,” saidGeorge Jacob,presidentandCEOofthe Philip J. Currie Dinosaur Museum. “Our team is working hard to make progress on multiple fronts in order to open in fall 2015.” Construction on the behemoth building broke ground in June 2013 with PCL Construction Management overseeing

Despite some delays to the project funding and the build, exterior construction concluded in December 2014, and work on the interior exhibition spaces began in January 2015. “This is an ambitious timeline by any measure and, when completed, will be the fastest museum design-build project in Canada,” said Jacob. “We are still on track to meet the target for a soft opening. Work on landscaping, the restaurant, the patio, dino playground, museum shop and kitchen will commence in May or June. The exhibit installation will begin around that time as well.” The building’s design – the brainchild of Toronto-based Tee-pleArchitects,ArndtTkalcicBengert(ATB)andFast&Epp–has garnered nearly as much attention as the prehistoric relics that will inhabit it. The museum’s design has been featured in several architectural and design publications already, including AZURE, NUVO, and MUSE magazines. The building has also at-tracted attention in the province’s construction community, and Alberta Construction Magazine awarded PCL Construction the 2014 Alberta Construction Award for the Commercial Under $50 Million category. “First of all, the fact that it’s a dinosaur museum is a pretty cool thing on its own,” said Karla Horcica, project manager with PCL Construction. “It’s an exciting project. But beyond that it’s also a gorgeous, unique building – interesting and very modern. There’s a lot of concrete and exposed, glue-laminated beams and struts.” The most striking design features are found in the exten-sive gallery spaces, where angled beams of pine-beetle timber stretch from floor to ceiling and are connected by nodal trusses, also made of pine-beetle timber. “The geometry of the design is very unique,” said Horcica. “It was challenging because there are no square corners to the building, everything is angled.” In addition to looking good, the building is also eco-friendly andLEEDGoldcertified.

“The triple-glazed zinc roof creates an exceptionally energy-efficient and sustainable building envelope, and is built to handle temperature extremes in the Grande Prairie area,” said Jacob. “The efficiency of this design allows the entire building to be heated and cooled by a displacement ventilation system, located under the concrete floor. The design draws on an abstraction of the palaeon-tological excavation experience, with two massive retaining walls of poured concrete and gabions pushing back the earth to reveal the main gallery wall.” Local businesses who worked on the project included G&M PlumbingandHeating,NorthgateElectricLtd.,All-WestNorth-ern Glass Ltd., Schmidt’s Painting Ltd., Mainline Construction, Greenblade Landscaping Co. In addition to the gallery spaces, the museum also features two classrooms,a70-seattheatre,researchandcollectionsareas,ares-taurant, a gift shop, an outdoor discovery fossil walk, and tourist services areas. The museum hopes that, once it’s open, it will result in a tourism boom for the area – particularly from the roughly 300,000 vehicles crossing through on the Alaska Highway. Local groups and visiting dinophiles will have the opportunity to rent museum facilities, including the theatre, boardroom, class-rooms, and the restaurant space. i

Grande Prairie’s Muskoseepi Park now boasts a total 20 kilome-tres of trail system thanks to the addition of the $1.2-million North Bear Creek Trail, which opened to the public in spring 2015. The new one-kilometre pedestrian trail, aptly named Mask-wôtêh, a Cree word meaning “bear heart”, will also feature inter-active displays, a natural playground, interpretive seating, and a parkinglotatthe108thStreetand117thAvenueentrance. “This is the first expansion within the urban park corridor since 1987,”saysCityofGrandePrairie’sLindseyJuniper,whoservedas project manager for the designated Legacy Project in celebra-tion of the city’s centennial. “It’s been a nice addition to the park system.” Muskoseepi Park, with over 1,100-acres of parkland with natu-ral and paved trails running along Bear Creek, has been a major cityattractionsinceitopenedin1987,itsrichculturalheritagere-flected in its Cree name meaning “Bear Creek”. North Bear Creek Trail, which took less than a year to construct, commences at Centre 2000 (tourist information centre) and terminates near the

Royal Oaks neighbourhood, joining the existing trails to the north and providing trail connection at Highway 40. The new section of the recreational trail also opens future trail development up to Grande Prairie’s 132nd Avenue and 116th Street. Critical to its design was a focus on trail alignment, specifically through the continuation of the trail network from Muskoseepi Park to the south. At project start up, a team from Calgary-based IBI Group walked the site and carefully staked the route of the trail. “We wanted to maximize user experience by taking views andtopographyintoconsideration,”sharesErnieWebsterofIBIGroup. “It was also crucial to protect and avoid damage to existing mature vegetation in the North Bear Creek corridor.” The end result, says Webster, is a trail alignment that undulates and meanders sufficiently to ensure users feel enveloped by nature – a key design feature. In addition, native plant species were in-corporated into a bio-retention area within the car park drainage design.

Webster cites the design of the pathway under Highway 43 as a project challenge. “We had to balance the need for headroom forbicycles/pedestrianswiththefluctuatinglevelsofNorthBearCreek, making sure the pathway is above water all year,” he adds. Working for the City was Wapiti Gravel Suppliers (general con-tractor) and G.P. Lawn Doctor (subcontractor). AccordingtoBrentCaissie,P.Eng.,ofWapitiGravelSuppliers,the job, which began in July 2014 took a little over two months to complete, involved regrading the existing landscaping to facilitate approximately 500 tonnes of pavement and 4,000 tonnes of grav-el, which was used to build the asphalt trail, concrete sidewalks, lookout picnic area and parking lot. A project addition, the Wapiti team installed low knolls (just over waist height) to maximize the user experience. “Methodology that was presented had to be changed to fit the landscaping,” says Caissie, citing the trail system’s location – be-hind hills and mountains, adjacent to a tree line, and not visible to the 108th Street bypass – as the motivation. “We wanted to make this area as natural as possible, but we had to make it safe.” Interpretive play pods provide educational play opportunities for schools and the local community, while adjacent open space surrounded by a looped trail allows visitors easy access to the park’s newest area. The Sweetman Group Inc. (The Playground Guys) from Olds, Alta., have been awarded the $250,000 Mask-wôtêh nature-inspired park playground contract. Installation is planned for spring 2015.

Juniper cites the new playground’s design as unique. “We don’t have any other playgrounds like it in Grande Prairie,” he says. “It features big boul-ders, dinosaur bones, and an outdoor classroom, so we’ll be able to do some programming out of the facility.” Next up for Muskoseepi Park: a new bridge that connects the new Grande Prairie Hospital to the trail system. The idea of community is well embodied by the new Charles Spencer High School – from its open and engaging flexible con-cept, to its role within the larger Com-munity Knowledge Campus featuring a recreation centre, ice rink, and a neigh-bouring Catholic school. As Principal Michelle Blair shares, community was an intentional theme in the building’s design and construction. “A big part of the vision for Charles Spencer was it really meets the needs of the community and the needs of the stu-

dents,” she says of the school designed and constructed by Stantec and Clark Builders. “The public response has been overwhelmingly positive, and we’re really proud to see how our students have cre-ated a sense of identity and connection.” The grand opening onMarch 27wel-comed members of the community, in-cluding the province’s ministers of infra-structure and transportation. Informal, collaborative learning is criti-cal to the new school’s 11,105-square-me-tre design, featuring a number of breakout

spaces and modifiable flexible classrooms to accommodate small and large groups. Project pods and project rooms become part of the library/resource centre, andbenches and plug-in stations have been included in student gathering areas. “These areas that we thought were go-ing to be quite popular have just turned out to be real jewels in the school,” adds Blair. “It’s been exponentially more valu-able than we ever imagined it could be.” A central staircase – endearingly re-ferred to as the “heart of the school” –

well-fosters student interaction and dually functions as a stage area, as facilitated by surrounding bleachers. Corridors leading to the north, west, and eastern portion of the school are connected by this central circulation node. “This double-storied area features a prominent staircase/bleacher and func-tions as a space for large gatherings, as-semblies and artistic performances,” says Heather Bretz, bridging architect-con-struction with Stantec, “all of which fur-ther invite the community to take advan-tage of the new high school facilities.” The cohesive circulation design imple-mented through the organization of corri-dors and open spaces maximizes easy flow for students, while simultaneously pro-viding unimpeded, secure surveillance of student-accessed spaces, increasing safety and security in a subtle and non-intrusive manner. Mandatory energy points, such as ener-gy-efficient lighting and low-flow fixtures with bright, open spaces, and the use of natural light and advanced ventilation systems, have earned the project LEEDSilver certification. Inside, the light-filled central atrium features clerestory windows, while the library is a simple glazed volume with a glass façade. An exterior sheltered court-yard is added to create an outdoor gath-ering space that enables daylight to pen-etrate deep into the school through glazed circulation areas wrapped around the space,whileofferingviewsofgreenery. “There’s a sense of wellbeing attributed to the natural light, but also to the open concept,” adds Blair. “And the students certainly reflect that.” The new Charles Spencer High School boasts the capacity to accommodate up-ward of 1,000 Grade 9 to 12 students. Ad-ditional on-site modulars – two construct-ed last fall, with four to come this spring – will allow the school to cater to future projections of 1,110-plus students. Talk of a permanent addition is also underway. “We opened over capacity; we antici-pated we would open the school at about 850, through our own projections, and

we opened the school at over 1,000,” says Carol Ann MacDonald, superintendent of the Grande Prairie School District. “So it was well-received by the community.” The Charles Spencer High School is the first of five public school projects to be completed for the Grande Prairie Pub-lic School Division. A new 750-studentschool (Isabel Campbell Public School), a new 900-student school (Riverstone), and the modernization of Montrose Ju-nior High School are all expected to be

completed in 2016. The fifth, currently in planning with an expected completion of 2017,isanewK-8schoolinRoyalOaks. According to MacDonald, the Grande Prairie Public School Division is grow-ing by approximately one school per year, from 400 to 550 students annually. In 2014, the division grew by four-and-a-half per cent, just under 2013’s seven per cent, and projected growth suggests the divi-sion will have the two high schools filled andneedingathirdby2027.

The Government of Alberta involved students, parents, teachers, and staff inthe school’s design-build process, which began in November 2011. After a 10-week consultation period, a public open house was held once the schematic design be-came available in January 2012. Following that, an 18-month construction plan was delivered for the Charles Spencer High School project (then referred to as the

CKC – Community Knowledge Campus), and the government’s contractor Clark Builders broke ground in January 2013. The Grande Prairie Airport is investing in infrastructure improvements to ensure smooth landings for customers and visi-tors well into the future. “Our main focus in 2014 was invest-ing in a 2,000-foot extension to our main runway,” said Brian Grant, chief executive officer of the Grande Prairie Airport. “The runway was previously 6,500 feet [1,982 metres], and we’ve now brought it to 8,500 feet [2,591 metres]. We were the shortest runway of all the destinations WestJet flies to. We could have gotten away with extending it to7,000 feet,butexpandingbeyond that to 8,500 gives us the ability to accommodate larger, further-reaching flights in the future.”

While the airport footed the bill for the extension of runway 12-30, an investment by Transport Canada’s Airports Capi-tal Assistance Program (ACAP) allowed them to accomplish full rehabilitation of the existing 6,500 feet and also to decrease the width of the existing runway, which will have a lasting economic benefit for the airport in maintenance activities. “We’ve narrowed the runway from a previous width of 200 feet [61 metres] to 150 feet [46 metres],” explained Grant. “The runways were originally built to ac-commodate Canadian Forces air traffic, but the 150-foot width is the standard for most other civilian airports.”

The airport also underwent a major rehabilitation of the airport apron, which is the outdoor area of the airport where aircraft park, board, fuel up, and load and unload. Three-quarters of the apron’s con-crete slabs were replaced – some of which weretheoriginalslaidin1979. “This was a major rehabilitation project for the airport, it is one of the largest since we took control from Transport Canada in 1997,”saidGrant.“The2014projectwasan$18.2 million investment. Since the airport was taken over by the Grande Prairie Air-port Commission in 1999, they have invest-ed $45.3 million in rehabilitation and expan-sion for the preservation and improvement of air service for the Peace Region.”

The runway expansion and narrowing, as well as the apron rehabilitation began in April 2014 and wrapped up in October 2014, with Wapiti Gravel Suppliers lead-ing the construction as the general con-tractor. Grant says that most sub-trade work was awarded to local firms, with the exception of specialty services like the required airport lighting, which were handled by specialty contractors. Major contract items on the project included: earthworks and grading; full-depth asphalt removal and pulverization; removal of the existing concrete panels; supply, placement and compact granular sub-base and base; supply and placement HMAC; supply and placement of Portland cement concrete; restoration of topsoil, seed and mulch; sub drainage and storm drainage works; and airfield electrical works. While the runway project was under-way, the airport was also working on an-other cost-share safety project with Al-berta Transportation that saw the instal-lation of turning lanes and intersection traffic control lighting – something that Grant says has been a long-running pur-suit for the airport. “We’re continuously growing our air-port so there are a number of projects on the horizon for us – one almost every year,” said Grant. “We’ve seen an eight per cent increase in the number of passengers coming through in the last year alone. So we’re thinking about continued future growth, but we’ve also grown so rapidly that we’re now looking at handling some of the congestion issues with our traffic.” In 2015, the airport will be investing in their airfield once again with the widen-ing of their secondary taxiway (taxiway bravo). “Taxiway bravo intersects runway 12/30about3,000feetdownit,andwid-ening it will increase the efficiency of air-

craft landing and take-off operations byhavingacloserturnoffforaircrafttocleartherunwayforthenextarrival/departure,”said Grant. A wider taxiway will ensure the Q400 NextGen aircraft, which have a slightly wider wheel stance than other models,

more clearance to navigate and turn when taxiing from runway to apron. Coupled with the new, extended runway, the wid-er taxiway will mean the airport is posi-tioned to accommodate longer-haul, di-rect flights as far as Mexico’s south-east coast in the future. i

The M.D. of Greenview, the third largest rural municipal-ity in Alberta, supports five fire departments, but with strong growth in the northern economy growing, the current services are stretched to the limit. Looking ahead to improve fire and emergency response capabilities, the M.D. has committed $14 million for new firehalls. The Debolt station will be on the west side of the town, close to Highway 43, while the Grovedale fire-hall will sit at the intersection of Highway 666 and Township Road700. FieldEngineeringandAssociatesLtd.,anarchitectural/engi-neering firm in Grande Prairie, worked with the M.D. to estab-lish a long-term design. “These firehalls are designed for expansion,” explains lead ar-chitect Roger Field. “We looked at the cost of doing the work in the future and doing it now; not spending twice as much money later to add onto these buildings.” With 35 years of experience serving the Peace Country, Field Engineering&AssociatesLtd.hasextensiveknowledgeoftheunique challenges in northern construction. “The firehalls are pretty well carbon copies of each other, pre-engineered buildings, not fancy but energy-efficient in every way possible,” explains Field. Leon Gullickson, operations manager within the 18-employee office, is gearing up for the project, get-ting his team in place. According to Gullickson, Southwest De-sign tries to use local contractors whenever possible, and so far has awarded work to three Grande Prairie subcontractors. “Bear Enterprises Ltd. will do the electrical forGrovedale,and the mechanical contractor for both is Tek Plumbing & Heating Inc. Main-Way Electrical & Instrumentation, out ofPeace River, will handle Debolt.” Gullickson states, “The structures will be above ground with a structural slab and 200 concrete piles per building. That’s a

massive amount of piling, but it will make the whole project

that much more stable to last 50 years down the road.”

The two buildings will feature a building component system

offoam-coreinsulatedsteelpanelswithahighR-factor.“Each

firehall has a 40-foot tower,” says Gullickson. “For training to

rappel down buildings and practice running up stairs. They’ll

hold ahoist/winch system for liftinghoses, allowing them to

drain and dry out.”

“Southwest Design will be ready to start the excavation and

piling once the survey is complete and the site is stripped by the

end of March,” says Field. Gullickson estimates the two projects

will take 10 months each, working on them simultaneously. But

weather dictates the final schedule. “We have to be very safety

conscious…if there are strong winds, for example, we have to

shut down the cranes, delaying moving panels on until it’s safe.

Best case scenario, we’ll be finished in Grovedale in January

2016 and Debolt in February 2016.”

As northern Alberta continues to grow, the construction in-

dustry will keep pace with the forward-thinking designs and

construction materials and techniques exemplified in these two

new rural firehalls that will serve their surrounding communi-

ties long into the future. i
