LETTER FROM THE DEAN
“BUILDING VALUES WITH KNOWLEDGE”
Dear LBPU Attendees,
Welcome to our 28th year. The Lord Baden-Powell University of Scouting Steering Committee is made up
of several councils that meet to help offer quality training to all Scouters. The University is going through
some great changes. Our Commissioner courses are now in alignment with National courses and with
National course numbers to help Commissioners apply for different commissioners training awards.
We have reduced our conference fee to help Scouters better afford our training. The quality and
commitment is still the primary objective of Lord Baden-Powell University.
The steering committee has been planning the program and activities for almost a year and hope
that you take the time to review the catalog to see the courses they have offered, the fee changes they have
made, along with the ease of online registration.
If you are a first-time Scouter to LBPU you will have a huge selection of courses to choose from
to help you in your Scouting position. If you are an old friend returning, please take the time to see what
changes have been made to the course choices. I think you will be amazed.
On behalf of the Lord Baden-Powell University Steering Committee members and staff I want to
thank you for your support and I hope you and a friend will join us for the 28th year of scouting fun,
learning, and fellowship. Looking forward to seeing old friends and making new ones.

TUITION and FEES
The 2017 cost of LBPU is listed below. ALL REGISTRATIONS ARE ON A FIRST COME, FIRST
SERVED BASIS. Our costs this year are divided into three parts; Registration/Conference Fee,
individual meals, and room accommodations with meals included. Everyone pays the Registration Fee,
but you select your dining and sleeping arrangements. With your fees, you get not only excellent training,
but also fun, Scouting fellowship, and a great atmosphere at Wonderland Camp, Camp Lake, WI (just 5
minutes north of Antioch, IL).
Registration/Conference Fee
NON-REFUNDABLE. Registration fee includes 1 to 8 hours of instruction with handouts, LBPU patch
for first time participants or year rocker for returnees, diploma and coffee. The Registration/Conference
Fee DOES NOT INCLUDE ANY MEALS OR ROOMS (please see additional charges below).

Take I 39 N / I-90 W toward Wisconsin, merge onto I 43 toward Milwaukee, follow I 43 to WI 50, go
East on WI 50 to Route 83, go South on Route 83 to Country Road AH, go West on AH until it dead ends
into Camp Lake Road / SA, go South on Camp Lake Road for about 2/10 of a mile. As soon as you pass
the Camp Lake city sign Wonderland Camp will be on your left.
If you have the technology, the GPS coordinates that will guide you to the front gate of Wonderland
Camp: North 42.32.627 West 088.08.407. Street address is: 9241 Camp Lake Road, Camp Lake WI
53109 If using Map Quest and/or some GPS units you may have to use Salem, WI as destination instead
of Camp Lake.

Anyone calling must leave a message for you and await your return call once you have been located.

Please assist the University by filling out the enclosed Personal Health and Medical Record Form. We
need emergency notification and medical information in case you are involved in an emergency.

PARKING:
The LBPU Steering Committee encourages you to share a ride with someone else. It conserves fuel and
makes your drive more pleasant. The fee for parking is included with your conference/registration fee.

HOUSING:
LBPU Housing is optional and selected at the time you sign up. Available housing will be a combination
of Dormitory style rooms, Cabin rooms & Lodge rooms. Dormitory and Cabins have multiple sets of
bunk beds. If you sign up for a Lodge room, you may or may not have a roommate depending on the
number of registrations this year. Go to www.lbpuniv.org for typical room pictures please. Sheets,
blankets, pillows, and towels are included with your housing fee. It may be cool in your room, so you may
wish to bring extra blanket(s). Showers and restrooms are conveniently located in each area.
These accommodations are all on a first come, first served basis: Married couples may share a room,
(Lodge only) and normal housing fees apply. If you wish to room with one or more people of the same
sex as yourself, please indicate who you wish to room with when you register online. If you register in the
Lodge without specifying a specific room partner you will be placed with another participant of our
selection.
Any room that is assessed a “fumigation fee” for smoking or other obnoxious odors will have the
fumigation costs assessed to the University charged to all occupants of that room.
SETTING:
Salvation Army, Wonderland Camp is used by many not-for-profit organizations and is located in Camp
Lake, WI, just 5 minutes north of Antioch, IL. It is set amongst the beautiful countryside; some minimal
walking is required. The campus has unlimited access for those with special needs.
FOOD SERVICE:
The food service at Wonderland Camp is WHOLESOME, including homemade breads, fresh salad bar,
homemade soups, fresh and/or frozen vegetables, and home cooking for all entrees. All meals are served
lunchroom style. If you need doctor prescribed meals, YOU MUST include, WELL IN ADVANCE, all
YOUR SPECIFIC REQUIREMENTS with your registration. Four meals are included in your housing
costs. If you opt not to select housing, you must pay for your meal individually at the time of registration.
Meals not purchased at early registration will be $10.00 each when purchased during the weekend.
QUIET HOURS:
QUIET HOURS in all sleeping rooms and adjacent hallways is from 11:00 p.m. to 6:00 a.m. Please
respect the needs of others to sleep. If you want to visit with others during this time, please use the
common areas. Snoring is frequently a problem. If this bothers you, please exercise wisdom in choosing
your roommates, WELL IN ADVANCE. Again, “bring a friend” please, to insure your comfort.
SMOKING AND ALCOHOLIC BEVERAGES POLICY:
THERE IS NO SMOKING IN OR OUTSIDE THE IMMEDIATE ENTRANCES AND EXITS OF ANY
BUILDING. If you must smoke, please do so during breaks or free time, outside of buildings, away from
all building entrances. Please be sure to clean-up your own mess.
REMINDER; Any fumigation fees assessed to the University due to smoking or other obnoxious orders
will be passed on to all those occupants of that room.
THE POSSESSION AND USE OF ALCOHOLIC BEVERAGES ARE NOT PERMITTED AT
ANY PLACE OR TIME AT WONDERLAND CAMP.

DEGREE REQUIREMENTS
ASSOCIATE DEGREE:
Awarded to all non-degreed students upon completion of six (6) class sessions of training (while as a student or instructor).
BACHELOR DEGREE:
Awarded upon completion of eight (8) class sessions of training not spanning more than two (2) consecutive years (while as a
student or instructor).
MASTERS DEGREE:
Awarded upon completion of eight (8) class sessions after obtaining a Bachelor Degree, not spanning more than two (2)
consecutive years (while as a student or instructor).
DOCTORATE DEGREE: COMMISSIONER, COUNCIL/DISTRICT OPERATIONS, OR QUALITY LEADERSHIP:
Awarded upon completion of at least sixteen (16) class sessions after obtaining a Master’s Degree (either as a student and/or as
an instructor), for a total of 32 class sessions, eight of which need to be within your doctorate area. Other requirements include
completion of courses P301, P302, and P303; completion of the Doctoral Thesis as prescribed in the above “P” courses; (while
a student or instructor) during the year of awarding the Doctorate Degree.
Degrees earned at LBPU are not the same as the Doctor of Commissioner Science Award program. Courses taken at
LBPU may be applied to this award program at the discretion of your local council. Please refer to the national website
for information on this training award.
POST DOCTORATE DEGREE:
Awarded to holders of a doctorate degree who have completed at least six (6) additional class sessions of training (while as a
student or instructor). This certificate may be earned as often as the participant desires.
FELLOW OF SCOUTING DEGREE: IMPLEMENTATION OF DOCTORATE THESIS:
Awarded to holders of Doctorate Degrees from either LBPU or other University or College of Scouting of Commissioner
Science. Other requirements include: 1) implementation of doctoral thesis; 2) submitting a complete description of the
implementation along with supporting documents (emphasis on how the BSA program has been improved); and 3) completing
an additional sixteen (16) class sessions of study (after awarding of Doctorate Degree) at LBPU (while as a student or
instructor), including at least eight (8) class sessions (while as student or instructor) during the year of awarding the Fellow of
Scouting Degree.
POST FELLOW DEGREE:
Awarded to holders of the Fellow of Scouting Degree who have completed at least six (6) additional class sessions to training
(while as a student or instructor). This certificate may be earned as often as the participant desires
CERTIFICATE OF POST GRADUATE STUDIES:
Awarded to holders of Masters Degrees who are not going for their doctorate degree, but who have completed at least six (6)
additional class sessions of training (while as a student or instructor). This Certificate may be earned as often as the participant
desires.
ADDITIONAL DOCTORATES/FELLOWS of SCOUTING:
If you wish to earn an additional doctorate degree after you have already earned one, then you must mark “Doctorate Degree”
on your advanced degree application for the year that you will be submitting your paperwork (while working with your
adviser). YOU ARE NOT required to repeat the “P” courses, but you may do so if you wish. This would be helpful to those
who have not taken the courses recently.
LBPU RECOGNIZES AND WILL ACCEPT TRANSFER CREDITS FROM ALL COLLEGES AND
UNIVERSITIES OF SIMILAR NATURE. PLEASE NOTE ANY TRANSFER CREDITS WHEN
REGISTERING.

FRIDAY EVENING PROGRAM
S101 - CAMPFIRE PLANNING This is a special Friday evening program open to all registered participants.
If you are in Scouting, chances are that a campfire is in your future. But what makes a
campfire successful? What are the elements of a good campfire? No matter what part of
Scouting you are involved in, this course will explore some techniques to make your
campfire sizzle.
Please make sure you register for this course to ensure enough handout materials are available.

These courses provide basic and specific training for members of the Council and/or District
Commissioner teams.

BCS-102 SUPPORTING TIMELY UNIT CHARTER RENEWALS
Per. 8 This course will help the participants better understand the unit re-charter process and the
importance of re-chartering on time.
BCS-103 THE COMMISSIONER AND THE DISTRICT
Per. 4 This session will discuss the special relationship of the volunteer and the professional staff
who assist the Council, District, and Unit operations.
BCS-104 CONTACTING UNITS
Per. 8 This course will describe how the concept of commissioner service is demonstrated in
frequent unit contacts. Identify ways to demonstrate good commissioner service. Explain
the importance of using the Commissioner Tools to record and manage unit contacts.
BCS-105 PRACTICAL SOLUTIONS TO COMMON UNIT NEEDS
Per. 8 A Commissioner's primary purpose is to help units succeed, develop a better program, and
operate effectively. Frequently Commissioners are called upon to assist with units concerns
that could hinder the unit's success. Participants of this course will become familiar with
how to respond to these concerns using Commissioner Helps and Early Warning Signals.

Per. 6 This course will help you identify the key categories of performance for Journey To

BCS-112 WHAT WOULD YOU DO?
Per. 7 From this course the participants should be able to develop a better understanding on how to
handle potential issues that might arise from unit contacts. Group discussion and
participation on ten situations that commissioners might encounter.
BCS-116 COLLABORATIVE ASSESSMENTS
Per. 5 How to conduct an Action Planning meeting with the units Key 3 leaders (Scout Leader,
Committee Chairman and Chartered Organization Representative), using the Unit Self-
Assessment form. The Commissioner guides the unit leader and the unit chairman through
the assessment process, as well as monitors and reports progress throughout the year.

BCS-152 USING THE ROUNDTABLE PROGRAM GUIDES
Per. 7 This course will review the Roundtable Planning Guides for Cub Scouts, Boy Scouts to
include Varsity Teams and the Venturing Monthly Program Forum. We will do this by
looking at the roundtable guides for each program and help you understand the parts and
pieces of each. We will also investigate the importance of using the planning guides.
BCS-154 THE CUB SCOUT ROUNDTABLE
Per 3 This session will discuss the Cub Scout roundtable being a form of commissioner service
and supplemental training for volunteers at the unit level. The objectives of roundtable are
to provide leaders with program ideas, information on policy, events and training

BCS-155 THE BOY SCOUT ROUNDTABLE
Per. 6 Roundtable is a forum for sharing experiences and enjoying fun and fellowship with other
Boy Scout leaders. When skillfully executed, the roundtable experience will inspire,
motivate, and enable unit leaders to provide a stronger program for their Scouts. The
participant will have a better understanding of the Boy Scout Roundtable Guide and how to

MCS-308 VENTURING AND THE COMMISSIONER
Per. 5 This course will cover the commitment a commissioner must make to Venturing. It will
cover that the commissioner needs to be an advocate. The commitment to good unit service
for Venturing crews is vital.

Per. 7 This session will help commissioners with at least one or two years of experience reflect on
some of the important qualities of good commissioners service (the "head"). The session
also provides a variety of inspirational anecdotes for them to share with unit adults as well
as other commissioners (the "heart").
MCS-311 ALL ABOUT ASSISTANT DISTRICT COMMISSIONERS

Per. 8 This session will review and explore the concept of a Training Academy specifically for
Senior Patrol Leaders. The Senior Patrol Leaders Training Academy is designed as a one-
day training event, conducted at a district or council level, to introduce Senior Patrol
Leaders to the "Nuts and Bolts" of troop operations in their units. The primary responsibility
of the Scoutmaster is to train the Senior Patrol Leader. The Senior Patrol Leader Training
Academy gives the Scoutmaster an additional tool to meet that goal.

SC200A EMERGENCY PREPAREDNESS - Part 1
Per. 1 The United States Department of Homeland Security (DHS) has partnered with the Boy
Scouts of America to increase the level of citizen preparedness across the country. DHS has
asked the BSA to build upon the foundation of the Ready Campaign and to help citizens
across the country prepare for emergencies of all kinds. The goal of this course is to
understand the BSA Emergency Preparedness program and subsequent award which is
available for all Cub, Boy, Varsity, Venture Scouts and all Adult Scouters. Special focus
will be on understanding why this program is important today.

SC200C EMERGENCY PREPAREDNESS CASE STUDY
Per. 3 While completing the Emergency Preparedness BSA Award a Cub Scout Pack created an
Emergency Response Plan for the Pack, and trained others leaders to be aware of
emergency response procedures at various events. This course will review the outcomes and
how they achieved it and has applications towards every level of Scouting programs.

These courses cover a wide variety of topics for the Unit Level Scouter. They are intended for participants

Per. 4 How can you teach Cub Scouts how to cook in the outdoors? What type of menu items can
you teach other than foil pack dinners? How do you teach kids about sanitation and what is

Per. 3 This course is a unique two hour session allowing leaders to transform into characters that
will get a point across in a meeting or make a Scouting activity come alive. The instructor is
a professional clown who uses various characters in her profession for the enjoyment of
others.

Per. 3 One thing Scouts like to do on campouts is eat. Cooking requires organization and planning.
This class will explore the ways we can combine these two ideas to teach and develop
leadership Skills.
U285 GUESSING GAME? HOW TO TEACH ESTIMATING
Per. 5 Many times we need to guess to get things done. This class will offer some suggestions and
tools on how to teach estimating.

Per. 7 What happens if you're in the outdoors and a bad storm comes up? How do you keep the
youth and leaders safe? Where do you find shelter and food? What equipment should you
take? This course will help you make any outdoor adventure a safe one.

SCHOLARSHIPS
The Lord Baden-Powell University of Scouting Steering Committee manages a scholarship fund for the
purpose of assuring the opportunity for all Scouters to receive the training offered at the program. The
Scholarship Fund is a memorial to one of the founders of LBPU, Bill Terrinoni.
Scholarships are available to any registered Scouter who demonstrates financial need and a willingness to
return the information gained at the University to their local Council, District, or Units. Scholarship
applications are maintained in privacy by the Dean and the Assistant Dean of the University.
Varying levels of scholarships are provided based upon need. Scholarships can be made for up to the full
conference cost and for up to half the cost of a dormitory room housing and may only be used for
dormitory housing.

PURPOSE
The mission of the Boy Scouts of America is to prepare young people to make
ethical and moral choices over their lifetimes by instilling in them the values of the
Scout Oath and Law. This program is provided directly to the youth through local
units supported by Councils.
The purpose of Lord Baden-Powell University of Scouting (LBPU) is to provide
introductory, supplemental, and advanced training for ALL functions related to
commissioner service, membership, finance, and program for Cub Scouts, Boy
Scouts, Venturing, Varsity, and Sea Scouting. Much of the specialization provided only at LBPU is the
strength found in our offering this innovative curriculum. LBPU is there to augment the training programs
existing within the local councils.
Some courses meet training requirements for various awards, including Commissioner Arrowhead,
Scouter's Key, and Doctorate of Commissioner Science. Courses offered address National, Regional, and
Area programs of emphasis, local council concerns, and pertinent topics. Certain courses are offered on a
rotational basis.
Since 1990, LBPU has awarded over 3,000 non-accredited degrees, including more than 230 Doctoral
Degrees and 130 Fellows of Scouting.

EVERYONE, including instructors, spouses, and guests, must be registered for insurance purposes. Therefore, all
attendees must register if they will be on campus anytime during the weekend. This is a Wonderland Camp policy.

Receipt of a registration form does not guarantee a spot in the conference. Conference spaces are filled on a first-come,
first-served basis, so please register online, if possible, to reserve your spot. Applications will be accepted until the
conference or housing is filled. The Lord Baden-Powell University of Scouting cannot take phone or fax reservations.
NOTE: This is not a pack, troop, or crew activity. This event is for conference participants only. You are required to have
an active adult registration in the BSA. The Lord Baden-Powell University of Scouting Steering Committee is responsible
for this conference and reserves the right to reject any applicant at its own discretion.
Course instructors are encouraged to take training courses while at the University. Thus, they should pay the appropriate
registration fees. In the event that an instructor is only attending to teach their course(s), the conference fee will be waived
at the discretion of the Dean.
If possible, please indicate your desired roommate(s) when registering to ensure getting the desired room assignments.
Also, register ONLINE as early as possible to get the desired courses and room assignments. REMEMBER: courses,
rooms, and roommates are assigned on a FIRST-COME, FIRST-SERVED basis.

Wonderland Camp has ample parking, but PLEASE CARPOOL! It makes the ride more enjoyable and will save space for
other participants.

All caps and shirts may be pre-ordered for pick-up upon arrival. Based on demand, there will be a selection available for
purchase on campus.
CAPS are five panel golf / baseball type caps with the LBPU logo and year on the front panel. Caps are adjustable in
size.
SHIRTS are high quality golf / polo type sport shirts with collar and two-buttons at the neck. An LBPU logo and year
will be embroidered on the upper left corner on the front of the shirt. The shirts come in Adult sizes: Medium, Large, X-
Large, XX-Large.
