PREFACE

This report on the inventory of the Gowanus Canal bulkheads in Brooklyn, NY is published as part of a contract by Adam Brown, marine consultant to the Gowanus Canal Community Development Corporation.

The report covers principally, a preliminary survey and inventory of fill retaining structures within the Gowanus Canal from the Hamilton Ave. bridge to the Butler Street DEP facility, and is compiled and published by Adam Brown.

Unless otherwise stated, the information contained in this report was currents upon completion of the field survey in April 2000. Additional revised data has been included through June 2000.

Gowan us Canal Bulkhead Inventory Survey

INTRODUCTION

Location and general description The Gowanus Canal is a dead-end tributary feeding into Gowanus Creek in southwest Brooklyn and then into the upper New York Bay via Bay Ridge channel. The Gowan us Creek is a small tidal inlet extending northeasterly about l/2 miles from Bay Ridge channel. The upper part is known as Gowanus Canal.

In the Gowanus Canal, due to its hydraulic characteristics, a dead water space has been created with no functional exchange of fresh water. Numerous storm, and Combined Sewer Outfalls (CSO) empty into the canal along its length. To counteract the effects of eutrophication, a Flushing tunnel was installed at the head of the Canal. The Flushing tunnel became inoperative for many years creating a noxious, unhealthy condition. Within the past year, the Flushing tunnel pump has been repaired and is now fully operational, bringing fresh water back into the Canal.

This fresh water entering the Canal has improved the water quality to the point where fish and wildlife are returning, and the Canal is being used for recreational purposes. Since most of the bulkheads within the Gowanus Canal are constructed primarily of timber at or below the waterline, this freshwater influx can be expected to cause severe problems in the near future from Marine borer attack.

Concurrent with the improvements in water quality, the Canal is being reviewed for potential re-use as a community asset. Public spaces are being contemplated, and commercial uses revisited. As part of this effort, removal of heavily contaminated sediment within the canal is being considered.

Prior to any change in use, or increasing dredged depths, the poorly maintained, and largely deteriorated bulkheads must be surveyed. Since no drawings or prior surveys have been conducted within the canal for many years, a preliminary structure inventory was requested.

This report quantifies the type, extent, and general condition of the Gowanus Canal fill retaining structures, from grade to Mean Low Water.

SCOPE OF WORK

Adam Brown, as consultant to the Gowanus Canal Community Development Corporation (GCCDC) conducted a preliminary inventory survey of all of the fill retaining strucrures within the project limits, from grade to Mean Low Water.

Because the site has approximately 16,000 linear feet of fill retaining structures, and there was no immediate plan· to rehabilitate the canal in it's entirety for a specific use, the expense of a detailed inspection at this time would not be justified. Based on an initial site survey and conversations in which the client described the needs of the Gowanus Canal Community Development Corporation, we recommended an initial overall inventory with general condition ratings for the abovewater retaining structures and adjacent decking. The survey report will serve as a base-line study to address specific sites that show evidence of potential failure, or are slated for more immediate re-use. A detailed inspection and strucrural analysis could then follow.

Thus, the following scope of work was conducted:

Layout: Both banks of the canal from the Hamilton Ave. bridge the head at Douglas St. (including the I", 4"', 6"' and 7"' street basins) were measured and stationed. The type and extent of each retaining structure down to MLW were defined and tied into an overall site plan that was drafted in AutoCAD. Typical structure cross-sections were drafted in AutoCAD and will be submitted in DFX/DWG format with the final report.

Soundings: Water depths were measured adjacent to each strucrure type with approximately !50 recordings plotted on the site plan, and a fixed elevation point referenced.

Condition Survey: Each retaining structure was given a general inspection from the top of the structure extending down to MLW, the apparent use and level of activity was noted and a condition rating applied to the above-water strucrure. Sites were identified that show evidence of potential problems or failure. The adjacent decking or soil was inspected for obvious signs of subsidence (sink-holes) that would indicate loss of fill through the structure.

Photography: Each retaining structure was photographed in its entirety using a 35mm camera with a wide-angle lens. Photos were compiled in a set of contact sheets and are listed in the inventory table. Detail photos were taken of typical strucrure types and are included in the report.

Final Report: The results of the survey were compiled and submitted in this report. Photos, sounding, and crosssections were included and referenced in the report.

Additional submissions: In addition to the written report, a set of overall site plans drafted in AutoCAD and all photo negatives and photo archive CO's shall be included.

COMMENTARY ON PRESENTATION

Survey findings of structure deficiencies, i.e., deviations from the original construction, observed

by the survey team along the project length of fill retaining structures, are shown in the inventory

sheets, and reference the associated property lot.

The inspection data, presented symbolically on Site Plan Plates I through 10; the typical sections shown in Plates I through 10 and the data given in Table I- Gowanus Canal Bulkhead Inventory

are interrelated and should be referred to when evaluating the condition of a fill retaining structure

at a specific location.

DATUMS AND TIDAL RANGES The mean range of tide in New York harbor is 4.7 ft. at Sandy Hook. The mean range of tide in

East River is 7.1 ft., and 4.4 ft. at the battery. The tidal range for the Gowanus Canal is found in

the "Control Elevations" plate.

INVENTORY The inventory includes all the structures along the project length. The location and limits of the various types of fill retaining structures are shown on "Site Plan" plates I through 10, and refer to

the "Structure type legend" plate. Typical sections of these structures are shown in "Typical Section" plates I through 18. The scale of "Site Plan" plates I through 10, is 1 inch= 100 feet. The

scale of "Typical Section" plates I through 18, is I inch = 10 feet.

SUMMARY TABLE· LENGTHS OF STRUCTURE TYPES This table gives a breakdown of the different types of fill retaining structures situated along the project length of the Gowanus Canal. Calculated, are lengths by structure type and condition and

total lengths by condition and structure type. All lengths are shown and cross-referenced in feet

and %. (See 2.)



BACKGROUND-GENERAL

Piers, wharves, bulkheads and other marine facilities are exposed to the effects of waves, winds, currents and the activity of destructive marine organisms, all of which lead to corrosion, erosion and decay. The addition of heavy vertical loadings and ship impacts to these natural forces tend to deteriorate marine structures and equipment in a short time if their maintenance is neglected. Since there are many causes contributing to the deterioration of marine facilities, they should be inspected on a regular basis so that timely and cost effective repairs and preventive maintenance can be carried out. If inspections and prescribed repairs are performed regularly, the structural integrity of a marine facility could be maintained for periods in excess of 50 years.

The extent of deterioration of particular structural components of marine facilities may range from none at all to a severe degree necessitating immediate repair or replacement if a localized failure is to be averted. Deterioration could also be uniform throughout a facility and a moderate reduction in permissible live loads may be appropriate. On the other hand, deterioration of marine facilities can be so extensive as to require major rehabilitation or complete replacement.

The extent of deterioration of particular structural components of a fill retaining structure may range from none at all to a severe degree necessitating repair or replacement if a localized failure is to be averted. Deterioration could also be uniform throughout a facility and a moderate reduction in permissible live loads may be appropriate. On the other hand, deterioration of an element of a fill retaining structure, although unsightly, may not be detrimental to the structural integrity of the facility.

TYPES OF FILL RETAINING STRUCTURES

The following types of fill retaining structures are situated along the Project area (see "Structure Type Legend" and "Typical Sections" plates I through 18)

Crib Type Bulkheads Crib type bulkheads are structures built of interlocked timber members that work in conjunction with backfill to form a gravity type retaining structure. Distress, in the form of lateral movement and/or pavement subsidence can be caused by deterioration of the timbers, by excessive lateral loads that result when the fill behind the bulkhead is overloaded, or by dredging in front of the structure.

Gravity Retaining Wall A gravity retaining wall, the oldest type of fill retaining structure, depends upon the weight of the structure for stability. The structure may bear on solid rock, or be supported on piles. A variation of the gravity retaining wall on piles is a gravity retaining wall with relieving platform on piles.



TYPES OF FILL RETAINING STRUCTURES -continued

Relieving Platform A relieving platform, is a deck of timber or concrete supported on piles, generally of timber, at an elevation sufficiently above mean low water to eliminate underwater construction and low enough to keep timber piles permanently wet. A masonry gravity wall is located at the outshore face of the platform to retain the fill which extends from the deck up to finished grade. Upland or onshore fill is retained by an embankment of rip rap, or rip rap protected earth, beneath the deck, and a curtain wall located at the inshore end of the deck. Batter piles are provided to resist the lateral thrust from live load surcharges, from the earth placed above the deck and from the fill acting on the unsupported length of the curtain wall. The objective of this type of structure is to relieve or reduce the lateral thrust which would act on a wall with a vertical face extending from the canal bottom to finished grade.

Steel Sheet Pile Bulkhead A steel sheet pile bulkhead consists of a flexible wall formed of steel sheets with interlocking joints and a cap of concrete construction. The bulkhead is restrained from outward movement by an anchorage system placed above the low water level. The anchorage system is made up of tie rods and anchors (deadmen) of either concrete blocks, steel sheet piles or A-Frames of batter piles.



SURVEY METHODOLOGY

Structural components examined, where accessible, included piles, pile caps, structural timber, concrete walls, the outshore face of gravity retaining walls, steel sheet piling, timber sheeting, Timber cribbing, and masonry facing. Most structural deterioration of marine facilities (aside from impact damage and marine borer infestation) occurs in the tidal or spray zone. Accordingly, this region of the structure should receive the greatest emphasis during an inspection. However, submerged timber structures should be regarded with a high index of suspicion when improved local water quality creates ideal conditions for marine borer re-infestation.

Structural Timber Pile cap beams, relieving platform planking, sheeting and timber decking and framing members were examined for soundness of timber, for condition of connecting hardware and splices, and for leakage of fill material through openings in the planking and sheeting.

Fender Systems Timber fender systems were examined for presence, rot and damage

Piles Timber piles were visually examined for rot, bearing with pile caps, physical damage, alignment and marine borer attack. Soundness of timber was determined by probing with an awl or sounding with a rock hammer.

Concrete Concrete members, were examined for soundness of concrete, spalling, physical damage, exposed reinforcing steel and fill seepage at joints.

Masonry Facing Masonry facing was examined for presence, physical damage and alignment.

Steel Sheet Piling Sheet pile bulkheads including walers and sheet pile curtain walls were examined for corrosion, cracking, deformations and leaking of fill material through holes and openings in the interlocks. The tidal zone section of select piles were tapped with a hammer to determine extent of deterioration.

Gravity Retaining Walls Gravity retaining walls were examined, in the area from the deck to the low waterline, for cavities in the concrete substrucrures and for loss of stone fill in the crib walls.

Upland Areas Upland areas adjacent to the fill retaining strucrures were examined for subsidence, sinkholes and pavement cracks. Such conditions indicate possible leakage of fill materials through defects in timber or steel sheeting, platform decks and concrete walls.

During the survey, field notes, sketches and measurements were made and color photographs were taken to illustrate typical conditions.

CONCLUSION

Condition Survey- Implications of Dredging

The survey performed of the Gowanus Canal bulkhead structures in December 1999-April 2000 was based on visual examination of existing facilities above the low water line. No laboratory testing of construction materials was performed; assumed strengths of timber, concrete and steel components were based on similar facilities of similar age and usage in the waterfront environment. Conditions level determinations were based on this visual examination of the exposed portions of the bulkhead. This condition level may have resulted from a number of factors, from initial design and construction shortcomings, overstress of structural components during usage to a lack of proper maintenance over the life of the structures.

When originally constructed, the Gowanus canal bulkhead structures were designed to retain fill along channel bottoms that were 10 to 15 feet below Mean Low Water (MLW). In addition, due to the industrial nature of the canal, they were also built to support the heavy loads that moved across their decks. Since this time, the canal has silted in, resulting in a current overall depth in the canal of approximately 5 to 6 feet below MLW. Also, almost all of the bulkheads inventoried were no longer used and did not have to support large live loads. Finally, the high pollution level in the canal has traditionally served as a shield against the destructive nature of marine borers. These factors have tended to preserve structures that would have otherwise failed long ago by reducing or eliminating the loads applied to them.

It is our opinion that the structures are, on the whole, merely adequate to support the present loading conditions observed. Proposed dredging of the canal would increase the overall bulkhead wall height and the associated lateral loads, as would reusing abandoned deck areas. Also, bulkhead walls which are currently buried, which may be severely deteriorated, will be put back into service, a function they may be unable to currently perform. A more complete analysis of the structures with these changed loading conditions would need to be made before reuse of these bulkheads is recommended.

Finally, the reintroduction of water flushing in the canal, while improving the water quality overall, has facilitated the reappearance of marine borers into the canal. These marine invertebrates are already causing severe damage to formerly polluted areas of New York Harbor. Since almost three quarters of the canal is built of timber, condition levels for these structures, and any newly exposed portions due to proposed dredging, will only deteriorate in the future without remedial repairs/protection.

STRUCTURE CONDITION RATING SYSTEM REFER TO SURVEY INVENTORY TABLE

0% Bulkhead is new or recently repaired - no fill loss or deck subsidence observed.

10% Minor wear to bulkhead structure; no fill loss or deck subsidence observed.

20% Some isolated deterioration to structural components, mostly near the top of bulkhead, but overall in generally good condition.

30% General deterioration to bulkhead; minor section loss in timber, small cracks & spalls in concrete, minor corrosion to steel components. Upper areas of the bulkhead may display moderate to heavy deterioration

40% Bulkhead exhibiting signs of age/damage. Some timbers may have up to 1" section loss, concrete shows some cracking and spalls and there is moderate corrosion to steel components. Upper areas of the bulkhead may be heavily deteriorated

50% Moderate overall deterioration of bulkhead noted with signs of deck subsidence inshore. Incipient rot and section loss in timber members, small to medium spalling in concrete and minor section loss in the generally corroded steel members. Upper 1' of timber bulkheads are deteriorated, rotted, broken, and/or missing.

60% Bulkhead is in generally fair to poor condition but is still considered functional. Timber section loss and rot is allowing fill to escape with concomitant sinkholing along bulkhead. Concrete is still relatively intact and retaining fill/supporting upper structures. Lateral support systems (transverse timbers & tiebacks/straps) are in poor condition. Steel shows minor to moderate section loss.

70% Bulkhead is no longer capable of adequately retaining fill. Fill loss through gaps and missing timbers increasing. Timber is in generally poor condition with up to 4" sectional loss with upper timber courses missing; concrete is heavily spa lied and cracked; steel shows signs of continued scaling/section loss.

80% Bulkhead is no longer capable of self-support; timber members are rotted, broken, have settled and/or collapsed. Sections are missing all timber members. Concrete is heavily fractured and disintegrated and steel members are heavily corroded with significant section loss. Fill loss and deck subsidence are widespread.

90% Severe deterioration of bulkhead with significant fill loss and deck subsidence; remaining timber members have 6" overall section loss from weathering, rot and damage; concrete and steel components have failed. Bulkhead is generally considered in ruins.

100% Bulkhead and associated retained fill and deck are missing.

Glossary of terms

Basin: A side channel of equivalent depth constructed off the main canal. Basins in the Gowanus Canal are, in order inshore from the Harbor, II"' Street, 7"' Street (originally almost twice as long), 6"' · Street, 4"' Street, 5"' Street (actually a continuation of the 4"' Street Basin east of Third Avenue and filled in during the 1940's) and I" Street (filled in during the early 1960's)

Bridge Pier: A structure, usually supported on piles, specifically designed to support a bridge and bridge deck. This structure is usually separate in function from surrounding fill retaining bulkheads

Bulkhead: A vertical or near vertical wall, constructed along the water's edge, to retain upland fill and allow the deepening of the immediate offshore area. This wall may be constructed of relatively thin sections with a supplemental lateral support system (sheet piling or single piles), or may rely on its own large weight to resist lateral forces (Cribs and mass concrete walls).

Concrete Blocks: Concrete blocks which have been constructed offsite and used as bulkhead members. Size is limited to units which can be conveniently moved with construction equipment. Usually do not contain steel reinforcing.

Crib: Type of bulkhead construction prevalent at the tum of the century consisting of timber boxes (on the order of 8 to 12 feet on a side and filled with stones or cobbles) which are sunk into place in succession to form a wall which can be either topped with a deck and fill or concrete to form a working surface. The outshore face is constructed smooth to help retain the inner stone fill. Lateral forces are resisted by the structure as a whole, however, settlement of the underlying soft material may lead to misalignments and settlements of the wall.

Dead Load: The self weight of the structural materials and retained fill of a bulkhead system without any superimposed loadings.

Fender: A unit or system of units, usually piles, placed outshore of a bulkhead to protect the wall during usage. Does not aid in supporting the bulkhead or retaining fill.

Live Load: The transient loads imposed upon a bulkhead by usage, i.e. people, storage items and vehicles. Usually expressed as a force over the entire upland area.

Glossary of terms - continued

Marine Borers: Marine invertebrates which sustain themselves by consuming timber in the marine environment. In New York Harbor, two types of borer are prevalent: Teredo or shipworms, a mollusk which burrows into wood and leaves runnels which are difficult to observe during inspection and Limnoria or gribble, crustaceans which feed on the surface of wood, leading to an "hourglass" appearance of timber in the tidal zone. As with other marine life, presence and levels of activity are dependent on environmental conditions

Mass Concrete: Concrete which is poured in-place in usually large quantities. It can be formed with or without steel reinforcing

Mean High Water: The average of all high water levels (high tides) observed during a 19 year period at a certain location.

Mean Low Water: The average of all low water levels (low tides) observed during a 19 year period at a certain location. Usually used as the darnm for water levels.

Outfall: The discharge end of a storm or sanitary sewer line which passes through a bulkhead wall.

Pile: A strucrnral member, consisting of timber, concrete or steel which serves to support additional vertical weight. Can also support lateral loads along its length

Pile Cap: A horizontal strucrnral member designed to transmit loads into vertical piles and support decking and fil! above.

Sheetpiling: Any thin-walled structure, consisting of short individual members of timber, concrete or steel, which are driven along a wall and tied together to retain fill. Lateral forces are resisted by wales and tierods which are usually connected to inshore anchors ( deadmen)



Glossary of terms - continued

Sinkhole: A loss of deck fill which manifests itself in the collapse of the above decking. May be localized to the region where fill loss through the bulkhead is occurring.

Spalling: Gradual loss of the outer surface of a concrete structure due primarily to freeze-thaw cycles in the tidal zone.

Strap: Discrete steel members placed at tierods along the face of a bulkhead in order to locally strengthen the timbers and hold them in place.

Subsidence: Loss of fill from an undetermined location in the bulkhead which manifests itself in the gradual settlement of the decking in adjoining areas.

Tieback: Also referred to as a tierod, a steel rod (or less commonly a timber member) which serves to connect a wall subject to lateral forces to some interior support point by tension. This support point can be a discrete structure (deadman) or a second interior wall.

Top of Ground: The observed elevation of the top of a bulkhead, whether man-made or natural.

Wale: A horizontal member of a sheetpile wall system located either on the outer or inner face of a sheetpile wall which serves to transmit the lateral forces applied to the wall back into the tierod/ deadman system.

Wharf: Bulkhead constructed parallel to the existing shoreline for the purposes of commerce. Structure may be either solid (wall) or open (pile supported).
