Background The City of Bunbury positions traffic counters at strategic locations across the city to allow the ongoing analysis of speed and traffic across its local road network. Council Policy Compliance Nil Legislative Compliance Nil Officer Comments The traffic count data indicates the 85th percentile speed and traffic volumes for the road network. Where excessive speeds are identified and there is no engineering solution available to reduce speeds the resultant information is forwarded to Police for enforcement. Counts that have an 85% speed greater than 9km over the speed limit, and where more than 30% of the vehicles are exceeding the speed limit, shall meet the criteria to be forwarded to Police. Summary The Bunbury RoadWise Committee has been requested to consider a representative from the South West Youth Driver Development Program (SWYDDP) as a permanent member of the Committee in lieu of Susie Delaporte resignation. The change from nominated individual to nominated organisation enables and assists in obtaining a committee quorum.

Executive Recommendation 1. That the Bunbury RoadWise Committee accepts the resignation of Susie Delaporte and thank

her for her time on the committee.

2. That the Bunbury RoadWise Committee request that Council approve the inclusion of a representative from the South West Youth Driver Development Program as a permanent position on the Bunbury RoadWise Committee.

Background In April 2017, Council adopted a recommendation by the Bunbury Roadwise Committee to change the committee membership from a list of nominated individuals to a list of nominated organisations to enable members to be nominated by proxy and attend on the organisations behalf. The change assists with obtaining a quorum for the committee and resolved an ongoing issue with attendance affecting the delivery of meetings. Following the October 2017 Council Elections, Susie Delaporte, who was the SWYDDP officer at the time, requested to join the Committee as a community member. Since then, she has resigned from both SWYDDP and the Committee. Her replacement at SWYDDP is Tiffany Staples, who wishes to join the Committee as a permanent representative of the Youth Driver Development Program.

Summary The outgoing Presiding Member of the Bunbury Roadwise Committee, Cr McCleary has been nominated by the committee for a Certificate of Appreciation that recognises the councillor’s long standing support for the Committee.

Executive Recommendation That the Committee approve the nomination of outgoing Presiding Member Cr Betty McCleary for a Certificate of Appreciation from the WALGA RoadWise Program. Strategic Relevance Theme 1 Our Community and culture. Goal A safe, healthy and cohesive community, with a rich cultural life, and

supportive social environment. Objective 1.1 A community where people are safe and feel safe. Background Cr McCleary was elected as the Presiding Member of the Bunbury RoadWise Committee in October 2013, and held the position until October 2017. During this period Cr McCleary has championed many RoadWise initiatives for both the City of Bunbury and the Bunbury RoadWise Committee. Cr McCleary is a strong advocate for road safety, promoting road safety messages at a number of community events in the Greater Bunbury Area and was greatly involved in the “M8 the call can W8” campaign which was very successful. The campaign was promoted not only in Bunbury but the wider southwest region and nationally. Cr McCleary was regularly sort after by local media including the ABC radio, GWN news and local newspapers to champion road safety messages. Council Policy Compliance Nil Legislative Compliance Nil

WALGA RoadWise South West Region Report March/April 2018

This year the WALGA RoadWise annual Easter road safety campaign, Blessing of the Roads, is encouraging support for a zero-focused vision where we all work together to demonstrate that road trauma is preventable. With Easter being a four-day weekend many people will travel long distances to visit family, friends or holiday destinations. This year the Blessing of the Roads campaign provides an opportunity for Local Governments and RoadWise Committees to ask the community what is an acceptable level of road trauma. By posing this question we are challenging the idea that road trauma is inevitable and in turn, generate support and participation in local road safety initiatives. It is these local road safety initiatives that contribute to preventing road trauma. WALGA’s RoadWise is encouraging everyone to get involved in the campaign to show that by working together we can achieve the long-term vision of zero deaths and serious injuries on our roads.

The City of Mandurah, Shire of Bridgetown-Greenbushes and Shire of Manjimup are planning Blessing of the Roads events in the week prior to Easter. City of Bunbury and Shire of Capel are also planning Easter road safety campaign messages. The M8 the call can W8 campaign is being expanded for Youth Week 2018. The theme is “Take Your Selfie Here, Not on the Road” with M8 the call can W8 coreflute selfie frames at local youth events and activities in the region. Nine Local Governments in the South West are receiving a selfie frame for Youth Week 2018. These M8 the call can W8 selfie frames can then be loaned to local youth groups or utilised as part of School Drug Education and Road Aware (SDERA) Keys for Life program in local high schools on an ongoing basis with the hashtag #m8thecallcanw8. City of Bunbury are holding The Shift 2018 youth event on Sunday 15 April at the Koombana Foreshore. Bunbury RoadWise in partnership with South West Youth Driver Development Program (SWYDDP) will be there with a Kombi Van Photo Booth for young people to take their photo and receive a mobile phone pouch or bumper sticker once they sign a mobile phone use pledge. SWYDDP received a Government of Western Australia Road Safety Community Grant to support the event.

New SLOMO (Slow Down, Move Over) laws will take effect from 2 March 2018 to provide a safer environment for workers who respond to incidents on the road. The SLOMO law requires drivers to reduce their speed when approaching a stationary emergency or incident response vehicle and pass at a maximum speed of 40kmh. It also requires the driver to move over or change lanes where possible and if safe to do so. Incident response vehicles include those used by WA Police Force, Department of Fire and Emergency Services and St John Ambulance.

In Western Australia from 2012 to 2016 there were 43 casualties involving people in emergency lanes and those working on the roadside. The penalty for failing to obey the new law is $300 and three demerit points. The introduction of SLOMO will be monitored and an evaluation conducted by the Road Safety Commission. Bunbury RoadWise is planning to do a local media promotion of the new laws with a media release and photo opportunity with local emergency services.
