The% following is a digest of the report blade- orally to the boardof eduction and thesuperintendent of schools of Beaufort County,N. C. The report is the result of an investigation of the schools ofthe county made by Mrs. Katherihe M. Cook, specialist in rural ecru-cation, and Mr. E. E. Windes, assistant in rural educitiou, under thedirection of ihe Commissioner of Education, Department of the. In-terior, at the request of the county board of education, for the pur-pose of studying 'the possibilities for centralizing the schools of thecounty and of recominending a definite plan of procedure for schoolconsolidation. No complete investigation of the quality of instrucebtion given, course of study used, or other factors entering into acomplete survey of the system was requested or inticle. The studycontemplates only 'the desirability and feasibility of colisolidatingthe schools.

The committee had in mind in making thê study three major ques-tions : (1) Are present sch'ool conditioné satisfactory or are schoolfacilities, attendance, quality of instruction, and the like such thatimprovement of the kind usually brought about by centralization isdesirable ? (2) 'What are the possibilities for consolidation and canit sane county-wide plan be recinnmended for adoption I, (3) Canthe cz,--anty be reasonably expected to finanse a progrgn such asagreed upon by the cominittee without undue financial strain or over-burdensome taxation? .

SOME FIN6INGS OF THE PRELIMINARY STUDY OF GENERALAND SCHOOL CONDITIONS.

The answer to the first question tecessitates a trief survey ofgeneral and school conditions in the county; ,

General conditions.-7Beaufort County is situated near the At-lantic coast about midway between the north and south boundariesof the State. It extends approximately 40 miles along both sidesof the Pamlico -River, _running from northwest to southeast; andmeasures approximately 20 miles from the northern to the southern'boundary. The river divides the empty into two separate mctionsapproximately.equal in size. It varies from 1 to more than 5 milesin width, and is spanned by one bridge -only, located jat.Wa on,City, the county seat, at the extreme western border. ,

Besides this natural barrier the county is broken up into sectionsbecause of swamps, some large, some small, but Mund in all sectionsof the tounti-. Probablypot less than áne-quarter of the total areaof the county is in swamp land. Séparating thefswamps are ridges,savahnas, uncultivated timber tracts, and " cut-over " land. Thesetracts vaxy -from a few feet to 67 feet above sea level. Much of the

athe tercounts is only a few feet above ? table. On tlle ridges andin the clearings between swamps an uncultivated timber tracts, the,.people live and the children to be educated are fouild. It followsfrom the contour of the county and because of poor roads whichhave prevailed until very recently, that the people live in small iso-lated communities and the children attend school in relatively smallschool groups. At present, however, 809c1 roads arts being extendedthroughout the county. . .

Since agriculture is and will doubtless continue to be the most im-.

portant occupation, and the one whic4 the majority of the peoplefollow, the future of the farm population and the education of farmchildren are of special impoytance. Lumbering. and. fishing are minor

School attetidance.The school population 1 of the county, not in-eluding independent districts, is 5,459; the enrollment, 4,445; andthe ayerage daily attendance, 3,291. There are 67 school buildings,of which 23 are one-teacher; 20, two;teacher; 8, three-teacher; and1

4,. four-teacher -schools. The remaining 12 have .more than fourteachers. Of the 23 one-teacher schools, 11 are ift ChocowinityTownship.2 Besides the county sChool system tlifte are three inde-pendent distiicts---Washington City, with a population of 6,314;Belle Haven, with a population of 1,81-6\and Aurora, with' a Popula-tion of 524. Of the 67 schools in the county, all but-10 have six months' terms;a have eight months and 1 nine months school dgring the' year,About 90 per cent of the children have weeds tò a school term of sixmonths only. The standard term throughout the country, as also inthe independent districts in Beaufort County, is nine months.

The inefficiency of small schools -and the educational handicap ofihort terms are aggravated by, poor attendance. Theresults, summarized in Table 1, shim. the number of dayi school wasattended by 174 children in one-teacher and 498 children in otherrural schools. These data indicate that the median; child enrolledin two o more teacher buildings attends schOol from 90 to 100 days,or aboult foir and one-half to five months during the year. Thelower 25 per cent of the children enrolled attend about three months,the upper 25' per cent a little over. ftve mont In the one-teacherschools' the median child 'attends from four o four and one-halfmonths, the children in the lower 25 per .cent oup- two and one-half months, and those in the upper 25 per cent group five months.

In considering attendance as a factor in school efficiency our con-cern is not only with the amount of schooling secured by the upper25 per cent of the children, of even that received by the medianchild. The lower 25 per cent, as weil as the upper 25 per cent,must be developed into intelligent 4tiztns and safe neighbors. Chil-dren who attend school two or two and one-half months per year:will require, estimating on the basis of the standard nine months'term, four year; to do' one year's work. At the end of the usual12-year school period, or at the age of 18, they will finish the thirdgrade.

Relation of Age to grade in whkh enrolled.Another consideia-tion supplementing the fitc6 presented in Table 1 of significanceas a measure of school efficiency concerns the age i:of children in con-nection with the grade in which 'they are enrolled. Begufort Countychildren enter school at 6 years ofage. If they mtike satisfactory

'progress, at 7 they shoRld *be enrolled ip the second grade, at8 in du; third grade, at 9 in, the fourth grade, and so on. The per-centage of children who. are enrolled in the proper or normal gradefor their age beconies therefore one measure .ot the effectivéfiess of. , . II.

the schools. Table 2 shows the number and ages of children en-rolled in each of the elementary grades for 745 %children of thecounty. [While full data were not obtainable, they moult probablyvary very little, if any, from those given.] Table 3, summarizingTable 2, shows that 79 per cent of the children in the khools are re-Larded, that is too old f9r their grade, one or more years; that only16 per cent of the total 'number of children in the -county are ap-Parently _doing satisfactory work and progressing at the normalrate of one grade ji year; that retardation increases from the firstto the sixth grade, where it reaches the peak at 93. per cent.TABLE 1Relation of age to grade of 745 school rhildrenyumber of childrenof each age in the different grades.=or S.

The smallhigh-school enrollment may be accounted for in part by the shorbterm and inefficient instruction in the grades; in part%by the generalindifference to education that apparently prevails; but it must beaccounted for large,!)- by the quality of instructiori and the kind ofcourse of study which the schools now furnish.

The teaching staff.----The quality of instruction given Is admittedlythe best measur of the effectiveness of a school system. Since thissurvey is confined to`the provisionssmadp by the administrative board,we can judge thc expectancy only -by the provisions made for secur-ing good insfruaion. It is unnecessary tó enlarge upon the necessityof securmg teachers of ability, qualified for their work by Aeneraleducation, professional training, and experience. Such a staff can be'Becured,and retained only by payment of a'reasonabie conipensation,The salary, scale in pea.ufort County must compare favorably withtthat pa'd in the independent districts and by neighboring counties-with hi-gh-Oass school §ystems.'

Thelsálary scale in Beaufort County is the miniinum prescribedby t.e State, and the majority of the teachers have the lotvest qualifi-cations permitted under State certification regulations, nnd conse-quently the lowest or among the lower grades of certificates. Mom.than half the elementary teachers have, n'ot completed a four-yearhigh-school course; about onétfourth of them have one year on lessof hi¡h-school education, or none. The salaris, paid by the monthand based _cin a six-nionths'. teim, are correspondingly low. ..Themedian salary is $70..per mondi, or $420 per year; that is, haf thegroup -receive less and half more than that. figure. Some, teaJlersreceiye less than $270 per .year. (See Table 5.)

the indeperident districts leaves no doubt in the minds of. the ob-servers as to the desirability of a change in the system such as willofter all Mt- children (not a mere handful as at piesènt) moderneducational advantages. The child born or reared in rural BeaufortCounty, who must receive there all the education he will ever havean opportunity to get, is indeed uriforturfate. His chances for be-comirg a creditablp and useful citizen, able: to participate withintelligence in the activities of life around him, to build up theresources of the county and State, and ,to understand farm andbusiness management well enough to make a good living are slight.If he has average ability and- attends school the' average time at-tended 1317 children in the county and enters school at 6 years of age,he will require 14 years to pass through the grades and will com-plete the seventlAgrade at about the age of 20 years. His chancesof entering and cómpleting high school are almost negligible,probably ibout i in 200. Not only does the average child attendschool only a few months in tità year, but during that time he istaught by a teacher practically entirely urkprepared for her work,

North Carolipa, like geveral other States of the Union, is «nowmaking an unusual effort to eradicate illiteracy among its adultpopulation ; yet Beaufort County is rearing to-day because of itsineffective school system a- large number of children who will beilliterate or almost illiterate adults in the future. Mere ability toread sentences or write one's name does not constitute an educa-tion that prepares for .,life: Farmers havihg no further educationthan that equal to the educaticin given in the. third grade can notread newspapers, magazines, and farm bulletins intelligently. They.can. not, therefore, improve in methods of .farming or of hygienicliving except. as they learn these things 'by ivord of mouth. Theycan. not carry out health standards well enough to be safe membersof the community. Experience with our Army during the war provedthat such iiersontj .can not even follow 'directions intelligently. Aschool system, then, such as exists in. Beaufort County not only failsto assist in eradicating illiteracy but perpetuates a condition of nearilliteraty which is peehaps equally dangerous. Children now grow-

The preknt demand is that the schoolstrain for life in a broad sense, including training in the essentialtools of knowledge and in the duties of citizenAhip, for the success-ful practice of a vocation and for the development of habits andattitudes which contribute to good living. These demands ,haveproduced the present program of studies in moderu elementary and.high schools. Courses of study must be broad enough to meet theneeds of all, not a few óf t1)6 children in school, as well as of thosewho have dropped mil: of school with insufficient training.

Tlie most economical and effective way to provide such advantage§in rural communities is through the pooling of resources and group-ing of children to he educated which a reasoimble degree of cen-tralization alone makes possible.

THE POSSIBILITIES FOR A COUNTY-WIDE CENTRALIZATION,PROGRAM.

While Beaufort County offers difficulties in the, way of centrali-zation, they are by no means insurmountable. Unusual progressis being made in road improvement, both in hard surfacing themain. roads and in building and improving dirt roads. These goódroads wheu complefed will make it possible to transport childrenfar more quickly, cb6mfortably, and economically than is -kossible.now or has been possible in the past. Where auto trucks can Beiged,they are usually more efficient and Cconomical. Where roads arenot adapted to auto.transportation, agÓns may be used, especiallyovet short routes leadhig to the main truck lines. This particularkind of arrangement is now successfully practiced in some southerncounties.

In many instances it will be cheaper and far more efficient tobuild short board walks to the road or tò repair roads so thatwagons can travel through the swampy places than to support aone-tkacher. While grouping children in largenuinbers is desirable, there -is a point beyond which centralizationcan not go without involving long hauls that keep children too)ongon the road to and froni school. Young children in the elementarygrades can not go as far as older ènes in the hikh-school graties.

. Efficient elementary schools can be conducted if there are childrenenough to make possible the empjoyment of three teachers, providedthey are confined to the first six grades. Several such schools aretherefore recommended, usually on or near the preselit site of a gclkol:mid located in a developed community.

High-school instruction can well be ,c-oncentrated -at fewer canters:-An effective rural juniqr and senior high school requires a minimumof six teachers, special laboratory rooms .for the- sciences, agriculture,_and home economics, a good library with reference books, magazines,ind periodicals, in addition to the usual equipment -for academicWOII. The board of education of Beaufort Cotinty should base theirprogram of development on tho.Statetmtline of requireinents for thebest type of high school. The plan offered contemplates also a centralized administrativeanesupervisory force. -Without this the whole scheme may easilytail to *accomplish the deired end. No scheme of organizatión,however well planned from tlì point of view of the physi&il plantand material equipment, will give satisfactory -educational requltsunless administered effieiently and..6n a professional basis. 13aufort-Couhty schools need a better quidity of instruction as much as theyneed better buildings, longer term, and a centralized system. Thereshould be less :book memorization, and a course of study should be'worked out based on the life of the people and their peculiar andspecial iieeds. Unless these essentials are provided, the people willnot have full confidence in their school's noi renew their belief intip* vahie of education. upon the outlying districts for the raw. materials of trade ind , for alocal consumers' market for mánufactured goods. They are de-pendent upon the outlying districts for their financial prosperityas well as for replenishment of their popufation. The interests ofthe two groups are common ; they must, live RS, neighbors; all thataffects the, welfare of the one affeçts Aqually thaf of the other.Financial suPport of education should also be common, as is thesupport of the county government', the builaing of roads, andsintilar necessaries anct improvements by which both groups profit,or in the benefits of which they participate equally.

Whether or not the centralization plan recommended is aaopteS,the people of Beaufort County must spend more money for schoolsif they expect to give . their cilildren educational advantages comParable with those furnished in the cities and in othsr progressivéempties. Th6 salaries of teachers are0 the minimum prescribed .11law ; the people have invested in school -buildings much less .moneythan they have.. in automobiles; the mony spent for school main-tenance is far less than that now spent on the upkeep of automobiles!The cost of .education, like that of all things, else, -.has advancedmaterially in the past few yevs. Progressive communities arefinding it necessary to inctease their tax rates, and, whenever possiWe,to find new spurces of reyenue for the supPort of schools. The Stateof North Carolinit, appreciating the situation, has made availablefrom State full& a rotating 'building funa and pertain equalizingfunds .in which Beaufort County can share if th6 hecessary ismade and a county system of taxation, .as advocated by the Statedepartment, is adopted. The county is fortunate bin having pram7-fically no bonded indebtedness for school ..buildings. The old ones,in most instan5es, are so poor that any- loss Incurred, in. theirabandonment will be negligible. .The county, comidered as a unit,is amply able to bond itself for. suitable school buildings and tax-itself sufficiently to provide a reasonable maifitenaAce fund. Inv;cretfse in school costs is inevitable, because the county has been remissin its fluty to the children, both as °regards buildings supplied andas regards school facilities fitrnis)ied. 'True economy is not measuredby the meagerness of the moriiy investment but by. the returns paidon the investment. No business man would be satisfied with a returnof 5 per cent if it were possible by any, means in his power to lakethat return 10 per cent. The county should not be' .satisfied with thepresent small return on- its school investment merely because theinvestment is a small oiie. The money now spent on schools is inlaige part wasted. If the maintenance expenditure were doubled,the schools should, under good management,. inérease in efficievyin far greater proportion. /. .

Thé, scope of this investigation, made especially .to Etdvise theboard concerning the feasibility of a copty-wide plan of school cm-tralization, did not contemplate a stay of school support, nor acomparison of the cost of the present system and that recommended.Such an investigation requires more time and a more inteiisive surveythan was provided for by the boluod of education. become a special tax district. If this is done, a tax up to 50 cents outhe hundred dollars of property valuation can be levied for the pur-posv of lingthenink the school term. If the county board shmild em-

. ploy teachers who have one year of normal' or college training inaddition to high-school graduation, the qualifications of the teachingstaff can be raised materially with ielatively little ,,expense to thecounty, sinpe the State will pay the amount necessary in addition toOat raised by the present 39-cent levy. Such an improvement in theteaching staff and the addition, of two months of -school which aspecial-county tax would make possible, together with the employ-ment of a supervisor of insiruction, would at once put the schoolson a far more efficient basis than they now are, at a total expensdequal to approximately the cost of two iftonths of school over andabove the preseritcost. This would meail an apProximate expendi-ture of one and one-third times that for the last school year andinvolve a total tax rate of about 52 cents.

The raw makes ample provision for levying such a tax as may benecessary for refunding bonded indebtesiness incurrel in buildingthe schoolhouses recommendect, and the Statp loan fun&can doubtlessbé drawn upon for some of the money 6needed.

Considering the tax .valuation, the fact that the county is nowfelatively free from bonded indebtedness for, schools, the possibilities:for centralizing in such a way as to promote econo'my in school ad-ministration, and the fávorable laws under which rural schools inNorth' Carolina can be administered, it is believed that BeaufortCounty is exceptionally wel) able to furnish adequate school facilitiéson the plan recommended. Ìudged by pradice throughout the*Illy; a tax rate pf $1 must be considered below the aver-age for rural schools. With a tax rate of from .one-half to three-fourths of this_ the county can build up a substantial school systemadequate to meet the needs -of all the children.

, SUMMARY OF RECOMMENDATIONS.

The following recommendations are :

The people of the county should adopt the county as the unitof taxation and administration, empowering the county board ofeducation to provide elementary and high schools for all the childretòf the county. The board can then proceed to establish it countysystem with reasonably imiform school facilities throughout, sup-'rioted in the, mak by a county-wide tax.

The eountylToard of education should adopt a county-wide planfor centralization, beginning gradually and working toward the ulti-pate r*izatiOn ottbe Oan outlined in this report.

The bard should initiaie a complete building program for thecounty extending over a period of years, financed by bond issue whichwill eriable the cdfinty to participate also in the State bond loan. Theprogram should be worked put with .11- view to accessibility of build-ings, organization of children in as large. groups as possible, economyin transportation, convenience %in supeyfision, and like economic andeducational factors. No teacher should have responsibility for teach,-ing more than two grades. High-school work should be designatedonly at centers having at least 75 pupils of high-school grade in at-tc nce. The building and centralizing programs will in thearallel each other.

ten nt. In a county as large as Beaufort the superintendent shoulddevote most of his time to admitistritive duties.' He should haveadequate clerical assistance and at least one supervisor working *underhis direction. The expenditure of large sums of money on buildings,and maintenance, as welt as the responsibility for the educationalwelfare of several thousand children, are involved in the manage-ment of the school system. A high quality of professignal skill, suc-cessful school experience, as well as ability and good judgment, areessential, or else satisfactory results neéd not be expected. Thesal-aries should be large enough to secure and retain thi. service's ofqualified, professionally prepared officers.5. The board should establish a nine mon'ths' term as soon as pos-sible. If necessary, the present terni may be extended one month eachyear. No time should be lost unnecessarilT, holvver, in giving thechildren the advantages of a nine months' school term. This is neces-sary not only to accomplish the work prescribed by the -State courseof study, but because good teachers think in terms of an annual salaiyand prefer to work on that basis.The. above are immediate necessities. The establishment of ail effi-cient school sptem is the work of years, not months. By proliidingthe basis for a system in administrative organization, material equip:.ment, and teaching staff as indicated, the board lays the iqundation.Building up the system then becomes the work of the professicinalstaff carrying out the general polici;s of the board of education.
