It’s been something of a wild ride for Kennedy Stewart since being elected the New Democrat MP for Burnaby-Douglas in 2011.

And in only his second year as a rookie MP, Stewart has managed to distinguish himself in a myriad of issues: Kinder Morgan’s proposed expansion of the Trans Mountain pipeline, and the proposed (and now finalized) merger of North Burnaby and North Vancouver into one federal

electoral district. That’s in addition to his defence

of federal scientists through his role as the Opposition critic for science and technology, his push for electronic petitions being allowed in Parliament and more recently, his mulling over a potential run for the job of BC NDP leader.

It all adds up to Stewart being named the NewsLeader’s Newsmaker of the Year.

On a personal level, Stewart said in an interview that in addition to the issues he’s been involved in, he’s had to deal with being nominated, getting elected, the death of former federal NDP leader Jack Layton shortly after

the election, and the ensuing leadership race.

“The amount of change that’s happened in last two-and-a-half years, it makes your head spin if you think about it too much.”

But through the period of adjustment he’s fallen back on what he knows best—academia—to great effect. Stewart is currently on leave from a teaching post at Simon Fraser University’s School of Public Policy.

His background in political science has led to his use of one

of his research tools in his work as MP—he occasionally commissions polls of households in his riding to gauge opinion on subjects ranging from building

a gondola to serve Burnaby Mountain to the Trans Mountain pipeline expansion project, which runs from Edmonton and terminates in North Burnaby.

Stewart stressed his background helps him “think more from a policy lens than a political one.” That’s how he approached the pipeline expansion proposal, collecting as much information as he could, talking to Kinder Morgan officials, unions, industry, environmentalists and the community before shaping his position—that he does not support the project.

He aims to reflect his constituents’ views when he’s in

the House of Commons, and has learned to work with some Conservatives to reach common, non-partisan goals.

He managed to get Conservative backbench MPs to co-sign his e-petitions bill while he’s co-signed those

of Conservatives, including one calling for a reform of Parliament. It’s something he supports because he sees the institution as being too partisan to work effectively.

Stewart said Jack Layton remains his biggest influence in

his political work. “He always says ‘no opposition

without proposition,’ and that’s really, if I was going to get something tattooed on myself that would be it.”

When acting as the Opposition science critic, one often gets the sense that the Conservative government’s handling of federal scientists and their work is something Stewart takes personally.

“I do take that personally, and for 20 years I’ve been trained to speak truth to power and I see that being curtailed here,” Stewart said of his academic experience. “And scientists essentially are somewhat of a defenceless lot in the sense that they’re supposed to be neutral.”

But if their scientific findings go against what the government wants, they’re deemed to be partisan.

“It’s the biggest game of chance in humanity. You have a question and you figure out ways to answer the question and lots and lots of times you fail, and sometimes you succeed and all of a sudden you’ve cured polio.”

Corporations will only take on ideas once publicly-financed scientists have generated them, he said. And often, resulting cures, inventions and innovations have nothing to do with the original intentions of the scientists’ research.

“And sure, some scientists have wacky ideas but you know, penicillin came from studying bread mould … It sure would’ve been nice if somebody had studied the pine beetle. It wiped out half our forest industry.”

As for the decision by the Federal Electoral Boundaries Commission for B.C. to merge North Burnaby with North Vancouver, it was “a shock” that it was proposed and again, when it upheld its decision despite recommendations from a Parliamentary committee dominated by Conservatives.

Stewart has already announced his intention to run for re-election in the new riding of Burnaby South, where he feels he has stronger roots than in North Vancouver.

But where he runs could be irrelevant if Stewart decides to succeed Adrian Dix as the BC NDP leader. He’s been fielding calls of support, and assembled a team to look into the feasibility of such a move.

He plans to announce his decision to run, or not, early in the new year.

And with Kinder Morgan filing its formal application to the National Energy Board (NEB) for its pipeline expansion, he’ll be busy on that front as well, with his office geared up to help people get involved in the NEB hearings and a website (letbcdecide.ca) set up to disseminate information.

“When I talk to people it’s almost unimaginable that a pipeline this big would be built right through the middle of Burnaby, it’s still registering with people,” said Stewart, who predicted “it’s going to be all Kinder Morgan all the time next year.”

LOOKING BACK LOOKING AHEAD: PIPELINE TWINNING

The year started with Kinder Morgan Canada announcing it planned to expand the capacity of its Trans Mountain pipeline even more than originally proposed, continued on with speculation of what impact the project would have, and ended with the company filing its 15,000-page formal application with the National Energy Board (NEB).

In between, Chevron’s North Burnaby refinery applied to the NEB for priority designation on the existing pipeline to secure its crude oil supply, and lost. Greenpeace protesters blocked access to Kinder Morgan’s Westridge marine terminal by chaining themselves to the entrance gate while others climbed huge storage tanks to unfurl banners and paint a protest message.

Residents living next to the Westridge terminal complained of fumes and concerns about their property values if the expansion is allowed to go ahead.

And when the NEB cancelled local information sessions on how people could participate in the upcoming hearings on the $5.5-billion expansion proposal—instead it held online sessions which it deemed more convenient for those who wanted to attend—Burnaby-Douglas New Democrat MP Kennedy Stewart took matters into his own hands.

He’s started a website, letbcdecide.ca, and plans to hold workshops to inform people of what

they need to know to get involved in the process.

The expansion of the pipeline, which runs from Edmonton to Burnaby, would almost triple its capacity from the current 300,000 barrels of crude oil a day to 890,000 barrels a day, to allow for the increased export of oil sands crude to overseas markets. It would also increase tanker traffic in

Burrard Inlet seven-fold to about 400 a year.While it would be twinned along the existing

right-of-way for much of that route, in urban areas like Greater Vancouver, new routes are being designed to avoid developed areas as much as possible.

In Burnaby, the current pipeline built about 60 years ago, is now located within residential neighbourhoods including Forest Grove and the area south of Burnaby Mountain Parkway.

Options the company is considering is to run the new pipeline underneath Lougheed Highway or rail corridors to Underhill Avenue to its Burnaby Terminal at Shellmont Street.

From there to the Westridge terminal, it’s considering an alternative corridor that runs alongside Burnaby Mountain Parkway, Hastings Street and Cliff Avenue among other options.

Kinder Morgan expects the NEB will hold a public hearing on its application near the end of 2014.

In a year where TransLink apologists seemed to have thrown every possible tax grab – sales tax hikes, vehicle levies, road pricing, carbon tax – at the wall to see if anything would stick, one idea stood above the rest for its sheer ludicrousness. The envelope please…

“The award for the dumbest public policy suggestion of 2013 goes to… (dramatic pause…) the TransLink border tax!”

This toll-the-borders loser was suggested at one of the dozen or so transportation summits/conferences/gabfests funded by your tax dollars this year. While initially pooh-poohed as “a bit tongue in cheek” by attendees such as NDP MLA Selina Robinson, the idea continues to surface in the media and has even been sent south for some number crunching.

Essentially, a toll would be slapped on B.C. drivers just before they crossed the border into the United States from Point Roberts to Sumas. Toll booths would be set up on 264th St., 176th St., Highway 99, Highway 11, and 56th St. A U.S. organization claims such a $5 round-trip toll could generate $38

million for TransLink.There is no doubt that lower

gas taxes are drawing Canadians south. In May, the Canadian Taxpayers Federation released calculations showing that the untaxed cost of gasoline is virtually identical between Blaine, WA, and Surrey, B.C. It is the 34 cents/L gas tax gap that makes Washington State gasoline so attractive – saving drivers roughly $18 per fill-up.

Add in the savings on groceries, milk, cheese, flights, and consumer goods, and it’s no wonder why Whatcom County is seeing its highest number of Canadian visitors since the mid-1990s.

But the solution to the gas tax gap is not to tax Canadians even more; the better plan to address Canadian issues like the federal government charging GST on gas purchases – a tax-on-tax.

The TransLink border tax is

rubbish, but keeps getting media attention. Main proponent Eric Doherty, who holds an M.A. in planning and is a former director of both the BC Sustainable Energy Association and Society Promoting Environmental Conservation, is over the top in his push for this silly plan: “There’s a perception that whatever we do needs to be fair,” he said. “And it’s not fair that people are evading paying their fair share of taxes.”

Hear that, Canadians? Every time you cross the border, according to Doherty, you are breaking the law by “evading” taxes. You’re just like Leona Helmsley, Martha Stewart, Al Capone, Heidi Fleiss, Pete Rose, O.J. Simpson and other famous tax evaders.

Such a statement is utter nonsense, of course. There is nothing illegal about crossing a border. Undoubtedly Mr. Doherty must also think those who buy local craft beer are also evil “tax evaders” as they pay less taxes than if they had purchased one of the big name brands.

You can bet proponents won’t stop at tolling the U.S. border. In their minds, Lower Mainlanders

who go east for cheaper gas must also be “tax evaders.”

After all, from 2007 to 2010, Abbotsford’s population grew 5.3 per cent, while diesel and gasoline sales grew 16.8 per cent. Perhaps border tax proponents should also consider taxing every road in and out of the TransLink taxation area. Roads to and from Mission better get taxed too. From 2007 to 2010, the TransLink tax-free community grew 3.6 per cent in population, while fuel sales jumped 14.7 per cent.

This year, B.C. taxpayers have endured property tax hikes, BC Hydro increases, ICBC rate hikes, MSP premium increases, TransLink tax and fare hikes, CPP and EI premium increases, BC Ferries fare hikes, and a myriad of other increases handed down by various government agencies. The sooner TransLink supporters understand that everyday Canadians are stretched thin, the quicker we can move on to figuring out how TransLink can live within its means.

Border tax should be deported

Last week the Conservative federal government opted not to address the very urgent and growing problem that is the Canadian Pension Plan.

Instead offering any sort of meaningful reform or choosing to adequately fund CPP so that Canadians can expect to be taken care of - after having spent a lifetime of paying taxes - the Conservatives instead opted to do nothing, and presumably hope the problem just goes away.

It’s no secret that CPP is underfunded. And given the country’s demographics - with millions of Canadians facing retirement in coming years - this is an issue that can’t be put off any longer.

Seniors now make up close to 15 per cent of Canada’s population, totalling more than 4 million people. And with the median age in Canada now over 40 years old for the first time ever, the issue of our aging population and how to take care of them isn’t going away.

The issue is clear to see: Canadians are living longer, and as a result, drawing on CPP more than in generations past. As result, we need to do a better job of funding CPP if we want it to work.

Finance minister Jim Flaherty needn’t worry about his own financial future, of course. As an MP who has served more than six years in the house of commons, Flaherty has a gold-plated taxpayer-funded pension to draw on for the rest of his life, upon his retirement.

Early in the new year, Burnaby is expected to end its status as one of the few Lower Mainland municipalities which prohibits secondary suites.

Currently, all it takes for an illegal suite to be shut down is for a disgruntled neighbour to report it to city hall.

That’s just what happened to Cariboo Hill resident Amanda McCracken last January, as reported in the NewsLeader. The single mother had finally found a clean, affordable one-bedroom suite in a good neighbourhood for herself and her toddler daughter.

Then a few months later, she faced eviction after a neighbour’s complaint about illegal suites in the house where she was living.

Right around that time, it appears, Burnaby city hall was already looking into a program to legalize suites.

Burnaby council’s decision grew out of development of its social sustainability strategy during which

community members urged city officials to allow suites as a way to increase affordable housing in the city.

The resulting program, which still requires final council approvals, will provide a one-year phase-in period to legalize the almost 6,000 illegal suites identified by BC Assessment Authority as already being in Burnaby and bring them up to city standards.

Suites will only be allowed in single-family homes, must meet minimum size requirements and other criteria and owners will be charged an additional 50 per cent of utility fees to ensure they’re paying for their share of city services used.

Tom Durning, spokesperson for Tenant Resource & Advisory Centre (TRAC), a tenants’ advocacy group, welcomed the move by Burnaby city hall, but pointed out suites have been legalized years ago in most other municipalities.

The South Coast British Columbia Transportation Commission, the independent regulator of TransLink, is seeking public comment on TransLink’s recent application to vary the YVR AddFare.

Honda’s contemporary on a dying breed2014 Honda Accord Coupe V6

It’s fascinating to watch trends in the auto industry play out over time. Some changes happen quickly, with one manufacturer coming out with a feature, then the rest of the industry following suit. Backup cameras would be a good example of this. Other trends are much slower, changing because of demographic fluctuations. One example of a slow-moving trend is the two-door coupe falling out of favour and its replacement by sedans and crossovers. This trend is greatly affected by baby boomers getting older and buying more for practical reason, rather than styling. In the 1980s, and even the beginning of the 90s, there were plenty of coupes to choose from and they sold well. But where are the Honda Prelude, Toyota Celica, Pontiac Sunfire and Ford Probe coupes? Now gone and many not re-placed with newer models. I’m thrilled to report that there are a few coupes still available and one that is worthy of consideration is this new 2014 Honda Accord Coupe V6.

Looks The Accord Coupe is based on the all-new Accord sedan that has been selling very well for Honda. In fact, it won the Canadian Car of the Year this year as decided by the Automobile Journalist Association of Canada. Honda has done a good job of updating this big coupe with a more modern twist. Sold in three configurations from the base EX to the EX-L Navi (L stand for leather and navi is self-explanatory),

which are both 4-cylinder equipped models. The top trim is the EX-L Navi with V6. This top trim level is the model seen here: it comes with LED projector head-lamps, 18-inch wheels and duel chrome exhaust tips. The 4-cylinder equipped models come with halogen headlamps and 17-inch alloy wheels. The coupe starts at $26,400, a $2,500 premium over the regular sedan but when the sedan is equipped with alloy wheels, the price is almost identical. The EX-L is $30,100 for the leather and navi and the V6 premium is $35,500. Not an inexpensive car but most are very well equipped.

Inside It’s a big and comfortable coupe. The back seat is actually usable for adults and the front seats are very comfortable. The trunk is huge and the back seat folds for extra long items but the seats do not split and fold, plus the opening to the back seat is small. Standard feature on all Accord models is a backup camera and heated seats. Honda, in my opinion, has raised the bar in the mid-sized category and produced the nicest dash I have seen in this class. There are two screens in the centre console, one for the navigation unit and the other for the radio. They are framed in beautiful, high quality satin metal, chrome and soft touch materials. One area that could be improved is the

way the radio stores and retrieves pre-set radio stations. It took a long time to set the stereo up and having to go back and forth between different screens is not that intuitive. The rest of the dash is large, with big cup holder and plenty of storage areas. The steering wheel buttons and heat controls on the dash use first rate switches and they are placed with precision.

Drive Another trend that Honda is bucking, with this Accord Coupe, is the inclusion of a 6-speed manual transmission and V6 engine. The latest movement is to turbo or super-charged 4-cylinder engines to replace V6 power plants and duel clutch automatic transmission in favour of a manual. I’m glad that Honda still offers this layout; it shows they are serious about being a true enthusiast’s car company. Granted, most buyers will get the very good 6-speed automatic transmission with the 3.5L V6, but with 278hp and 252 lb.-ft. of torque it will be a very lively car in either configuration. The manual is a joy to use and it is like a throwback to drive a V6 equipped manual car. The 4-cylin-der models have 185hp from a direct injection 2.4L engine and either a manu-al transmission or continuously variable transmission (CVT) for added fuel sav-ings. The CVT is capable of 7.8L/100km in the city and 5.7L on the highway. The

V6 uses more at 10.0L/100km in the city and 6.1L on the highway.

Verdict When I started reviewing cars back in the early 1990s, cars like this were common: a mid-sized sedan with a V6 engine and a manual transmission. I can clearly remember driving a Toyota Camry, Nissan Maxima and Accord equipped this way. While most compa-nies are moving away from this design, Honda is sticking with it for now. Soon Honda will have smaller turbo-charged 4-cylinder engines available and this big coupe might too be fitted with something more efficient. If you like the idea of a smart looking car that is well equipped and powerful, you might want to move on an Accord Coupe V6 before it follows the latest trend.

The 2014 Toyota Tundra has deep roots in the Wild, Wild West.The 1794 Edition is a tribute to the ranch, founded in the year 1794, on which the Tundra plant is located in San Antonio, Texas. In 2002, Toyota began the search for a US facil-ity to build the second generation Toyota Tundra. The 2,000-acre ranch site was acquired and ground breaking took place Oct 17, 2003. Just like the ranch it replaced, hard work and dedica-tion prevailed bringing production numbers up to 200,000 units. On September 18, 2013, the one-millionth truck, a Sunset Bronze Mica coloured 1794 Edition Tundra, rolled out. This truck has a com-pletely new body design with an aggres-sive grille that extends from the bumper to the raised hood. The fender flares are larger and more defined, and the tailgate has Tundra stamped into the sheet metal. The top of the line Western themed 1794 Edition comes with a unique chrome grille and chrome and silver bumper. It’s almost like a large belt buckle!The inside screams country music with its exclusive premium saddle tan brown leather seats with embossed and suede accents. Soft-touch materials are found on the center console, the front and rear door trim, and the instrument panel. Rich maple wood-grain covers the steering wheel, dash and shifter. Big improvement to the back seat of

the Double Cab and Crew Max where a 60/40 split bench flips up with a one handed latch to allow more cargo space. The Tundra is equipped with Toyota’s advanced display audio system with

AM/FM Radio, CD, MP3/WMA capability, USB and auxiliary input, and voice recognition. It also includes standard Blue-tooth and an integrated backup camera. A SR model has a 6.1-inch display, while the SR5, Limited and Platinum models feature a 7-inch display with integrated Sirius XM Satellite Radio. Two engines available, depending on the model you choose. The 4.6 L i-force V8 that puts out 310 horsepower and 327 lb ft of torque and the 5.7 L i-force V8 with 32

valve dual overhead cam engine that generates 381 horsepower and 410 lb ft of torque. Both motors are connected to a 6 speed automatic transmission with sequential shift mode. Fuel economy numbers are;5.7 L: 14.2/10.5 L/100 km (city/highway)4.6 L: 11.0/13.6 L/100 km (city/highway)Driver and front passenger airbags, roll-sensing, head/side curtain and front mounted side airbags, and the first 1/2 ton pickup to include driver and front passenger knee airbags. Toyota’s star safety system includes electronic brake force distribution, smart stop technol-ogy, anti-lock brakes, vehicle stability control, and active traction control. The side mirrors have the blind spot monitor system that detects a vehicle in your blind spot.

The ride was a perfect combination of on-road comfort and off-road tough-ness. The truck has exceptional steering response and it’s firm enough not to nose dive in the corners. The seats are spacious and very com-fortable; I compare it to a living room couch with seat belts. It has a very quiet cabin, which I found to be true with the previous model, with very little road noise. I am happy they continued with the larger oversized buttons and knobs, which you can operate while wearing gloves. With the popularity of the Tundra growing, I can easily see the two-millionth truck roll out before the next design change.

Under the frozen silver metallic exterior coat of the 2014 BMW M6 Gran Coupe parked at my home was a power plant not for the faint of heart.The two twin-scroll turbocharg-ers (BMW’s TwinPower Turbo Technology) along with a 4.4L, V8 generates 552 horsepower of gargantuan fun. But that smile can be turned upside down quickly if it starts to snow. Does that mean you need to park this potent piece of German engineering until the spring? Not at all.Granted, the “M” badge symbol-izes that this 4-door coupe has a healthy dose of the German automaker’s renowned perfor-mance and it means it has a rear-wheel drive configuration. Other 6 Series nameplates without

the M designation (whether the Cabriolet, Coupe or Gran Coupe) come with the xDrive all-wheel

drive system.So when the sky starts to fall and results in slippery roads, what is one to do with a vehicle that is track ready straight from the dealer’s lot? Get snow tires!I picked up some tips ahead of my ride from John Mahler, who has been in the automotive industry for decades as a race car driver and coach. He is currently the owner and chief instructor of Max Performance Driving and is the director of Bridgestone’s Canadian Winter Driver Training program.He says, “As the temperatures drop, all-season tires get firmer and the rubber hardens up. Winter tires don’t harden up. And that’s the big difference.”Mahler continued, “Traction essentially depends on the tire’s

rubber conforming to the tiny, minute, irregularities in the pavement… If the rubber gets too hard, it just can’t do that, so it slips. Meaning, it’s not just for snow and ice, but also for cold pavement.”Thankfully, the M6 Gran Coupe had them; otherwise it could have been an interesting situ-ation. And while one might be tempted to put the twin turbochargers to good use in adverse condi-tions, Mahler advised against it. Before I fired up the beast, I asked Mahler for some tips for all drivers.He responded: “It’s a real simple one. And it’s the one that should be at the top of everyone’s list: Slow down.”A close second, he mentioned, is,

“Practise looking ahead.”“One of the things that you should be doing when you’re driving in slippery conditions is break down the jobs your tire has to do.”He expands, “If you need to brake for a corner, make sure you that you brake in a straight line before the corner so that you have all the available grip for slowing the car.”Other tips Mahler offers is to test out how much traction you have by applying your brakes. In the case of the M6, they’re the M Carbon Ceramic Brakes ($6,750), which are designed to stop you in a flash. But if’s there’s no trac-tion, the pricey option isn’t going to help much.But on the days where grip is plentiful, and you can enjoy the

ride a little bit more, the M6 Gran Coupe has a lot to offer. Not only is it, in my opinion, one of the sexiest vehicle’s BMW has ever produced; it comes loaded with the features that make you feel warm and fuzzy on a winter’s day. Like the Bang and Olufsen Sound System ($5,900). It’s music to the ears.Following Mahler’s tips, I had no mishaps and really enjoyed the drive. In fact, if I hadn’t seen the white stuff on the ground I would have sworn I was driving in dry conditions.Driving conservatively and letting the seven-speed double clutch transmission with shift paddles do its work made for a satisfying and safe drive. alexandra.straub@ drivewaybc.ca

The future of cars may be electric but do not expect 2014 to be the dawn of the new age.In fact, I predict there’s a long road ahead for manufacturers trying to woo the driving public into buying a car with a cord attached.Throw in the sales numbers for all-electric cars, plug-in hybrids and gas-battery hybrids and they don’t come anywhere near five per cent of total vehicle sales. The commercial conundrum is that these (more) eco-friendly vehicles come with a premium sticker price beyond most folks and the only way to bring them in range is to sell many more!Most provincial governments have incentive rebates for those that make a green choice. While successful to a degree, they alone aren’t going to turn us all on.If gas prices soar then some more buyers will go the hybrid route but that said there are an

awful lot of four-cylinder vehicles out there that are remarkably economical on gas. Let’s get our heads out of the dark clouds and accept that economy of purchase and operation are what drives most sales. I am not an electric car naysayer, far from it, but we have to recog-nize that much needs to happen

before the majority buy into this future. Sticker price is one thing but the single biggest chal-lenge has to be the slow pace of infrastructure to fast-charge cars whose batteries have run down mid-journey.‘Range anxiety’ is a major mental obstacle for those with the resources to contemplate

the purchase of an all-electric car such as the Nissan Leaf or Mitsubishi iMIEV. For that reason, it seems likely that the likes of the Chevrolet VOLT will enjoy more sales success as a main means of transport because an onboard gas-powered generator is ready to kick in to recharge the battery when the juice runs

out. Similarly, the new BMWi3, while available as a pure electric vehicle, can also be purchased with a range extending engine.Other manufacturers are set to follow that same route but in the meantime, the plug-in hybrid, which combines the pulling power of a gas engine and elec-tric motor, is the early winner of people’s green-tinged hearts.But back to the thorny issue of infrastructure. Many advocates want government to play a lead role but with all the demands made on the public purse that’s a dead-end street. Maybe the tax incentives they can offer will encourage the private sector.For instance, the Canadian com-pany Sun Country Highway has announced plans for a charging station network along the length of the Trans-Canada Highway. Other companies operating alongside major highways are extracting planning concessions from local government by install-

ing recharging points.Hats off to BMW and its holistic approach. The German giant is collaborating with small tech companies, who will work with customers to make sure their homes don’t require a major power refit just to own one of the new i3s. And, as Dr. Ian Robertson, a BMW management board member, told me at the L.A. Auto Show recently, there are many other power opportunities right in front our eyes. Urban areas are awash with street lights, which could be used as a source for curbside recharging.He also pointed out that there are many discontinued public phone sites in today’s cities. A redesigned third-generation Subaru Forester was an early 2009 model year release. A new look, better performance, enhanced safety features and more interior space were all achieved without drastic changes to the exterior dimensions of this popular compact utility vehicle.A “Boxer” type engine, with horizontally opposed cylinders (like a Porsche engine), and a symmetrical all-wheel-drive system distinguish a Subaru as a Subaru. Forester has an excellent history of me-chanical dependability and the Subaru essentials are packaged with a practical, utilitarian body. Compared to the previous generation Forester, the ’09 came with a new chas-sis with a wider track and a longer wheelbase (by 9 cm), plus a new double wishbone rear suspension. The structural changes also yielded extra cargo space and more rear passenger head and legroom.The single overhead camshaft base engine can pro-duce 170-horsepower and fuel economy is rated at 10.6/7.5 L/100 km (city/highway). While reliable, it’s no rocket and flat-out acceleration to 100 km/hour takes more than 10 seconds. Agile handling does help compensate for tame straight-line speed. A turbocharged variant has twin-camshafts and can produce 224-horsepower. However, it likes premium fuel and consumes 10.9/8.3 L/100 km (city/highway). Manual transmission models have an electronic “hill holder” feature. When stopped

on an incline this feature delays release of the foot brake to prevent the vehicle from rolling backward and

gives the driver more time to achieve a smooth take-off. The automatic option was a conventional four-speed.Forester got top marks from the Insurance Institute for Highway Safety (IIHS) in its rollover test. The roof is more than double the strength required by U.S. federal safety standards. In addition to all-wheel-drive system, a Forester comes with anti-lock brakes and an electronic stability control system called Vehicle Dynamics Control. It also provides what Subaru describes as a ‘virtual’ limited slip rear differential func-tion.

The 2009 Forester was offered in four trim levels; 2.5X, 2.5X Touring Package, 2.5X Limited and a 2.5XT Limited model with a turbocharged engine. Even a base Forester 2.5X comes well equipped with heated seats, air conditioning, power windows and mirrors, roof rails, a tilt and telescoping steer-ing wheel with audio controls.A new PZEV (partial-zero-emissions-vehicle) edition of Forester was added for the 2010 model year. Emissions are about 90 per cent lower than most (2010) vehicles, according to Subaru. In 2011, the base 2.5-litre boxer engine got a double overhead camshaft upgrade, plus new bore and stroke dimensions. While maximum output remained at about the same level, more power

is available at a lower rpm and fuel economy improved. Other than a new height-adjustable front passenger seat no significant changes were made in 2012.The reliable Subaru Forester is a very impressive blend of utility, comfort, handling and fuel efficien-cy in a compact package. While Forester has a loyal following, Subaru’s smaller dealer network may be an issue, depending on where you live, and used resale values are typically higher than average.

Recalls on the 2009 - 2012 Subaru Forester:2009 - An oil supply pipe to the engine turbo-charger may crack at the stay brazing on the cylinder head-side, and this could potentially cause an engine compartment fire. Dealers will replace a cracked pipe with a modified unit or install an ad-ditional bracket to increase the rigidity of the pipe.

2009 to 2012: A faulty centre rear seating posi-tion seatbelt retractor may not allow proper instal-lation of a child restraint or booster seat. Subaru sent owners a locking clip with instructions on how to properly secure a child restraint or booster seat. Dealers will replace the centre seatbelt retractor upon request.

2009 to 2012: Dealer-installed accessory puddle lights may short circuit and cause the lights to melt. Dealers will install an additional fused wiring har-ness to protect against short circuits.

Durning said that in the intervening years numerous homes built in Burnaby were done so without having suites included that met safety standards.

He welcomed the fact that people would not be “ratted out” by neighbours and evicted. In the past, he’s spoken to Burnaby tenants with “bad landlords” who are afraid to report problems in a suite to city building inspectors out of fear the unit will be closed down and they’ll have to find another place to live.

However, Durning stressed, whether someone lives in a suite that’s legal or not, they still have protections under the Residential Tenancy Act.

As for McCracken, 34, reached earlier this month, she said she was ultimately never evicted. There was a

chance her landlady would have had to remove McCracken’s kitchen and doors separating her suite from the rest of the house so that she could be reclassified as a boarder.

But that never happened either, much to the relief of McCracken,

who is on disability assistance due to early degenerative arthritis.

Look out Metrotown. It won’t be long before Brentwood can vie for

the title of the most vibrant and busy town centre in Burnaby.

While several towers have been built or are under construction along Gilmore Avenue, the corner of Willingdon Avenue and Lougheed Highway is where the greatest changes are taking place.

On the southwest corner, the former site of car dealerships, a tire store, restaurants and other light industry, Appia Development’s SOLO District is emerging. In June, it broke ground on the project’s second phase, Altus, which will include Burnaby’s tallest tower. At more than 550 feet tall, it will be second in B.C. only to the Shangri-La in downtown Vancouver.

When all four phases of SOLO are complete, the 6.5-acre development will include more than 1,400 homes, as well as offices, and commercial space.

At the northeast corner of the intersection, will come perhaps the biggest change with the redevelopment of Brentwood mall over 30 years by its owner, Shape Properties.

After having its master plan for the 28-acre site approved in 2012, a rezoning application for the first phase of the project—a new externally-oriented shopping centre, public plaza and high street on the southwest corner of the site by the SkyTrain station—went to public hearing in December with a council decision expected early in the new year.

SkyTrain stations are helping to shape development in Burnaby, which had always envisioned its town centres to be built around regional transit corridors, including Lougheed Highway, said Burnaby Coun. Colleen Jordan.

Jordan, chair of the city’s community development committee, noted predictions of

high-density development along the SkyTrain routes has taken some time, decades in the case of Metrotown, to come to fruition.

She said with a laugh that someone once told her of seeing a photo of the traffic queuing up to get into the mall parking lot when the shopping centre first opened in 1961. “There were all these cars all the way up Willingdon trying to get into the mall, so [traffic] is not a new issue.”

Towers were always envisioned in the core area of Brentwood with buffers of lower density as development gets closer to single-family homes,

she said. The 26-acre Dragonwood Industrial

Park, south of Lougheed, appears also to be nearing redevelopment. Concord Pacific Holdings Ltd. has an agreement to purchase the property on condition it is successful in its rezoning application, for which it is proposing a multi-family development with highrises, townhouses

and low-rise apartments as well as commercial space. A portion of the property has also long been designated in the city’s Brentwood Town Centre plans for a school and park.

Despite the long-range planning, the future of the industrial area south of Dawson Street, between Willingdon and Beta avenues, was never set out in the city’s original plans, something city staff plan to rectify, likely in the new year, she said.

As reported in the NewsLeader, the uncertainty has led to land owners seeing their assessments and taxes skyrocket in anticipation of development, but being unable to sell it for what it’s worth because there’s no area plan in place.

As for community amenities to serve the increase in population, city staff are making a wish list, which likely will include a community centre at Willingdon Park once the park space is expanded.

Funding shouldn’t be a problem. After all, in Burnaby developers contribute community amenities in exchange for being allowed to build additional density on certain sites.

The SOLO District alone, once completed, will contribute a city-owned community space within its project and $30 million in cash for amenities elsewhere in the neighbourhood.
