Introduction

This Bushfire Management Statement has been prepared in response to the requirements o f Clause 44.06-1 - Bushfire Management Overlay, and in accordance with the application requirements o f Clause 52.47 - Planning for Bushfire.

The statement contains three components:

1. A bushfire hazard landscape assessment including a plan that describes the bushfire hazard o f the general locality more than 150 metres from the site. Photographs o r other techniques may be used to assist in describing the bushfire hazard.

2. A bushfire hazard site assessment including a plan tha t describes the bushfire hazard within 150 metres o f the proposed development. The description o f the hazard must be prepared in accordance with Section 2.2.3 to 2.2.5 o f AS3959:2009 Construction o f buildings in bushfire prone areas (Standards Australia). Photographs or other techniques maybe used to assist in describing the bushfire hazard.

In a n e v e n t of a bushfire s p r e a d t h e m o s t likely direction would per ta in from t h e s o u t h w e s t direction with t h e d e n s e vege ta t ion . Worse c a s e scenar io fires in hushland can be hot, intense and fast moving with burning embers possibly blowning from the bush, landing on the property and starting spot fires or setting fire to the home, embers may land for many hours even after the main fire front has passed. Smoke and lire may aflect driveways or homes, making it difficult to leave. The radiant heat from a fire nearby may set fire to the property or surrounds. T h e r e a r e a n u m b e r o f t h ings which can af fec t t h e w a y a fire burns , including: Slope - a fire travelling uphill will travel faster. In fact, for every 10 degrees o f slope. a fire can double its speed. As a lire speeds up, it becomes more intense and more dangerous. Vegetation - smaller items such as twigs, branches and leaves are known as 'tine fuels'. These can burn very easily. Burning bark, twigs and leaves can also be blown in the wind. Weather - when it's hot, dry and windy, tires can be more intense and unpredictable. Strong winds can send a lire in di if èrent directions and cause burning embers to he blown through the air . The type and extent of vegetation located more than 150 metres from the site may result in neighbourhood-scale destruction as it interacts with the bushfire hazard on and close to a site. Bushfire can approach from more than one aspectas shown on the overall SOOm+ aerial plan. The site is located in an area that is not managed in a minimum fuel condition. Access to an appropriate place that provides shelter from bushfire is not certain. The design of the building to the appropriate BAL level will reduce the risk of entry of embers as far as practical. The risk of accumulation of debris has been reduced by the adoption of the appropriate vegetation modifications and management standards. Gutter guards will be fitted to the roof The building is rectangular with no re-entrant corners and with a simple roof line with no valley gutters. Defendable space will be provided as demonstrated by the compliance with all applicable Approved Measures and/or Alternative Measures it can be shown that this development has reduced the Bushfire risk to an acceptable level. The site will meet the Defendable Space requirements of the "BMO" when calculated with the relevant VPP Table.

52 .47 -2 .1 Landscape, Siting a n d des ign objectives

• Development is appropriate having regard to the nature o f the bushfire risk arising from the surrounding landscape.

• Development is sited to minimise the risk from bushfire. • Development is sited to provide safe access for vehicles, including emergency

vehicles. • Building design minimises vulnerability to bushfire attack.

Approved Measure AM 2.1 - Landscape

Requirement

The bushfire risk to the development from the landscape beyond the site can be mitigated to an acceptable level.

The dwelling is located in the most appropriate location on the site, being placed at the closest to the driveway exit point. The subject site and neighbouring properties will and are being maintained as required within a bushfire zone ensuring undergrowth and potential ground fuels are eliminated and managed to a safe level. Beyond the subject site to the north and east is residential maintained and managed properties with low threat potential. The building will be constructed to a min BAL 29 methods using a concrete slab sublfloor, masonry veneer, bushfire mesh on all required windows, a fully sarked roof structure.

Approved Measure AM 2.2 - Siting

Requirement

A building is sited to ensure the site best achieves the following:

• The max imum separation distance between the building and the bushfire hazard

43m mm.

The building is in close proximity to a public road

The proposed location of the development on the site allows for an acceptable level of bushfire protection given the surrounding vegetation types and likely location of a fire front.

The dwelling will be located on the South side of the un-sealed road (Le Bruns) and approximately 350mtr from the roadway.

The site has minimal opportunities for considering slope of the land

The proposed dwelling will have a BAL 29 requirements under Building Regulation - 2006

Any other comments The proposed development is located within 9km of an existing township of Boolarra and is infill development. The surrounding vegetation and topography does not give rise to an unacceptable level of risk to the community and infrastructure.

There is an existing network of roads to provide safe access and egress to the proposed development.

Approved Measure 2.3 - Building Design

Requirement

A building is designed to reduce the accumulation of debris and entry of embers.

• The building will be constructed to a BAL-29 method using a concrete slab sublfloor, masonry veneer, bushfire mesh on all required windows or shutters. All gaps and cracks will be sealed to ensure there will be no allowance or entry of embers or debris with the inclusion of fire fighting sprinkler measures. A minimum 10,000 litres on site water storage accessible within 60m of the dwelling and 4m of fire appliance;and

• Outlets face away from the building with relevant connections for fire appliances; and • Signage is provided in accordance with relevant authority requirements • Water wil be supplied with 2 water tnaks, 1 for fire fighting purposes and one ofr home usage

Approved Measure AM 3.1 - Bushfire Construction and Defendable Space

Requirement:

A building provides the defendable space in accordance with Column A, B, C o f Table 2 to Clause 52.47-3 wholly within the tit le boundaries o f the land.

The building will be provided with defendable space in accordance with Column C.

The defendable space distance required is 16m to the north, east and west with 41m to the south metres.

The site has minimal siting opportunities considering the slope of the land and shape of the site. The chosen location is the most suitable to the site. Column C has been chosen to give the uttermost protection to the building and surrounding properties. With the construction of the new dwelling and habitaiotn it wil provide the abilty to manage the site more effectively providing a safer environment for the site and any surrounding properties
