Terms of Reference:

(a) A Standing Committee on Administration and Procedure is established at the commencement of each Assembly to:

(i) inquire into and report on, as appropriate:

(A) the Assembly’s annual estimates of expenditure; (B) the practices and procedure of the Assembly; and (C) the standing orders of the Assembly;

(ii) advise the Speaker on:

(A) Members’ entitlements including facilities and services; (B) the operation of the transcription service (Hansard); (C) the availability to the public of Assembly documents; and (D) the operation of the Assembly library; and

(iii) arrange the order of private Members’ business, Assembly business and Executive Member’s business;

(b) the Committee shall consist of:

(i) the Speaker; (ii) the Government whip:

Terms of Reference:

The Legislative Assembly for the ACT appointed the Standing Committee on Public Accounts on 27 November 2012.

Specifically the resolution of 27 November 2012 establishing the Standing Committees of the 8th Assembly, as it relates to the Public Accounts Committee states:

(1) The following general purpose standing committees be established and each committee inquire into and report on matters referred to it by the Assembly or matters that are considered by the committee to be of concern to the community: (a) a Standing Committee on Public Accounts to:

(i) examine: (A) the accounts of the receipts and expenditure of the Australian Capital Territory and its

(c) the recent High Court decision, Unions NSW & Ors v NSW, and that this decision also has implications for the operation of the Electoral Act 1992; and

(d) the Elections ACT’s Report on the ACT Legislative Assembly Election 2012 contains a number of recommendations pertaining to the Electoral Act 1992; and

(2) resolves:

(a) that a Select Committee be established to inquire into the above matters and any related issues;

(b) that the committee will be comprised of one member of the Government, one member of the Opposition and one member representing the ACT Greens with proposed members to be nominated to the Speaker by 6pm this sitting day; and

(c) the committee report by the last day of June 2014.

(d) if the Assembly is not sitting when the Committee has completed its inquiry, the Committee may send its report to the Speaker or, in the absence of the Speaker, to the Deputy Speaker, who is authorised to give directions for its printing, publication and circulation.
