1. Preamble The current practice of the exchange of government-to-government certification associated with the import of agricultural commodities represents a major opportunity to improve the integrity and business processes of importing border authorities.

The trade of agricultural commodities is highly regulated by governments to protect human, animal and plant health. The importing authority sets standards for commodities (products) crossing their border and requires certification issued by the recognised competent export authority to verify compliance to bilaterally agreed requirements.

The E-cert system is currently operating between some trading partners with others indicating willingness to participate, Therefore this document seeks to initiate the process to standardise the data elements and message structure to facilitate global implementation.

The development of the E-cert system was a joint effort between the New Zealand Safety Authority and the Australian Quarantine and Inspection Service. The incentive to develop the system further for global implementation has its foundations in the Food Safety Quadrilateral Group (USA/Canada/Australia/New Zealand). Each of these countries has made significant progress in developing systems to exchange information electronically and have undertaken trials to verify the concept.

In principal this is the xML version of the UNEDIFACT compliant system known as SANCRT. The business process is the same for the E-cert and SANCRT systems however the technological solutions vary to the emergence of the World Wide Web. The purpose of this document is to define the electronic transmission of data exchanged between government inspection and quarantine authorities involved in cross border clearance activities. The structure of this document is based on the structure of the UN/CEFACT Business Requirements Specification (BRS) document reference CEFACT/ICG/005.

Objective The objective of this document is to standardise the exchange of information for traded agricultural products between governments regulators involved in cross border trade where export/import certification is required to facilitate entry of product. This solution is based on an established business processes that operates in accordance with international standards and bilateral agreements made by government regulators.

4. Scope This section describes the extent and limits of the business process within the supply chain being described in this document. The class diagram of the export certificate business transaction has been developed to specify the cross border exchange of information to enable business information entities to be re-used. It includes business information entities specifically required by government regulators such as product classification details to describe a group of products and aid the transfer of information from an export certificate system to an import clearance system. This section describes the extent and limits of the business process within the business domain being described in the document.

This document describes the treatment of the electronic export certificate exchanged between government regulators to facilitate cross border entry of agricultural products. The information provided on the export certificate represents the minimum amount of information required to facilitate the export/import of agricultural products. The document includes the exchange of information affecting the document for the purpose of clearance to allow the regulators to control the document status such as ‘approved’, ‘detained’, ‘revoked’ ‘rejected’ etc.

In defining the scope the parties involved are limited to the export regulator and import regulator.

Inter-Government Certification System This Use Case represents the interactions of two bodies (Source Country: Export Agency and the Target Country: Import Agency]. These organisations are responsible for coordinating the arrangements necessary to satisfy international and target country requirements. These arrangements are at a number of levels (including long-term MoU), with the detailed commercial transaction level usually represented as a specific Certificate containing a range of information to satisfy the processes & inspections necessary for international trade of Agricultural products. The terms of the Inter-Government Certification System are strictly non-commercial. That is each party agrees to perform the required the certification at their own expense, with no 'consideration' given between agencies performing the operation. There are a limited number of formal bilateral MoU in place - with many of the agreements being encoded at the time of progressing a specific request to import a product.

Inter-Government Certification System Use Case: The trade of agricultural commodities is highly regulated by government to protect human, animal and plant health. The importing authority sets standards for product crossing their border and requires certification issued by the recognised competent export authority to verify compliance to agreed requirements. The certification is subjected to international trade principles as set by heads of authority including WTO, SPS, Codex and IPPC, as well as considering specific border protection issues. Bilateral arrangements are a key component of determining product and certification requirements and vary from country to country. Certification arrangements are dependent on agreed market access and may change in response to disease outbreak, environmental issues and consumer driven concerns. The transmission of this data is limited to the government exchange for the purpose of clearing product for import by quarantine and/or food inspection agencies. It does not seek to include other Government agencies involved in border protection activities such as Customs but will provide access to the information where they are the first point of clearance or as required. Whilst it is acknowledged that the information has a key role in commercial transactions, the use of the information for commercial purposes is outside of this proposal, although authorities may seek to provide an extract of the data to a industry stakeholder. Certificate Request Use Case: This use case details the actions taken by the Export Agency to raise a Certificate and apply the bilateral rules and then submit to the Import Agency for approval. b. Information Flow Definition (Activity Diagrams)

Information Flow Package: The eCert information flows cover the activities of a number of parties and roles. In the normal course of events, the flow is: Exporter -> Consignor -> Consignor Inspector -> Export Agency -> Import Agency -> Border Inspector. When using the eCert System, some of these flows are not necessarily a flow of information, but the act of monitoring of a central store to determine the current status of a certificate.

Certificate Request Package: This process identifies the major activities for managing the coordination of information from the Exporting country to the Importing country. The process involves accepting Export Documentation, checking the validity against the business rules and MoU existing, then raising and submitting of the Export Certificates, and then ongoing monitoring of the import countries' determinations.

c. Information Model Definition (Class Diagrams & Components) This set of models comprises the set of views for the eCert system. It is first presented as a high level Information Models, then as a set of more detailed Class Models, followed by the class and attribute properties.

Within each of these levels are a number of subject areas and classes that are directly dependent upon these two fundamental concepts. 5.4 BUSINESS RULES

The business rules associated with the underpinning systems will be determined by the export or import regulator to reflect the clearance activities within that border. The flow of information will be in accordance with bilateral agreements and existing infrastructure. Where both the Regulators have agreed to exchange export certificates electronically they will adopt the data elements and message structure of the E-cert DD V2.6 or as otherwise agreed. The data exchanged will be on the basis of existing agreements and will not be an opportunity for regulators to amend current trade agreements or impede trade of certain commodities. The Export Regulator must develop a system capable of transmitting data to the Import Regulator in a manner acceptable to both parties. The Export Regulator is responsible for the development of any subsidiary system required in order to validate export certificates electronically prior to the transmission of the information to the Import Regulator. The Import Regulator is responsible for the development and maintenance of a system to view or download the information into an import clearance system. Once received the Import Regulator is responsible for the security and maintenance of integrity of the certificate. The Export Regulator and the Import Regulator will utilise the existing status control of the certificates identified within the E-cert DD V2.6 and agree to apply the appropriate security and access control to their separate systems. Fundamentally the terms of various heads of authority will continue to determine best practice for the purpose of trade documentation between cross border regulators.
