AIR QUALITY STATUS: DHANBAD

• Ranchi, Kusunda, Jharia and Bastacola are the places which

are severely polluted with PM10 levels being above 200 µg/

m3 all year long

• The major causes of air pollution in area near Jharia

including Bastacola, Dhansar, Ena, CIMFR are coal mining,

mine fires, vehicular pollution, windblown dust through

unpaved roads and over burdens in the area.

CURRENT SCENARIO : DHANBAD • The large number of coking/briquetting

units, which emit particulate matter andgaseous pollutants, is another majorsource of pollution.

• About 30 % of the total volume ofsuspended particulate matter (SPM) in theJharia coalfields was because ofvehicular movement on bad roads.

• SO2, NOx and Particulate Matter are themost important emissions during coalmining.

AIR POLLUTION CONTROL MEASURES

• Continuous Ambient Air Quality Monitoring Stations(CAAQMS) shall be installed in core zone of each collieryalong with the display board at various locations with aconnectivity to the JSPCB and CPCB portal to improve thevisibility and transparency among the public.

• The occupier shall install PM10 Analyzer within two months.

• Water Sprinkling arrangements & its functioning/ periodicity of water sprinkling & details of its location is to be provided.

• Dust Barriers to be provided around the source of dustgeneration

• Provision for mobile/fixed water sprinkle system to checkfugitive emissions from crushing operations, conveyor system,haulage roads, transfer points, etc. and water spray by tankerson temporary road.

AIR POLLUTION CONTROL MEASURES - RAILWAY SIDINGS

• Construct a permanent boundary/wind breaking wall ofsufficient height according to Coal Heap.

• The occupier shall install online PM10 Analyzer within twomonths.

• Railway siding to have silos at respective loading points.

AIR POLLUTION CONTROL MEASURES - RAILWAY SIDINGS

• Water sprinkling through fixed water sprinklers/truckshaving facility of pressure pump and fogging system atloading-unloading site and on the transportation road.

• Cover all the minerals with tarpaulin when not in use.

AIR POLLUTION CONTROL MEASURES - COAL WASHERIES

• Crushers/pulverisers of the coal washeries shall beprovided with enclosures, fitted with suitable air pollutioncontrol measures and finally emitted through a stack orprovided with adequate water sprinkling arrangement.

• Water sprinkling by using fine atomizer nozzlesarrangement shall be provided on the coal heaps arid onaround the crushers/pulverisers.

TRANSPORTATION OF COAL

• During Phase – I: The road transportation of coal shall becarried out by mechanically covered trucks. Coaltransportation would be mainly by rail cum conveyormode.

• In Phase – II: Coal transportation would be mainly by railcum conveyor mode.

• The road used for coal transportation should be developedwith avenue plantation on both sides which will act as sinkof carbon and other pollutant.

TRANSPORTATION OF COAL

• Vehicular emissions shall be kept under control and regularly monitored.

• Provision of water spray on the dumpers to arrest fine dust before it is transported.

• The tyres of dumpers shall be wetted to prevent fugitive emission while the movement of vehicles.

WATER POLLUTION CONTROL MEASURES

• Mine discharge water shall be treated to meet prescribedstandards before discharge into natural watercourses/agriculture.

• Additional water required, if any, shall be met from minewater or by recycling/reuse of the water from the existingactivities and from rainwater harvesting measures

WATER POLLUTION CONTROL MEASURES

• ETP shall also be provided for workshop. Oil and greasetrap shall be installed before discharge of workshopeffluents.

• Shall maintain & operate ETP regularly and ensure ZeroLiquid Discharge at all the Coal Washeries.

• Occupier shall construct Rainwater Harvesting cumGround Water Recharge System.

WATER POLLUTION CONTROL MEASURES

• Catch drains and siltation ponds of appropriate sizeshould be constructed to arrest silt and sediment flowsfrom soil, OB and mineral dumps.

• Garland drain shall be provided around the OB dump sites& sidings and the drain water not be discharged in tonearby water bodies, prior to treatment.

• Artificial groundwater recharge measures foraugmentation of groundwater resources.

WATER POLLUTION CONTROL MEASURES – COAL WASHERIES

• Water consumption in the coal washery shall not exceed1.5 cubic meter per tonne of coal.

• Efficiency of the settling ponds of the waste watertreatment system of the coal washery shall not be lessthan 90 per cent.

• To dump reject coal and tailings at least 100 mtr. awayfrom river/water body etc.

PLANTATION

• Thick green belt shall be developed along undisturbedareas, mine boundary and in mine reclamation.

• High root density tree species shall be selected andplanted over areas likely to be affected by subsidence.

• Three tire plantation all along the boundary wall and otheravailable space at Railway Sidings

• Reclamation of mined out areas will be done as per theland-end-use plan and as stipulated in approvedEnvironmental Management Plan and Mine Closure Plan.

• OB dump slopes are suitably terraced & graded forplantation.

OB DUMP & BACKFILLING

• The abandoned pits and voids should be backfilled withOB and biologically reclaimed with plantation and or maybe used for pisciculture

• CIL shall monitor the reclamation work by preparation ofComprehensive Land Use maps of all Coalfields andopencast mines and every 3 years updated pictures ofafforestation, excavation area, backfilling, abandonedquarries, dump and shall be placed on public domain.

ENVIRONMENTAL CLEARANCE CONDITIONS

• No change in mining technology and scope of working shall be made without prior approval of the Ministry of Environment, Forests. & Climate Change.

• No change in the calendar plan of production for quantum ofmineral coal shall be made.

• The funds earmarked for environmental protection measuresshall be kept in separate account and shall not be diverted forother purpose. Year-wise expenditure shall be reported to thisMinistry and its Regional Offices

ENVIRONMENT STUDIES

• The Action Plan has also been prepared for EcologicalRestoration OB dumps and voids.

• A study should be initiated to analyze extent of reductionin pollution load every year by reducing road transport.Source Apportionment Study should be got carried out forthe entire Coalfields areas of Jharkhand.

ACTION PROPOSED BY JSPCB

• Timely submission of complete EMP compliance report &CTO compliance report.

• JSPCB is liable to penalize the respective mines, railwaysidings & coal washeries on non-compliance of theproposed action plan under Polluter Pays Principle.

• JSPCB has planned to set up call center for redressal ofgrievances related within State of Jharkhand.

ACTION PROPOSED BY JSPCB

• Railway Sidings has to obtain CTE/CTO form JSPCB.

• Online Lab Portal shall be started by 01.08.2019 and all thereports will be submitted online and displayed in the publicdomain of JSPCB website.

• Adequate illumination shall be provided around haul roads,railway sidings, washeries, workshops and access toprovide a safe work environment.
