1. Joseph Rangel, worship leader, Clovis Hills Community Church, Clovis, and convention music director, led a time of musical celebration.

2. The 2018 California Southern Baptist Convention Annual meeting was opened in prayer by A.B. Vines, president, CSBC and pastor, New Seasons Church, Spring Valley.

3. Bill Agee, executive director, California Southern Baptist Convention, presented a gavel to Vines.

4. Vines called the 78th annual meeting of California Southern Baptist Convention to order.

5. Sandra Hughes, member, Mountain View Southern Baptist Church, Lake Isabella, and chairman, Committee on Resolutions, Credentials and Membership, reported 301 unchallenged messengers and 99 guests as of 1:15 p.m. She moved that the unchallenged messengers and any future unchallenged messengers who register during the next two days be seated and constitute the 78th annual meeting of California Southern Baptist Convention, October 23-24, 2018 in the City of Clovis. MOTION CARRIED.

6. 8. Macer reminded messengers since there is only one period for miscellaneous business during the last session, CSBC Bylaws, Article 1, Section 5 reads, in part: “In the last session of the Convention during the miscellaneous business period, items of new business could be considered by a majority vote of the Messengers present.”

9. Macer reaffirmed the time and place of the 2019 annual meeting at Shadow Mountain Community Church, El Cajon, October 22-23.

Also, on behalf of the Committee on Convention Operations, Macer moved the 2020 annual meeting be at Clovis Hills Community Church, Clovis, October 27-28. MOTION CARRIED.

10. Vines appointed the following parliamentarians:

Doug Griffin, Clovis Hills Community Church, Clovis

Mike Proud, Crossroad Church, Tustin Vines appointed the following tellers:

Dean Lowe, Woodward Park Baptist Church, Fresno

Chris Galacia, Woodward Park Baptist Church, Fresno

Cindy Cook, Grace Fellowship Church, San Andreas

12. Vines appointed the following to serve on the Committee on Committees:

Region 3, Jenice Moore, Gatetree Baptist Church, Danville

Region 4, Ken Campbell, Capital City Baptist Church, Elk Grove

Region 6, Mike Solorio, El Encino Baptist Church, Fresno

13. Agee nominated Beth Ketcheside, executive assistant to the CSBC executive director, as recording secretary for 2018. Nominated as assistant recording secretaries were Deanna Villegas, executive assistant, associate ex-ecutive director, and Margie Prout, executive assistant, Business Services Team. Second. MOTION CARRIED.

14. Grant Bennett, pastor, First Baptist Church, Gilroy, and chairman, Committee on Board Nominations, recommended the adoption of the committee’s report on pages 181-184 in the Book of Reports. MOTION CARRIED.

15. Craig Hunnel, member, LifePointe Ministries, Ceres, and member of Committee on Commit-tees, recommended the adoption of the com-mittee’s report on pages 185-186 in the Book of Reports with the addition of Brenda Banks, First Baptist Church, Barstow, to serve a term expiring in 2021 on the Committee on Resolu-tions, Credentials and Membership.

MOTION CARRIED.

16. A video about the CSBC Church Revitalization Team introduced a segment featuring churches in the revitalization process using Count the Cost.

Ralph Neighbour, leader, CSBC Church Revitalization Team, interviewed Mike Proud, director of missions, Orange County Associa-tion; Mike Stewart, director of missions, Great Commission Association; and Mike Carlisle, director of missions, San Diego Association about their involvement in Count the Cost for their association churches.

Neighbour also interviewed Kenneth Curry Jr., Friendship Baptist Church, Yorba Linda and Don Hargis, New Heights Baptist Church, Fresno, about their Count the Cost experience and how the process was helping their congre-gation.

A video featuring Grant Bennett, pastor, First Baptist Church, Gilroy was also presented about how his church has benefitted from Count the Cost.

17. Vines called for nominations for 2019 presi-dent:

Steve Davidson, member, Clovis Hills Community Church, Clovis nominated Shawn Beaty, pastor, Clovis Hills Com-munity Church, Clovis. SECOND. With no other nominees, Beaty was elected by acclamation.

18. Macer, on behalf of the Committee on Conven-tion Operations, recommended Laura Craig, minister of worship, Stonebrook Church, Vista as the music director for the 2019 annual meet-ing. MOTION CARRIED.

19. Vines called for nominations for vice president. Gregory Perkins, pastor, The View Church,

Menifee nominated Josh Sanchez, youth pastor, First Southern Baptist Church, Ana-heim as vice president for 2019. SECOND. With no other nominees, Sanchez was elect-ed by acclamation

20. Musical celebration was led by Joseph Rangel.

21. A video report about California Baptist Univer-sity was presented.

22. A video report about Empowering Church Vi-sion through hunger ministries was presented and a hunger offering was taken.

23. Don Fugate, pastor, Foxworthy Baptist Church, San Jose, and chairman, CSBC Executive Board, presented the CSBC Executive Board report.

A. He presented the CSBC 2018 Proposed Ministry Budget on pages 32-38 of the Book of Reports. He moved its adoption. MOTION CARRIED.

B. He called attention to Page 17 in the Book of Reports to the Constitutional Amendment introduced in 2017 to reduce the size of California Southern Baptist Convention Executive Board from 40 to 28 members. He noted the recommendation was being withdrawn and reintroduced in a different recommendation.

C. Fugate read the titles of five CSBC Constitution or Bylaw amendments being introduced by the Executive Board:

Bylaw Amendment – Transfer of Responsibilities for CSBC Church Membership

Bylaw Amendment – Tenure of Board Officers

Constitution Amendment – Defining a Cooperating Baptist Church

Constitution/Bylaw Amendment – Reducing Regions and EB Membership

Constitution/Bylaw Amendments – Merging Committees to Form a Nominating Committee

D. Bylaw amendments were considered by messengers.

Discussion concerning the Bylaw Amendment – Transfer of Responsibilities for CSBC Church Membership:

Chris Cole, messenger, Redeemer Baptist Church, Paso Robles spoke against the motion.

Shawn Beaty, pastor, Clovis Hills Community Church, Clovis spoke for the motion.

Bob Gillchrest, member, First Baptist Church, Pacific Beach spoke against the motion.

Dan Nelson, First Baptist Church, Camarillo, asked Fugate the reasoning behind the change. Not speaking for or against.

Fugate explained the transfer of responsibilities is not a reflection on the committee now serving, but to streamline the process of vetting churches. He said the churches that are not coming in under a mother or sponsor church will be closely reviewed by the committee. The Convention Committee vets the church and

presents them to the Executive Board for approval. Fugate said there would be less time and money expended if the Executive Board handled the vetting since the Executive Board or the Convention must approve churches for affiliation.

Port Wilburn, messenger, Rock Harbor Christian Fellowship, San Francisco, spoke against the motion.

Mike Carlisle, messenger, Generation Church, San Diego, spoke for the motion.

Vines called for a vote on the motion by raised ballot. MOTION CARRIED. With time expiring, Vines noted the Bylaw amendment dealing with “Tenure of Board Officers” would be considered during miscellaneous business on Wednesday morning. (Item #41-C)

24. Miscellaneous Business:

A. Mark Rogers, messenger, Fellowship in the Pass, Beaumont, asked who initiated the three percent reduction in the budget to California Baptist University. Agee said it was initiated by the Convention.

B. Tony Valencia, messenger, Living Water Baptist Church, San Jose, asked what happened to the funds for the ethnic groups and why there was no place for the Hispanic meeting. He also asked if they could be notified in the future before two days before the annual meeting. He said he had heard the Convention is no longer working with different ethnicities.

Agee said the largest percent of dollars for ethnic work comes from NAMB, and with the dynamics of the changes through their partnership, funding has decreased across the board. Agee stated yes, we would be sure to let people know well in advance before the annual meeting.

C. Greg Davidson, Trinity Baptist Church, Vacaville said the CSBC 2019 budget gives a challenge to all churches to give generously to CSBC.

25. Mary Camp, president, California Baptist Historical Society, presented 2018 Heritage

Awards to Bob Bryd and Vi Estel.

27. A video about The Baptist Foundation of California was presented.

28. Rangel led a time of musical celebration.

33. A video about the CSBC Church Planting Team introduced a segment about new churches.

Ross Shepherd, leader, CSBC Church Planting Team, interviewed Shawn Beaty, pastor, Clovis Hills Community Church and church planters: Shawn Meyer, pastor, The Gathering Church, Fresno; Esteban Mendiz-abal, pastor, The Hills Community Church, Porterville; and Daniel Atondo, pastor, Eden Church, Mountain View about sponsorship of new churches. The segment also in-cluded a video featuring Ali Roohi, pastor CenterSet Church, San Jose.

Shepherd also interviewed Johnny Men-dez, pastor, Crosspoint Church, Fresno; Victor Chayasirisobhon, pastor, First Baptist Church, Anaheim; and Tito Villegas, pas-tor, RISE Church, Sanger. There was a video presentation of Matt Lawson, pastor, Story City Church, Burbank. Micaiah Irmler, pastor, Southridge Church, San Jose also shared about the growth of his church plant.

34. Rangel led a time of musical celebration.

35. Miles McPherson, pastor, The Rock Church, San Diego delivered the annual sermon.

Third Session Wednesday, October 24, 2018“Empowering Church Vision – Small Churches and Evangelism and Missions” Proverbs 29:18a (KJV)A.B. Vines, presiding

36. Joseph Rangel, worship leader, Clovis Hills Community Church, Clovis and convention music director, led a time of musical celebra-tion.

37. J. Larry McCain, messenger, Trinity Baptist Church, Arcata opened the meeting in prayer.

38. Bill Agee, executive director, CSBC, inter-viewed Ken and Susan Sartain. Sartain is the leader of the CSBC Small Church Initiatives Team. The couple shared their testimonies and Sartain shared his findings and plans to intentionally work with the smaller member-ship congregations in California.

39. The California Family Council Report was presented by Jonathan Keller, chief executive officer

40. The Baptist Foundation of California report was introduced by Rob Zinn, chairman, who directed messengers to pages 92-131 in the Book of Reports. He encouraged messen-gers to submit names of people with financial expertise to the Committee on Board Nomi-nations for possible service as directors.

Zinn introduced Philip W. Kell, president, who presented the institution’s report.

Kell presented an Award of Excellence to Jim Winchester, pastor of caring, Trinity Southern Baptist Church, Fresno.

In concluding his report, Kell presented a $25,000 check to CSBC for the California Mission Offering.

41. Miscellaneous Business:

A. Sandra Hughes presented a resolution of hospitality to the Mid-Valley Southern Baptist Association and to Clovis Hills Community Church and staff for their hos-pitality. Vines presented Scott Hinman,

associate pastor, Clovis Hills Community Church, a certificate of appreciation for hosting the 2018 annual meeting.

B. Agee presented a gavel plaque to Vines in appreciation of serving as president of the California Southern Baptist Conven-tion in 2017 and 2018.

C. Victor Chayasirisobhon read the CSBC Bylaw Amendment - Tenure of Board Of-ficers on page 21 in the Book of Reports. Chayasirisobhon called for a vote by raised ballots. MOTION CARRIED.

D. D.J. Jenkins, messenger from Anthology Church, Studio City, asked for Jonathan Keller to explain what Southern Baptists are doing related to immigration. Keller responded to the question.

42 California Baptist University, under the direction of Joseph Bolin, dean, Collinsworth School of Music, led a time of musical cele-bration.

43. The California Baptist University Report was presented by Ronald L. Ellis, president, who directed messengers to the university’s report on pages 132-180 in the Book of Reports.

44. A video about the CSBC Evangelism and Missions Team introduced a segment demon-strating evangelism and missions projects accomplished by churches.

Pete Ramirez, leader, CSBC Evangelism and Missions Team, introduced Sherann Kim, Student specialist, who interviewed two summer missionaries – Destiny Paez and Keanna Yang – and a summer missionary host – Beverly Regensberg of LifeWay Bap-tist Church, Fresno.

A video featured stories of churches using community outreach projects to reach people for Jesus. Those featured were Chris Galacia, Woodward Park Baptist Church, Fresno; Nuri Martinez, Primera Iglesia Bautista, Concord; and Daniel Atondo, Eden Church, Mountain View.
